Life’s a suffering in Sirsa
Sirsa, September 22 Though the TSC was a programme on rural sanitation, the manner in which sanitary conditions in the town have deteriorated in the recent past, it has blotted the achievement to a large extent. Most of the old localities in the town are in a state of neglect. Stinking filth lying here and there in the streets is a common sight. The poor sewerage system has made life all the more difficult for the local residents as filthy water can be seen overflowing in streets. Stray pigs, dogs and cattle find these conditions perfectly ideal for them, further adding to the woes of the residents. Sewer contents can be seen oozing out of the manholes at many places. The condition of some of the streets is so bad that the mere idea of passing through these streets gives jitters to the residents. Uncovered manholes and those covered have uneven lids are the two other problems, which have been causing hardships for the locals. Dustbins purchased by the municipal council by spending huge funds have been lying unused, while heaps of garbage can be seen lying in the open. The municipal council had set up a plant near Bakrianwali village to treat solid waste of the town, but it has remained unused, reveal sources. “Shah Satnam Singh Marg” that leads to the headquarters of Dera Sacha Sauda has been lying in a state of disrepair for the past more than two years and no efforts are being made to ameliorate its condition. The Rania Road is badly damaged and has more potholes than the smooth surface and it becomes difficult for the motorists to drive through that road. The condition of the bypass road leading to the General Hospital and Begu Road is also pathetic and with sewer water accumulating on these roads, driving has become a cumbersome affair. Jeewan Singh Park, which was beautified after spending huge funds in 2003, has become more of a pond of filthy water with sewer contents accumulating in it. The conditions are so pathetic that these can lead to the outbreak of vector-borne and water-borne diseases any moment. Repeated representations by the local residents have failed to move the authorities and on several instances, the irate residents had to take law unto their hands. In one such incident last year, angry residents had thrown an SDO of the Public Health Department into sewer water in a locality. In another case, a child had to lose his life due to the lackadaisical attitude of the authorities, which had left a manhole uncovered. Nagrik Parishad, an organisation representing several prominent persons of the town, and several other local NGOs have taken up the issue with the authorities and the state government. A local NGO, Praheri, has filmed the pathetic conditions of the town and sent its recording to Chief Minister Bhupinder Singh Hooda, seeking his intervention. The NGO has also installed hoardings displaying the poor sanitary conditions of the town at prominent places. After a meeting with officials of the Public Health Department, the PWD (B&R), MC, HUDA and some other departments, Yudhbir Singh Khyalia, deputy commissioner has assured residents that the conditions would improve soon.

Scientists identify new cattle breed
Karnal, September 22 A presentation about the new cattle breed was made at the 28th foundation day function of the NBAGR by Dr Vikas Vohra and Dr SK Niranjan, both working towards the characterisation of Belahi cattle. They expressed the hope that with the registration of these animals, Belahi would become the 35th cattle breed of India registered by the NBAGR. The animals of this breed are of medium stature and the cows of this breed have good milk potential under low input system while the bullocks are being used for ploughing the fields in hilly regions in Himachal Pradesh and parts of Punjab. The animals are kept by the Gujjars of Nahan, Panchkula, Raipur-Rani, Yamunanagar and areas falling on the Himachal-Haryana border. The Belahi cattle are under migration for about 8-9 months a year and can sustain themselves on pastures along the roadside forests/fields in the twin states. Dr BK Joshi, director, NBAGR, emphasised the need for conservation and sustainable utilisation of cattle diversity, reflected in more than 34 breeds from different agro-climatic zones available in the country and said the role of cattle genetic resources had become even more important in the present era of climate change. The stakeholders of Belahi cattle were felicitated by the chief guest, Dr ML Madan, a former deputy director general (animal sciences), Indian Council of Agricultural
Research (ICAR), who advised the scientists and other staff members of the bureau to chalk out individual goals for the next year and work even harder for attaining new heights. Dr Joshi also announced the institution of an award to the best NBAGR scientist in the name of Dr PG Nair, founder director, NBAGR, and highlighted the achievements like registration of breeds, conservation of various livestock breeds, whole genome buffalo sequencing, candidate gene analysis, diversity analysis and identification of alleles for production and adaptation traits. A competitive event for budding scientists was also held on the “Characterisation and Conservation of Animal Genetic Resources in Indian Context”. Nominees of the Gujjar community from Panchkula, who are custodians of Bilahi cattle, were also felicitated.

Hisar, September 22 While the candidates cannot wish the Anna factor away, Team Anna backers are finding it practically difficult to convince every voter to secure from the contestants an undertaking that they and their respective parties will support the Jan Lokpal Bill in Parliament. Hisar is the home district of Team Anna member Arvind Kejriwal. When he visited the city a few days ago, he declared that Anna Hazare supporters will distribute the draft of a declaration among the voters which inter alia includes a pledge by the candidate and his party chief to support the Jan Lokpal Bill in Parliament, if elected. Team Anna wants every voter to secure every candidate’s pledge in writing. Team Anna has set September 30 as the deadline for securing these pledges and it has threatened to boycott any candidate who fails to sign the pledge. So far, no party or candidate has signed any such pledge. Team Anna has also declared that its supporters would boycott every candidate against whom criminal charges have been established by a court of law. With less than a week remaining before the deadline expires, Team Anna supporters are jittery. If they fail to secure written pledges from the candidates and their parties, Team Anna’s standing in the home district of one of its leading lights - Arvind Kejriwal - will be severely dented. Not only that, its plans to implement this scheme nationwide in the next general election will also suffer a big blow. While voters in general support Team Anna’s campaign, they find it difficult to make the candidates sign the pledge. “Generally, the candidates approach us through friends or relatives. As such it is difficult to dictate terms to the candidate in their presence,” said a leading local lawyer. His sentiments are shared by other voters cutting across party and caste lines. On the other hand, the candidates are aware of the importance of Anna factor in the byelection. While no candidate has pledged in writing, but all of them directly or indirectly want to be seen as supporting Team Anna. Indian National Lok Dal’s Ajay Chautala has gone to the extent of saying if his party is voted to power in the next Assembly elections, it would implement the Jan Lokpal Bill in Haryana in toto. But that does not solve Chautala’s problem. Since he is facing graft charges, he does not fulfill Team Anna’s conditions. Kuldeep Bishnoi of the HJC-BJP combine claims he had sent a letter of support to Anna Hazare during his fast in Delhi. However, the BJP has its differences with Team Anna over the inclusion of the Prime Minister in the ambit of the Jan Lokpal Bill. Unless the BJP agrees with Team Anna, Bishnoi too will fail the test. Jai Parkash of the Congress is keenly aware of the limitations of his party which is opposed to Team Anna tooth and nail. However, even he has to proclaim repeatedly that he meets Team Anna’s requirements since he is “clean and has no graft or other charges” against him. The tenacity of Team Anna and the main candidates will be put to a severe test in the coming days.

Sonepat to get Rs 23-cr railway overbridge
Sonepat, September 22 The ROB would meet the five-decade-old demand of the people and the construction work was likely to begin by the end of October this year, he said, adding that the construction company and the PWD authorities had been asked to ensure that the construction work was completed within the scheduled time frame. Claiming that the tempo of infrastructure development in his Assembly Constituency had been accelerated, he said the government had formulated plans for spending around Rs 300 crore for the integrated all-round development of the areas in the Gannaur Assembly Constituency. An amount of Rs 67 crore was being incurred for the improvement of infrastructure during the current financial year, he said. The major buildings and roads projects included the construction of judicial complex and houses for judicial officers, a primary health centre at Bega village and construction of DSO (Civil) administrative block at Gannaur town, four-laning of road from the GT Road to Gannaur Railway Station, construction of three bridges on drain No. 6 and repair and improvement of as many as 13 roads and construction of five new roads in the constituency villages, he added. “I have scheduled three days in a week for hearing the grievances of people of my Assembly Constituency and monitoring of the ongoing development and social welfare activities,” he said and claimed that it had helped in the prompt redressal of grievances and completion of works on time. In reply to a question about the allegation of the INLD that the party MLAs were not being given enough time to speak in the Assembly session, the Speaker explained that the time allotted to the INLD in the session was being used by Om Prakash Chautala and his sons Ajai Singh and Abhai Singh and the state party president Ashok Arora and they did not spare any time for other MLAs of their party. Earlier, he heard the grievances of people and inaugurated the renovation work of Larsoli PWD Rest House. Gannaur SDM SB Lohia and officers of other departments were also present on the occasion.

Mobile camps to educate people on legal rights
Bhiwani, September 22 RK Bhankhar, chief judicial magistrate-cum-secretary, district legal service authority, said in order to create awareness about legal rights among the people at their doorsteps, the District Legal Services Authority had decided to hold 10 mobile lok adalats-cum-legal literacy camps from September 17 to 30 in the district. In these camps, to be held through mobile van, advocates were imparting knowledge about the legal rights in detail to people, he said. Rajesh Kumar Bhankar, Chief Judicial Magistrate, secretary of the authority, said these camps were being organised under the guidance of the president of the authority, Sessions Judge Anita Chaudhary, who flagged off the van from Bhiwani on September 17. Bhankhar said separate panels of lawyers had been appointed to educate the people on labour laws, Domestic Violence Act, Motor Accidents Compensation Act, Hindu Marriage Act, Food Safety and Standards Act, RTI Act, Child Welfare Act, Consumer Protection Act, Arms Act etc. Bhankhar said besides, people would also be informed about 158 CrPc, Panchayati Raj Act and Right to Education Act. The CJM said weekend camps would be held at Kaluwas on September 23, Tigrana on September 24, Baliali on September 28 and at Bapora village on September 30. A rural Lok Adalat would be held at Baliali village on September 25, he added. Bhankhar urged the people to attend in maximum numbers and get knowledge about the law so that no one could harm them legally. “The authority provides free-of-cost legal service to the poor and needy,” he said.

Experts review animal husbandry programmes
Panipat, September 22 During the meeting, it was decided that monthly recordings of Murrah buffaloes identified under this programme would be done in collaboration with the JK Trust Gram Vikas Yojna, an NGO, already working in the state, wherein staff of the trust would also record the monthly milk yield of the identified buffaloes. Director-General Dr KS Dangi stated that the veterinary extension work of the department as well as the veterinary university would be done in collaboration with the extension scientist of the Lala Lajpat Rai University of Veterinary and Animal Sciences so that all programmes and schemes of the department and university reach the end users. During the meeting, the experts evaluated the results of the first and the second Murrah bulls adopted under progeny testing which were found to be quite encouraging. It was also decided to launch the third phase of test on Murrah bulls in six more districts of the state. Dr Dangi stated that these programmes had resulted in steep hike in the prices of Murrah buffaloes as well as Murrah bulls, thus improving the economy of the livestock farmers of Haryana. Male calves of Murrah buffaloes, who used to be neglected by farmers in the past, were now fetching even more prices than the female calves, he added.

Poor children given school uniform
Fatehabad, September 22 A number of children of slum-dwellers and rag-pickers from the neighbouring Bhuna Road area study in the school. Prahlad Singh Gillankhera, chief parliamentary secretary, was the chief guest. He inaugurated the programme by planting a sapling on the school campus. He also donated 12 ceiling fans to the school from his personal funds. Gillankhera said no development of the country could be imagined without its people being educated. He said while people living in towns had started realising the importance of education, those living in slums and backward areas were still oblivious of the fact. Gillankhera called upon social organisations to come forward for creating awareness among the poor about the value of education. He said the state government had started several schemes for ensuring quality education to children and exhorted the people to take benefits of these schemes. He also urged social organisations to work towards eliminating social evils. Farmers to get credit cards at camps
Rewari, September 22 Highlighting the importance of the nationwide campaign launched for the accomplishment of credit cards for all eligible farmers in the district by October 15, the ADC said block-wise camps for the preparation of credit cards for the farmers of various villages would be held at the block office complexes of the respective blocks at Bawal and Rewari on September 26, Nahar and Khol on October 3, Jatusana and Rewari on October 5, Bawal and Nahar on October 10, Khol and Jatusana on October 12. While instructing tehsildars to ensure the timely availability of the lists of the eligible farmers, who are still bereft of the credit cards, as well as the relevant records of their lands to the officials concerned, the ADC also directed the BDPOs to remain present at the camps and facilitate the preparation of credit cards. Simultaneously, he enjoined upon the nodal officer-cum-deputy director of agriculture to ensure the availability of lists of the eligible farmers to the bankers as well as the office of the lead bank. Kaithal, September 22 The ADC pointed out that on a number of occasions, women members of self-help groups constituted under the Sawarn Jayanti Gram Sav Rozgar Yojana had complained of difficulties in getting loan from banks as they had to visit the banks repeatedly to ensure the processing of their application. He said all this put a question mark on the functioning of banks and the officials should ensure that the beneficiaries seeking loans from banks did not have to do rounds of the banks. Seminar to mark Engineers’ Day held
Sonepat, September 22 Inaugurating the seminar, vice-chancellor of the university HS Chahal said Dr Visvesvaraya was decorated with the Bharat Ratna in 1955 in recognition of
his services in the technical field. Dr Visvesvaraya was not only a great engineer, but also a pride of the country and his works were based on quality and innovations, he added. Chahal recalled that as an engineer, he constructed dams with the provisions of the block and automatic door system and changed the course of the Moosa river of Hyderabad. He announced that the newly constructed academic block in the university would be named after Dr Visvesvaraya. The vice-chancellor termed Chief Minister Bhupinder Singh Hooda as the education engineer for his far-reaching thinking to accelerate the tempo of technical education in the state. The number of universities had increased from 4 to 21 and the number of students in technical institutions had gone up to 2 lakh during the stewardship of Hooda as the Chief Minister, he added. Dr Chandan Ghosh, director of the National Institute of Disaster Management of the Union Home Ministry of India, explained the engineering preparedness of disaster management and pointed out that the number of buildings in Delhi and other cities of the country were being constructed without engineering consultancy. Such building could invite human tragedy anytime and people had seen such tragic incidents in the past, he added. He designed various civil engineering structures and systems in the field of irrigation at public health engineering for the economic development of the country, he added. REWARI: Engineers’ Day was celebrated at the DAV College of Engineering and Technology at Kanina, 35 km from here, recently to mark the birth anniversary of Sir M. Visvesvaraya. Manjeet Singh, unit head, and Deepak Parmar, Departmental Head of Asahi India Safety Glass Limited, Bawal, were the chief guests, whereas Vikas Chawla, principal of the college, presided over the proceedings. While 20 senior students of various disciplines presented articles on “Energy Renewable Sources” and “New Technology in Automobile Sector”, as many as 60 teams comprising numerous students of different classes and various faculties participated in technical quiz, poster making and rangoli-making competitions held on the occasion. In the Men’s Pistol Category, SA Jain, Ambala, City scored 1,038 points out of 1,200 points. However, the Yamuna Group of Institutes claimed the Rifle Trophy by scoring 1,087 points. BS Bhandari, deputy director, Sports Department of Kurukshetra University, honoured the participants and winners. Speaking on the occasion, Bhandari expressed the importance of participation instead of winning or losing it. He said there was a huge scope in the field of shooting. He also talked about people like Naveen Jindal, Abhinav Bindra, Gagan Narang, Sanjeev Rajpoot and Jaspal Rana who brought laurels to the country at the international level. Speedy Singh Trade analysts are calling “Speedy Singh” a fun-filled sports comedy which brings a dash of Bollywood to Canada’s favourite sport ice-hockey and the heartfelt journey of a young immigrant man’s quest to reinvent himself in a new country. The Akshay Kumar’s Indo-Canadian film revolves around a Punjabi family which goes through turmoil in trying to come to the terms with social modes of Canadian society. Vinay Virmani who wrote the script has teamed up with Camcilla Belle. Anupam Kher also plays an important character. The film hits the screens today at Minerva, Fun-Ambala; Fame Shalimar, Suraj-Panchkula; Everest, BMG-Rewari; Bawa-Sonepat; Bangar.
