Undertrials attack scribes

High drama was witnessed near the courts complex here this afternoon as scribes from a vernacular daily, who were following four undertrials allegedly being given a VIP treatment by being taken to a restaurant by the police for lunch, were allegedly attacked by prisoners. The undertrials were active members of the notorious Bhinda Shadipuria gang. The Faridkot police had brought them to be produced in a local court in connection with a looting incident. An assistant sub-inspector and six other policemen were escorting them.

Before producing them in a court, the policemen along with the undertrials went to a restaurant opposite the courts complex. Around five other persons, who had come to meet the undertrials, also accompanied them to the eatery. Earlier, the undertrials and policemen were reportedly denied entry to a multi-star hotel situated juxtapose to the restaurant.

Journalist Satpal, Sawdesh and photojournalist Vishnu alleged that they had received information that policemen along with four undertrials were relishing food at a restaurant and the latter were not handcuffed.

"The moment we entered the restaurant and started clicking photographs of policemen and undertrials, the latter went berserk and one of them started hurling utensils toward them. One of the utensils hit on my head," Satpal, a victim journalist said.

The undertrials allegedly ran after the scribes with forks in their hands. Vishnu, a photojournalist, said if they had not entered a local hotel, the undertrials would have killed them.

Meanwhile, senior police officials reached the spot and took the accused in custody. Scores of journalists also gathered in the courts complex and demanded immediate action against the undertrials.

Beant Juneja, station house officer, New Baradari, said the undertrials, identified as Gurpreet Singh, alias Gopi, Kulwinder Singh, alias Kaila, Gurjinder Singh and Daljit Singh, were active members of the Bhinda Shadipuria gang.

"We will write to the Senior Superintendent of Police to initiate a departmental inquiry against police officials who were escorting the accused," the SHO said. The kingpin of the gang, Bhinda, who was wanted in a number of criminal cases, had died in a police encounter police. More than 150 criminal cases, including contract killing, loot, smuggling, drug peddling, snatching and robbery have been registered against Gopi and Kaila at various police stations in the state.

A case under Sections 308, 323, 34, 341 and 506 of the IPC has been registered against the undertrials. The police has also rounded up some friends of the undertrials who came to meet them in the restaurant, sources said.

Development projects not to suffer

With the repeat of the SAD-BJP government in the state, most development projects which were in the pipeline are likely to continue without hurdle. While most planned projects are reviewed, scraped, party changed or slowed down by the subsequent governments, this perhaps will not be the case this time with the ruling alliance getting another five years to complete what it had initiated. Several projects that were being planned in the city by the MC, PUDA and the Jalandhar Improvement Trust (JIT) and are still in the conceptual stages are likely to be carried on further.

Mayor Rakesh Rathour claimed that he would actively pursue all pending projects, including railway underbridge at the Chandan Nagar crossing, sports hub at Burlton Park, renovation of Nehru Garden and construction of an aquarium there. He, however, said there would be no need for floating debentures as was planned for generation of income as the sale of shops at the basement of the MC complex would help the office raise sufficient funds. He said that the government had allowed sale of all buildings developed for commercial purposes.

PUDA, which, too, has several projects in the pipeline, including developing of Urban Estate, Phase-III at Pholariwal, commercial complex at vacated jail site and another commercial hub at old DC complex too are likely to resume pace soon. The staff in the office said that they had gone a little slow with files for they were not sure of repeat of government. “Any fresh approvals required for the mega projects will not be much of a problem now. We are just waiting for the swearing in of the government and things are likely to get expedited”, they added. PUDA ACA SK Singla too said that the tender for demolishing of jail building would be put up soon.

Jalandhar Improvement Trust, too, has its three ongoing projects, including flats at Gazigulla, flats at Bibi Bhani Complex near Kalia Colony and renovation of Guru Gobind Singh Stadium, all of which are nearing completion. The blueprints of the luxury flats to be developed at Surya Enclave are also likely to get cleared now, said that engineering branch staff.

BJP leader Manoranjan Kalia may have won the seat from Jalandhar (Central), but the details of the voting pattern show that he is not a popular choice among voters in his own locality.

His poll percentage stands quite low between 23 per cent and 32 per cent in the five polling stations falling in the Central Town locality, where he resides. His Congress rival Rajinder Beri, also hailing from the same locality, had an edge with a vote share ranging between 65 per cent and 76 per cent.

This despite the fact that Kalia had got all roads in the locality re-laid with inter-locking tiles and had spent a good amount for the purpose. Voters of the PAP lines area have also not favoured Kalia as he got just 28 per cent votes from here with his rival grabbing 66 per cent share. Likewise, Dakoha area, too, did not support him.

The areas which have voted more in favour of Kalia include Guru Nanakpura and Chugitti, where he had addressed a major rally recently during the visit of national party leader LK Advani. Other localities voting in his favour included Harnamdaspura, Banda Singh Bahadur Nagar, areas around Patel Chowk, Kotwali Bazaar, Makhdoompura. Areas, including Sainik Vihar, New Defence Colony and Barring where Kalia doled out grants generously, also polled more in his favour.

May not get Cabinet berth

Despite victory in the Assembly polls and his seniority, BJP leader Manoranjan Kalia may not be lucky enough to get a Cabinet berth this time. Sources in the party said the BJP had finalised the names of Bhagat Chunni Lal, Madan Mohan Mittal, Surjit Kumar Jyani and Anil Joshi for ministerial berths. The Local Bodies Ministry, which was with Kalia and later with Tikshan Sood during the previous term, are likely to go to Bhagat or Mittal, party leaders said. Sood has lost in Hoshiarpur this time to Congress’ Sham Sunder Arora. Sources said that while Bhagat would represent Doaba, Joshi from Amritsar (North) would represent Majha, Jyani from Fazilka and Mittal from Anandpur Sahib would represent the two ends of the vast Malwa.

Even as the seats for various professional courses offered at the affiliated colleges of Punjab Technical University (PTU) outnumbers the candidates, the varsity, which has 402 colleges affiliated to it, is likely to add 11 new colleges to the list from the coming session.

The PTU received 11 proposals till the last day for filing of applications on February 29. These include eight applications for opening of management colleges, two for opening of engineering colleges and one for a pharmacy college.

The university already has 106 engineering colleges, 42 for pharmacy, six for architecture, 126 for management, 11 for hotel management and 111 other colleges offering courses in insurance, fashion technology and catering technology. Even as new applications are likely to get through, the existing colleges are facing tough time to fill seats apparently because of much more supply than the demand.

Only 25,000 seats of the total 40,000 could be filled in engineering colleges last year. The seats are likely to swell to 50,000 with as many as 60 colleges already asking for new courses and addition of more seats in existing streams.

For the 2,030 seats in BPharmacy, there were just 110 applicants through online counselling. The university has plans to do away with online counselling to BPharmacy from this session in view of fewer students. Despite an extremely low admission, the number of pharmacy colleges had risen last year to 40 from 33 in the previous session.

Dr Buta Singh, dean academics, PTU, said he felt that the number of applications were far too low this session compared to previous years. He had called the representatives from new colleges for presentations so that their representatives could be apprised of any more requirements on the campuses as per norms, added Dr Buta Singh.

Vice Chancellor Dr Rajneesh Arora said till the targets of the Planning Commission for enhancing the number of seats in technical colleges is not complete, new colleges would continue to get approvals.

Only 1 per cent of the nearly 15,000 government employees on poll duty cast their votes. The district election office data reveals that only 429 votes for the nine constituencies came as postal ballots. Further, more than half of these votes were those from Army personnel deputed out of the district.

Interestingly, of the total 429 votes, only 219 were considered valid as the remaining did not have the requisite declaration forms attested by the Commanding Officer as in Army or the presiding officer as should have been the case with the polling staff. A few were also rejected on the ground that some voters wrote their names on the ballot paper. All 37 votes were declared valid in Phillaur constituency.

While Jalandhar Cantonment and Shahkot both had the highest number of votes, 85 each, the least came from Jalandhar Central constituency with just two votes.

Jalandhar North RO-cum-Deputy Director Local Bodies Karnail Singh said that he had dispatched as many as 238 ballot papers as he had received as many applications. He said that of these, 155 were the army personnel. He said that he received only 85 papers back of which 26 did not have declaration forms as was mandatory to determine their genuineness and the other three had the names of voters on the ballot paper. "This left us with just 23 valid votes", he explained.

Man concocts fake snatching, arrested

An employee of a local candle manufacturing factory situated at Pathankot chowk has been arrested by police after he pretended to have been robbed of Rs 4 lakh. The police has also recovered the cash from his possession.

The accused, identified as Pawan, a resident of Shashi Nagar, had been working in the factory for the past 12 years. Factory owner Inderjit Singh told the police that yesterday he had given Pawan Rs 4 lakh to deposit in a bank. A few hours later, Pawan told him that some miscreants snatched cash from him.

During preliminary investigations, the police uncovered his fake story. The accused confessed that he had concocted a fake story to take the cash.

Govt decides to shift police complex from historical monument

UK-based heritage conservation experts have recommended protection of the historical Mughal Serai at Sultanpur Lodhi under the Punjab Ancient and Historical Monuments and Archaeological Sites and Remains Act, 1964.

The Punjab government has already identified an alternative site for shifting the police complex from Mughal Serai, popularly known as ‘Quila’.

Preliminary investigations by a team of heritage consultants from Edinburgh, led by James Simpson, have said that the mound on which the ‘serai’ was built by Emperor Jehangir could have been much more ancient as it could have been the Buddhist monastery of Tomasa Vana.

The Punjab government’s comprehensive heritage conservation plan for which the state has already raised a loan of over Rs 300 crore from the Asian Development Bank (ADB) focuses on steps to ensure scientific conservation of historical sites in Punjab, particularly within 100 km radius of Amritsar.

“The site for shifting of the police station and other police buildings in the fort has already been identified. Efforts will be made to ensure early shifting so as to ensure early start of the conservation work,” said chief executive officer, Punjab Heritage and Tourism Promotion Board, Geetika Kalha.

“The idea is not only to preserve the existing sites of immense historical importance, but also to attract international tourists to India via the Attari border post,” said Gurmit S Rai, director and principal conservation architect of the New Delhi-based Cultural Resource Conservation Initiative.

“I believe the project has started well. Sultanpur Lodhi figured among the sites I have visited across Punjab. The ‘Mughal Serai’ or the ‘Quila’ carries immense historical value. This is a large square walled enclosure with corner towers and elaborate gateways in the Mughal style. The mound on which it stands is raised above the surrounding plain, which suggests that the site may be a much more ancient one,” said James Simpson of the Simpson & Brown, Architects and Heritage Consultants, Edinburgh. The consultant company was advising the PHTPB on development of a new heritage tourism strategy for Punjab.

James Simpson and Gurmit S Rai said: “The monument should be protected under the Punjab Ancient and Historical Monuments and Archaeological Sites and Remains Act, 1964. No new construction should be permitted within the ‘serai’.”

The hockey team of DAV College has added another feather to its cap by clinching the 19th SAIL-Nehru Champion Colleges Hockey Tournament held at Major Dhyan Chand National Stadium, New Delhi.

This achievement is special as out of total 19 editions of the SAIL-Nehru Champion Colleges Hockey Tournaments, the college has won eleven. The college received an overall trophy and a cash award of Rs 1 lakh. Each player was given Rs 6,250 cash.

In the final, the DAV College team routed Al Ameen College, Bangalore, by 2-1 goals. The DAV College boys took the lead in the first half and won the tournament through a winning goal by Manpreet Junior in the dying minutes of the game. During the semifinals, DAV boys beat Municipal College, Rourkela, by 5-1 goals.

The tournament saw the participation of leading hockey teams from across the country under the banner of the Association of Indian Universities (AIU), which was held from February 28 to March 5.

Dr Manu Sood, coach, said, “The team made its mark amidst a tough competition among the best college hockey teams. Our boys put up a joint effort and practised hard to clinch this coveted title.”

He highlighted that the team won despite the college having no hockey cell or academy. “We have written to the Sports Authority of India (SAI) for granting us a separate hockey cell to promote the game. We are looking forward to a positive response from their side,” he added.

Dr Sood lauded the efforts of the former Director, Sports, Punjab, Olympian Pargat Singh, in setting up a sports cell under the aegis of the state Sports Department.

The star players

  • Shiv Lochak: A product of the local Surjeet Hockey Academy, this defender has been selected by the Nehru Hockey Society for the national hockey camp to be conducted by the Hockey India (HI). He is among the 10 boys selected by the society for the camp. “The last 10 minutes of the final match were crucial and we played well to win. The college is giving us ample opportunities to explore and rise in the game,” he said.
  • Manpreet Junior: A lad from Moga emerged as the trump card for the team as he posted the crucial winning goal in the last minutes of the game. A student of BA-I, he said, “Those were glorious moments when I fielded a goal and the stadium was abuzz with loud cheers for our victory,” he said.
  • Mandeep Singh: A resident of Batala, Mandeep, said, “I bought a hockey stick from the amount presented to us.”
  • Joga Singh: A resident of Gurdaspur, Joga highlighted how his passion was yielding him desired results.“We are proud to have emerged with flying colours in my maiden chance in this tourney,” he said.

Agitated over the dilly-dallying tactics of the Punjab Pollution Control Board (PPCB) in closing a hand tools unit situated in local Dilbagh Nagar area, the residents have now met environmentalist Baba Balbir Singh Seechewal in this regard.

The residents highlighted that the hammer unit of Inder Industries, which is situated on the 120 feet road, has turned out to be a major problem as houses in the area have developed cracks at various points. The unit is situated in the centre of the residential area.

Demanding action, the residents said Seechewal being a member of the PPCB should visit the affected houses. It was also highlighted that the PPCB was deliberately adopting a lackadaisical attitude in implementing the orders issued by it in January this year.

The PPCB had issued orders to close the factory but no action was taken so far. Following the inaction, the residents staged a dharna outside the zonal office of PPCB in Shaheed Udham Singh Nagar a few days back.

Parminder Singh Dhindsa, who has a commercial establishment in the locality, said, “We were forced to approach Baba Seechewal as the PPCB officials failed to initiate any action. We will also hold a massive protest against the factory owners along with Baba Seechewal who has assured us his full support.”

The PPCB officials earlier assured of strict actions against the factory owners for not complying with the previous orders.

It is a pity that the PPCB has failed to carry out its orders. I had asked the PPCB Secretary to personally intervene in the matter and solve the issues of the residents. Now we would take up this matter in the upcoming meeting of the PPCB at Patiala on March 21.

Our factory falls under industrial zone and we had taken the consent of the PPCB before installing it. Further, around 500 metres around my factory is also industrial area, hence no question of violating norms arises. We started the factory in 1998 and the hammer unit was installed in 2002. As far as the cracks in the houses are concerned, this is an unapproved colony that has been built on a plot that used to be a sewer pond. The allegations levelled on us are baseless.~

Traffic police shows leniency to zebra crossing rules’ violators

With the introduction of the Police Commissionerate system in the city, the traffic police has gone much stronger. The Road Safety-10 project, sponsored by the World Health Organisation (WHO), was successfully implemented by it in the city.

Surprisingly, in the last year, the traffic police netted Rs 2.43 crore after challaning 83,615 violators for various traffic violations. Interestingly, the only violation which the traffic police has been ignoring for the past two years is “violations at zebra crossings” on traffic lights.

Sources in the traffic police said it had not caught even a single violator of traffic norms at zebra crossings in the last two years (2010 and 2011). The traffic police records maintain that nobody was challaned violating zebra crossing rule.

Sources confirmed that even in the current year till date the traffic police had not issued even a single challan to the violators of traffic norms at zebra crossings.

The numbers of challans issued for the offence in 2009 are also just four only. Traffic police sources revealed that in 2008, the police challaned 40 violators of zebra crossing rules, means on an average three persons were challaned every month by the police in that year.

The police challaned the violators under Section 177 of the Motor Vehicle Act for the violation.

Majority of the people are not aware of the purpose of creating zebra crossing (a path for pedestrians) on traffic lights. Instead of stopping vehicles behind the crossing, some stop on the zebra crossing or some even cross the same.

Satpal Sharma, a retired bank manager, suggests that the traffic police should hang signboards near zebra crossings to make the public aware of its purpose.

Gurbir Singh, in charge, Traffic Enforcement Cell, when asked about the reason for not challaning zebra crossing rules’ violators, said, “The traffic police has been dealing with the traffic rules flouters sternly irrespective of the violations. We will ask our staff to challan violators of zebra crossing rules.”

In the last four years, only 44 persons were caught flouting rules of zebra crossing.

Zebra crossings are also in bad shape with paint fading with the passage of time and no new coating of paint being applied to them.

Kulwinder Singh, Superintendent Engineer, B&R Department, revealed that there were 22 zebra crossings in the city on traffic lights and around six of them needed immediate repair as their paint has faded.

He said he was aware of the issue but due to poll code in force the department could not initiate the work of repainting them. In the coming few days, tenders would be invited to paint the zebra crossings.

Mass marriage: 12 couples tie knot

The Istri Satsang Sabha organised marriages of 12 couples at Mahalaxmi Mandir, Jail Road, here yesterday. Applications had been invited for the purpose from the families of needy girls from Jalandhar, Phagwara and Nawanshahr, following which inquiries were made. Mehndi ceremony of the girls were held on March 8 and 9. Marriages were performed as per the Hindu rites.

Clothes, cosmetics, jewellery items, watches and nearly 60 household items, including kitchenware, furniture and beddings, were gifted to each couple. Local societies and businessmen contributed generously for the cause.

Jalandhar, March 12
The Jullundur Gymkhana Club organised a fresh flower arrangement contest here today. The participants used a variety of flowers, including dahlias, marigolds, orchids, gladioli and candytufts for the purpose.

Sangeeta Tandon, who made an arrangement titled “Blessed bride”, won the first prize. Anju Gupta with arrangement “Let me blue” was declared second. Third prize was shared by Ranju Sethi and Seema Arora who made arrangements “Protected beauty” and “Stop female foeticide”, respectively.

The result was declared on the basis of voting done by members. Lucky draws and tambolas were also organised.
