Rajewal said there was an urgent need for a solid system for ensuring conviction of corrupt politicians, government officials and judges in a stipulated time to restore faith of the masses in democracy.

Stating that the BKU would submit memorandums to DCs in support of Hazare, Rajewal said an independent Lokpal at the Centre and Lokayuktas with vast powers in states should be set up to eradicate or at least minimise corruption in the country.

Responding to a call given by the former Punjab Finance Minister Manpreet Singh Badal’s outfit People’s Party of Punjab (PPP), its supporters held a solidarity march here to extend support to the agitation launched by Anna Hazare.

Talwara (Hoshiarpur), April 8
The land mafia continues to flout the rules of the Punjab Land Preservation Act (PLPA) and the Indian Forest Act taking benefit of a dispute between the forest and mining departments over their jurisdictions in the Kandi belt.

While the forest and the mining departments have been shifting their responsibilities to each other, the land mafia is making a fast buck by excavating hillocks and selling gravels, sand and loose soil, thus causing huge revenue losses to the state exchequer.

Moreover, this all is being done in violation of the norms and endangering the ecology in the Kandi belt falling in Gurdaspur, Hoshiarpur, Nawanshahr and Ropar districts.

Wrecking havoc with the ecology of this sub-mountainous region, the mafia has been converting forest land into agricultural land at a large scale, thus significantly reducing the forest cover in this part of the state.

A similar incident has surfaced in Sukhchainpur village, located on the Talwara-Daulatpur Chowk road, where a politically connected man has excavated a hillock with the help of earth movers and other machinery and is selling gravel, sand and loose soil.

Satpal Singh Bajwa, who claims to be the land owner, claimed that his elder brother purchased the land a couple of years ago and he was levelling it to make it cultivable.

“I have already paid penalties slapped by the district mining authorities on me. I have not violated the norms as the site is out of the PLPA limits,” claimed Bajwa.

Surjit Singh Sahota, Divisional Forest Officer, Dasuya, said the site, where excavation was going on fell under the Mining Department’s jurisdictions and it was their job to look into the issue.

Dharampal Bhagat, District Mining Officer, Hoshiarpur, when contacted, said a team of the Mining Department visited the site and had written to the Forest Department as the area came under their jurisdictions.

Meanwhile, Subhash Chander, SDM, Mukerian, today visited the excavation site and took stock of the situation.

Talking to The Tribune, the SDM said Bajwa had been excavating a hillock almost 90-feet high in Sukhchainpur village. He said Bajwa claimed to have got permission from the Mining Department for it.

“I will write to the forest and the mining departments, besides the Pollution Control Board authorities, if they have granted any permission to Bajwa and under what provisions. Action will be taken against the excavator, if found guilty, claimed the SDM.
