Kumaon erupts against water shortage
Almora, December 13 The people of Dharamgaon, near Dwarahat, have been holding an agitation outside the office of the Jal Sansthan at Dwarahat over the past few days. They have now reportedly gone to the extreme of threatening self-immolations if the department fails to address their problems by December 15. The villagers are agitated over the failure of the administration to put an end to their water woes and to stop the supply to illegal water connections. They allege that despite repeated reminders, the administration has failed to address their concern and all that they have been getting is empty assurances. They have also countered the reported claims of the officials that the time span of pumping water has been increased. The villagers are contesting that had the time been increased the water supply received by them would not have decreased. In the Jainti tehsil area, villagers are agitated over the administration not being able to restore the works on 12 schemes that were devastated in the recent rain-related disasters. The residents claim that no less than 45 villages have been badly affected and the life of about 40,000 residents of these villages has become difficult. The villagers have to fetch water from distant natural sources which is resulting in tremendous wastage of time and is also a constraint on their pockets. This correspondent, while travelling to Almora via Ranikhet, came across several instances of women dragging home made carts loaded with cans of water. The people are agitated over the fact that despite proposals for restoration of the damaged water schemes being cleared and funds being released by the government, the execution of work is moving at a snail’s pace. The officials on the other hand, while accepting that the funds have been released, claim that works would be executed very soon. The villages where the problem is acute include Birkham, Naogaon, Sainauli, Darimi, Seem, Tyonra, Ganau, Jakh, Peepli, Naigar, Sailta Chapar, Udyari, Tadkot, Barakot, Rajyura and Pukhari. Ironically, at a recent meeting of officials held a month ago at Nainital, the officials concerned had claimed before Chief Minister Ramesh Pokhriyal Nishank that both water and power supplies in the disaster-affected areas had been restored and works on rebuilding of infrastructure were going on at the desired pace. |

Expedite work on Baijnath lake, officials told
Almora, December 13 He said the lake adjoining the Baijnath temple complex in Garur was being developed by the Irrigation Department of the Uttarakhand Government. It will be an additional attraction, besides the famous Baijnath temple complex which is already well known far and wide. According to information, the lake is to be developed at a cost of Rs 11.12 crore and this will help in the execution of work on eight canals and four lift irrigation schemes. The canals will further help in irrigating 166 hectares of land. Officials say that once developed, the lake will serve several purposes. Besides promoting tourism in the area, it will also help promote fisheries. Apart from this, it will help in solving the problem of drinking water as well as irrigation. There is even a proposal to allow boating for tourism purposes in the lake. The proposed lake will be 350 m in length and 80 m in breadth. It will cover an area of 2.80 hectare. It has immense tourism potential since it is located at a place that is already popular on the tourist circuit. With the popular destination of Kausani being located just 15 km away and the Baijnath temple complex just adjacent to it, the lake is expected to become popular right from the word go. Approximately more than 1 lakh tourists visit the area every year. The temple complex has also been spruced up and proper lighting was recently restored there. The group of temples is popularly known as Baijnath consisting of the main shrine of Lord Shiva with 17 subsidiary temples known as Kedaraeshwar, Lakshmi Narain and Brahmini Devi etc built in Nagara style. The main temple is Pancharatha on a plain with a projected portico, while the Shikhar of the temple has collapsed in the past. The prime attraction is the standing statue of Parvati made of grey schist with 26 miniature images around it. On the basis of archeological features, these temples can be assigned to the 9th to 12th century AD. They were probably built by Katyuri rulers of ancient Kartikeypura. This temple complex vies with Jageshwar temple complex of Almora for tourist and academic attention. The development of a lake adjacent to it will be an added attraction for the visitors. |

U’khand census: Phase II to begin on Feb 9
Dehradun, December 13 Notifications have already been issued in this regard. “The real or the second phase of the census will be held between February 9-28 and a five-day revision round between March 1-5. March 1 will be reference date for the enumeration,” Director, Census (Uttarakhand), Snehlata Agarwal said while addressing a press conference here today. On the other hand, the enumeration of homeless and street children would be held on the night of February 28. “The Census of India 2011 will pave way for the Unique Identification Number to be handed by the Unique Identity Authority of India to the citizens of the country,” said Agarwal An important aspect of the census is gender sensitisation, so that work and condition of women at home and outside is properly underlined in the census operations. The 45-day first phase of the census, which included house listing and door-to-door head count for the National Register of Indian Citizens (NRIC) ended in May-June. The official said after the February 9-28 census, the government would carry out the caste-based census work. Bowing to demands by several political parties, especially of those of Bihar and Uttar Pradesh, the Centre had last month decided to carry out a separate caste census. Meanwhile, the second phase of the enumeration has already been carried out in 150 villages in the snow-bound districts, comprising Uttarkashi, Rudraprayag, Chamoli and Pitthoragarh in September. The enumerators, comprising teachers will be engaged in the second phase of the exercise, “ In all 27, 000 enumerators will be engaged in the exercise and intensive training will be held between December 20-31,” said Deputy Director, Census (Uttarakhand), Mohammed Ahmed. He said the government had been taking extreme precautions for issuing maps that had created problems during the May-June census. |

Theft cases: Roadways employees lash out at dept officials
Haridwar, December 13 Perturbed workshop employees took to agitation to put forth their anger terming the comments as unacceptable and uncalled for as these put a question on their integrity without any proof. Employees Union members gathered on the workshop premises and squatting raised slogans against the Roadways Transport Corporation for putting blame on the employees for no fault of theirs as the corporation had failed to provide proper security at the workshop. Addressing the gathering, union leader JP Bhandari said in the recent past the thefts had occurred due to irregular security arrangements as well as temporary cash storage which was always susceptible as the workshop was located on the outskirts adjacent to a dense forest terrain. Bhandari added that such a big workshop had also no security guard, and having a temporary wooden cash storage made depositing cash in the workshop quite vulnerable. Veer Singh, another employee, demanded an apology from the higher authorities and availability of round-the-clock watchmen in sufficient numbers so that such cases didn’t get repeated. Union members also warned of further taking to the agitation route if their symbolic strike didn’t get attention of the authorities concerned. They were unanimous in saying that such comments didn’t augur well from officers who didn’t spare time to see the actual condition. |

Cops face union ire for failure to check theft cases
Pitthoragarh, December 13 “This bandh is to remind the police to take action in this regard, failing which the union will start agitation,” said president of the Zila Vyapar Sangh, Pithoragarh, Samsher Singh Mahar. According to the Pithoragarh police, the bandh was almost successful as all shops, markets and shopping complexes were closed and the hawkers, too, could not be seen in the area. “The police has formed four teams to arrest the thieves active in the town two months back and the thieves would be held soon,” said Pithoragarh SP Nilesh Anand Bharane. Meanwhile, the thieves stole Rs 8 lakh, including 25 tola gold ornaments, from a bus conductor’s house in a colony near the DM’s office in Takana Khet recently. After the incident, the traders’ union had met the SP. The police has not been able to arrest the thieves so far. |

Dehradun, December 13 A large number of Shiv Sena workers had gathered on the occasion. They hanged the effigy of the convict symbolising capital punishment. Addressing the media, Manuj Kumar, Dehradun head, Shiv Sena, enquired of the government of India, “Why Afzal Guru has not been given capital punishment yet when the Supreme Court gave verdict on him long time back? We appeal to our Indian government to not keep such militants alive for a long time, otherwise other terrorist groups will be encouraged to attack our country again and again”. |
Camp for physically challenged held
Dehradun, December 13 A large number of people attended the camp. The camp was organised to give free-of-cost medical facility to the underprivileged. Poor and needy patients were donated wheel chairs, hearing machines, spectacles, sticks, tricycles and others related equipments on the occasion. |

Dehradun, December 13 Basant Kumar Thapliyal, president of the sangathan, said it had been six months, but their demands had not been met. “We were forced to withdraw our stir after Matbar Singh Kandari, Social Welfare Minister, assured us of fulfilling our demands. But six months have passed and our demands are yet to be fulfilled,” he said. The main demands include a government order be issued for undertaking a special drive for filling 3 per cent seats in all government departments, handicap pension in instances where both spouses are physically challenged and belong to the BPL category, enhancing of the loan amount being extended to handicapped persons and free training facilities in modern technical trades such as computers, mobile repair, tailoring etc be set up at the district headquarters. Later, the members reached the Secretariat and handed the 17-point charter of demands at the Chief Minister’s Office. |

One killed as trolley overturns
Dehradun, December 13 The two persons on the trolley were trapped under the sugarcane. Soon on the information of local villagers, the police rushed to the spot and with great difficulty pulled out the two profusely bleeding persons. They were rushed to hospital where Juvaid, 26, was declared brought dead and the injured was identified as Yashvir. In another accident at Piran Kaliyar, a bus collided with a truck injuring 20 passengers on board. Soon a team of 108 Emergency service reached the accident spot and the injured were shifted to hospital. According to the police, the bus was on its way to Biharigarh from Roorkee when the driver lost control over the bus and collided with a truck parked on the roadside. Some of the passengers were seriously injured. Pedestrian killed
A pedestrian died after a speeding motorcycle knocked him down here today. Mandeep Chauhan, a resident of Lane No. 1 Turner Road, an unidentified Avenger bike rider hit his friend Roshan Negi and killed him. The complainant added that the bike was without a number plate. |
Use of Inferior Quality Construction Material
Dehradun, December 13 This came into notice during Kandaris’ visit to Piran Kaliyar and Laksar, where Chief Development Officer VK Sant and other administrative officials accompanied him. Seeing the use of inferior quality construction material, the minister asked the officials to give explanation for the same. Kandari suspended the village development officer of Narozpur and Khaderi Khurd of Laksar block and immediately ordered investigation for the rest of the anganwari centres by the Central Building Research Institute, Roorkee. The minister has also ordered to stop the ongoing construction work on land of the Irrigation Department at Piran Kaliyar and also inspected construction work of a mosque and community kitchen. |
BJP not keen on uplifting minorities, says Dhasmana
Dehradun, December 13 Dhasmana said the Centre had selected Haridwar and Udham Singh Nagar districts under the multi-structural development plan for welfare of the minorities and earmarked a sum of Rs 60 crore, but the state BJP Government had shown no inclination towards the implementation of the plan. He said the interest of the state government could be judged by the fact that in the past two years, the state government had failed to send it’s secretary-level officers for the review meeting convened by the Union Minority Affairs Ministry. The state government had been sending district-level officials for the meeting, resulting in rejection of the detailed project report submitted by the Uttarakhand Government by the Union Ministry. The Centre had sanctioned Rs 28 crore for Haridwar and Rs 32 crore for Udham Singh Nagar district, but the state government could spend only Rs 8 crore that, too, on building anganbari centres. |

Dehradun, December 13 For consolidation of all recommendations and improving the in-service training courses for the State Forest Service (SFS) officers, the conference of resource persons on designing appropriate in-service training modules for SFS officers will be held at the Forest Research Institute (FRI) here on December 14 and 15. |
Haridwar unit of state IMA bags 6 awards
Haridwar, December 13 Awards were accorded by former state president of the IMA Dr MN Kaul, along with Chief Medical Officer BK Gairolla, aided by former CMO RK Tandon, Umesh Babu NV, Dr Manoj Sharma, Bhoopendra Singh Rana and association executive members. IMA secretary Pankaj Shah congratulated the Haridwar unit for bagging six awards and hoped that in future too the unit members would replicate the success, while other units would take some inputs from them so that the state association achieved new pinnacles. He said due to the consistent contribution of the IMA unit’s high quality, medicine was being provided to poor and needy people in rural areas. This was quite commendable in view of the working of government-run medical facilities in rural areas. While newly appointed Uttarakhand president Dr Major NandKishore said doctors should view every patient as one and the state unit of the IMA was doing its best to make sure it achieved its formation objectives. |
