95-yr-old loses Rs 23 lakh in
bank fraud
New Delhi, October 8 A case in this regard was registered two days ago at the Connaught Place police station on the compliant of Gurbhajan Singh Mann, a resident of Tilak Marg. According to the police, Rs 22,87,000 was fraudulently siphoned off from Mann's account through several withdrawals between June 6 and 27, this year. Mann came to know about the withdrawals only after he saw the bank statement. "In his complaint, Mann has said that the cheques used to withdraw the money were never issued to him by the bank," said a police official. Mann has alleged serious lapses on the part of the bank. "For the past several years, I ?have been withdrawing Rs 40,000? from my account with the Connaught Place branch of the bank every month. Suddenly, if there were continuous withdrawals of large amounts from outstation branches, why didn't the bank notice the aberration? Even the signatures on the cheques are fake. This indicates that there is a serious lapse on the part of the bank, because of which I have been duped of my hard-earned savings?," Mann alleged in his complaint, hinting at the involvement of some insider. |

Thereafter, the compensation slab was raised to Rs 10 lakh each for the next of kin of deceased. MCD ill-equipped to check unsafe buildings
New Delhi, October 8 The civic agency does not have any structural engineers to carry out the job of identifying the dangerous buildings in the city because of which it has not been able to conduct a proper survey of the unsafe properties in the city. Its present method of carrying out such survey includes just checking the cracks on the outside wall of the building. To make the entire process of carrying out the survey more comprehensive, the civic agency had earlier suggested empanelling structural engineers but this has not happened till date. The routine survey done by the civic agency involves identifying dangerous buildings in the areas like Chandni Chowk, Paharganj, etc. where some of the buildings are even as old as 100 years and can collapse at any time. However, the MCD has not been able to carry out the annual survey for the last three years and no inspection has taken place in the Walled City area because the MCD does not have structural engineers, said a senior MCD official. He said junior-level engineers were being engaged in the examination and the inspection of a building. "Earlier, the MCD used to send notices to the property owners whose buildings were found in a damaged state asking them to repair their houses," he said. But, after a few property owners challenged our notices in the court leading to a stay on the buildings, questioning their legitimacy for being done by experts, we discontinued the survey. The unsafe buildings in unauthorised colonies or unauthorised regularised colonies are kept out of the survey. The problem with these buildings is their faulty design. Their foundation is not strong, said the official. The municipal officials have found over 270 dangerous buildings in the city zone and Sadar Paharganj zone, respectively, according to the last survey conducted by the agency. Most of them are in Ballimaran, Matai Mahal, Kucha Pandit, Bazaar Sita Ram, Paharganj and Lal Kuan. |

e-learning in DU colleges likely by next month
New Delhi, October 8 The portal, to be launched by the Institute of Life Long Learning (ILLL), Delhi University, has e-lessons, e-quizzes, virtual labs and e-lectures as well as animations and other visuals. The portal will be of immense help to the undergraduate students who have a very hectic semester system schedule. "Students will be able to do a lot of self-study and make better use of their time in the classroom as well. It will bring about uniformity in syllabi and teaching modules across the colleges. Students will be able to interact and see what's happening in other colleges. It will also help bridge the gap between North and South Campus colleges and other off-campus colleges in east and west Delhi," said Prof Vasudha Pandey, a key persons involved with the portal. "We have tried to update the maximum number of courses according to the resources at hand. The portal will improve with time. The quizzes are an important part of the portal, which have been created after months of brainstorming. Virtual labs and lectures will be highly beneficial to the students. The portal doesn't intend to replace the classroom teaching, but enhance it," she added. "The portal is most likely to be available from next month. We will keep adding more material and pre-recorded lectures as per student feedback," said ILLL director Madan Mohan Chaturvedi. |
Delhi Diary The monkeys are back in action at one of their Capital's favourite places-the premier All India Institute of Medical Sciences (AIIMS). However, the authorities remain in their cocoon when it comes to taking some measures for solving the problem. The resident doctors just have one thing on their mind to protect themselves from these agile simians while moving within the campus. Many have had close encounters with them. Two of the doctors have even fallen victims to their bites followed by the painful process of vaccination. MCD circular on building plans
Just a day after the building collapse in the walled city killed seven people, the MCD issued a circular on the building plans in village abadis, unauthorised regularised colonies and special areas, including the walled city. The notification to allow sanctioning of building plans was issued on January 17 by the Delhi Development Authority, but was implemented by the civic body only on September 27, a day after the building collapse. Recognising the fact that the village abadis do not have a layout plan of their colony in order to get a building plan approved, the civic agency announced that the plans can be sanctioned as per the provisions in the master plan, zonal development plan or redevelopment plan. Scribes face odd situations in the field at times. Misbehaviour with them is a routine affair. Photo journalists are often threatened that their cameras would be damaged if they try to take snap of victims or their relatives in accidents. Many reporters visited AIIMS trauma centre last week for information about an accident. When they approached the relative of one of the victims, he abruptly asked them not to question him. As it was a high-profile accident, photographers needed photos, but there was nothing left on the spot as the police had cleaned the area. When they reached the trauma centre, and tried to take photos of the victims' relatives, they were threatened that their cameras would be broken. Welfare schemes for minorities
The authorities are surprised to see the rush of scholarship seekers belonging to minority communities who come to know about the welfare policies and fee reimbursement schemes of students through various publicity drives. Last year, more than 40,000 forms for reimbursement were received by the departments concerned, but this year the number may go up to one lakh. The credit for good publicity goes to the minorities' website, www.minorities.in that has been created by Delhi Minorities Commission member Pushpinder Singh. Ever since it was created, a large number of people surf the site to get information about their respective community. The site has a special feature of schemes of central and state governments and developments related to the minorities. Court concerned over misuse of dowry laws
New Delhi, October 8 The court's concern and advice found a place in a ruling by Additional Sessions Judge Kamini Lau upholding the acquittal of a man and his three family members from the charges of harassing his wife. She expressed concern over the misuse of dowry laws citing a Supreme Court verdict which termed it as "legal terrorism." "I may observe that Section 498A (subjecting woman to cruelty) of the IPC in the recent years has become a consummate embodiment of gross human rights violation, extortion and corruption and even the apex court had acknowledged this abuse and termed it as legal terrorism," ASJ Lau said. The court counselled women to get out of discordant marital relations, quoting Sahir Ludhianvi. "Taaruf rog ho jaaye to usko bhoolna behtar; Taalluk bojh ban jaaye to usko todna achcha; Wo afsaana jise anjaam tak laana na ho mumkin; Use ek khoobsoorat mod dekar chhodna achcha," the court said. The court gave the order upholding a magisterial court order which acquitted woman's husband Sanjay Kumar, his father Vijay Kumar, mother Beena Devi and brother Ranjeet of the charges of subjecting his wife to cruelty for dowry. - PTI |
