Amritsar, May 30
The Jallianwala Bagh Memorial Civil Hospital has introduced dialysis facility for patients suffering from kidney problems at subsidized rates. Senior Medical Officer Dr Balbir Singh Dhillon said the patients will be charged a fee of ~750 per dialysis.

He said the fee charged by the hospital is much less than what the private hospitals in city charge. He said the private hospitals charge Rs 3,000 to 4,000 for the same facility.

Dr Dhillon said the hospital has procured two latest machines for the purpose. He said two senior doctors have been designated to provide the service to the general public.

“The poor were facing great difficulty in receiving the facility at private clinics and hospitals. With this vital health service available at the hospital at subsidised rates, patients from the economically weaker sections of the society can easily avail ithere,” said Civil Surgeon Dr Hardeep Singh Ghai.

He said the department plans to put up display boards and notices at various places to make the public aware about the new facility introduced by the hospital. He said the facility will benefit patients who cannot afford the facility at private hospitals. “The cost of treatment will automatically come down three times if the patients avail services from government hospitals,” he said.

Woman booked for husband’s death
Tribune News Service

Amritsar, May 30
Following alleged harassment at the hands of in-laws, Surjit Singh, a resident of Krishna Nagar on Tarn Taran Road, committed suicide by consuming some poisonous substance.

The Sultanwind police has booked his wife Manpreet Kaur, father-in-law Sukhwinder Singh and Harbhajan Kaur, the grandmother of Manpreet Kaur.

Though a case under Section 306, 34 IPC has been registered against the accused on the basis of the statement of Sukhchain Singh, the father of the deceased. No arrest has been made so far.

The police also recovered a suicide note from the pocket of the deceased. The deceased held the three accused responsible for his death.

According to the police, the suicide note recovered from Surjit revealed that he was very upset due to the alleged continuous provocation by Harbhajan Kaur following which his wife used to quarrel with him.

In his statement, Sukhchain stated Surjit was married to Manpreet kaur about two and half years ago. As Manpreet was the only daughter, Surjit used to live in his in-laws house.

He also alleged the accused did not allow the deceased to meet his parents and other family members. This became the cause of friction between them.

He said his son consumed some poisonous substance. He was rushed to Guru Ram Dass Hospital where he breathed his last.

Gurbhej Singh, the investigating officer and in-charge Kot Mit Singh Police chowki, said the accused have been absconding since the registration of the case. Raids are being conducted to arrest them, he added.

The drive took off from the area around the Golden Temple from where scores of posters were removed.

Confirming this, AMC Commissioner Dharampal Gupta said the drive will be carried out in the entire city and will be intensified in the days to come.

“Whosoever it may be, stern action will be taken against the person whose posters are found on public or private property. It is sheer violation of the model code of AMC poll conduct and the violators will be dealt with sternly,” he said.

The code of conduct entails that no political poster can be pasted on any government or public property or even on any private property without prior permission from the district electoral office, yet in the absence of action under the provisions of the Punjab Prevention of Defacement of Public Properties Act, the posters and buntings can be seen all over the city.

These posters are pasted during late hours and it is only in the morning that the residents discover that the walls of their houses have been spoilt with such publicity material.

23-year-old poisoned to death for dowry

Amritsar, May 30
In a shocking incident of dowry death, Ramandeep Kaur (23), a resident of Waniyeke village was allegedly poisoned to death allegedly by her in-laws late last evening. She had been married for three months only.

Lopoke police, falling under Amritsar rural police district, has booked three members of the in-laws family, including the husband of the deceased, in this connection.

Kuldeep Singh, the father of the deceased in his complaint to the police alleged that the accused killed his daughter by giving her some poisonous substance. The body was handed over to the family after a post-mortem examination conducted today.

A case under Section 304-B IPC has been registered against victim's husband Guravtar Singh, mother-in-law Gurjeet Kaur and father-in-law Sukhdev Singh in this connection. No arrests have been made so far.

The complainant told the police that the accused were demanding a Bullet-make motorcycle from the victim Ramandeep. He alleged they continued to harass and tease her to force her to fulfill their demands.

The deceased had come back from her parents' home in the morning yesterday. The family of the deceased received the information about her death from Gurjeet Singh, who was the mediator between the two families for the matrimonial alliance. Gurjeet in turn was informed about the death by a resident of the village.

Investigating officer, Balkar Singh said, “The couple was a mismatch, the residents say. The reason the family of the deceased solemnised the wedding was because Guravtar had come back from Spain. He had gone to Spain a few times and had come back,” he said. “The accused are absconding since the incident. They will be arrested soon,” he claimed.

MC polls: Parties fight the battle within
GS Paul
Tribune News Service

Amritsar, May 30
Silencing the rebel factor is the biggest challenge major political parties are facing in view of the upcoming MC polls on June 10. How well can the political parties pacify those who could not get the party tickets holds the key to win the contest. Failure to do so may just tilt the balance.

Some dissidents have already announced they will contest the poll as independents. The name of the BJP leader and sitting councillor from Ward No 9 Rajinder Mahajan Pappu holds prominence among them. He filed the nomination of his wife Neetu Mahajan as an independent in protest against the candidature of the Improvement Trust chairperson Sanjeev Khanna's wife Madhu Khanna who represents the BJP.

The rebels among the Congress party include Sanjay Sharma (Ward No 46); Jatinder Sonia (Ward No 46); Deepinder (Ward No 57) who also are in the fray as independents. Mohinder Singh, district secretary, circle SAD, who was a claimant from Ward No 16 is also thinking of contesting as an independent after the party announced the candidature of Ajit Lal at the last moment.

“I have filed nomination as an independent candidate because the way the SAD kicked me out was disheartening. I have been a winning candidate throughout and when this ward was declared reserved for women during the 2007 polls, I fielded my wife Sukhwinder Kaur, who was a winning candidate too. The district body kept me in the dark and preferred a novice over me thus overlooking my families' 30-year long ties with the SAD. I have politics in my blood. My father Harbans Singh was an ardent Akali leader and I followed the path shown by him. I have 30-year long experience in politics with me. I was the senior vice-president of the Akali faction and later became the district secretary," he said.

Some did get their way as in the case of the Congress councillor Kulbhushan Duggal from Ward no 21 whose defiant attitude over the selection of Sandeep Gorsi forced the party to withdraw its decision and pass on its authority to Duggal. “I have filed my papers on the Congress ticket. I am glad that the party has finally recognised my more than four-decade long ties with the Congress,” he said.

Senior leadership of the Congress party pacified party workers opposing the appointment of veteran leaders Prof Darbari Lal, former deputy speaker Vidhan

Sabha and Jugal Kishore, district Congress president.

Pardeep Saini, who led the group during the press conferences held recently against the decision of the Congress, is a milder version of his aggressive self today. "We had a dialogue with the high command and some of our candidates have been adjusted. The rest will be declared soon," he said.

Similarly, the dissident Congress sitting councillor Anil Minna, who opposed ticket given to a first timer Gurvinder Rishi at a press conference, too was pacified.

Senior Deputy Mayor Ajaibir Pal Singh Randhawa of the SAD, who also turned a rebel during the recently held Assembly elections, said he was never in the fray for these polls. "My ward was declared reserved for women candidates. I didn't want to field in my wife or any other relative," he said. The BJP camp too faced the rebel factor. The allotment of tickets to the Congress rebels Simarpreet Kaur Bhatia for Ward No 20 and Damandeep Singh for Ward no 19, who recently switched their loyalty to the BJP, too was hard to digest for hardcore BJP activists.

Amritsar, May 30
With the nomination process over and campaigning for MC polls ready to hit the top gear, traders dealing in electioneering material have kept all stocks ready to cash in on the season.

Material like flags, buntings, banners, caps, badges, siropa, and others have been stocked in ample quantity by shopkeepers, majority of whom have switched over to this trade ahead of the elections.

A trader, Amit Khanna said, "We own the oldest shop in the city that sells election campaign materials like flags, siropas, caps, pens and badges. When elections come, we shift to this trade. We do not support any political party or a particular candidate." He said, "Supporters and workers of political parties and candidates have started arriving with orders."

"The majority of electioneering material is being procured in bulk from markets in New Delhi," he said.

Another trader Balbir Singh said, "Selling and manufacturing of political campaign material was a seasonal work." He said, "Civic polls offer a lucrative chance in comparison to Lok Sabha and Assembly elections. High number of candidates means rise in the quantum of sale of the material."

Localities in the ward are Ram Bagh, Kot Atma Singh, Ghah Mandi, Hall Gate, Godam Mohalla, Hathi Gate, Gali Subedar Wali, Gali Nain Sukh, Gali Naiyan, Shastri Market, Ganj Di Mori, Jail Wali Gali, Gali Mahinderpal.

Many localities in the ward are famous commercial hubs, but there are many basic amenities missing in these areas.

The roads get blocked due to encroachment by vendors and traders. It is an irony that the most important part of the city, which leads to the Golden Temple, fails to get attention of the authorities. Literally no parking provisions are in place in the area frequented by Indian and foreign tourists while on their way to the Harmandar Sahib.

The sewerage system in several areas of the ward also lies blocked and needs regular de-silting.

Councilor profile
Area councilor Rakesh Gill has been associated with the BJP since many years. Starting his political career as Ward President of Yuva Morcha, Rakesh is at present All-India BJP SC Morcha Secretary. He is not contesting the civic elections this time. Earlier, he unsuccessfully contested the Assembly elections against Congress nominee Raj Kumar Verka from Amritsar West constituency.

Councilor speak
"All streets were cemented and sewerage was re-laid in many areas. Jawahar park at Katra Sher Singh and Subhash Park at Farid De Chowk were refurbished. About rampant encroachment, people need to honour government guidelines and park their vehicles in designated areas. It was up to the traffic police to implement the law. Shopkeepers need to be sensitised not to encroach upon roads and pavements" — Rakesh Gill

residents speak
"Garbage lifting has to be regular. Residents face problems as the authorities have failed to install adequate streetlights and replace out-of-order lights" —  Puja

"Rampant encroachment leads to frequent traffic blockades. Noise pollution caused by vehicles during these blockades make it difficult for us" — Vikram Sharma

Residents rued the ward remained neglected for five years as the councillor belonged to the Congress. But for a change development projects have been initiated as Mayor Shwet Malik has got a BJP ticket from the ward. Installation of a new water tubewell connection was recently inaugurated, said residents.

Residents said the process to replace defunct streetlights has begun recently. Residents also complained that though the Municipal Corporation had passed a budget of around Rs 14 lakhs for the cement coating of the road leading through Katra Bhagian, but construction has not begun. Loose electricity wires in the middle of the roads are another problem in the area. Residents complained that the hanging wires are a constant threat. Garbage is also not lifted regularly, they said.

residents speak
"Problems were many, but they were not attended to in the past five years. The road leading from Katra Bhagian connects three different wards, but it has not been repaired" — — Gagan Gupta

"Electricity wires hang in almost every street. We are tired of making complaints, but nothing has changed. Power transformers too are installed on footpaths which also pose a threat"— Sandeep Mahajan

Amritsar, May 30
Two years of exile is finally over and so is the punishing wait to taste the fruit of labour. City toppers have put their books to rest, at least for a while now and are ready to let the hair loose and have some fun, including parties and some pampering from their parents.

Post Class XII results, achievers from the city are enjoying the congratulatory messages and gifts.

Apart from hanging out with friends and partying hard, Chetan is excited to get Rs 40,000 from his parents to celebrate his achievement. “I studied seven hours a day for the past two years. Now that I have made my parents proud, it’s time to reap in some benefits,” shares the youngster.

Also, reaping some cool benefits is Gursimran Boparai, a student of Springdales, who got 96.25 per cent in Commerce. Though her celebrations are on hold for a while as she is preparing for college admission tests, the Delhi-bound girl does reveal her grand prize in excited tone. “Maybe a car (her voice tells us it is definitely a car),” she says. “I just want to crack into a good college and then I also want to drive my new car,” says the 18-year-old. Thanks to her mother, she is expecting a big one. “My mother worked equally hard with me during the exam days. I don’t want to put pressure on them, I guess they will choose the best one for me to drive,” smiles the young lady.

Similarly, Diksha Dhawan too is happy to soak in some luxurious rewards that her parents have planned for her. She said, “The real celebrations will start after my entrance exam for undergraduate level. But till then, I’ll spend time shopping for my college wardrobe and hanging out with friends.” After her 96.2 per cent result, the promised gifts do picture in her wish list as well. When quizzed about her gifts she was quick to say, “I haven’t thought about it yet, but maybe something cool and expensive like an iPad.”

Kartik Aggarwal, another city topper with 97.25 per cent, too has not figured out her labour. For now, the girl is busy working hard for her college admissions. She said, “I am happy to have my parents’ good wishes and blessings for now. May be I can make them agree on buying me something expensive.
