Encroachments compound parking woes in Faridabad
Ravi S Singh
Tribune News Service

Faridabad, November 7
Apparent negligence on the part of the authorities coupled with encroachments by shopkeepers have created an acute parking problem in the main markets of the city. The main reason for the problem is lack of authorised parking zones in these commercial areas.

Some of the markets, including NIT-1, 2 and 5 in Jawahar and Parbatia Colonies, present an uruly scene involving scuffles and abuses among shoppers, jostling to park their vehicles. It is difficult to leave a market after shopping on account of a haphazard parking of vehicles.

Ram Prasad, who owns and run a shop in NIT-2 market, laments that his business had dropped by about 20 per cent as the shoppers, even from the adjoining HUDA sectors, give the market a skip and prefer to go to the malls. They shy away from the markets due to unavailability of parking space.

Jagdish Bhatia, president of the Faridabad Vyapaar Mandal, alleged that the authorities take ad hoc measures especially during festive occasions like Diwali.

“Repeated representation to the authorities on the issue by the shopkeepers have gone unheeded,” he said, adding that thousands of shopkeepers in various markets were miffed over the apathy of the authorities.

The Faridabad Vyapaar Mandal has suggested that a central parking zone be created in each of the markets. One such zone has been created in the NIT-1 market, but the parking is not regulated by the authorities.

The mandal is also critical of a section of shopkeepers who are either guilty of encroachments or renting out the area outside their units to vendors, which has aggravated the parking problem.

Bank client stands to lose Rs 12,000, account closed sans notice
Bijendra Ahlawat
Tribune News Service

Jind, November 7
Manjit Singh, hailing from Aftabgarh village of the district, had perhaps no inkling about the loss he could suffer after opening a savings account with the Punjab National Bank branch of Safidon town in the district.

He stands to lose Rs 12,864 that had been reported as the balance in his passbook after he came to know that his account had been closed a few years ago. After taking up the matter at the highest level in the bank, Manjit Singh has been running from pillar to post to get his balance back for the past few months, though the officials concerned describe his claim as "defunct" on account of his "failure" to produce any document to prove the allegation.

According to Manjit Singh, who resides at present at Bathinda, he had opened the account (no. 112730) in 1991, when he was residing at his village and had over Rs 12,000 as balance in his account. He shifted to the Bathinda town a few months after he got a government job there.

He said that he could not operate the account frequently due to having shifted, adding that he had misplaced his savings account passbook. He came to know about his savings account a few months ago, when he found the passbook.

He then contacted the bank officials at the Safidon branch of the PNB to get the balance transferred to his new account at Bathinda.

He says he got the shock of his life after he was told that the bank account had been closed (destroyed) and there was no account as such and his request for transfer of the money could not be entertained.

"I have even submitted the original copy of the bank passbook that shows Rs 12,864 as balance in 1993, but the officials failed to provide me any relief. The bank officials should have intimated me at the time of destroying or closing the account," he adds.

On the other hand, SP Sharma, Chief Manager of the PNB, Safidon, said reminders and letters had been duly issued to Manjit Singh and there had been no irregularity of any kind on the part of the bank. The client could have withdrawn the money as no account was closed with a balance lying in it, he added.

Claiming that no proper proof had been presented by the complainant so far, he said the complaint was baseless.

Kshatriya Mahasabha opposes caste-based quota
Tribune News Service

Chandigarh, November 7
The Akhil Bhartiya Kshatriya Mahasabha has demanded that reservation in educational institutions and jobs should be on the basis of economic status of a person rather than on the basis of caste.

National Working President of the Sabha Mahender Singh Tanwar said here recently that the preamble of the Constitution and its Articles 14, 15(1), 15(2), 16(1) and 16(2) provide for the right of equality where there would be no discrimination with any person on the basis of caste, sex, religion and place of birth. A number of judgements of the Supreme Court defended the fundamental rights and the apex court gave its verdict against the reservation based on caste, sex and religion.

However, he regretted that due to the pressure of some castes and vested political interests, the Constitution was repeatedly amended to promote caste-based reservation system not only in jobs and educational institutions but also in promotions.

Appealing to all sections of society, including social institutions, to cooperate with the Sabha in its movement against the caste-based reservation system, Tanwar said the Sabha would organise a dharna at Jantar Mantar, Delhi, on November 27 in support of its demand.

Functioning of investigative officials to be reviewed: IGP
Ravinder Saini

Jhajjar, November 7
Investigative officers (IOs) of the Haryana Police, who are posted at any police post/police station of the Rohtak Police Range covering Rohtak, Jhajjar, Sonepat and Panipat districts and do not take ample interest in investigating criminal cases up to the standard, should be ready to face official action.

Alok Mittal, Inspector General of Police (IGP) of the range, has decided to review the functioning of those IOs against whom complaints have been filed either by the complainants or accused concerned.

The IGP has recently shot off a communiqué in this regard to all the SPs of the four districts of the Rohtak Range. In the communiqué, the SSPs have been asked to send all those files of criminal cases to the IGP office wherein the IOs have been charged with committing partiality and adopting illegal tactics while investigating the cases just to get the compromise done after mounting pressure on the complaints.

Mittal disclosed this while interacting with The Tribune after assuming the charge of the IGP of the Rohtak Police Range in place of V. Kamaraja who will now hold the post of IGP (Railways and Commando, Haryana) at Panchkula.

“Accurate outcome of the criminal cases depends upon the standard of the investigation to a large extent. If investigative officer possesses sufficient knowledge of investigation parameters and follows the investigation principals while investigating the case, then the result comes perfect most of the time. Contrary to it, if the IO lacks basis knowledge of the investigation process then there is low chance to the fair and exact inquiry of the case,” said Mittal.

He said in this situation, the IO needed proper training of making investigation of all sorts of criminal cases so that they could handle all the cases with an efficient manner.

Those IOs would have to face official action who would be found guilty of committing partiality and inaccuracy deliberately during the review of the cases, the IGP said.

Mittal said he was also mulling over to impart special training to the IOs of the Rohtak Range so that they could not only rectify their mistakes but also know the latest trends of the investigation.

“I have also planned to carry out surprise visits to police posts/stations of all the four districts to know the problems being faced by the policemen while discharging their duties,” said Mittal, adding that all the grievances of the cops would be redressed on a priority basis so that they could do their work in a congenial atmosphere.

Railways’ decision not to increase freight welcomed
Attar Singh/TNS

Ambala, November 7
The decision of the Railway Board not to increase freight has been welcomed by the business community of the town having wholesale cloth market, scientific goods manufacturing industry and instrument industry in the country availing services from the railways.

Talking to mediapersons, senior divisional commercial manager GM Singh said the Railway Board had withdrawn the decision to increase terminal charges on the consignment booked through the railways till March 31, 2012.

The rail freight between Ambala, Delhi and Kolkata and even far-flung places like Guwahati are more attractive. The rates are also lower as compared to the road transport. Singh said the freight being charged at present on the transportation of iron and metal goods at Rs 45 per tonne, coal and food products at Rs 20 per tonne and Rs 40 per tonne on rest of the miscellaneous goods.

The Railway Board had declared to revise the terminal charges on goods traffic and postponed the decision till the end of the current financial year. Sources said the movement of goods between Ambala, Amritsar and Delhi by train costs less than truck charges. As per the old freight rates by the Northern Railways, a quintal of cargo being carried by train from Delhi to the Agra Cantonment will cost Rs 12.1 as compared to Rs 27.7 by truck. Electrical goods, handloom products, clothes, motor parts, books, ready-made garments, plastics, sports goods and general merchandise have benefited from the railways parcel bookings.

Railway officials said since the goods were carried over short stretches, it made more sense to provide for heavy discounts on shorter routes rather than the long ones which were traditionally used for bulk goods like iron ore, coal and foodgrains.

Central health scheme faces roadblock in Sirsa, Fatehabad
Sushil Manav
Tribune News Service

Sirsa/Fatehabad, November 7
The Rashtriya Swasthya Bima Yojna (RSBY), a Central Government scheme, to provide quality healthcare facilities to people living below poverty line (BPL) through their free health insurance, is facing roadblock in Sirsa and Fatehabad due to inordinate delay by the insurance company to make payments to doctors.

Doctors and hospitals empanelled by the insurance companies under the scheme are losing interest due to the delay and many of them are unwilling to provide treatment to the BPL patients now.

The government has given a contract of insurance under the RSBY for Sirsa and Fatehabad district to the National Insurance Company, who in turn has appointed the Dedicated Health Services (DHS), as their third party administrator (TPA) to deal with the doctors.

The doctors alleged that many of them had not received any payments since June, when the scheme started for the current year. Some others said even the payments for the past one year were also pending.

A doctor from Fatehabad said he was yet to get Rs 80,000 from the insurance company for the last year and more than Rs 3 lakh for the treatment provided to the BPL patients in the current year.

He said the doctors empanelled with the company held a meeting on October 3 and they decided that no BPL patient would be provided treatment under the scheme, if the insurance company failed to pay their last year’s dues by October 20.

However, nothing had been done so far in this direction, though they were assured of better deal in future. The doctors were now planning to move the court, he said.

He said they had been left with no option, but to express their inability to provide treatment to the BPL patients in these circumstances.

Dr Sanjiv Shukla of the DHS, however, denied that any doctor had ever declined treatment to a BPL patient.

He said if they get any such complaint, they would take action against the erring doctors. On the issue of delay in the receipt of payments by the doctors, Dr Shukla said the DHS had been making payments to the doctors as and when it was received from the insurance company.

BS Malik

Sonepat, November 7
Dr Rajinder Singh Tonk Dr Rajinder Singh Tonk, a physician in Ram Manohar Lohia Hospital, New Delhi, and a resident of Baiyanpur village, near Sonepat, had established Chaupal, a healthcare centre, on August 15, 2007, with the theme “Swasth Gaon-Unnat Desh” (Healthy village, progressive country).

Today, Chaupal runs health programmes through its community health centre at Baiyanpur and holds health camps there, providing medicines at nominal rate to the villagers.

Chaupal consists of a team of dedicated medical practitioners with 20 years of work experience.

Talking to The Tribune on the sidelines of a free health camp at Bhawar village recently, Dr Tonk said, “Chaupal’s innovative approach is that of a ‘Clinic on Wheels’, which takes quality healthcare to villages that lack access to even the basic forms of primary care”.

He added that in order to combat the lack of needed medical care, Chaupal follows a two-pronged mode, i.e. community outreach and community centre.

“Under the community outreach programme, I lead my team of specialists, physicians, pediatricians, gynaecologist, psychiatrists and general surgeons, dental surgeons, optometrists, physiotherapists, psychologists and agriculture and veterinary scientists to villages here to conduct medical tests, dispense medications, perform follow-ups and educate villagers about the health issues,” Tonk said.

“Our health camps conduct a comprehensive physical, dental and eye examinations for school children in every village that hosts the health camp. The children are then given a medical card that documents any health issues they may have,” he said.

“Women, more often than men, complain of anxiety and sleep disturbances. Alcohol, drugs and substance abuse are swiftly climbing up the charts of social maladies,” he added.

Tonk said he had organised over 100 free health camps covering 400 villages of Haryana during the past four years after founding Chaupal.

He added that Chaupal had touched the lives of more than two million people in the villages through these camps.

Kurukshetra, November 7
The Haryana State Sikh Forum, in collaboration with the Haryana Sikh Mission, Kurukshetra, in a condolence meeting held on the premises of Gurdwara Sixth Paatshahi here recently, prayed for the peace of the departed souls who were killed in the 1984 riots.

Paying homage to the departed souls, Jagjit Singh Virk, president, Haryana State Sikh Forum, said such acts of killing of a particular community was unfortunate in a democratic country like India.

He said our leaders should be serious to solve this problem by helping the widows and the orphans from the Gurdwara funds, which were built to help the poor and needy persons. Harbajan Singh Masana, member, Shiromani Gurdwara Prabandhak Committee, KS Chaohan, president, Sikh Mission, Kurukshetra, JS Warraich, vice-president, SS Tarar, secretary, and MS Bedi, treasurer, all of the Haryana State Sikh Forum, were among those who were present on the occasion.

Students protest delay in shifting classes to new building
Satish Seth

Kaithal, November 7
Students of Dr BR Ambedkar Government College are up in arms against the delay in shifting the classes to a newly constructed building in Jagdish Pura village on Ambala road here.

To express resentment, the students boycotted classes and staged a protest outside the college, near municipal council chowk, recently.

Inspector Ashok Kumar, SHO, Civil Lines, along with Dr Namita Dhaka, vice-principal of the college, persuaded the students to withdraw the protest after assuring them that the classes would be shifted to the new premises soon.

For the past 5 years, the classes of the college are being held at Government Boys Senior Secondary School here as a temporary arrangement. As many as 1,000 students feel suffocated as over two dozen classes are being held in five rooms.

The students alleged that they had been assured by the college authorities about shifting of the classes to the new building, part of which had been completed.

However, despite repeated assurances, no step had been taken to meet the demands of the students.

Meanwhile, the PWD Department had been directed by PWD Minister Randeep Singh Surjewala to complete the building at the earliest.

Arun Bhatia, SDE, PWD, Kaithal, said as per the demand of the college administration, one block of the college had been completed and would be occupied by the college management after the completion of necessary formalities. The rest of the building was being given finishing touches and would be ready by the middle of December, he said.

Ambala, November 7
Around 1,852 acres of land of the farmers of Panjokhra and other five villages for setting up an Industrial Model Township (IMT) has been exempted from acquisition as the state government could not issue the notification under Section 6 of the Land Acquisition Act even after the passing of one year of the notification issued under Section 4.

Now, the government has to find out a new land for the IMT project somewhere else in the district.

The government had issued a notification under Section 4 for the acquisition of 1,852 acres of land for setting up the IMT on October 29, 2010. Later, a notification under Section 5A was also issued. According to the Land Acquisition Act, if the notification under Section 6 was not issued within the period of one year of the issuance of Section 4, the prior notification lapses automatically.

According to a senior revenue officer, in such cases new notification for the cancellation of Section 4 is not required.

The farmers of the affected villages had been opposing the acquisition of land for setting up industries there. The farmers under the banner of the Jameen Bachao Sangharsh Samiti had continued a chain fast before the Civil Secretariat at Ambala City for 66 days. Senior leader of the BJP Anil Vij and INLD supremo Om Prakash Chautala had openly supported the demand of the farmers.

Union Minister Kumari Selja and Haryana Youth Congress president Chiranjeev Rao had also offered their support to the agitating farmers. The matter was also brought to the notice of AICC general secretary Rahul Gandhi.

The farmers had also met Chief Minister Bhupinder Singh Hooda on the issue twice and he had assured them that their land would not be acquired. The farmers were hopeful that Hooda would not back out from his words.

The new Land Acquisition Bill of the Union Government has also forced the state government not to acquire the fertile land of Panjokhra and other villages for industrial purpose.

However, around 200 tube wells are there on the land and the facility of canal water is also available there. It is the most fertile land of the area.

Balwant Singh, president, Jameen Bachao Sangharsh Samiti, said it was the victory of their struggle and the moral support by various political parties.

He said the farmers were happy that the Chief Minister had kept his words and obliged them.

A senior Youth Congress leader, Himmat Singh, who had taken part in the agitation, said in fact it was the victory of the farmers in which Union Minister Kumari Selja and the Youth Congress played an important role.

Senior BJP leader and MLA from Ambala Cantt Constituency Anil Vij said it was the joint victory of the farmers. INLD district chief Balwinder Poonia congratulated the farmers for their grand success.
