BJP defies HC orders to greet state party chief

In a clear violation of high court orders, the BJP leaders put up hoardings and banners to welcome the new BJP state president Kamal Sharma to the city today.

The leaders did not even spare roundabouts and chowks which had statues of freedom fighters. A hoarding was erected near the statue of Shaheed Udham Singh at Hall Gate roundabout.

The historic Hall Gate today turned into a poster gate due to BJP hoardings greeting Sharma.

Hoardings with pictures of leaders, local MLAs and councillors of the BJP were spotted on Phuwara chowk, Bhandari Bridge, Golden Temple parking and MC’s main office at Town Hall.

Two huge billboards, which had pictures of Mayor Bakshi Ram Arora, former Mayor Shwait Malik and Kamal Sharma, were erected on a roadside just opposite the Circuit House.

The HC in its order had banned installation of any hoarding on roadsides with a view that it distracts commuters, which could lead to accidents.

Earlier, the hoardings had been removed after the announcement by the Deputy Chief Minister and subsequent issuance of orders by the corporation Commissioner.

A senior citizen, BR Preenja said, “These leaders do not bother about public inconvenience. They deface the city to exhibit their hollow show of strength.”

Sharma: Lok Sabha polls a challenge for me

Newly appointed Punjab BJP chief Kamal Sharma today said he would work to further strengthen the party for the next year's Lok Sabha elections, which he sees as a major challenge for himself in the coming days.

Talking to the mediapersons after a rousing reception by the party workers here, Sharma said, "My aim is to consolidate the position of the party and lift the morale of the party workers."

Replying to a query regarding the rise of the SAD in urban areas, he said they don't see it as a domination, as is being projected by many. "We see it as the SAD expanding its base and we will also make efforts to expand ours."

On the tussle between the alliance partners over MC posts, he termed it as a small issue and said the differences could be ironed out through an amicable dialogue.

Punjab Industry Minister Anil Joshi and Mayor BR Arora were among the BJP leaders who welcomed him. Later, Sharma paid obeisance at the Golden Temple and Durgiana Mandir. He also addressed the party workers and asked them to set aside internal differences and work for strengthening the party.

Woman robbed of Rs 5 lakh at gunpoint

The city was rocked by another incident of burglary.

A couple of unidentified persons barged into a residence in the Green field area on Majitha road and decamped with gold ornaments worth Rs 5 lakh after taking the house owner’s wife at gunpoint.

The incident occurred on Tuesday when Ashok Kumar, a retired SDOof Powercom had left his house to pay the electricity bill.

As soon as he went away, the accused entered the house and pushed down Ashok’s wife Sudesh Bala. They dragged her inside the house and demanded the keys of the almirahs while putting the gun in her mouth.

She told the police that the miscreants also threatened to kill her husband claiming that two of their accomplices were following him. They even talked with them on their mobile phone keeping the speaker phone on.

In fear, she handed over the keys to the accused who ransacked the house before decamping with gold jewellery.

Ashok told the police that his wife was terrified and screaming when he reached home. It took no time for him to understand what has happened. He immediately informed the police.

ADCP Amrik Singh Puwar said investigations were going. He said the police had got no definite clue about the accused, but is hopeful of getting some vital breakthrough soon.

A case under Sections 454 and 382 of the IPC has been registered against unidentified persons in this regard.

In yet another case of tax evasion, the Government Railway Police (GRP) today seized gold jewellery worth Rs 1.5 crore from two persons, identified as Ashok Adersa and Chandresh, both residents of Gujarat.

They were caught during a routing checking at Amritsar railway station today. They arrived from Golden Temple Express that reached the city at about 5.30 am.

The gold jewellery weighing about 5 kg was later handed over to the Excise and Taxation Department for evaluation and further investigation.

GS Nagra, inspector, and Dharminder Kalyan, SHO, GRP police station, said the jewellery was kept in three boxes in as many bags belonging to the accused.

Nagra said the duo could produce neither documents (sale- purchase bill), nor they had filed any electronic information collection (EIC) form.

As per the excise and taxation norms, it is necessary for dealers to give prior information to the department through the EIC (available on its website) before ferrying any material worth more than Rs two lakh through road, rail or by air.

Earlier, the Excise and Taxation Department had confiscated packets of gold and diamond jewellery from Sri Guru Ramdass ji International Airport on January 5. Sleuths of the Excise Department seized gold jewellery weighing about 660 gm and packets of diamond from Surinder Kumar, a resident of Rajesh Nagar in the Batala road area of the city.

Nagra said the Excise Department would evaluate the jewellery. He said preliminary investigations had revealed that they had brought the material from Gujarat and was to deliver it to an Amritsar resident.

He said this was a clear case of tax evasion. “That’s why we handed over the jewellery to the Excise Department which would evaluate its worth besides taking further action in this regard,” he added.

Out on bail, drug peddler nabbed with Rs 4-cr heroin

The Amritsar rural police arrested a notorious drug peddler, identified as Kirpal Singh (27) of Guru Ki Wadali, with 800 grams of heroin worth Rs 4 crore in the international market.

The anti-narcotics cell of the police arrested Kirpal from near Chhiddan village following a tip-off. He had hidden the contraband in his car.

About four and half months back, the Punjab and Haryana High Court had granted him bail in drug peddling case. “He was sentenced to 10-year imprisonment by a Tarn Taran court after he was arrested with 1 kg heroin about four and half years back,” said Sanjiv Kumar, investigating officer, anti-narcotics cell.

But after his release, he renewed his contacts, involved in smuggling of heroin from across the border. He used to procure the contraband for local consumption.

He said he was active in Chheharta and Guru Ki Wadali.

The police has booked him under Sections 21, 25, 29 and 61 of the NDPS Act.

Meanwhile, the city police arrested two persons, identified as Sandeep Singh of Rana Garden Mehta Road and Sonu, for allegedly possessing heroin and charas.

Sonu collided with Sandeep Singh when the latter was being produced in the court. The police personnel got suspicious and search Sandeep and seized 38 grams of heroin. They also seized 20 grams of charas from Sonu.

In another instance, Sanjiv Kumar of the Shakti Nagar area was nabbed by D-division police with habit-forming drugs. The police seized 7,400 intoxicating capsules from him. A case under relevant sections of the NDPS Act has been registered against him.

Notorious past

About four and half months back, the high court had granted him bail in drug peddling case. Earlier, he was sentenced to 10-year imprisonment by a Tarn Taran court after he was arrested with 1 kg heroin four and half years back.

Improvement Trust projects get a push as House meets

Working of the Amritsar Improvement Trust (AIT) got back on track as three newly-appointed trustees held the first meeting of the House today.

Sandeep Rishi, AIT, Chairman, oversaw the meeting. The House passed as many as 23 resolutions giving much-needed push to many development projects which were hanging fire.

The trustees approved the design of multipurpose sports complex to be raised at Ranjit Avenue. The project would be referred to the government for its approval.

It also approved re-carpeting of roads, installation of high mast light and other civic amenities work at Ranjit Avenue worth nearly Rs four crore. The House approved development of commercial pockets at a cost of Rs 8 crore and installation of low-tension and high-tension wires at a cost of Rs 3.5 crore in 97-acre scheme in Ranjit Avenue on the Ajnala road.

Much to the relief of plot holders of 211-acre Sri Guru Teg Bahadur Mall Mandi Scheme, the trustees sanctioned laying of pending roads at a cost of Rs 3 crore and installation of low-tension and high-tension wires at a cost of Rs 4.75 crore.

The proposal for laying cables would be forwarded to Chief Engineer, Commercial Power, of Punjab State Power Corporation Limited to get his technical approval.

The AIT in its 62-year-long existence took up the job of funding infrastructure projects of the MC in 2011. The cash-strapped government had roped in the AIT to fund these projects.

At present, the AIT has over 60 projects, including road repair works; installation of streetlights; development of residential colonies; construction of flyover; and beautification of Durgiana Temple.

Taking notice of news reports about shortage of medicines at Jan Aushadi store at Jallianwala Bagh Memorial Civil Hospital in Amritsar, the Red Cross Society has asked the store manager to purchase the required medicines from nodal agencies set up for the purpose.

Vinay Sharma, secretary, Red Cross, said, “It had come to our notice that few medicines required for OPD patients are not available at the store. We have asked the store manager to place the demand for the medicines with the nodal agencies at Zirakpur and Ludhiana.”

She said the store had bought medicines worth Rs 12 to 13 lakh in the past four months. “In general, we buy surgical items more than medicines as there is no issue of expiry date with surgical items,” she said.

Vinay Sharma said the store manager had been advised to place a small order for required medicines. “A fresh order should be made before the stocks get exhausted. Instead of making a bulk order and letting medicines go waste, we should purchase drugs in small quantities,” she said.

In the previous meeting of the committee, a few of the members had advised to purchase the medicines locally. But later it was discovered that buying medicines from the open market in the city would have pushed up the costs of medicines which would defeat the very purpose of making medicines available at lower costs.

The secretary said as per her knowledge, medicines worth Rs 4 lakh are still in stocks at the store.

With the Amritsar Municipal Corporation going through a bad phase, Bhupinder Singh, who took over as 24th Commissioner of the MC, faces tough challenges ahead.

Down with acute fund crunch, the MC has been unable to tackle problems of the collapsed garbage collection system, unhygienic drinking water supply and dilapidated sewerage or rainwater disposal system.

Bhupinder Singh, a 1992 batch PCS officer, shared his views with the Amritsar Tribune to tackle the shortcomings and challenges faced by the MC.

What are your plans to fix the depleting fiscal health of the MC?

It is true that we are facing this big problem of fund crunch. With no money in hand, we cannot expect any improvement. I have scheduled a meeting with the officials of revenue generating wings to gauge lapses, disorganisation and non-utilisation of resources.

What will be your priorities?

My priority will be to energise the wings of house tax, MTP, water and sewerage, with a special focus on checking illegal commercial activities. I will check whether big malls, hotels and business establishments comply with change of land use norms or not. Similarly, traders and residents who evade taxes would be taken to task.

What about tackling the black sheep in the MC?

There is absolutely no place for corruption. I am vigilant enough to nail them.

What assurance can you give to residents as far as quality life is concerned?

Due to an old set up, the city needs urgent augmentation of the existing infrastructure such as better drinking water supply or sewerage or rainwater disposal system. Though the MC has started revamping these important lifelines, I will expedite these projects undertaken by Japan International Corporation Agency. I am aware of the bad quality of water. I have learnt that there are breakages in sewerage and water pipes at several places which lead to contamination of water. I will try to plug these problems.

How about addressing unhygienic conditions like garbage heaps on roads and streets?

A major issue which has remained unsolved till date is the city’s main garbage dumping yard at Bhaktanwala and the dilapidated garbage lifting system. Since the verdict on the Solid Waste Management is pending with the court, nothing can be done in that direction. Yet, I will try to fix our responsibilities like plugging the bottlenecks in garbage lifting system and making the door-to-door garbage collection system efficient.

What about encroachments and traffic mess on roads?

Encroachment and traffic mess are interlinked. I have observed massive encroachments on roadsides. I will identify the key points and launch anti-encroachment drives. The stray animals on the roadsides or on dividers too pose a hindrance. They too will be removed from roads.

When is the new MC house meeting scheduled?

Several works are in the pipeline which demand House’s approval. But before that, I need to do some homework to be prepared before going to the House desk. I am in touch with the Mayor and soon we will fix the agenda for the House meeting.

Youth enters girls’ hostel, nabbed

The Civil Lines police arrested a youth who entered the dormitory area of the girls’ hostel at Sarup Rani Government College of Women on Tuesday night.

The accused has been identified as Ram Parshad, who is a migrant and works in the college canteen.

Police sources said he entered the hostel by scaling up the wall late last night. The hostel inmates suspected the presence of some outsider in the hostel and raised an alarm. The girls caught hold of the accused and locked him inside a room. They informed the hostel warden and college authorities.

College Principal Gurnam Kaur Bedi could not be contacted as her mobile phone was found to be switched off. Amrik Singh Puwar, ADCP, said the police had arrested the accused and initiated action against him.

However, he added that no college authority had recorded a statement till now.

Parkash Purb: Students of CKD institutes take out nagar kirtan

A nagar kirtan, commemorating the Parkash Purb of Guru Gobind Singh, which is to be celebrated on January 18, started in the morning from Sri Guru Harkrishan Senior Secondary Public School following an ardaas performed by Giani Gurbachan Singh, jathedar, Akal Takht.

A large number of students and teachers from all schools and other educational institutes being run by the Chief Khalsa Diwan (CKD) took part in it. The nagar kirtan culminated at the Golden Temple.

En route langar was served to the participants of the nagar kirtan. The nagar kirtan was led by Panj Piyaras, followed by palki of Sri Guru Granth Sahib. Gatka parties displayed the Sikh martial art while kirtan jathas and band teams from different schools produced spiritual music and recited holy hymns.

School Director Dr Dharam Veer Singh while welcoming the sangat spoke about the life of the tenth Sikh Guru. Charanjit Singh Chadha, president, CKDCS, appealed to all to reach the Golden Temple to celebrate Gurpurb.

Meanwhile, the SGPC along with various Sikh organisations, religious sabhas and societies would take out a nagar kirtan on January 17. It will start from Sri Ram Das Sarai, while passing through Brahmbuta Market, Chowk Ghanta Ghar, Bazaar Mai Sewan, Bazaar Kaathian, Bazaar Papdan, Bazaar Baansan, Chowk Chatti Khuhi, Chawal Mandi, Chowk Karori, Chowk Pragdas and culminate at Gurdwara Manji Sahib Diwan Hall in the evening.

On the Gurpurb "Jalau" (show of splendour) will be held at the sanctum sanctorum of the Golden Temple, Akal Takht and Gurdwara Baba Atal Rai for two hours starting from 10 am tomorrow.

The Golden Temple will be illuminated and fireworks displayed after the recitation of "Rehras" at night.

Laughter Da Master 2 grand finale will witness all top five finalists perform in front of live audience, putting to test their comical skills and stage presence.

And with the panel of judges that includes celebrity guest and local MP Navjot Singh Sidhu, Vindu Dara Singh and actor Upasana Singh, the entertainment is set to raise.

Khalsa College opens vet clinic

Khalsa College Governing Council (KCGC) today opened Veterinary Clinical Complex, a clinical wing of Khalsa College Veterinary and Animal Sciences.

Rajinder Mohan Singh Chhina, honourary secretary, KCGC, said the hospital would provide clinical and management services for sick and injured animals and birds.

He said, “The clinical complex is equipped with all facilities along with fully-qualified doctors and auxiliary staff. An independent OPD, separate operation theaters, diagnostic laboratory for prompt diagnosis of diseases of all animals including pets, have been set up,” he said.

Inter-varsity shooting championship sees close contests

Several close contests were witnessed during the All India Inter-University Shooting (Men & Women) Championship hosted by Guru Nanak Dev University.

On the first day, in the air rifle and air pistol (men) categories, Amit Rana from CCS University, Meerut, and Ajay Pal from Panjab University, Chandigarh, stood first and second.

In air rifle (women) category, Gurjit Kaur from Punjabi University, Patiala, and Babandeep Kaur from Panjab University secured 395 and 394 points, respectively. In air pistol (women), Himani Dangi from CCS University, Meerut, topped with 368 points.

On the second day, Sikandar Maan from Punjabi University scored 578 points in air rifle category.

Manjit from CDL University, Sirsa, and Ayushi Dhaka from Guru Nanak Dev University scored 368 points each in air pistol and in air rifle competitions.

As many as 42 universities from all over the Country are participating in this championship.

SRL Ltd opens diagnostic lab

SRL Limited opened a diagnostic laboratory in Beas, 40 kms from here, today.

CEO Sanjeev Vashishta said that lab had been equipped to conduct more than 4,000 different kinds of tests. He said the lab would cater to the healthcare needs of people belonging to states of Punjab, Himachal Pradesh, Jammu and Kashmir and parts of Haryana.
