With the pre-monsoon rains setting the atmosphere right, Delhiites may look forward to some respite from the seemingly unrelenting searing summer. Weathermen said that within the next two days, monsoon is likely to show up in the Capital.

Delhi has already witnessed a change in its weather, spelling cheer among the people who ventured to the busy markets during the day even though the humidity levels shot up to a maximum of 95 and a minimum of 75 per cent.

The relief was seen due to the dip in heat condition-both maximum and minimum temperatures plunging nearly five degrees from yesterday's recorded levels to 33 degree and 25 degree Celsius respectively. Also the deviation was in minus today with mercury levels hovering at three degrees below the normal for this time of the year.

Until yesterday, the mercury limits maintained departures above the average, with high and low levels settling at 38.9 and 30.5 degree Celsius.

"Due to the overnight showers, the mercury levels have registered a low and in the next two-three days, the city is likely to have its date with monsoon," said an IMD official.

In the past 24 hours, the Capital has received a total of 15.9 mm rainfall, which is actually less till this time of the season as monsoon generally hits the Capital by June 29.

"Last year, monsoon reached Delhi on June 30, but due to the slow progression of easterly winds, this time, the monsoon rains have been delayed and Delhi has recorded a rainfall deficit of 19 per cent," said an IMD official.

According to Met records, the earliest onset of monsoon over the national Capital was on June 15, 2008 during the last 30 years.

With the stopping of monsoon since June 18, the rainfall has recorded a decrease from the average. But, with the coming back of the favourable conditions, the south-west monsoon has revived and with this, the entire country would be gradually covered by rainfall activity.

"The low-pressure over the Bay of Bengal has been gaining ground and the south-west monsoon has further advanced in some more parts of south-east Rajasthan, south-west UP and parts of Uttarakhand and in the city, the advent is visible," said the official.

The forecast of the Met department for tomorrow says that the day would be generally cloudy with a few spells of rain coupled with thunderstorm in some areas of the city. The maximum and minimum temperatures are expected to hover around 34 degree and 26 degree Celsius.

Inter-caste marriage triggers clash
Six injured

In an incident having 'honour overtones' after an inter-caste marriage, several members of a girl's family attacked and injured six members of the boy's family in the Ashok Vihar area of northwest Delhi last night.

According to police, the incident was reported around 11.30 pm from the Bharat Nagar area of Ashok Vihar. Cross-FIRs have been lodged in this regard with both the families alleging being attacked by the other party.

According to police, the attack was the outcome of increased tension after the marriage of Umesh and Jyoti, who belong to different castes.

"Umesh and Jyoti had eloped and married on April 28. They married against the wish of their families. The couple was living in Sawan Park. However, last night several members of Jyoti's family reached Umesh's parental house in Bharat Nagar and a scuffle ensued. Six persons were injured in the incident," said a police official close to investigation.

While the members of girl's family said that they were attacked by boy's family when they had gone to visit them, the other party alleged that they were attacked by Jyoti's family.

Further investigation is on.

Held with fake notes of Rs 1.45 lakh

The Delhi police has arrested a 35-year-old man for allegedly possessing fake currency with a face value of Rs 1.45 lakh. According to the police, Ravinder Singh, who hails from Behraich in Uttar Pradesh and stayed in Mahipalpur, was apprehended from near Sheela Cinema in central Delhi's Nabi Karim after a tip-off.

The police allegedly recovered 145 fake Rs 1,000 notes from his possession.

"The currency appeared genuine and could be differentiated only if rubbed with fingers. On rubbing with fingers, the notes got disfigured," said a police official.

Singh told the police that he was residing in Delhi for the past 16 years and supplied confectionary items to retailers.

According to information, Singh earlier worked as a cloth supplier but left that job a year ago after he came in contact with Zakir, a native of Motihari in Bihar, in 2009.

"Zakir was in the business of selling clothes at Raksol in Bihar. Singh told Zakir that his earnings were meager and he wanted to make more money, after which Zakir involved him to supply fake notes on commission basis," revealed the police officer. The officer said that Singh used to bring fake currency from Zakir at Raksol and supplies them in Delhi. "He used to get 10 % commission," the police said.

Man killed in accident

A 45-year-old man was killed while his friend escaped with minor injuries when a speeding truck rammed into their car this morning. The incident took place near Seemapuri flyover around 7 am and the victim has been identified as Anil Kumar

Gupta, a resident of Uttam Nagar employed with a private company.

"The driver of the truck fled leaving the vehicle behind. The truck has been impounded. Gupta and his friend were rushed to a nearby hospital where the former was declared brought dead. A case has been registered and efforts are on to nab the erring driver," said the police.

Woman killed, 6 hurt in cracker factory blast

A 70-year-old woman was killed and six were injured in a cracker factory explosion in the Dankore area yesterday. Four injured are still at hospital till late this evening.

“Bismilla, mother of Islammudin, died during treatment at hospital. A case under Explosive Act was registered against Islammudin, the factory owner. Though he had a licence, he had not got it renewed this year. He did not follow the safety norms,” said Ambesh Tyagi, deputy superintendent of police.

“A police team was sent to the other two cracker factory units operating in the Dankore area. They too could not produce the renewed licence. Action against these units is being taken,” said Tyagi.

“Islammudin had a cracker manufacturing licence. He put the electric press plug in the socket. There was spark from which crackers stored in the room caught fire and soon there was explosion and fire in the room. Walls and roof were blown off by the impact of the explosion. Roof pieces went over 50-ft high,” said the deputy superintendent of police.

“Islammudin, his mother Bismilla (70), wife Sabina (38), children Ruksar (15) Reshma (16), Serkha (5) and Arman (4) got buried under the debris. They suffered burn injuries too. They were pulled out by neighbours and rushed to Sharda Hospital. The condition of Reshma and Ruksar was very serious. Both were sent to Delhi’s Safdarjung Hospital,” he said.

A doctor at Sharda Hospital said, “The condition of the four injured has been stable so far.”

Bandh may hit life

With the BJP announcing its 'Bharat Bandh' tomorrow, the life in the Capital is most likely to get affected as Delhiites could face problems in reaching their destinations.

The BJP leaders today staged protest against the price rise. The party has announced to hold protests across the city with the main agitation at Chandni Chowk, where BJP president Nitin Gadkari and Rajnath Singh will also take part.

The Delhi BJP president, Vijender Gupta, said that the bus contractors' association will join their strike which would keep 3,000 school buses and 2,000 chartered buses off the Delhi roads tomorrow.

The schools which are expected to remain closed tomorrow include Delhi Public School, Sant Markis Senior Secondary School, DAV schools, Indra Ideal Public School, Rainbow Public School, Lawrence, Happy Child, Vikas Model, Sanjeevani Public School, S.S. Mota Singh, Rich Harvest, MDH International and Navjeevan Public Senior Secondary School.

The four Left parties CPI (M), CPI, and RSP will also organise a demonstration at the busy ITO Chowk, which connects east Delhi with the heart of the Capital. The Left parties will be organising protests at nine places in the Capital while there will be three demonstrations in Ghaziabad and one in Noida. Out of the total 13 demonstrations by the Left, three will be organised by CPI (M) alone.

"All the shops will remain closed and only emergency services are exempt from the strike," Gupta said.

He also demanded the government not to allow DTC buses to ply on the roads in order to maintain peace during the bandh.

"The government should also issue directions to stop running the Metro on Monday," he said.

Students going in for vocational courses

Hundreds of students who applied at Delhi University but did not make it are busy looking out for other options. Many are going in for vocational courses or distance learning. Students in this category have turned to career counsellors and have been asked to go in for vocational programmes that provide a decent job option.

Delhi University received some 147,000 applications this year and there are only 54,000 seats available. Thousands of students still have to find the right educational option.

Sarita Kapoor, a career counsellor, said, “Now that the admission process at DU has concluded, I am getting queries from many students who failed to get admission. I am advising most of these students to either go in for a vocational programme like hotel management, hospitality management, travel and tourism, journalism etc or to do the course they desire through a distance learning option. Over the last week itself, many students have visited us.”

Now that admissions have concluded at Delhi University and the admission process is drawing to a close at other universities in the Capital like Jamia Millia Islamia, DTU, GGSIPU etc, many students are going in for vocational courses like hotel management, travel and tourism, journalism, nursing, computer programming etc.

Still other students are trying to get enrolled for distance learning courses with IGNOU or get admission in a state university, say in Lucknow or Chandigarh.

Rajiv Mittal, who runs a career counselling firm, Synergy Careers, said, “It’s a yearly pattern which has been growing over the past few years that once the admission process at DU comes to a close, we get many students as clients looking for guidance. Many are looking for career options that lead to a job, I have had students placed in evening colleges or have advised distance learning options. Depending on the capability and interest of a student, I offer an array of vocational courses. There are many courses and many institutes across India that offer training programmes in these courses.”

Nalini Vardhrajan, a student who has just passed out of class XII, said, “I’ve not been very lucky with admissions this season. I applied at DU and Jamia but did not manage to get admission. Now, I’ve approached a career counsellor to guide me with a decent educational option and we have narrowed down on fashion designing. I am going to apply at a number of institutes and polytechnic colleges that offer this course. I’m confident I will make it somewhere.”

Another student Nishi Aggarwal said, “I tried at DU and other universities, but have not made it anywhere. I want to study English honours and now I’m planning to do the course via distance learning at IGNOU. I have consulted a career counsellor to narrow down on the universities where I should be applying.”

Many students want to earn while they learn and as a result many counsellors are advising vocational courses.

Rajiv Mehta, another student who did not make it to DU, said, “I wanted to do journalism at DU but did not make it there or at Jamia. I’m in touch with a counsellor who has given me a list of alternative institutes from where I can do this course. Now, I am confident of getting admission.”

To cap it, they will cause traffic snarls as they may break down in the middle of the lanes dedicated to the CWG traffic, which is going to be half of the total road space.

Even if the cars are put to their top speeds of 40 km per hour or much less in many cases, they are bound to overshoot the deadline.

Nightmarish experience for accident victims

Having your car smashed and left with your family stranded in the middle of the night is a bad enough experience but for many it is just the beginning of troubles.

S. Rahul, who works with an NGO, called up The Tribune office to share his woes which began after a truck had hit his car in the rear in Outer Ring Road near RK Puram on Thursday night when he, his wife and their child were returning home. The PCR arrived a good 30 minutes after he had called them up and the police station officials took another one hour.

He was asked to deposit his immobile car at the police station which he was in no position to do.

The cops called a private crane operator to do the job. Rahul had to shell out Rs 700 and was, of course, given the receipt. Ideally, his car had become a case property and he should not have been spending the money.

For the family, it was one long dark night which they would like to forget.

Sheila’s ministers with CWG portfolio

The successful organisation of the CWG is a big challenge for the Sheila Dikshit government and, much to the nervousness in government circles, many projects are far from complete despite the mega event looming so close.

Dikshit has now asked her ministers like AK Walia, Rajkumar Chauhan, Arvinder Singh Lovely, Mangat Ram Singhal, Haroon Yusuf and Kiran Walia to ensure that these projects are completed before August 31. Their brief is simple: forget about all other works and go the whole hog on CWG. They have left their routine meetings and are spending time with project engineers, contractors and chief of agencies concerned.

Walia has asked media persons to accompany him in an indication that things are slowly but steadily falling in place. But many are still worried that the last-minute completion of jobs would leave them with no time to take any remedial measures, if needed.

Patiala House losing its glory

Patiala House court used to be the most important address for district lawyers but its fortune seems to have gone into an irreversible slump.

Lawyers say the court used to be the hub of the media as most of the important cases were listed here. Then came Tis Hazari court which made a dent in its aura and divided the attention it would get as many cases shifted there.

But the worst is yet to come. The Saket court, opening in the coming weeks, will further take away cases from the Patiala House and it will slide further in importance for lawyers as well as mediapersons.

A veteran lawyer lamented that once “evergreen and lively” court will soon turn into a “barren land”. A court staffer’s parody summed up the mood, “Naye jo aaye to hum purane ban gaye, Patiala Court ke suhane din ab ladh gaye”.

Taunted by the sudden spurt in honour killings in the Capital, the denizens of New Delhi are waking up to the fact that it is a phenomenon that extends beyond the wilder parts of rural North India. The deaths in more than eight cases in the last few months in Delhi have created a media-feeding frenzy. Whether the numbers are rising on account of copycat murders or not are not clear, but local authorities are jumpy.

As usual it is the dominant pressure of deaths in and around the Capital that is churning the news and seems to be determining the enthusiasm of government reactions. What is worse is that there is a sense that under the guise of social norms, political stalwarts are often unable to take a stand against the big issue. Even so-called urbane young MPs like Naveen Jindal, caught in this brutal crossfire have had to side with the khaps on account of political considerations. Given the initial police reports in the Capital, these castes and sectarian impulses are still very strong among the middle class city dwellers. This could also impact other young MPs, even those with non-rural constituencies. Perhaps that is why their sounds of protests on the human tragedy and this throwback to medieval practices are rather muted. The murders are escalating even as the feeble protests are getting drowned in multiple voices.

The Cabinet may have to step in because of weak-willed politicians. Given that North India and now NRIs too are affected by a wave of honour killings and caste murders; neither any ordinance nor mere policing will work against the sweeping moral sanctions that the khaps have newly acquired.

‘Rahul, tie the knot’

Rahul GandhiWhile Rahul Gandhi was celebrating his 40th birthday in Europe with a few close friends and even though Mayawati was busy renaming the “family constituency” Amethi, Mahila Congress leaders in Uttar Pradesh were getting impatient to make him end his bachelorhood.

In this Mahila brigade had a new slogan - “Rahul, tie the knot”. This was seen in the Capital, merely as an attempt to be one-up in celebrating the leader’s birthday. Cakes from 40 kilos to 40 pounds in different shapes and sizes were cut to celebrate.

A deputation of Mahila Congress leaders is even seeking an appointment with Mrs Gandhi to persuade her son to tie the knot at the earliest. They promise to hold gala celebrations to make the event memorable. The major reason for all this now is that Varun Gandhi, his younger cousin, is getting married. Varun’s wedding date has been fixed on December 11, 2010.

NAC recruitment drive

Now that the National Advisory Council (NAC) is getting set for their next meeting in early July, staff recruitment is at an overdrive. The former rural development secretary Rita Sharma has been appointed as NAC secretary.

The joint secretary is going to be an Andhra Pradesh’s IAS officer with 35 more people forming the new NAC secretariat. The budget for initial expenses is Rs 35 lakh.

CVs with performance reports of the past five years now are pouring into the NAC. To be on deputation with the prestigious NAC, a large number of officials seem willing to move quickly.

The last meeting headed by Sonia Gandhi has already convinced the Manmohan Singh’s government to review the ongoing flagship programmes. The NAC’s comments are also seriously considered inputs into the ongoing work on food security bill. But clearly there is more to come.

The secretariat of the NAC had to have it all ready to tackle the early July second meeting of Sonia’s think tank.

Dengue strikes early

The south-west monsoon might have missed its date with Delhi, but dengue has declared its arrival with two cases confirmed in June.

"This time, dengue has come up early with two cases reported from Moolchand and St. Stephens Hospital in the last month itself. Data shows that dengue has never appeared so early and it has struck before season. Measures have to be taken," said Dr N.K. Yadav, the chief medical officer of Municipal Corporation of Delhi (MCD).

As informed by Dr Yadav, both the patients were admitted to hospitals on June 26 with symptoms of dengue, including high fever, nausea and bodyache. To ensure that the disease has not spread, blood samples have been collected from their family .

Normally, it is only after the rainfall becomes regular that the cases are reported, but this time the aedes mosquito has shown up earlier probably due to the extensive construction activity across the city, believe officials.

The cases of dengue could be attributed to heavy digging work across the city for the Commonwealth Games, besides lack of proper cleanliness in and around houses, said the official.

Couple held for selling flat fraudulently

The Kasna police has arrested a couple who was duping the residents Ghodi Bachheda village by posing as property sellers.

"Last evening, we arrested a couple--Vikas Shukla (26) and Poonam Aggarwal (24) -- on the complaint of Bhopa Singh Rawal, a resident of Ghodi Bachheda village. The two used to dupe innocent persons," said Arun Kumar Singh, SHO, Kasna police station.

"They had struck a deal of Rs 61 lakh with Rawal for a flat at NTPC Society. The flat is registered in the name of one Shankar Lingam of Chennai. Vikas posed as the son of Lingam and introduced himself as Rahul Lingam. Rawal gave the couple Rs 50,000 and a post-dated cheque of Rs 5 lakh a few days ago, said Singh.

"However, Rawal got suspicious and approached the authority office and through records, contacted Shankar Lingam, who told him that he had no son and that he had not authorised anybody to sell his flat," said Singh.

"Last evening, Rawal called the couple to give some cash and informed the police too. The police team nabbed the cheats when they came to collect the money.They revealed they had duped around a dozen persons in Delhi and other places. Presently, they were living at Munirka in Delhi," said Singh.

After fight with bro, boy kills self

A 16-year-old boy allegedly committed suicide in the Shalimar Bagh area of west Delhi today apparently upset after a fight with his brothers.

According to police, the incident came to light this morning and the deceased has been identified as Parminder.

"His body was found hanging from a tree in a nearby jungle after they launched a search for him. He had been missing from the house since last night. The family said that he had an argument with his brothers last night and was very upset. However, no suicide note has been recovered and we cannot say for sure the reason behind his taking such an extreme step," said a senior police official.

The investigation in the case is on.

Bomb threat at Metro station

New Delhi, July 4
Security was beefed at Uttam Nagar Metro station this afternoon after an anonymous caller telephoned the police and threatened to blow up the station.

The call was received by the Noida police who informed the Delhi police.

"The call was made to Noida superintendent of police Ashok Kumar Singh at 2.08 p.m. The caller said a bomb was planted at the Uttam Nagar Metro station. The Central Industrial Security Force (CISF) guards at the station were alerted immediately," said CISF.

Dog squads and anti-sabotage teams were deployed at Uttam Nagar and other Metro stations. — TNS

Annual bus pass launched

Uttar Pradesh State Road Corporation has launched the annual pass for city bus service operating in Noida.

UPSRTC assistant regional manager Sandeep Raizada said, “The fare for annual bus pass is Rs 1,800. The pass will be valid in various sectors in Noida and four city routes operating in Greater Noida.”“Students and journalists are given concession. Half-yearly passes are for Rs 549,” said Raizada.

“Annual passes will be made only during July and August,” he added.
