State to get another recruitment agency

With the passage of the Haryana School Teachers Selection Board Bill, 2011, by the Vidhan Sabha yesterday, decks have been cleared for the creation of another recruitment agency having a legislative sanctity in the state.

The Haryana Public Service Commission (HPSC) and the Haryana Services Selection Commission (HSSC) are the other two recruitment agencies having a legal sanctity. There are a few other recruitment agencies, but these have been set up by executive orders for particular departments.

Justifying the new agency, Education Minister Geeta Bhukkal said there was an urgent need not only to cut short the delays in filling the vacancies but also to devise a system under which advance panels were available with the education department at the commencement of the academic session of each year so that the posts falling vacant were filled immediately.

She said in the context of fast changing scenario in school education, particularly after the enactment of the Right of Children to Free and Compulsory Education Act, 2009, the department could not afford to keep posts of teachers vacant any more. Under Section 6 of the RTE Act, the state government was required to maintain teacher pupil ratio of 1:30 at the primary level and of 1:35 at the upper primary level. Further, under Section 26 of the Act, the government was to ensure that vacancies in a school should not exceed 10 per cent of the total.

At present, the recruitment of non-gazetted posts is made through the HSSC whereas the recruitment of gazetted posts is done through the HPSC. Since these two agencies are overworked, the recruitment process of the education department takes longer time.

The large gap in the creation and filling of posts has adversely affected the functioning of the schools upgraded during the last 5-6 years. Presently, out of 12,999 posts of school lecturers’ cadre, around 4,000 are laying vacant. With the expansion of secondary education and the efforts of the government to provide science and commerce education in the rural areas, many more posts would be created which have to be filled in a short span of time.

There is no escape from the responsibility of keeping the posts filled in view of the statutory requirements put on the state by the RTE Act. To address this problem, the solution lies in setting up a separate teacher selection board exclusively for the recruitment of school teachers (non-gazetted and gazetted posts). This would bring about better coordination, cut delays in selection for filling large number of posts falling vacant and newly created posts from time to time due to increased workload or opening of new institutions.

The new board would have a chairman and four other members, who would be appointed by the government on the recommendations of a collegium which shall consist of the chief secretary, principal secretary or commissioner, school education, a vice-chancellor of any of the state universities to be co-opted by the chief secretary.

No person shall be qualified for appointment as chairman unless he possesses a postgraduate degree from a recognised university or institution or have any other equivalent academic qualifications; or has worked on Class-I post under any state or Central Government for five years; or is or has been a principal, associate professor or professor of any college or university; or is an eminent educationist; or has been a member of the board for one term.

No person shall be qualified for appointment as a member unless he possesses a postgraduate degree from any recognised university/ institution or have any other equivalent academic qualifications; or has worked on Class-II post under any state or Central Government for five years; or is an eminent academician. All incumbents shall not be from one category.

Every member shall hold the office for a term of three years or until he attains the age of 72 years, whichever is earlier. A member shall be eligible for reappointment for another term. The salary, allowances and perks of chairman/members shall be the same of the HSSC.

The member shall be removed from his office after an inquiry by a retired High Court Judge.

Pvt schools to give info on facilities, fee

The Haryana School Education Department has directed all private recognised schools to furnish online the information regarding minimum facilities to be provided and fee to be charged and schools’ movable and immovable properties by August 31.

A spokesman of the department said all school authorities were bound to supply the information as required by the department from time to time under rule 30 of the Haryana School Education Rules 2003. Under the rules, the schools have to furnish reports and information as required by the Director, School Education, from time to time. They have to comply with such instructions of the appropriate authority to ensure continued fulfilment of the condition of the recognition or the removal of the deficiencies in the working of the school. They have also been directed to fill form for the annual inspection.

He said under the rules, the schools had to maintain all records and these were also open to inspection by any officer authorised by the appropriate authority at any time to enable the government to discharge the obligations to the affiliated board.

He said the private schools had to provide information under forms IV, VI and VII of the Haryana School Education Rules, 2003. The forms had been uploaded on the departmental website. Each school would have to make its own personal account on the website and immediately enter the information required on the website www.schooleducationharyana.gov.in <http://www.schooleducationharyana.gov.in/>.

Support for Team Anna swells

The fast-cum-dharna staged by noted social activist Anna Hazare and his supporters at the Ramlila ground in Delhi has triggered a chain reaction of public demonstrations to support the movement in all parts of the state.

As Team Anna’s protest provided a vent to the pent-up agitation of the people against the rampant corruption in public offices, thousands of residents have pitched in and the numbers continue to swell.

People from all walks of life, including students, farmers, professionals, doctors, advocates, traders as well as employees, have joined the mass movement, which has become the talk of the towns, cities and even villages.

Protest demonstrations, relay fasts, dharnas, candle-light marches, havans and various other forms of agitations have become the order of the day and Anna Hazare has become a household name even in this part of the country.

Sensing the mood of the masses, politicians of different hues have also backed the anti-corruption campaign. Social, religious and voluntary organisations have also not lagged behind in rallying behind the crusaders.

True, in the process, some unscrupulous elements are also trying to further their own vested interests - or, at least, improving their public image - in the garb of support for Team Anna. Some hooligans have also hopped onto the bandwagon in due course.

But on the whole, the movement has shaken the psyche of the people who had accepted corruption as a way of life and created an atmosphere conducive for debates on the contentious issue.

Minister for pvt players in healthcare sector

Haryana Health Minister Rao Narender Singh has said the government is not in a position to provide all medical facilities everywhere and to fill the gap private players are welcome to provide quality services at affordable prices.

He said an increase of over Rs 76 crore had been made in the current year’s budget for health services.

The government was making all-out efforts to increase the credibility of public hospitals and as a result, the number of patients in the OPD of general hospitals had increased by 20 per cent, he said, adding that the patients in government hospitals were being given free medicines for which a provision of Rs 40 crore had been made.

The Minister said the government would also implement a nursing policy in the state under which, new nursing colleges would be set up to provide quality education to the students so that they could get employment even in foreign countries. The process of going abroad would also be simplified under the new policy, he said.

The Minister stated this while inaugurating a diagnostic centre equipped with magnetic resonance imaging (MRI) and X-ray computed tomography (CT scan) at Fatehabad recently.

Shree Balaji MRI and Diagnostic Centre has been opened by a Sirsa-based philanthropist, Dr RS Sangwan and his son Dr Yogesh Sangwan.

Ashok Tanwar, MP from Sirsa, and Prahlad Singh Gillankhera, Chief Parliamentary Secretary, were also present. Dr Yogesh Sangwan said with the opening of this MRI diagnostic centre, people would not have to go to Hisar and Sirsa. District and Sessions Judge RK Tewatia, former MP Sushil Indora, former MLA Bharat Singh Beniwal, civil surgeon SB Kamboj, senior medical officer NK Goyal, resident medical officer Surender Bishnoi, Dr Virender Siwach, Dr Dinesh Sanduja, Dr Nidhi Sanduja, and Dr Pawan Mehta were among those present on the occasion.

Plan to increase forest cover

A sum of Rs 34 crore will be spent in Mewat, Faridabad, Gurgaon, Mahendragarh, Rewari and Bhiwani districts under a centrally sponsored scheme of tree plantation which will be implemented during 2011-12 and 2013-14

The Haryana Government is considering to construct an ultra-modern bus stand at Faridabad in the PPP mode. As much as 15 acres of land of HUDA has been transferred to the Transport Department for the construction of this bus stand. In addition to it, modern bus stands in other districts of the state would also be constructed at PPP mode.

This was stated by Public Works Minister Randeep Singh Surjewala in reply to a question asked by Anand Kaushik, MLA, regarding construction of a modern bus stand in Sector 12 of Faridabad during question hour in the Haryana Vidhan Sabha.

In reply to another question asked by Rajinder Singh Joon, the minister said the 13.35-km long Bahadurgarh bypass would be constructed at a cost of Rs 110 crore by December 31, 2011. The state government was also considering to construct another bypass in Sonepat along the Gohana-Sonipat road. A Railway Over Bridge was also being constructed in Sonepat.

The minister said the Panchkula-Yamunanagar highway would be four-laned. Its alignment was being finalised. To a question by Devender Kumar Bansal, MLA, regarding construction of a bridge to provide connectivity to Khetpurali village in Panchkula district, Surjewala said a bridge of hydrolic design would be constructed at the village at a cost of Rs 5 crore.

While replying to a question by Aftab Ahmed regarding any scheme under consideration by government to increase the forest cover in Faridabad district, Gurgaon and Mewat, the Forest and Environment Minister, Capt Ajay Singh Yadav, said the Forest Department had set a target to plant 7.70 lakh saplings of trees in the Aravali areas.

He said that a sum of Rs. 34 crore would be spent in district Mewat, Faridabad, Gurgaon, Mahendergarh, Rewari and Bhiwani under a centrally sponsored scheme of tree plantation which would be implemented during the year 2011-12 and 2013-14.

In reply to a question by Jabir Singh Malik, MLA, regarding construction of a building for Central Cooperative Bank, Gohana, Satpal Sangwan, Cooperation Minister, said the building would be constructed soon at a cost of Rs 90 lakh.

Police to intensify drive against cattle thieves

The local police has decided to give a push to its drive against the mafia indulging in stealing and slaughtering of milch cattle.

According to official sources, the office of the Police Commissioner, Faridabad, is said to have decided to approach the state police headquarters for bigger vehicles to be used for patrolling to counter big vehicles used by the criminals.

A special team has already been constituted exclusively to keep a tab on the activities of the mafia indulging in the trade of cattle meat.

It is in the wake of incidents of the criminals taking on the police in their pursuit that the latter has decided to intensify its drive. The criminals fleeing with stolen cattle or its flesh confront the police teams and even open fire on them.

When challenged, they even ram their vehicles used in the transportation of cattle into checkposts or police vehicles. The latest incident occurred last Sunday when around six criminals transporting two cows on a Tata Sumo were challenged by a police team at Nekpur village. The criminals opened fire and injured a constable. While the accused escaped under the cover of darkness, they left behind the vehicle and the two cows.

The mafia mainly uses stolen vehicles in its operations and they do not hesitate in fleeing by abandoning the vehicles.

Most such incidents take place in the areas of the district bordering with Mewat. The criminals allegedly slaughter cows in villages and supply meat in Mewat, Delhi or the bordering districts of Uttar Pradesh.

Shaheed Madan Lal Dhingra’s death anniversary was observed jointly by the Shaheed Madan Lal Dhingra Samarak Samiti, Kurukshetra, and the Rotary Club, Kurukshetra, on the premises of Punjabi Dharamshala situated near the northern banks of the Brahamsarover here recently.

On the occasion, a havan was performed and a blood donation camp was held to pay tributes to Dhingra. INLD state president and MLA Ashok Arora, who was the chief guest, also donated blood on the occasion.

Abhishek Chhabra, district president, Rotary Club, Kurukshetra, said 31 units of blood were donated by the donors during the camp.

Arora informed that the dharamshala would be expanded by constructing an additional floor, while a new big hall would also be built on its premises.

Dr AC Nagpal, president, Punjabi Samaj Sabha, Kurukshetra, and Makhan Lal Relhan, district president of the Haryana Beopar Mandal, also spoke on the occasion.

Samiti secretary Pawan Miglani, Samiti treasurer Kulwant Rai Chhabra, Shri Brahman and Jeernodhar Sabha general secretary Ram Pal Sharma, municipal councillor Vikky Mehta, Rotary Club president Abhishek Chhabra and secretary Sunny Singhi were among those who paid tributes to Dhingra.

Cultural bonanza ‘Haryana Ki Dhoom’ concludes

Haryana continues to maintain its traditional glory of excellence in all spheres, especially the preservation and propagation of its rich folk and cultural heritage.

State Vidhan Sabha Speaker Kuldeep Sharma stated this at the concluding ceremony of the three-day Haryanavi cultural bonanza titled “Haryana ki Dhoom”.

He observed that the divine teachings of Gita, originating from Kurukshetra in Haryana, had been influencing the life of billions since the ages. He lauded the Haryana Kala Parishad for the folkdance and raagini contests which not only contributed to the creation and rejuvenation of culture but also provided a platform for budding artistes.

The artistes brought alive the splendour and magnificence of rich folk musical heritage of Haryana during the fourth edition of the three-day annual festival of folk music and dance which concluded at the Indradhanush auditorium here recently. The prestigious annual musical extravaganza largely attended by audience was organised by Haryana Kala Parishad, which featured over 600 accomplished folk dancers, singers and musicians, mostly amateurs vying for state-level honours.

Merit-wise respective winners at the division level contest too were given cash prizes of Rs 30,000 and Rs 20,000 in folk dances while winners in raagini contest got Rs 30, 000, Rs 20,000 and Rs 10,000 for first, second and third positions, respectively, disclosed Usha Sharma, parishad director.

Kuldeep Sharma gave away the prizes to the following winners of the state-level dance and raagani competitions.

The first prize of Rs one lakh was awarded to Nirmal Jabbal, principal Hindu Girls College, Sonepat; second prize of Rs 75,000 to Vikendera and party, Patel Nagar, Hisar; and the third prize of Rs 50,000 was given to Karan Saini and party, principal, DAV College, Faridabad. Besides, a consolation prize of Rs 10,000 was given to Dharamvir and party, Palwal.

In the ragani competition, the respective winners were Rs 30,000, Rs 20,000 and Rs 10,000.

Winners of age group 12 to 18: 1. Rinku, son of Raju from Peer Colony, Rohtak; 2. Naresh Sharma, son of Subhash Chand, Pirthripura village, Narnaul; 3. Durgesh Kumar, son of Lokesh Kumar, Tandipal village, Hisar.

Winners of age group 19 to 25: 1. Astha Verma, daughter of Kelash Verma, Rohtak; 2. Jaswinder Kumar, son of Jaybhagwan of Sandhoi village, Karnal; and 3. Poonam, daughter of Madan Lal, Ganaur. Consolation prize of Rs 2,000 went to Rafi of Bensi village, Meham.

Winners of age group 26 to 35: 1. Kumari Suman Sani from Panchkula; 2. Sanjay Rahti, Meham, Rohtak; and 3. Vikram Singh from Bhiwani.

Earlier, inaugurating the fest, Shiv Raman Gaur, DPR, observed that Haryanvais stands rooted to their cultural traditions with élan notwithstanding the impact of Western or alien cultural influences.

He emphasised that it had become more imperative to propagate the pristine folk culture to the new generation which is more inclined to the filmy or TV reality shows rather than live performances of their own folklore and performing arts.

National Jump Rope Competition

Students of Royal International School, Kharakheri, have won one gold and two bronze medals in the eighth Sub-Junior National Jump Rope Competition held in Nasik recently.

The competition was organised by the National Jump Rope Federation of India.

The school management, led by Suraj Bhan Beniwal, MD of the school, welcomed the winners at Agroha Mor on their return.

Principal Jyotsana Beniwal said Karan, Vikas, Randeep and Milan participated in the competition held at Nasik from August 19 to August 22.

Karan bagged one gold medal, while Vikas won two bronze medals, the principal said. The students organised a victory rally on this occasion.

Dr Yudhbir Singh Beniwal, director of the school, said the achievement by the students would prompt others to do better.

Power engineers oppose privatisation of PSUs

The All India Power Engineers Federation (AIPEF) has condemned the nexus of corrupt politicians, bureaucrats and corporate houses, accusing them of selling out public sector units at throwaway prices to private houses.

Shailender Dubey, secretary general, AIPEF, said the trend in the power sector towards privatisation of generation and franchising of key distribution areas to private parties was embedded in corruption. The instances of franchising of key distribution areas had resulted in huge profits to the private franchises, while the state distribution companies (discoms) had faced corresponding losses.

He alleged that in Haryana, a deal involving political forces was under consideration for handing over the industrial cities of Gurgaon and Panipat to an industrial house of Mumbai.

He said the privatisation of power generation was done by signing MoUs in violation of the tariff policy of the government notified under the Electricity Act 2003. “The setting up of private sector plants under the MoU route is illegal and the Centre had moved the Supreme Court to uphold the provision of tariff policy regarding competitive bidding. The MoU route gives the private party a free hand to inflate capital costs and claim higher tariff which in turn burdens the consumers”.

He said the AIPEF had resolved that the power engineers at all levels would oppose and fight corruption.

The lawyers also demanded that the powers of revision in civil cases, which was with the high court be delegated to the district and sessions judge after making necessary amendments in the Civil Procedure Code (CPrC). This would not only decrease the workload in the high court but would provide much relief to poor litigants who could not afford to go to the high court. It would also help in speedy disposal of cases.

Panel formed to mobilise poor people for Anna’s campaign

Protagonists of Anna Hazare’s crusade against corruption from Rewari, Narnaul, Gurgaon, Rohtak, Kurukshetra, Jind and several other places of the state participated in the 48th Mahapanchayat held under the auspices of the Sarvajati Janata Panchayat (SJP), a political outfit of the Ahirwal region, here recently.

Expressing solidarity with Anna’s campaign against graft, the Mahapanchayat adopted a resolution emphasising the urgency of mobilising the economically weaker sections of society residing in remote hamlets and other such dwellings throughout the state for this campaign.

To achieve the above objective tangibly, a state-level organisation “People’s Power Front” (PPF) was constituted under the chairmanship of Srijan Yadav.

While Babu Ram Taya (Kurukshetra) would be its co-convener, Shyam Lal Gujjar (Safidon), Satish Maratha (Gurgaon), Bharat Vashishtha (Jind), Ram Mehar Prajapat (Narwana), Raj Narain, national convener of the All-India People’s Welfare Campaign, Attar Singh Dahiya (Nangal Katha), Suresh Pal Saini (Narnaul), Shyam Singh Pasrija (Rohtak) and Major (retd) Dhoop Singh Kundu (Jind) would constitute the panel as its members.

Launching a scathing attack against corruption, a former legislator and convener of the Mahapanchayat Raghu Yadav, founder president of the SJP, said corruption had eaten into the vitals of the nation and there was an urgency of reaching out to the poor people residing in the far-flung areas for their purposeful consolidation with the anti-graft movement.

Further stating that the PPF would soon kick off its campaign from Nahar village, near Kosli, Yadav said they would spread to other such areas of the state in few weeks.

Clinical Establishment Bill to affect docs: IMA chief

Dr Rajan Sharma, an orthopaedic surgeon from Yamunanagar, who has been elected president of the Indian Medical Association (IMA) of Haryana for 2011-2012, has said his priority is to unite the IMA and make it a vibrant organisation.

He said, “In today's world, we are facing challenges like increased violence which has made us vary of taking risks. We are now working under a constrained environment”.

He urged the people to be more patient and said the doctors were now more accountable due to various redressal forums. He said the Clinical Establishment and Regulation Bill, which was under the consideration of Parliament, would deal a severe blow on the profession as single doctor set-ups and clinics would be forced to close.

He said the Bill was a step towards privatisation of healthcare and the cost of treatment would increase. “Hospitals are going to be divided into categories where different teams will inspect different parts. We are the most affected and we are not even being consulted,” he added.

Sharma said, “We are governed and regulated by various authorities like the Health Department, consumer court, civil court and the police. Thus, we are under constant scrutiny. Subsidies were given to big factories whereas we were never given subsidies despite paying all commercial and income taxes,” he added.

He said he would take up the issues affecting the doctors with the government through a dialogue with his colleagues from all over the state.

UHBVN detects 13,392 cases of power pilferage

Intensifying its campaign to curb theft of power, operation, metering and protection and vigilance staff of the Uttar Haryana Bijli Vitran Nigam (UHBVN) checked 66,625 premises of consumers and detected 13,392 cases of pilferage of power up to August 15 during the current financial year.

Stating this here today, a spokesperson for the UHBVN said the Nigam imposed a penalty of Rs 21.16 crore on the erring consumers and recovered Rs 10.37 crore from them. In 2,795 cases, complaints were lodged with the police. The police had registered three FIRs against the consumers involved in the pilferage of power.

He said in most of the cases, the erring consumers were found stealing power through direct connections, meter bypass, tampering the meter or by managing fake meter seals.

Electricity meters of 11,342 consumers were found defective during the checking and had been replaced.

The spokesperson also said senior officers of the Nigam felt that the cases of pilferage of electricity might be minimised by the regularisation of kundi connections. Therefore, it had been decided to arrange special camps in villages to release on-the-spot connections to domestic consumers.

Four armed gangsters held

The police claimed to have arrested four armed gangsters - Pawan of Gamri, Pradeep of Busana, Virender of Purkhas and Tilak Raj of Baland in Rohtak district - from a deserted room on the Bahalgarh road recently who were planning to loot a petrol pump. The police also recovered two pistols, live cartridges, two iron rods and a wooden stick from their possession.

A case under the Arms Act and other sections of the IPC has been registered against them in the local Sadar police station and they have been remanded in judicial custody by the court.

According to the police spokesperson, a police team, led by ASI Kuldeep Singh, was on duty at the Bahalgarh road near Fazilpur turn when it received information from its sources that some armed gangsters sitting in a deserted room were planning to loot a petrol pump.

The team reached the spot and when it asked the gangsters to surrender, one of the gangsters allegedly fired at the team. The police also fired in the air to scare the gangsters following which the latter surrendered. One of the gangsters, Ashok of Khidwali in Rohtak district, managed to escape under the cover of darkness.

During interrogation, Pawan and Pradeep confessed to have looted a motorcycle at gunpoint near Israna in Panipat district in June this year and Pawan and Tilk Raj looted another motorcycle about 25 days ago near Gohana.

Pradeep, along with his accomplices, had allegedly shot dead another Pradeep of Butana village on June 27.

ECI clarification on affidavits

The Election Commission of India (ECI) has directed that in future, affidavits to be filed by candidates should be on stamp papers of such denomination as prescribed under the law of the state concerned.

This decision has been taken in view of a judgement of the Madras High Court. The court recently directed that the duly sworn affidavits should be on stamp paper of the value of Rs 20 in case of Tamil Nadu. As the value of stamp paper for affidavits is prescribed under the State Act, it varies from state to state.

Haryana Chief Electoral Officer Sumita Misra said the ECI had also stated that the expenditure incurred by the leaders of the political party, who are star campaigners, shall not be deemed to be the expenditure of the candidate in connection with the election. The expenditure related to booking of hotels by or for the star campaigners is not exempted under Section 77 of the Representation of the People Act, 1951.

All expenditure including that of lodge and boarding of the star campaigners in the constituency, where they campaign for any candidate, would be included in the expenditure account of that particular candidate, provided the star campaigners had actually campaigned for the candidate and had incurred such boarding and lodge expenditure, irrespective of the fact whether the payment was made by such candidate or not.

The market value of such commercial boarding and lodge was to be calculated towards the election expenditure of the candidate, even if the boarding and lodge was provided complementary. If while availing the facility of lodge and boarding in one constituency, the star campaigner travels to another constituency to campaign for other candidates, the expenses of this facility would be proportionately distributed as the expenses of those candidates.

“Bharat Ratna” doesn’t amount to title

Recently, on the occasion of the birth anniversary of former Prime Minister Rajiv Gandhi, almost all leading dailies both English and vernacular carried big advertisement given by the Haryana government spelling the vision of the late leader coupled with the pledge of Chief Minister Bhupinder Singh Hooda for fulfilling his dreams.

In all advertisements, the word "Bharat Ratna" was prefixed before the name of Rajiv Gandhi. No doubt, he is one of the recipients of the country's highest civilian honour, which was conferred on him posthumously in 1991, but everyone must keep in mind that a Constitution Bench of the Supreme Court has held in December 1995 in Balaji Raghavan Vs Union of India that all four national awards viz. Bharat Ratna, Padma Vibhushan, Padma Bhushan and Padma Shri as awarded by the Government of India does not amount to ”title” within the meaning of Article 18(1) of Constitution, hence they can't be used as prefixes or suffixes before the name of a recipient. It was even laid down by the apex court that in the event of doing so, the recipient may be forfeited of that honour. The Chief Minister must look into the matter seriously and ensure this does not happen in future.
