Job-oriented courses in schools soon
Chandigarh, August 8 This was disclosed by Geeta Bhukkal, Education Minister, at a meeting of officers of the Education Department held here recently to implement a pilot project, the National Vocational Education Qualifications Framework with the cooperation of the Haryana School Education Department and the National Skill Development Corporation. Bhukkal pointed out that it had been decided in the meeting of Education Ministers of various states held recently in New Delhi that the project would be implemented in Haryana as a pilot project. It was proposed to introduce such courses in 160 senior secondary schools in the state. On the success of this project, it would be implemented in all schools of the state and later across the country. The Central and the state government would bear its cost in the ratio of 75:25, respectively. The state government has demanded Rs 110 crore from the Centre for this project, she added. Bhukkal said the project would check the dropout rate in the state because the tendency to get employed at an early stage made the students to give up their studies. However, such students could not get employment due to being unskilled technically, he added. |
DCs told to implement electronic benefit transfer scheme
Chandigarh, August 8 Gulati was addressing divisional commissioners and deputy commissioners through video conferencing here recently. The chief secretary directed the deputy commissioners to involve sarpnches in the implementation of the scheme and envisage their role as a partner. She said even if the finger print of the beneficiary was not matched, the disbursement had to be made manually and at that time, the presence of the sarpanch would make it easier to identify the beneficiary. The representatives of PRIs should be involved in the supervision and monitoring of the scheme, she added. The EBT scheme which is currently being implemented in the state by the Department of Social Justice and Empowerment has been by and large successful. However, there have been complaints of beneficiaries having been left out, besides disbursement issues. The government has assigned the task of monitoring the scheme to administrative secretaries to ensure that adequate steps are being taken by the district administration for its smooth implementation. The chief secretary also reviewed the implementation of the delivery of 15 identified services and enquired about complaints received in this regard. She urged the officers to visit the departments for availing these services as a common applicant to know the realities and understand the problems. Ensure that the windows for receiving the complaints had been opened in the departments, she directed. Gulati also reviewed the implementation of policy relating to the removal and regularisation of unauthorised constructions by religious institutions on public land. No unauthorised structure should come up on public land and the ones already in existence should either be removed or legalised, she told the DCs. |
Hisar residents for strong Lokpal
Hisar, August 8 In a survey conducted by India Against Corruption (IAC), as many as 7,654 respondents out of a total of 8,262 persons opined that the government should implement citizen charters and fines should be imposed on erring officials failing to perform their duty in time in matters concerning routine official work. Besides, they agreed that such officials should be prosecuted under the Prevention of Corruption Act. According to figures released by the IAC, 375 respondents said while citizen charters should be in place, but fine be imposed on officials. As many as 7,575 respondents said all government officials must be covered by the Lokpal Bill and its jurisdiction should not be limited to senior officers. They opined that most citizens were affected directly by corruption among junior officials. So, whatever it required the government must bring all employees under the Lokpal’s jurisdiction. Only 236 persons agreed that it was impossible for the government to cover all employees and that they would rather have just senior officers under the ambit of the Lokpal. According to the survey, 7,431 persons said the appointment of independent Lok Ayuktas in the states was necessary to curb corruption. Only 582 agreed that the state governments be responsible for checking corruption. As many as 7,821 respondents said MPs should be brought under the Lokpal. They were of the view that MPs themselves could not be allowed to police themselves. It was necessary for their conduct inside Parliament be probed by an independent agency like Lokpal. So far as judiciary is concerned, 7,769 respondents said corruption among judges was rampant and that they should be brought under the Lokpal to curb the menace. A vast majority of 7,764 respondents agreed that the CBI would be ineffective against a corrupt Prime Minister and therefore the PM should also be under the Lokpal system. |
Tackling corruption in property registration
Gurgaon, August 8 “A specific weekday has been fixed for every village on which the residents of the area can get their mutations registered at their respective tehsil offices,” Meena said, adding that it would be a regular feature and the underlying idea behind the move was to mitigate corrupt practices and harassment of residents. The schedule has been circulated to all tehsildars and naib tehsildars and they have been asked to make it convenient for the villagers to get their mutations entered in the revenue records as per the schedule. “This will enable the timely updation of revenue records, besides facilitating the villagers,” said an official statement issued in this regard. There are five tehsils in Gurgaon district and the deputy commissioner has got the mutation schedule prepared for all villages by rotation, it added. As per the programme circulated by the deputy commissioner, in Gurgaon tehsil, mutations of the villages lying in Daultabad, Gurgaon and Khandsa patwar circles will be registered on every Monday while the mutations of the villages falling in Sirhaul, Sukhrali and Basai patwar circles will be registered on every Tuesday. Friday has been fixed for the villages falling in five patwar circles, namely Wazirabad, Budhera, Dhankot, Badshahpur and Jharsa. Similarly, Thursday is fixed for the villages falling in three patwar circles of Bajghera, Teekli and Islampur; and Wednesday for the villages falling in Harsaru, Wazirpur and Bhangrola patwar circles. Similar schedules have been chalked out for villages under Manesar tehsil, where every Monday has been fixed for the villages falling in Sidhrawali and Manesar patwar circles. Tuesday for the villages falling in Pataudi and Rathiwas patwar circles, Friday is for Chandla, Dungarwas and Shikohpur patwar circles while Thursday has been fixed for the villages falling in Shihi patwar circle. Wednesday is for the villages falling in Kasan patwar circle. In Farukhnagar tehsil, Monday has been fixed for the villages falling in Mokalwas patwar circle while Tuesday for Khurampur and Bhoda Kalan patwar circles. Friday is fixed for the villages falling under Farukhnagar, Khandewla, Khaintawas, Sultanpur and Siwari patwar circles while Thursday is for Mubarikpur, Jatola, Patli and Hazipur patwar circles. Similarly, Wednesday has been fixed for Musaidpur, Tajnagar and Mehchana patwar circles. In Sohna Tehsil, Monday is fixed for the villages falling in Bhondsi, Sohna and Ullahwas patwar circles while Tuesday is for Harchandpur and Daula patwar circles. Friday has been fixed for Silani, Sirmathla and Raisina patwar circles while Thursday is fixed for Ghamdoj patwar circle. Wednesday has been fixed for the villages falling in Ghanghola and Garhi Bazidpur patwar circles. In Pataudi tehsil area, Monday is for Mau and Narhera patwar circles whereas the villages falling in Pataudi, Noorgarh and Pahari patwar circles can get their mutations entered in the revenue records on every Tuesday. Legal literacy campaign in Kaithal
Kaithal, August 8 This information was given by CJM and secretary, Legal Services Authority, Rajesh Garg, after flagging off a van service for this campaign in the Judicial Complex here recently. Giving further details, Garg said during the campaign, a panel of lawyers would give information to the people on different subjects. The programme was launched today from Govt High School in Faral village. Garg further said under the campaign, such literacy camps would be held in different villages. He said the camp would be held on August 9 in Deodkheri Government School, August 10 in Sherdha village Bari Chaupal, August 11 in Deoban village Harijan Chaupal, August 12 in Kalayat and on August 13 in Prempura village All these literacy camps would be held at 4 pm. The lawyers would give information about various laws concerning common man. He also said a toll-free helpline service had been started by the State Legal Services Authority in Chandigarh and its number was 1800-180-2057 which would function from 9 am to 12 am. Similarly, a helpline service had also been started in Kaithal and its number was 01746- 235759 which would function from 9 am to 5 pm. |
Educationist exhorts teachers to enhance skills
Yamunanagar, August 8 He said: “A teacher must have mastery over words and their usage. He must have the ability to teach the students in an effective manner and make his students listen to him with concentration”. Bajaj said a teacher was the representative of the community. He stressed that the quality of education was the main cause of difference between success and failure. He invoked the teachers to share their experiences with the students and try to generate the feedback for the assessment of their learning. “Campus placements, industrial visits, achievements, awards and sports activities are a must to improve the quality of students. Departmental meetings, tutorials, student counselling, extra-curricular activities and self assessments also play a vital role in the development of students,” he said. An institutional campus should also be well furnished and possess facilities like computer centre with Internet, photostat, etc. Teachers must understand the level of students before teaching them. They should use new methods for teaching, Bajaj added. Dr Sushma Arya thanked KK Bajaj and other participants present on the occasion. |
Fish seed released in sarovar to check mosquito breeding
Kaithal, August 8 According to the deputy commissioner, Gambusia fish eats mosquito larva, hence in the long run, it would check the growth of mosquitoes and ultimately help contain the spread of malaria. She said this 4-6-cm-long fish had a lifespan of about four years and during its period it gives birth to 900 to 1,200 fishes, thus its population goes on multiplying. Mosquitoes lay eggs on the surface of stagnant water and this variety of fish initially eats 100 to 300 larva. The deputy commissioner directed the civil surgeon to release Gambusia fish in ponds in all blocks of the district and carry on fogging wherever necessary to check mosquito population and control the spread of malaria and other related diseases. Kumar further informed mediapersons here that till July end, this fish had been released in as many as 150 ponds in Kalayat, Pundri, Guhla, Siwan and Rajound blocks of Kaithal district. |
KU website gets 32 lakh hits in one year
Kurukshetra, August 8 Stating this to mediapersons here recently, Dr Sunil Dhingra, in charge, IT cell, Kurukshetra University, said about 2.5 lakh visitors browsed the website, www.kuk.ac.in, every month to see the results, admission schedules, sample question papers, important notices, etc. Dr Dhingra also informed that the university had started SMS and E-mail facility for students to receive their results. For getting their result through SMS and E-mail, the students have to register themselves on the university website. The university had also started a group SMS facility for its employees to transfer important information and messages, he added. To tighten the security on the campus, 16 new cameras of high resolution had been installed at strategic points on the campus. As many as 90 cameras had already been installed at key points on the campus in phase I and these were working properly, added Dr Dhingra. |
INLD to study policies on land acquisition
Kurukshetra, August 8 Besides, the INLD criticised the deteriorating law and order situation in the state, delay in the distribution of old-age pension and corruption prevailing in the government system. Chautala was also authorised to declare the INLD candidate for the Hisar Lok Sabha byelection. Chautala said Ajay Singh Chautala, Gopichand Gahlot, Nishan Singh Kamboj, BD Dhalia and RS Chaudhary would be the members of the newly formed committee. He said this committee would study the Supreme Court’s verdict regarding the Greater Noida extension case and would consult law experts to file a case on behalf of the INLD in the Supreme Court against land scams in Haryana. He alleged that Congress leaders were falsely propagating in UP that in Haryana land was being acquired with the consent of farmers who were fully compensated, besides giving them a piece of land and employment. If the Haryana government’s land acquisition policy would have been better, then why the farmers in the state were agitating against the land acquisition?, he questioned. He further alleged that with the connivance of property dealers, a Haryana Cabinet Minister was selling illegal colonies here and roads within those illegal colonies were being constructed with the government exchequer. He also asked INLD workers to launch a drive for the removal of bogus voters from the voters’ list and the inclusion of left-out names in the list. INLD state president Ashok Arora condemned the proposed agitation being organised by the Congress against the INLD chief on August 1, 2011. He alleged that the Congress was doing this in order to divert the attention of people from its corruption and scams prevailing in Haryana. The Hooda government seems to be feeling disturbed due to the support given by the people to the INLD’s public awareness campaign. He also demanded that the scams in the name of EDUSET and B.Ed being held in Haryana should be probed by the CBI and the accused should be punished. INLD chief general secretary Ajay Singh Chautala criticised the government scams worth millions of rupees which had been done in the name of development by providing land to companies like Reliance and DLF. INLD state general secretary Ashok Sherwal, Rajya Sabha member Ranbir Prajapat and MLA Sher Singh Barshami also spoke on the occasion. |

Illegal parking of taxis troubles commuters
Kalka, August 8 The residents alleged that due to the negligent attitude of the police administration, taxi owners on this point illegally occupy this space to pick up passengers to Parwanoo, which causes hurdle in the smooth movement of traffic, especially between 7 am and 10 am. They said buses carrying schoolchildren have to face much inconvenience to pass this point. Four schools are situated on the Kalka-Kasauli Road. They said due to the illegal occupancy of space by taxis, a vehicle carrying a patient from sector 4, Parwanoo, had to remain stuck on the point due to the adamant attitude of taxi operators. The residents further alleged that pedestrians who have to cross this point also fear that accidents might take place due to recklessly driven taxis. They said a delegation of the area would soon meet the Panchkula SP and the Kalka DSP in this context as taxi operators had deliberately set up this point to pick up passengers despite the fact that they had no permit regarding this. |

In this way, the Congress brass in South Haryana, comprising Ahirwal and Mewat regions, seemingly stands divided into two camps - one opposed to the Chief Minister and the other owing its full-fledged allegiance to Hooda. Thus apparently, Rao Inderjit and Capt. Yadav are the pillars of the anti-CM camp, whereas Health Minister Rao Narender Singh, three chief parliamentary secretaries Rao Dan Singh, Anita Yadav and Dharambir Singh and two Congress MLAs Rao Dharam Pal and Aftab Ahmed constitute the pro-CM camp in South Haryana. While addressing a rally at Gurgaon recently, Rao Inderjit Singh and Capt. Yadav voiced their concern at the tardy pace of development in the southern region. It is quite significant that they ventilated such views in the presence of AICC general secretary and in charge of Haryana affairs BK Hariprasad. Earlier while addressing a meeting of the party workers at his residence in Rewari, Capt. Yadav went one step further when he lamented that of all the chief ministers who have ruled Haryana during the past over four decades, none had given a fair deal to the Ahirwal region in the matter of development. In a counter move while rebutting all such charges of discrimination against the region, chief parliamentary secretaries Rao Dan Singh, Anita Yadav and Dharambir Singh and the party legislators Rao Dharam Pal and Aftab Ahmed issued a joint statement in which they asserted that Hooda had catapulted the region on a lofty pedestal of development in the past six years of his regime. Creditably, Health Minister Rao Narender Singh virtually got the better of these pro-CM adherents when he showered accolades on the Chief Minister for the unprecedented development carried out in the domain of education and other spheres in the region under his stewardship while addressing a Samaroh at Manethi village, 30 km from Rewari, recently. He went on to say that the Chief Minister had notably shown that he was a genuine patron of the region. Besides, the new emerging political affiliations also pointed out that the entrance of the Rewari Zila Parishad chief Pramila Yadav, who was earlier elected the chairman of the parishad with the blessings of Capt. Yadav, into the above pro-CM camp was going to be a certainty sooner than expected. Simultaneously, prominent INLD leaders here have also taken an exception to the political somersault executed by Capt. Yadav. While state vice-president of the INLD Rao Ajit Singh has described the recent alliance of Rao Inderjit Singh and Capt. Yadav, two bigwigs of the region, as a political gimmickry, district party chief Sunil Chaudhary has expressed surprise at Capt. Yadav’s bizarre conduct while stating that when he was finance minister in the Hooda Cabinet, he was all praise for the Chief Minister for various development projects accomplished here. However, when he was divested of the finance portfolio recently, Capt. Yadav changed colours like a chameleon and started maligning the Chief Minister for not giving a fair deal to the region, Chaudhary added. Thus, when the battle lines are clearly drawn, all eyes in the region are now riveted on the outcome of this fight for political supremacy between these two camps. |
UHBVN told to pay for crop loss
Yamunanagar, August 8 The wires were very loose and he had made several complaints to the UHBVN, but it did not pay any heed. The complainant also registered a DDR on May 21, 2008, at the Sadar Police Station, Yamunanagar. He had sought Rs 1.55 lakh from the nigam on account of crop loss. Upon notice by the president of the District Consumer Dispute Redressal Forum, Dina Nath Arora, the counsel for the UHBVN, Yamunanagar, appeared and filed written statement and stated that the electricity wires passing through the land of the complainant were tightened and the respondents were maintaining the electricity line from time to time and hence, there was no fault on part of the nigam. No complaint was lodged regarding the looseness of wires and at the time of fire, there was no electric supply on The counsel for the complainant argued that due to the sparking of electricity wires, the crop caught fire and reduced to ashes. A DDR to this effect was also registered with the police station, Yamunanagar, on May 21, 2008, and after several visits, the respondents refused to compensate the complainant. The Forum said the complainant registered a DDR with the Sadar Police Station, Yamunanagar, and the sarpanch of Gram Panchayat, Kayampura Block, Jagadhri, had certified that the crop was burnt due to the sparking of electricity wires and he had also informed the Nigam, but it did not take any action. On the other hand, the respondents failed to produce an evidence to rebut the documents. It was clear that the incident of fire took place and the crop was burnt due to the negligence of the respondents. Hence, the complainant was entitled for the relief. Though the complainant had claimed a loss of Rs 1.55 lakh, but there was no evidence to prove it. Hence, the amount claimed by the complainant was on the higher side. “According to the Agriculture Department, the complainant had suffered a loss of 220 quintal per acre. Hence, at the rate of Rs 138 per quintal, the total loss stands at Rs 45,540,” the Forum said. Dina Nath Arora, in his decision on July 26, partly allowed the complaint of Shish Pal and directed the UHBVN to pay a sum of Rs 45,540 on account of loss of crop to the complainant due to the sparking of electricity wires along with the interest at a rate of 6 per cent per annum from the date of filing of the
complaint. |

Hotel, marriage palace owners told to ensure security
Kurukshetra, August 8 Addressing the meeting, she said: “It is generally observed that sometimes unidentified persons start residing in rented rooms in hotels and the owners neither keep their full identification nor any record regarding the background of these people. It is a grave concern about the security of the district”. She directed them to get full identification, including identity card, phone number and the number of vehicle, of guests so that in case of need that person, to whom the room is rented out, could be traced easily. The district police chief also directed them to install CCTV cameras on the entrance and parking places of hotels and marriage palaces so that in case of any happening, these cameras would be helpful in identifying the criminals. It is observed that generally vehicles were parked on the sides of the main roads in front of hotels and marriage palaces which create traffic jams. Hotel and marriage palace owners should be responsible for the proper parking of vehicles to avoid traffic jams on the main roads, she added. Jain said no compromise would be made in security arrangements in the district and any negligence in this connection would not be tolerated. She also asked them to fill up form ‘C’ properly and follow all security related directives strictly. All hotel and marriage palace owners assured her of full cooperation in maintaining security arrangements. Murder case solved, 2 held
Rewari, August 8 While the police has also seized a knife from them which was used in the crime, the duo was recently produced before the duty magistrate here who remanded them in judicial custody. A senior police official said the call details of the cellphone they had recovered from the deceased helped in identifying the suspects. He further said Parma Nand, a student of class XII, had become inimical to Ajay Yadav who was adamant on continuing his love affair with Parma Nand’s elder sister even after her marriage with Sandeep Yadav. Thus with a nefarious design to eliminate him, Parma Nand, along with his brother-in-law Sandeep Yadav, brought Ajay to the above place near Lisana village here on July 24. The trio then consumed liquor and when Ajay got inebriated, he was done to death. |
Utilise rice husk for power generation, says expert
Kurukshetra, August 8 Dr NP Singh, who was the chief guest at a seminar on creating awareness among rice millers about power generation from rice husk held here recently, stressed the need for harnessing non-conventional and renewable sources of energy to meet the growing demand for power and saving foreign exchange. “India is spending Rs 1.50 lakh crore on the import of oil and this could be reduced by shifting the focus from conventional means to unconventional means like solar and wind energy and generation of energy from biogas and biomass”. He disclosed that the Union Government was providing subsidy at the rate of Rs 20 lakh per MW, subject to a maximum of Rs 5 crore and rice millers were coming forward to set up co-generating units and captive plants for their own use. The cost of power was more than Rs 4 per unit, but the cost of power generated from rice husk was just Rs 2.40 per unit and there was a need for creating awareness among the rice millers, he added. Kurukshetra, Karnal, Kaithal and Panipat are the rice hubs and with the efforts of the Haryana Renewable Energy Development Agency, rice millers are turning to generating power for captive use through biomass co-generation. Easy availability of rice husk and upgradation of technology at minimum cost are the contributory factors driving them to generate own power through this renewable energy resources. Till date, seven projects of 15.45 MW, based on biomass co-generation, have been commissioned in the state while 20 proposals are in the pipeline. Dr Singh said India on an average had 320 sunny days and the scope of harnessing solar energy was tremendous which should be fully utilised. Sumedha Kataria, additional DC, Kurukshetra, said women self-help groups had done commendable work in the area of renewable energy and Haryana should take a lead. |

Tributes paid to Mohd Rafi
Kalka, August 8 A number of singers from Kalka and its adjoining areas paid tributes to Mohd Rafi by rendering old melodies of 60s and 70s. The programme started with “dil ka suna saz tarana dhundega, mujhko mera baad zamana dhundega sung by Nirmal Marwaha, the senior-most singer of Kalka, followed by “mujhe dard-e dil ka pata na tha” by Ramesh Chandan and “ek tera saath hamko do jahan se piara hai” by little master Chander Kant. Similarly, Harjit Balla, Sanjeev Dhiman, Surinder Menon, Tek Singh and Hem Lata rendered evergreen old melodies of Mohd Rafi, which cast a spell on the audience. The programme, which lasted for more than three hours, wrapped up with “o duniya ke rakhwale sun dard bhare mere naale” sung by Manjinder Singh. — OC |
Roadways bus passes
Sonepat, August 8 The Roadways had charged full amount for a period of six months from April to September from the students, whereas the new academic session in the colleges had started in the end of the third week of July. Another problem being faced by the students at the hands of the Roadways is related to the denial of passes with the plea that the route or the part of the route is not covered by the buses of this depot. The wards of the students have decided to lodge complaints with the Transport Minister and the higher authorities against this high handedness of the Roadways authorities. They have demanded either the extension of the period of passes up to December or the refund of the amount of three months - April, May and June. Interestingly, the one-year duration of the passes would expire on April 7 next year and the students would have no other option than to extend their passes for another six months as they would have to appear in examinations during April and May. In that case, bus fare would be for one-and-a-half-year for the one-year academic session. Traffic manager Suresh Sharma said the six-month duration of the passes for school students was from April to September as classes in schools start in April. But as classes in colleges start in July, the six-month duration of the passes for the college students were being issued as per the department guidelines, he said, adding that he would enquire into the matter. He also clarified that there was no such rule to deny passes on the route or the part of the route not covered by the Roadways buses. However, he said the total one-way distance of the destination should not be more than 60 km. Similar views were expressed by Ravinder Pathak, general manger of the depot. |

Yamunanagar, August 8 Surinder Bindra, a resident of Krishna Colony, Yamunanagar, in his complaint to the forum stated that he had pain in his chest. He went for check-up in Kalra Hospital at Yamunanagar on February 9, 2007, where doctors advised him to get admit for observation. During the treatment, he was given injections in his abdomen after which he suffered severe pain. After going through necessary tests, he was discharged from the hospital on February 15, 2007, after paying Rs 35,000. After getting no relief from the pain from the treatment by Kalra Hospital, he went for consultation in ECHS Poly Clinic, Yamunanagar, on March 13, 2007, from where he was referred for treatment to ECHS Poly Clinic Sector 11, Chandigarh. On March 15, 2007, the complainant got himself admitted to Fortis Hospital, Mohali, and was discharged after the treatment. After getting treatment in Fortis Hospital, it was proved that the respondent had given wrong treatment to the complainant for whom Dr Sandeep Kalra was entirely responsible. Due to the act and conduct of the respondent, the complainant sustained a huge financial loss as well as mental agony and prayed for directing the respondent to pay Rs 60,000 as compensation. Upon notice by the forum, the counsel for the respondents Dr Sandeep Kalra, and for United India Insurance Company Limited, New Delhi, appeared and filed their written statement separately showing that the patient came to OPD on February 9, 2007, with chest pain on exertion suggestive of Angina Pectoris for which an ECG was done which revealed inferior wall Ischemia. It was found that the patient was a known hypertensive (High BP disease) with the history of irregular treatment and regular alcohol intake. The provisional diagnosis of the patient was acute coronary syndrome or unstable angina which required urgent hospitalisation and was orally conveyed to the patient and his family on the same day. So, there was no deficiency in service and no medical negligence on his part and he prayed for the dismissal of the complaint with costs. He further stated that the complainant had filed this case just to harass, defame and extort illegal sum by abusing the process and provisions of the Consumer Protection Act. Dina Nath Arora, president of the forum, after hearing both the parties found that the allegations levelled by the complainant against the respondent were baseless. Besides, in the present case, the medical superintendent of Mukund Lal General Hospital, Yamunanagar, formed a committee of three doctors for rendering expert opinion in the matter. They opined that there was no medical negligence on part of Dr Sandeep, so in these circumstances it was difficult to hold negligent to the respondent doctor in treating the complainant. Hence, the same is hereby dismissed with no order as to costs. |

Two cows electrocuted
Rewari, August 8 The villagers said after the heavy rain on Saturday evening, the worn-out cable abruptly cracked and fell down on the pathway. Bijender Yadav, sarpanch of the village, rued that even after several written complaints made to the DHBVN authorities, nothing had been done to replace the worn-out cables. He also said the recently laid bare HT cables, too, needed insulation to avert the possibility of any mishap. |
Minister urged to get work on bypass started
Sonepat, August 8 In a letter to the Minister, Jain stated that the department prepared a proposal for the construction of the bypass in three phases - GT Road to Gohana Road, GT Road to Rohtak Road and Rohtak Road to Gohana Road - at an estimated cost of Rs 250 crore. However, because of the heavy expenditure, it was not possible for the department to undertake the project and it was shelved. She also pointed out that the department sent a proposal to the government in May 2010 for the acquisition of land in Jahri, Uldepur, Debru and Murthal villages for the construction of the first phase of the bypass, but no action was taken on the proposal by the Reminding that this demand was also raised in the 2010 Budget Session of the state Assembly and a memorandum was also given to him by various education, social and religious institutions during his visit in Sonepat on January 2010, Jain stated that a similar memorandum, addressed to Chief Minister Bhupinder Singh Hooda, was given to the deputy commissioner on February 28, 2011. She explained that the maximum vehicular traffic had to enter the town from Jind and Gohana side via Gohana Road for going towards the GT Road. “If the bypass between the GT Road and the Gohana Road is constructed within a distance of about 9.20 km involving cost of about Rs 100 crore, 80 per cent of the problem related to traffic jam will be solved,” she suggested and added that an ROB on the level crossing of Delhi-Ambala railway line falling in the route of this proposed bypass had already been sanctioned by the railway authorities. |

NGO honours educationists
Fatehabad, August 8 Ashok Tanwar, AICC secretary and Congress MP from the Sirsa parliamentary constituency, conferred the Avantika Rajiv Gandhi Education Excellency Awards on over 80 principals and teachers of schools from Haryana and Punjab selected for this purpose. Speaking on the occasion, Tanwar said the former Prime Minister Late Rajiv Gandhi always advocated quality education to children for enabling them to compete globally. Congratulating the teachers, Tanwar exhorted them to work harder to enlighten young minds. He said education had always been a priority for him and he enjoyed the company of teachers and students. Tanwar said ever since he had become MP from the Sirsa parliamentary seat, he had brought several new schools and educational institutions to the area to ensure quality education for the children. Although in July 2010, the Union government increased the strength of the IPS cadre in Haryana from 117 to 137, still three districts,
Jind, Jhajjar and Palwal, are being headed by police officers from the Haryana Police Service
(HPS) cadre for the reasons best known to the state government. In addition, three districts of
Fatehabad, Kurukshetra and Yamunanagar are being headed by IPS officers from Madhya Pradesh and West Bengal cadres.
It is pertinent to mention that the IPS (fixation of cadre strength) 19th Amendment Regulations, 2010 inter alia provide for posting two IPS officers in rank of Commissioner of Police for districts of Gurgaon and Faridabad and for remaining 19 districts in the state, one post of SP from IPS cadre has been provided. The post of district SP belongs to a person from the IPS cadre only. If even after getting the cadre increased by 20 posts, the Hooda government feels that there is still a scarcity of IPS officers for due postings as earmarked for them under the above cited regulations, it should request the Centre for further increasing their strength. In neighbouring Punjab, the cadre of the IPS has been increased from 144 to 172. When on several occasions, Union Home Minister P. Chidambaram has advocated steep rise in the cadre of IPS officers across the country for tackling contemporary needs and challenges in the area of public order and safety, Haryana must have get more IPS officers. The Chief Minister deserves due applause for creating a separate CID cadre for the state sometime ago. Even Hooda seems inclined in creating a joint police commissionerate for
Ambala-Panchkula. It is true that the bureaucratic lobby would not feel easy with the idea of more police commissionerate as the same tends to loosen their grip over the local law and order administration. It is noteworthy that powers under various statutes as conferred on two incumbent police commissioners in the state are much less as compared to their counterparts in Punjab and Delhi. Further, although it is the prerogative of the state government (read the CM) to decide the posting for IPS officers, it merits due reference that of late this right has not been got exercised in an effective way. Nowadays, the
calibre/exceptional track record/higher qualification/seniority, etc, of an IPS officer remain on the back foot. Currently, certain districts in Haryana are being headed by young IPS direct recruits who have just a few years of service in the
IPS. Although the state enacted the Haryana Police Act, 2007, in compliance of the Supreme Court verdict on police reforms, it merits due reference that still all powers to appoint, control and regulate police machinery across the state vest in the hands of executive government contrary to the mechanisms of the State Police Board and the Police Establishment Committees as mandated in the Apex Court ruling.
