IG orders to probe Mahima murder afresh

Under intense public pressure, the police has decided to re-investigate the infamous Mahima Seth murder case that had shaken Ramnagar more than a year ago.Having been unable to work out the case, the matter was about to be closed when Inspector General of Police (Kumaon Range) RS Meena decided otherwise.

It is learnt that a team of the local police along with the Special Operations Group (SOG) will now be investigating the case afresh.

In November last year Ramnagar town was shocked following the recovery of a decomposed body of a seven-year-old girl. According to the police, the body of Mahima was recovered from a ditch in a house that was under construction. The girl had been missing for almost a week from a wedding to which she had accompanied her parents. The face of the victim had been crushed and her clothes had been blood stained.

Her body was discovered by a labourer who went on to inform the police. The incident had led to anger spilling on the roads as college students and the local population blocked the roads on several occasions and even gheraoed the state BJP president Bishan Singh Chufal. The town had also witnessed a bandh over the issue last year. 

2 MMS incidents rock Kumaon

The Kumaon region has been shocked by two incidents of MMS being made of schoolgirls in the Bhimtal and Bageshwar area.

In the first case, the Nainital police has been investigating circulation of an MMS in the Bhimtal area. After initially denying that any such MMS involving a schoolgirl was doing the rounds, the junior-rung police officials are now on the job, following suo motu cognisance of the matter being taken by the top-level officials. The file name given in the MMS being circulated suggests name of a local hotel situated in Bhimtal.

In the second case, a teacher from Bageshwar has been arrested for allegedly raping a girl student and making a video clip of her, which he had later used to blackmail her.

According to information, Raju Thapa had allegedly raped a student of Class VIII two years back and had made video clipping of her. The girl was now studying in another school and she had revealed her trauma to her parents a couple of days back.

Incidentally, the clip came in the public view when it was accidentally uploaded on a mobile belonging to a labourer while uploading songs. Having seen the clip, he recognised the girl and told her parents about the recording. The police said a case had been registered against the teacher and medical examination of the girl has been done.

Avlon staff call off stir till Dec 20

At a meeting held between agitating employees of Avlon Resort and the management in the presence of Mussoorie SDM Manoj Kumar yesterday, it was decided that the employees will postpone their agitation till the December 20.

The SDM, after hearing the two parties, said he would talk to the owners of the resort and try to reach an amicable solution. He also said he would also discuss the matter of the retrenched temporary employees along with the six persons transferred on the leased property of Avaon Resort in Delhi.

The employees and management also had an altercation in the midst of the meeting to which the SDM reacting angrily, saying that till the time both parties do not behave he would not mediate. He also appealed to the employees to call of their agitation till December 20 and if no solution was found they were free to act according to their will under democratic norms.

Meanwhile, tourists had a harrowing time at the resort as there was no one available to serve them.

Guv calls for tourism promotion in state

Governor Margaret Alva has called for laying emphasis on preserving environment and promoting tourism in the state.Alva was present in Chhoti Haldwani, which is better known as Jim Corbett’s village, today. She unveiled a heritage map of the village and pointed that the state had not been able to draw many tourists despite having immense tourism potential. She called for efforts to bring the state on global tourist map.

The heritage map on Chhoti Haldwani has been prepared by a Delhi-based organisation named Arch-I Platform. The Governor said with the help of this map the tourists would be able to get detailed information about Corbett’s village. Similarly, information about other destinations in the state must also be disseminated through Internet.

Alva said things like yoga tourism could be developed here and the state has unending potential for eco-tourism. Appreciating efforts being made by the gram vikas samiti of Chhoti Haldwani, she said the residents have been producing agricultural products that were providing a new taste to the visitors, besides helping them sustain their livelihoods.

The women residents of the village greeted Alva in traditional manner on her arrival at the house of Corbett’s associate Moti Singh. While inaugurating the Corbett Chaupal, she called upon the officials to build solar fencing around the village to save the agriculture produce of the villagers. She said this work should be done under the Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA). State Tourism Minister Madan Kaushik was also present on the occasion.

Alva for drastic steps to uplift poor kids

Dehradun:Voluntary organisations working for children living in slums and engaged in rag-picking met Governor of Uttarakhand Margaret Alva at the Raj Bhawan here on Wednesday.

The Governor said extraordinary measures were required for social and educational uplift of the under-privileged children. She said there was a need to constitute a children’s commission in order to protect their rights.

Those who were present on the occasion include programme officers of the Sarva Shiksha Abhiyan Rajendra Singh Rawat and Surendra Singh Negi, Sushil Birman of the Disha Samajik Sanstha, Shraddhanand of the Destitute Children’s Home and Shrabani Sarkar of the Bond Foundation Society.

Carts to go off road in Paltan Bazar

The Dehradun Municipal Corporation (DMC) board members have declared Paltan Bazar, Rajpur, Arahat Bazar, NH, Zhandha Bazar, Dispensary Road, Moti Bazaar, Hanuman Chowk and Tilak Road as cart-free zone and the drive would be taken out soon to clear the way.

Disclosing this on the second day of DMC board meeting here today, Mayor Vinod Chamoli said they would remove all carts in these areas and another places would be provided to all cart owners. This would help in preventing traffic chaos.

“Around 1,300 carts are registered with the corporation and we have kept a target of 1,500. Those who are interested in getting the licence may get it done before January 1 next year, after which their carts will be seized,” said the Mayor.

The second topic of the day was the encroachment by the shopkeepers and it was decided that those who fail to follow the guidelines would be challaned.

Other then this, the board would be submitting the proposal to the administration to provide Rs 5,000 as honorarium for the councillors, along with a residential plot. “If all MLA’s or other politician can get the plots and other facilities then councillors, too, have the right to get the plots and services. The government cannot ignore them,” said Chamoli.

He further stated that every ward would be provided six poles, along with 10 fittings each. The board also finalised user chargers. On the tenders getting late, the Mayor said they would now be inviting tenders every two months. He mentioned that the Nigam keeps on sending the file to the administration, but gets no reply from there and it was due to this that tenders get late.

Chamoli also vowed that they would not allow the contractors to file the next tender, if their work was not satisfactory and they would be blacklisted. The meeting would now be commenced on December 20.

Safai karamcharis manhandle councillors

Angry with the councillors not taking up their matter in the board meeting, two of the safai karamchari’s attacked the councillors during the lunch hours. Earlier, they kept on raising slogans against the members who belong to the BJP.

The councillors later on submitted their complaint to the Mukhya Nagar Adhikari (MNA) and the Chief Minister. Reacting immediately, the MNA asked the AMNA to verify the same and submit a report to him in the evening.

Those who faced the attack of the karamcharies include Sachin Gupta, Santokh Nagpal, Amita Singh, Shiv Kumari Verma and Sandeep Patwal.

Talking to The Tribune, Amita said, “We were having our lunch when Karamveer and Hari Om entered the room and started abusing us. When I asked them to stop using abusive language they tried to attack us. Karamveer was carrying a broom in his hand and tried to hit us with it. But somehow other councillors saved us.”

Councillors alleged: “We have targeted the health officer yesterday and this is the reason that the safai karamcharis, who come under his department attacked us, it was pre-planned,” said one of the councillors, on condition of anonymity.

President, Safai Karamchari Union, Somy, along with Secretary Karam Veer, Hari Om and other colleagues, also visited the Mayor’s office and abused the councillors present there. All councillors requested the Mayor to take strict action against the culprits.

The ward members also alleged that Urban Development Minister Madan Kaushik was hindering process of democratic participation of the people. Kedar Singh said this ambiguous approach of Madan Kaushik has left the palikas in quandary and the financial situation of these institutions has also deteriorated.

The ward members also demanded the state government should enact its own Municipal Act instead of following the Act of UP, considering the geographical condition of the hill states. The other demands of the palika ward members were to provide them with the monthly honorarium up to Rs 6,000, including travelling allowance.

Kedar Singh also said a separate fund on the lines of MLA Lad fund up to Rs 20 lakh should also be created since they were also public representatives, so that they could also serve the people in a better way.

The ward members also said the government guest houses should also have reserved quota for the ward members, a town planning committee should be constituted, boundaries of nagar palika should be increased, najool and banjar land falling in the palika area should be transferred to them for better development, election of vice-president in palika should also be announced soon, vacant posts in palika should be filled on priority basis, villages under the palika should be converted into nagar grams for the better waste management.

Bar Council seeks stipend for junior lawyers

Our council has proposed to Dr Ramesh Pokhriyal Nishank, Chief Minister, to set a fixed amount of Rs 2,000-Rs 3,000 as stipend for junior advocates in their initial five years. This was stated by Razia Beig, Chairperson of the Bar Council, Uttarakhand.

While addressing the media here yesterday, Beig said: “This proposal is made to help freshers at the initial state of their career. If it gets approved by the Chief Minister then Uttarakhand would be the third state in India, after Karnataka and Kerala, to give stipend to the junior advocates”.

She also expressed gratitude to the Chief Minister for assisting the council with funds for up grading and implementing the welfare scheme for the lawyers of the state.

The Bar Council of Uttrakhand has increased its registration fees, launched its official website, released a newsletter and calendar by the name of council with the assistance of the Chief Minister recently.

Servant decamps with Rs 1 lakh

A domestic help made good with cash worth Rs 1 lakh at Ganeshpur, near Roorkee, today, while the family of chairman of the District Cooperative Bank Ravinder Singh Puniyal was away.

According to the police, the theft took place in the afternoon and the servant, bearing Nepali nationality, is missing. Servant Karan (13-14 years) has been working with the family for the last couple of years.

The Civil Lines Kotwali police team, under SHO JS Pundir, reached the spot and carried out the investigation.

Leopard cub found dead

Pitthoragarh, December 16
In the second incident of death of a leopard cub by pneumonia in the Kumoan region, a dead body of two-year-old female cub was found at Baina village near the Soni forest compartment, near Ranikhet town, yesterday, said Almora Forest Department sources.

“The cub’s body was witnessed by the villagers near Baina village. It died of pneumonia and subsequently hunger,” said JS Bisht range officer of the area, quoting the postmortem report of the animal. “The leopardess was 206 cm in length and 66 cm in height,” said Bisht.

The Forest Department is highly concerned after the series of immature deaths of leopards in Kumoan region in the past years and wants to trace the reasons with some experts help.

“During the past nine months, six leopard deaths have occurred only in jungles of Ranikhet in the Kumaon region most out of these deaths were either by pneumonia or by starvation,” said Rahul, DFO, Almora.

Tourists wait for buses in vain

The experience of tourists visiting Queen of Hills turned sour when they had to wait for roadways buses at the Picture Palace bus stand for more than two hours yesterday. Tourists from Delhi, Kolkata and other destinations kept waiting for the Roadways buses which did not arrive even after long wait of two hours.

According to tourist Brij Sharma from Kolkata, he was on an official leave with his family and thought of spending some time at serene surroundings of Mussoorie, thereafter the plan was to visit Sahastradhara in Dehradun but due to unavailability of the bus service even after delay of more than two hours they had to cancel their trip and were thinking of heading straight to Delhi. The ticket checker at the state bus counter said he had no idea about the delay.

Locals from Jharipani also alleged that the roadways buses never came on time and most of the time the buses on the route to Jharipani were diverted on other routes.

Station in charge, Dehradun, Dinesh Gusain said there were 35 buses on the route to Mussoorie out of which 18 were for the Picture Palace bus stand and rest for library bus stand. As for yesterday, he said he would enquire into matter. Gusain also consented that the condition of some buses was not up to the mark and on steep climb these broke down.

With a mission to provide solar electricity in at least 50 villages of India as a charity, the members of the Free Mason’s Society held their ritualistic ceremony at their Dehradun office here today.

Men clad in crisp new suits, adorning their badges and medals on chest, added to the real colour of celebrations of honour during a convention of Freemasonry’s Society. With devotion and enthusiasm, the brothers (members) of the society observed the celebrations of honouring its members who will be completing 50 years of service in society.

Freemasonry is a fraternal organisation that came into existence from obscure origins in the 16th century and exists in various forms all over the world, while in India The Sovereign Grand Lodge was started in 1961. It is also known as the secret society. The organisation is administered in independent Grand Lodges, consisting of subordinate lodges under the presidentship of Grand Masters.

Freemasonry uses the symbols of operative mason’s tools, conveying as “a system of morality veiled in allegory and illustrated by symbols”.

The Grand Master of India, Capt Dr Balram Vishwakumar, a neurosurgeon from Chennai, was welcomed on the occasion and formally inaugurated by convention as the chief guest. A large number of freemasonry brothers from across India gathered to celebrate and honour the veterans for completing 50 years of service festivity amid the exalting atmosphere of society.

While talking to The Tribune, Dr Vishwakumar said: “Freemasonry is a charitable society comprising brothers (members) that congregate with a motive of brotherhood, irrespective of religion, caste or creed. The lodge constitutes of members that work for the welfare of humanity. The Indian freemasonry society will be celebrating its Golden Jubilee next year and on this occasion the society is aspiring to complete its project ‘Jyotirgamaya’ of providing solar electricity in at least 50 villages of India”.

“The society runs its charitable public schools, hospitals, special schools for disabled, community service while has completed projects on rehabilitation, animal husbandry and water emanation at tsunami-stricken areas,” asserted Dr Vishwakumar.

The Masons conduct their meetings in a ritualistic format where everybody is free to perform his own rituals. The Grand Lodge has all five holy books of Christians, Sikhs, Hindus, Muslims and Zoroastrians to which the masons pay obeisance before starting and culminating their meetings.

Police takes accused to shop again

The police today took software engineer Rajesh Gulati again to the shops from where he had purchased the material used in the murder of his wife Anupama.

The cops took him to the three shops from where he bought a freezer, leather bag and hacksaw. He had used hacksaw to cut the body parts of his wife. While he had used the bag to put some parts of her body in it.

His remand gets completed tomorrow and he will be produced in the court.

The cops had yesterday recovered a decayed left foot of Anupama from near Malsi Deer Park from a rivulet. The police will now match it with other parts of the body through DNA.

“How can we be natives of UP when our houses and children are here? We have documents to prove this,” they said.

The members said, “We should be given pension benefits since we were part of the historical 94-day strike for the statehood agitation and today, we are not considered a part of the state, which is disgraceful for us.”

They were also agitated over non-payment of medical reimbursement and 10 per cent of dearness allowance.

Dowry: Girl attempts suicide

Rudrapur resident Seema tried to commit suicide today, after her to be groom’s family demanded a car on the engagement day and rejected her on the denial of the same, but was rushed to a hospital due to timely intervention of her family members.

Seema’s life took a tragic turn when the groom Dinesh’s family demanded a car. The girls’ middle class family was shocked, as till engagement morning there was no such demand from boy’s side. Dinesh is a resident of Rishikesh colony, Gurudwara Gali.

When Seema’s family showed their inability to succumb to their exorbitant demand, Dinesh, along with his father Rishi Ram, aided some of their relatives, broke the engagement that was to be held at a Jwalapur-based hotel.

According to relatives of Seema, boys’ father put forth the demand of Wagon R car, stating that his son has been working in a big public sector company.

Cong leader Behed courts arrest

Senior Congress leader and Deputy Leader of Opposition in the state Assembly Tilak Raj Behed courted arrest along with hundreds of his supporters at Kotwali in Rudrapur yesterday. The arrest follows the issuance of a non-bailable warrant against him in a year-old case.

It is learnt that the case pertains to an agitation led by Behed against the attempts of the state government to privatise the Power Department early this year. The Congress considers the agitation to be a success as the government was compelled to shelve the plan. It was during the course of this agitation that Behed and some others had been booked for disrupting public life.

Behed, along with the other accused and a large number of supporters, marched to the Kotwali to court arrest where the 15 accused were arrested by the police.

For the past several months, Congress leaders have been attacking the BJP Government on various issues. They have been launching public protests, particularly in Udhan Singh Nagar, over a series of controversial issues where Dr Ramesh Pokhriyal Nishank Government has been on the back foot. Some of the decisions of the government, including those related to the controversies surrounding the hydel projects and the Citurgia Bio-chemicals land use change, have even been challenged

Frame separate policy for youths, govt urged

The Prantiya Yuvak Samiti (PYS), an organisation working under purview of the Youth Welfare Department, has sought from the state government to frame a separate policy for the youths.

PYS secretary Subhash Bagauli stated that the youths should be involved in a big way in the state’s development. Elaborating on the demand for a separate policy for the youths in the state, he said the Yuvak Mangal Dals (YMDs) and Mahila Mangal Dals (MMDs) must be allowed participation in the development activities parallel to the gram sabhas.

These organisations must be represented through their nominees in the District Rural Development Agency (DRDA). He added that they must also have a participation in the execution of the schemes like the Vir Chandra Singh Garhwali Scheme to promote tourism in the state. The YMDs and MMD
