After fighting the battle for nearly four months, 55-year-old Rajbala, a victim of the Delhi police's midnight crackdown on Ramdev's supporters on the intervening night of June 4-5, today succumbed to her injuries at Govind Ballabh Pant Hospital.

Rajbalas's family from Gurgaon was asked to come to the hospital in the morning. But the hospital administration refused to give them the discharge summary even after conducting the postmortem and receiving a written request from the family, a copy of which is with The Tribune.

It was after waiting for almost six hours outside the mortuary of Maulana Azad Medical College that the family was given the body with the death summary, for which they were initially asked to file an RTI application.

"The hospital had been harassing us since morning. We were made to wait till evening even though the postmortem was over hours ago. They have given us the death summary, saying that the case history will be given tomorrow," said Rakesh Malik, Rajbala's daughter-in-law, after receiving the body around 5:30 pm.

The scene at the office of the medical superintendent heated up, with the family expressing wrath against the hospital administration, blaming it for driving them into unnecessary hassles. The family is contemplating filling a legal suit against the hospital.

While top police officials like the DCP and ACP of the central zone today made rounds of the hospital director's office, Chief Minister Sheila Dikshit played it safe by holding the Delhi police accountable for the incident.

Rajbala's family also blamed the police for her death.

"It happened because of the police and those who had ordered the operation are responsible. We do not want any compensation. We want action against the guilty," said Rakesh, a Supreme Court lawyer.

With severe injuries in the neck and spinal cord, Rajbala was on ventilator support ever since the incident.

On last Thursday, Rajbala's kidneys showed signs of failure. On Saturday, the family was told that she required a specialist intervention for her chest and kidney problems.

Apparently, the Capital's super-specialty hospital doesn't have a dedicated nephrology set-up, and depending on the need, doctors are called from Lok Nayak Jai Prakash Hospital, as in this case. But before that could happen, Rajbala's life came to an end.

Rajbala is survived by two sons, Anil and Amit Malik, and husband Jagbir Malik. Her cremation will take place around 2 pm tomorrow at Bathana in Haryana. 

 

Police refutes blame for death

The Delhi police today refuted allegations by the family of Rajbala, the Baba Ramdev supporter who died here, that her death was caused by a police baton charge on the yoga guru's followers in June.

Special commissioner of police Dharmendra Kumar told reporters that Rajbala, 51, was injured in a stampede and not in a police lathicharge.

He claimed the woman told doctors that she was injured in the stampede.

He also said that the medico-legal certificate issued by doctors on the basis of the victim's statement too did not mention a police lathicharge.

He said Rajbala was named in a murder case in 2008, and was chargesheeted.

Govt finding ways to help Rajbala’s family

The Delhi government is trying to find out ways to help the family of Rajbala, who died today after battling for life for four months. Rajbala, who is from Haryana, was severely injured in the lathicharge on the supporters of Baba Ramdev during his hunger strike against black money at the Ramlila Ground on June 4.

"We provided her with treatment. Health minister AK Walia will meet her family and see how we can help them," said Chief Minister Sheila Dikshit while replying to queries by reporters on the issue.

She, however, refused to reply to the allegations of Ramdev and Rajbala's family, who have blamed the police for her death.

The police, meanwhile, has denied the charge, saying that Rajbala was injured in the stampede that happened during the evacuation of the protestors from the Maidan.

On the night of June 4, the police cracked down on the followers of Baba Ramdev who had camped at the Maidan. To avoid arrest, Baba had left the venue by disguising himself in a salwar kameez. But he was caught near the Ranjit Hotel flyover. However, he was later released.

Several of his followers were injured during the police lathicharge.

Completing syllabus in a semester tough

With the DU October break less than a week away, teachers are struggling to wrap up the syllabus according to the newly introduced semester system.

Problems are adding up with the increased number of students in classes due to over admissions this year and also the late OBC admissions because of which students have missed many classes.

"The syllabus is definitely moving slow. We are trying our best to make the best of the time we have. But the moment we try to increase the pace of teaching, students cannot understand a thing. Such teaching is meaningless.

The homework and self-study for the students have increased. They are required to be prepared before a lecture begins, so that we can finish a chapter more smoothly. It is tough for them, but they are trying their best," said Meena Jha, faculty of life science (hons) at Kamla Nehru College.

Pallavi Gupta, from English (hons) faculty at Venkateswara College, said, "After almost two and a half months, the practical exams will begin and then after the winter holidays, students have to face their first semester exams. But there are some students who have joined the college more than a month late in the later OBC cutoff lists. These students are lagging and we have to take extra tutorial classes for them to make up for the loss."

Anita Mathur, who teaches mathematical economics at Sri Ram College for Commerce, said, "The college has admitted 150 per cent more students than to its capacity this year. It's distracting to teach such a huge bunch."

"Earlier, we used to have three lectures for a paper in a week, but now, we have to take five lectures per week. The classes run into seven or eight periods on an average. The picture will get clear by October-end. But yes, there are a lot of problems. Students have a very hectic schedule and it is tough to maintain it," she added.

Even the extra curricular activities (ECA) category students are at a loss. A senior faculty member at Hindu College, requesting anonymity, said, "The college will conduct fresh trials for the ECA from September 28. These students will properly join college after the October break now. Imagine the loss of studies. Until some special provision is made for them, the first semester exams will be a tough nut to crack. It will be an additional burden on the teachers as well."

Gurgaon toll collector’s killers arrested

Two men were arrested today for the gunning down of a toll plaza employee here three days ago, the police said. However, the pistol with which the attendant was killed is yet to be found.

Vijayveer, 28, and Manjit Singh, 34, were tracked down after an extensive search for the white Bolero car they were driving in, Gurgaon police chief SS Deswal said.

"We had constituted 41 teams. As there was no eyewitness in the case, we were totally dependant on the CCTV camera footage provided by the toll company DGSCL (Delhi-Gurgaon Super Connectivity Limited)," Deswal said.

"Our teams scrutinised more than 500 Boleros, which included about 350 in white colour," he added.

While Vijayveer was arrested from his village Khoh, near Manesar in Haryana, Singh was nabbed from his village Shikhohpur in Gurgaon district, where he runs a gym.

A newly-married 22-year-old toll plaza attendant, Umeshkant Pandey, was shot in the neck past midnight on Thursday by men in a white Mahindra Bolero after they were asked to pay Rs 27 as toll.

The incident, which took place at Kheri Daula in south Gurgaon, was recorded on the CCTV camera installed in the toll booth.

The police said the men were drunk at the time of the murder. They had even come back to the toll booth after the shooting to see what had happened to the man they had shot.

"Around 45 minutes after shooting Pandey, Vijayveer asked Manjeet to visit the spot. Manjeet went there on a bike and inquired about Pandey's condition. This too was caught on the CCTV camera," Deswal added. Employees at the toll plaza became suspicious and tried to catch him, but he escaped.

Deputy commissioner of police Mahesh Dyal said the two men were returning from a party that night. The morning after the murder, Vijayveer changed some outer accessories of the Bolero so that he could not be traced.

The car is registered in the name of a man named Ashok Kumar.

"Further investigations are in progress. There may be some more arrests in the coming days," Deswal added.

However, the foreign-made pistol used in the murder is yet to be recovered.

He said the toll company was on a number of occasions asked to install more CCTV cameras in the area.

However, DGSCL's chief executive officer Manoj Aggarwal said: "We have provided sufficient evidences to police in this case. There is always a possibility of improvement and we are seriously looking into it." —IANS

Dikshit concerned about Delhi women’s safety

Chief Minister Sheila Dikshit today expressed concern over the safety of the women in Delhi.

When reporters sought her response to a study on rape cases conducted by the Centre for Social Research, the Chief Minister said it was a matter of great concern.

"Crimes against women will not be accepted. The government will launch a campaign to convince the people to come forward to help the women in the society so that they feel safe," Dikshit said.

The study says the women of Delhi are not safe even during the daytime.

The study is based on 58 FIRs lodged by rape victims in Delhi between January 2009 and July 2011 and medical-legal reports of doctors.

According to the study, as many as seven rape incidents took place between 6 am to noon, 17 between noon and 6 pm and 14 between 6 pm and midnight.

The study also claims that 18 women were battered in some form or the other every hour across the country, with 13 cases of statutory rape (below 10 years) and 18 cases of rape of school or college-level girls. The age group of the accused varied from below 18 to above 50.

Teen hawker strangled over a tiff

A 16-year-old hawker was strangled to death by a youth after the duo got into scuffle over serving of tea in the New Seelampur area of north-east Delhi last evening.

According to the police, the victim has been identified as Manju, a resident of Govindpuri.

Accused Aarif (19) has been arrested for his murder.

"Aarif, along with his father Sharif, runs a tea stall while Manju used to sell artificial jewellery close to his stall. Last evening, Aarif was on his way to serve tea to people in the market when Manju demanded that he be served first. However, when Aarif went on to serve the others, Manju got angry and the duo got into a scuffle during which Aarif strangled him unconscious. Manju was taken to GTB Hospital, where she was declared brought dead," said a senior police official.

A case of murder has been registered.

The incident took place about 300 metres from the New Seelampur police station.

Cop who shot trader suspended

The head constable of the Delhi police, Ajay Kumar Tomar, who shot dead a businessman and injured a mobile repair shopkeeper on Saturday night, was suspended from services without an inquiry today, according to a senior police official.

"Article 311(2) has been invoked by us to dismiss him from service without an inquiry. We have also declared a reward of Rs 50,000 to Harinder Singh, alias Sunny, (24) who was shot by Tomar while he was helping head constable Surender Tyagi chase him," said the official.

Sunny is still battling for his life at the St Stephen's Hospital.

He sustained an injury in his neck when he was chasing Tomar on a motor cycle with two policemen. Tomar was fleeing after killing Amarjeet Singh Chadha, the dry fruit seller in Khari Baoli.

Sunny was admitted to the ICU at the St Stephen's Hospital on Saturday. He has a mobile repair shop in Daryaganj.

Balbir Singh, the public relations officer (PRO) of the hospital, said Sunny was in a very critical condition. "When he was brought to the hospital he had lost a lot of blood. He is continuing to have problems while breathing. When he was shot, the artery leading to his brain had burst," he said.

"The bullet had done immense damage to his neck. His condition has not improved in the past 24 hours. Sunny is also having breathing problems and is on life-support system," said a source.

Sunny's elder brother, Gurjeet said he had requested the police to shift him to the LNJP hospital.

"The doctors said shifting Sunny to any hospital was not possible, because he is in a critical condition. The police instead brought medical experts from Sir Ganga Ram Hospital to check my brother," he added.

Life term for Anant’s kidnappers

The district court here today awarded life imprisonment to the three men convicted for kidnapping Anant, the son of the managing director of Adobe, Naresh Gupta.

"Special judge Navin Kumar Srivastava also imposed a fine of Rs 25,000 each on the three convicts-- Chhatra Pal, Pawan and Jitendra," said KK Singh, district government counsel (DGC).

"The hearing in the case was completed on September 17. On Saturday, the judge convicted the three accused under Sections 364A, 368 and 120B of the IPC," said Singh.

Expressing happiness over the sentence, Anant's mother Nidhi Gupta, said, "He was three years old when kidnapped and now he is eight years old. Durign the trial, we wanted that Anant's statement should be recorded at the earliest as his memory may fade. Finally, on June 15 this year, Anant identified the two kidnappers and the woman who gave them shelter."

"He told the court that Chhatrapal was riding the bike and Pawan was the pillion rider who pulled him on the bike. He also identified Santosh as the woman to whose house the two men had taken him after the kidnapping," said the DGC.

"The proceedings of the case started at the court of the first additional district and sessions Judge Bharat Bhushan in 2006. On June 2008, after his transfer, the case was heard by additional sessions judge Sanjay Harkoli. Harkoli then became a special judge and heard the case in his court. After him, justice

Deepak Kumar heard the case. Finally this month, special judge Navin Kumar Srivastava completed it," Singh added.

"In February 2008, Chhatrapal escaped from the judicial custody, but was arrested again in April 2008," said Singh.

"Though the accused told the court that they were being implicated, the court relied on the fact that Anant and his maid and guard identified them. The recovery of the ransom money from the accused was also a major factor in the conviction," said Singh.

On November 13, 2006, Anant, then three years old, was kidnapped from outside his house in Sector 15A while going towards his school bus along with his maid.

"He was released five days later on November 17. Out of the Rs 50-lakh ransom paid to the kidnappers, the police had recovered Rs 47.50 lakh. The amount was later returned to Anant's family on the direction of the court," said Singh.

2 Nigerians held for drug trafficking

The crime branch of the Delhi police has arrested two Nigerians for allegedly trafficking heroin from India to Nigeria by using bicycle seats and seized 1.2 kg of heroin, worth Rs 1.2 crore in the international market, from them.

Richard Nwafor (38) and Chris Chinonye (32) were arrested on September 24.

"We were informed that two Nigerians involved in drug trafficking would come to Gole Dakkhana for booking parcels containing heroin to be sent to Nigeria," said Ashok Chand, DCP (Crime and Railways).

The DCP said the heroin was concealed in the seats of 20 bicycles.

"The heroin was kept inside polythene pouches and placed in a carbon wrapping. It was concealed between the upper portion and the sponge of the seats. The carbon wrapping was used so that the contraband would escape the detection by an X-ray scan. The consignment was to be sent to Alabd International Market, Lagos, Nigeria," he added.

2 brothers crushed in Ghaziabad

Ghaziabad, September 26
Two brothers were crushed to death when a tractor-trolley loaded with potatoes overturned and fell on their car here yesterday.

Nitesh, 36, and Nikhil, 32, were returning from the Rohini area after seeing their ailing relative. As their car was to cross the Vaishali cut, a speeding tractor-trolley took a sharp turn, spun out of control and fell on to the car.

The impact was so massive that the car was almost flattened and the police had to use a blow torch to cut through the metal and take out the bodies of two brothers. The two were taken to a hospital where doctors declared them dead.

The two were running a plastic manufacturing industry and were cremated by their family without postmortem - a legal formality. The family said they did not lodge any complaint with the police and had only sought police assistance in retrieving the bodies. - IANS

Protest held against scheme of cash for ration

A large number of people under the aegis of the Rozi Roti Adhikar Abhiyan (RRAA) today took out a rally at the ITO, demanding the government to withdraw its scheme of cash for ration. Later, the protestors marched towards the Delhi Secretariat, but were stopped by the police.

The RRAA is a network of 20 NGOs working in slums and resettlement colonies. The rally was in fact the culmination of a yatra started by the RRAA on September 6. Under the yatra, members of the body travelled through 48 settlements over nine districts.

Annie Raja, general secretary, the National Foundation for India for Women (NFIW), said the scheme of giving cash instead of ration was not suitable for India.

Dharmendra, a member of the RRAA, said the Delhi government had launched the cash-for-ration scheme on a pilot basis in Raghubir Nagar in northeast district, but was not successful.

"The scheme should be withdrawn. The poor people living in the slums and resettlement colonies should be given ration irrespective of the BPL and APL categories.

Pushpa, another member of the RRAA, said, "We discussed the issue with a number of people in slums. They opposed it, saying that the scheme was not successful. They say that the slums are inhabited by poor people. If they are given cash, they may spend it on other things and later, suffer without food."

Anti-rabies camps for stray dogs

The MCD today said it would organise anti-rabies vaccination camps at various places in the city to immunise stray dogs on September 28, World Rabies Day.

The civic agency will hold the camps in co-ordination with non-government organisations, the animal husbandry department of the Delhi government and the Delhi Veterinary Association.

"Over one lakh stray dogs have been sterilised and vaccinated against rabies since 2008 under the animal birth control and anti-rabies programme of the MCD. This has resulted in a decrease in the number of cases of rabies to 73 in 2010 from 175 in 2007," said an MCD official.

Jamia head in RBI board

Vice-chancellor of Jamia Millia Islamia Najeeb Jung has been nominated to the central board of the Reserve Bank of India (RBI), the central bank's apex governing body, a statement said today.

"It is indeed an honour that I have been entrusted with this huge responsibility," Jung said. The RBI's affairs are governed by the central board of directors.

The board is appointed by the Government of India.

Depressed over long case trial, man attempts suicide

Allegedly depressed over a case trial, a 50-year-old man attempted suicide by consuming poison inside the Supreme Court premises this morning. The man identified as Gulab Singh.

"Singh is from Ahmedabad (Gujarat) and had come to Delhi for a court case. He was found lying unconscious with foam oozing out of his mouth around 11.45 am inside the Supreme Court campus. A PCR van rushed him to Ram Manohar Lohia Hospital where doctors washed his stomach and is now out of danger," said a police official.

Singh was depressed over long court proceedings that he was facing for the past several years.

Investigation in the matter is on while Singh's family in Ahmedabad has been informed about the incident.
