Plant to create power from waste opens

A unique plant that will generate electricity from the Capital’s waste was inaugurated at Okhla today. Delhi Chief Minister Sheila Dikshit laid the foundation of the Rs 200-crore power plant. In a city like Delhi which has already overfilled its landfill capacities, it is getting difficult to dispose of 7,000 tonnes of municipal solid waste generated daily.

Gang cheating steel traders busted

With the arrest of five members of the Asif Gang, including a receiver, the special operations squad of the crime branch has busted a gang of cheats involved in cheating wholesale steel traders by impersonating as senior officers of a well-known real estate company, the police said today.

The book titled, ‘Delhi Metro Stations and Surroundings’ is the third book written by Dr M. Ramachandaran, secretary, union ministry of urban development and chairman, Delhi Metro Rail Corporation (DMRC) and has been brought out by DMRC. Managing director of DMRC, E. Sreedharan, was also present on the occasion.

Cut-offs of popular courses dip

Aspiring students heaved a sigh of relief as the cut-off of popular courses climbed down at Delhi University. The second cut-off list was released late at night on Friday. Thrilled students thronged the campus to view the second cut-off list and plan their next step. Seats are available in many colleges for some of the popular courses like English (H), B Com (H), B Com and BA programme.

Surprisingly, admission has closed in many colleges for physics and chemistry as well as for BSC (H). Another programme which has closed in 12 colleges and is now available only in a handful of colleges is Economics (H).

Prakriti Sinha, an aspiring student for the English (H) programme, said, “As I expected the cut-off in English has come down in many colleges and I should manage to get admission this time round. My CATE marks were good and I am interested in getting a seat at LSR or Jesus and Mary College.”

Currently, the English (H) programme is available in 39 colleges and has closed down in six. The CATE cut-off has dipped substantially by 3% margin. Admission in this course has closed down at Hansraj, Gargi and DDU, among other colleges and is still available in some popular colleges like Hindu where the cut-off this time is 83.40%, it stands at 77% at IP, 86% at Daulat Ram and 70.5% at Bharati College, all these colleges show a marginal dip in the cut-off.

Over 40 colleges are still offering seats in the second cut-off for the highly popular B Com (H) programme. Students are happy with the substantial lowering of the cut-off.

Ashok Kalra, an aspiring student for the B Com (H) programme, said, “I am happy the B Com (H) cut-off has come down in many colleges. Now I can pick my college. On Monday morning, I will set out for my admission.”

The B Com (H) cut-off has dipped by 2% at Hindu College standing at 94.75%, at IP and Daulat Ram also, it has dipped by 2% standing at 92.75% for IP and 93.5% for Daulat Ram. At Kirori Mal College, the cut-off has come down by 1.5%. Now it is pitched at 94%. Earlier, the college had pitched the cut-off very high at 95.5% during the first list. Just three students came for admissions.

The B Com (H) cut-off at Hansraj College has come down by a mere .25% The person in charge of admissions says that only 25 seats are available. Admission in B Com (H) has closed in SRCC, Ramjas, LSR, Bharati, Jesus and Mary and Kamla Nehru.

The B Com programme is also available in over 40 colleges and the cut-off has come down by 1.5% Admission in B Com programme has closed only at Shaheed Bhagat Singh College. At KML over 80 seats remain vacant after the first list, the cut off now stands at 92.5%

Surprisingly, science courses like Physics (H) and Chemistry (H) have closed down in many colleges and are open in only a handful of colleges. The computer science course is also available in only nine colleges and mathematics (H) is available in some 27 colleges.

On the other hand, Botany (H) and Zoology (H) are available in many colleges and their cut-off has come down by 2% to 4%.

Rs 20-lakh land compensation scam unearthed

A land compensation scam involving Rs 20 lakh has been detected in Greater Noida. Three persons, including two land revenue department officials, were arrested in connection with the scam yesterday.

It is being alleged that the main accused, in connivance with some officials of the land revenue department, allegedly manipulated the records and showed a dead woman as alive and withdrew Rs 20 lakh as compensation in her name.

The scam has been detected in Rampur Bangar village, a Yamuna Expressway Authority notified area.

The said land (under Khasra number 349 and 359) was registered in the name of one Bhoti Devi. The land was originally registered in the name of her husband. It was transferred in her name after her husband died a decade ago. Around seven years ago, Bhoti too died. She had three daughters and no son. Her elder daughter, Savitri Devi, was married to a man in Bulandshahr. When Savitri’s son, Harish, came to know about the land, he hatched a plan to claim the compensation.

“Harish met some land revenue department officials and manipulated the records by replacing Bhoti Devi’s photo with another woman. He then produced the woman and collected the compensation cheque of Rs 20.36 lakh on June 11. He also opened a fake bank account to get the cheque encashed. The scam was detected by other two daughters of Bhooti Devi, who then had informed the police,” said Shailendra Lal, deputy superintendent of police.

“Harish and two revenue department staff— Saurabh Kumar and Jitender Srivastava—were arrested last evening. Five other accused are absconding,” said Arun Kumar Singh, SHO, Kasna police station.

In the past three months, six land compensation scams worth over Rs 4 crore have been detected. In two cases, the FIRs also names additional district magistrate (land) and acquisition, as the documents used to carry out the fraud had ADM’s signatures.

In the present scam, however, the ADM’s signature is missing on the documents used to withdraw the compensation amount, which means that the files never went to the ADM for his approval.

Killer brothers in custody till July 1

A city court today sent three men accused of killing their two sisters and the husband of one of them in the name of redeeming family honour to five days' police custody.

However, the public prosecutor wanted 10 days' police custody for them. He said the accused had conspired to kill their sisters as one of them had married against the wishes of their family and the other had eloped with a boy from the other caste. He said it was necessary to find out if they were mere doers and had been instigated by some one else.

The counsel for the accused-- Mandeep Nagar (23), Ankit Chaudhury (22) and Nakul Khari (21)-- Gajraj Singh opposed the police's plea, saying that the custodial interrogation of the three was not required as the probe had already got over.

Metropolitan magistrate Satish Kumar sent them to police custody till July 1. "The accused will remain in Delhi police custody till July 1. The police has been directed to get them medically tested before the next date of hearing," the court said.

The Delhi police had appealed to the court seeking their custodial interrogation for 10 days to unravel the entire conspiracy. The weapon of offence, source of the alleged firearms and other incriminating material like-- clothes of the accused are yet to be found. Therefore, the police will take the accused to Dehradun and Rishikesh, senior police officials said.

According to sources, the police had even quizzed the accused on the court premises for about half-an-hour, earlier in the day.

Demanding custodial interrogation of the accused, public prosecutor said, "The Delhi police got the custody of the accused from Dasna jail authorities after a Delhi court issued production warrant against them yesterday."

The UP police had arrested the three on June 24 from Garh Mukteshwar, about 90 km from the national Capital.

The accused are residents of Wazirpur village, Ashok Vihar in Delhi. They had allegedly carried out the murders on June 20 at Ashok Vihar in north-west Delhi as they were angry with their sisters for "sullying" the honour of their family by marrying in different castes.

The three were allegedly on the run after killing Ankit's sister Monica (24), her husband Kuldeep (26) and Mandeep's 22-year-old sister Shobha, a model who too had eloped with a man belonging to a different caste.

According to the police, the accused have confessed to have killed Monica, Kuldeep and Shobha.

The UP police has claimed to have seized a countrymade pistol and a car in which the accused had been travelling for the last five days.

The Delhi police had announced a reward of Rs 50,000 on each of them for anyone giving information about them.

Two arrested for raping, cheating Dutch tourists

The police has arrested one of the two persons accused of raping two Dutch nationals for days after stealing their passports.

Yasir Altaf and Omar Baktoo had met the two Dutch nationals in Connaught Place on January 6, a day after they arrived in India, and offered them help, claiming to be travel agents working for a "government tourist agency".

The police said they won over their trust by helping them get a SIM card and then lured them into visiting Kashmir on the pretext of giving them a substantial discount. Both took the two girls, both friends aged 23 and 24 years, to another person, Ali, who runs a tour and travels office at Karol Bagh. He charged them exorbitant rates for the package tour of Kashmir, Khajuraho and Rajasthan, the police said.

Both girls went to Srinagar with Altaf and Baktoo and stayed at Baktoo's houseboat. There the accused stole their passports and the girls soon realised that they had been cheated. "They told them they wanted to cancel the tour and demanded their money back. But the accused forced them to stay as their passports were with them and threatened them with dire consequences," the police said.

Both were then forced into a sexual relation and were raped for days by the two persons. Even after the victims were brought back to Delhi, they were raped for six days as the girls were scared because of their passports being in the custody of the accused, police said.

One victim approached the police and Atlaf (23) was finally arrested after a long police operation. The medical examination of the victims has conformed the rape, the police said.

The police said Altaf has confessed to his crime in their custody. "He used to earn his livelihood by cheating tourists," the police said.

The BJP today held protests across Delhi against the Central government's decision leading to a rise in the prices of fuel, kerosene and LPG. Traffic was brought to a halt at several places by BJP workers and the police had to use mild force at some places to restore the traffic.

Some BJP leaders and workers, including Subhash Arya, were rounded up by policemen but released soon. The BJP leaders raised slogans against Chief Minister Sheila Dikshit, Congress president Sonia Gandhi and Prime Minister Manmohan Singh and burnt their effigies.

The protests were held at various places, including ITO crossing, Khajuri Chowk, BRT, Ambedkar Nagar, Uttam Nagar crossing, Mayapuri, Ring Road, Rajouri Garden Chowk, Azad Market Chowk, Deepali Chowk, Nangloi Chowk and Wazirpur Chowk opposite Punjab Kesari.

Commuters faced traffic jams at various crossings in the city. At ITO, the protestors blocked roads leading to a heavy jam at 10 am. Though the police tried to control the situation, it turned out to be a great discomfort for the public as it was stuck in heavy jam for hours because of protesters sitting on roads. A heavy jam at BRT was also reported in the afternoon.

"With the Congress government earning profit of 51.3 per cent on petrol, 34.8 per cent on diesel and 5 per cent on kerosene, what is the justification for increasing Rs 3.50 on petrol, Rs 2 on diesel and Rs 3 on kerosene," said BJP president Vijender Gupta

"The initial purchasing cost of petrol was Rs.23.33 on which the Government recovered Rs.24.60 as customs duty, excise duty, sales tax, the total price of which was Rs 47.93 in Delhi. The initial cost of diesel was Rs 24.83 on which the aforesaid taxes are only Rs 13.17. Similarly, the initial purchased cost of kerosene was Rs 8.88 but the taxes are only Rs 0.44. With this much of profit there was no need to raise the prices," he said.

Plant to create power from waste opens

A unique plant that will generate electricity from the Capital’s waste was inaugurated at Okhla today. Delhi Chief Minister Sheila Dikshit laid the foundation of the Rs 200-crore power plant. In a city like Delhi which has already overfilled its landfill capacities, it is getting difficult to dispose of 7,000 tonnes of municipal solid waste generated daily.

“This project is being set up under the public-private partnership between the state government and Jindal Ecopolis. It is a step forward towards sustainable development,” said Dikshit. The project has been awarded to Timarpur-Okhla Waste Company Limited.

“The project is a state-of-the-art solution to waste management. It will also overcome scarcity of land and power problems being faced in the city. The project will address both bio-degradable and non-bio-degradable waste,” she said.

The project is being developed as a fully integrated waste management system with a power plant. The plant will convert 1,950 tonnes of municipal solid waste into 16 MW power.

The New Delhi Municipal Corporation and the Municipal Corporation of Delhi have agreed to make available 1950 MT solid waste per day free of cost.

“Garbage disposal is a formidable challenge being faced by Delhi. Power generation from waste will enrich and protect our environment. Keeping in view the environmental importance, it has been decided that the last coal-based power project in Delhi will be shut down,” she said.

The project will be commissioned in 16 months. The company has already signed an agreement to sell electricity to Delhi at Rs 2.45 per unit. Dikshit said that the generation of energy from waste follows almost a similar process as acquiring energy from fossil fuel.

“The solid byproduct is harmless ash that can be used for various purposes like construction material, tile manufacturing and filling low-lying areas. The plant will also have an effluent treatment unit in the site. The project is also registered for earning carbon credit,” she said.

The project will not only generate clean power, but will also help in disposal of more than 25 per cent of municipal solid waste daily.

The three landfill sites are saturated and there is hardly any land available in the city to construct a new landfill site.

It is expected that another such plant will be set up by Delhi International Airport Limited at Ghazipur. This will produce around 8 MW power from 1,300 tonnes waste.

Sheila ignores ministers on Wagah visit

Chief Minister Sheila Dikshit seemed to have killed two birds with one stone while receiving the Queen’s Baton at Wagha Border yesterday–appeased Sikhs in Delhi by paying obeisance at Golden Temple in Amritsar and showed the limit of Delhi government ministers by ignoring them at the function.

She took Rajinder Nagar MLA, Ramakant Goswami and general secretary of the International Punjabi Society, Pushpinder Singh in her delegation to Wagha, sources said.

She left for Darbar Sahib directly from airport, Amritsar, avoiding the dinner hosted by the Indian Olympic Association at the Ista Hotel.

She reached Darbar Sahib at 9.30 pm, paid obeisance and was presented with Siropa. She was received by the Shiromani Committee secretary, Dilmegh Singh at Golden Temple.

She was given the honour of state guest by the Chief Minister of Punjab, Parkash Singh Badal and made to stay in circuit house on the night of June 24. The baton was received on June 25, sources said.

She planned her visit to Amritsar in a manner that she could visit Darbar Sahib also. Her flight was at 11 am but she got it changed at 3 pm. She was accompanied by general secretary of International Punjabi Society, Pushpinder Singh. MLA Ramakant Goswami, principal secretary P. K. Tripathi, Information and Publicity director Keshav Chandra, private secretaries A. K. Tripathi and Sandeep Mishra were also part of CM’s delegation at Wagha Border though they were in another flight. CM’s daughter, daughter-in-law and their children had also gone .

Sources said that ignoring the ministers by the CM on such an important function indicated that there would be reshuffle in ministries after the Games.

Gang cheating steel traders busted

With the arrest of five members of the Asif Gang, including a receiver, the special operations squad of the crime branch has busted a gang of cheats involved in cheating wholesale steel traders by impersonating as senior officers of a well-known real estate company, the police said today.

The persons arrested have been identified as Asif Ali (23), Lallan Prashad (37), Lalit Bakshi (33), Sachin Sharma (25) and Nitin Kumar, alias Golu (24).

On May 11, Mukesh Gupta filed a complaint that he received a call from Himanshu claiming to be the purchase manager of ILD India Pvt Ltd, sister concern of DLF India Pvt Ltd and asked him to supply iron rods for construction purposes.

He also mailed him a purchase order on the letterhead of ILD.

On this, Gupta delivered Himanshu 16 tonnes of iron girders and 6 ionnes TMT iron rods. Himanshu assured to give him the payment within seven days as per the company procedure. After seven days, when the complainant tried to contact Himanshu and his associate Deepak Garg, they could not be traced. He registered the complaint after making an enquiry from ILD which said that they did not have any employee by these names. 

The police received information that the cheats headed by Ashif were operating from Mayapuri.

On June 24, acting on a tip-off, accused Asif along with his other associates was apprehended from the godown of Lallan at Mayapuri Delhi.

During investigation, the accused disclosed that they had cheated more than eight traders of about 25-30 tonnes of iron material and other articles. On their disclosure, about 5 tonnes of iron material has been recovered, senior police officials said.

The police has recovered TMT Bars worth Rs 5 lakh, submersible pumps worth Rs 50,000, a motor cycle, 10 mobile phones used in commission of crime and forged driving license along with property papers worth Rs 1.25 lakh.

UP should share Ganga water with Delhi: Minister

Delhi Jal Board CEO Ramesh Negi today said that water availability was a big concern and blamed the shortage of it on the fact that only 45 per cent of the Capital was planned and had authorised construction while the rest of the city comprised slums, unauthorised colonies and resettlement areas.

Negi was speaking at a seminar, Water: Will it run out?, organised by the Centre of Public Policy in association with ASSOCHAM.

Minister of state for water resources, Vincent H. Pala, inaugurated the seminar and called for efficient water management.

He said the maximum immigration to Delhi was reported from UP and the state should be asked to divide its water resources with Delhi like letting it use the water of Ganga.

Negi said the DJB was providing water to unauthorised areas through tankers and the water body has already dug 4,000 bore wells. But everyday the demand for bore wells, especially from MLAs, keep increasing and the DJB has decided against digging any new bore well until January, he said.

Negi criticised the Delhi development Authority (DDA) for not thinking about means of water procurement before coming up with a new colony. He cited the example of Dwarka which is an authorised and planned colony but has tremendous water problems.

“By 2020, the population of Delhi will reach a staggering 24 million and the need for water will rise from the current 830 MGD to more than 1,100 MGD”, he said.

Ground water is the main source of water for Delhi because Yamuna, the share of which is only 4.6 per cent for Delhi, depends largely on rains and in case of poor monsoons, the river too fails to provide enough water to Delhi, he said.

Negi said an integrated NCR water management program would not just deal with bickering with neighbouring states like Uttar Pradesh and Haryana, but also bring about a cooperative solution for the water trouble, he said.

Reducing wastage was also very important for dealing with the problem as out of the 825 MGD water supplied in the city, 40 per cent is lost due to technical reasons and 25 per cent goes unbilled.

He said the government was thinking of bringing in private players to detect leakages and maintain the pipes in the 1,500 clusters with all possible assistance from the government.

The book provides details of 143 stations with their classification, commencement date, location, facilities available, frequency of train services, availability of parking, footfalls received at the station, etc.

Besides, it would give one an insight into the locality in which the station is situated with nearby landmarks like educational institutions, religious places, sports centres, health institutions, places of historical and tourist interest, etc.

Dikshit said that Delhi has attained recognition of a developed city with the launch of Delhi Metro services in the Capital.

“The services have since been expanded beyond the territory of Delhi and Delhi Metro has been catering to the needs of Noida and Gurgaon residents now. Soon it will cover the 190-km route. It is bound to become the lifeline of the city after the completion of phase-III and IV when its total network will be around 414 km,” said Dikshit.

Seven alleged vehicle thieves were last evening arrested from Noida’s Sector 49. Twelve stolen vehicles—10 motorcycles and two cars— have been recovered at their instance.

“The accused have been identified as Sonu, Ravinder, Ravi Pathak, Titu Singh, Deepak, Naresh, and Gyasudin. They were arrested from Sector 47-48 crossing in Sector 49 police station area on a tip-off. Two country-made pistols and five knives were seized from them,” said A. K. Tripathi, superintendent of police (city).

“They have confessed to have committed vehicle thefts in Noida, Ghaziabad, Delhi, Gurgaon, Bulandshahar and other districts,” said Tripathi.

“Their interrogation revealed that they used to conduct interviews to induct new members in the gang. They also stole cars on demand,” said Tripathi.

In another crackdown on criminals, the Sector 58 police has arrested two criminals with two stolen motorcycles. They had stolen the bike from Sector 58 in April.

2 held with pistols

The Delhi police has arrested two criminals - Kamrul Hassan and Kasim, alias Bhura -- and recovered three loaded pistols and three cartridges.

Hassan was earlier arrested in a murder case.

Several complaints regarding robberies, snatching and other thefts near the vicinity of Ghonda Chowk, were coming to the notice of the police.

A team was deployed near Ghonda Chowk with the direction that all the bikers be checked meticulously.

On the intervening night of June 25-26, when police officials signalled two bikers coming from Brahmpuri road to stop, they tried to escape. They were chased and apprehended.

Illicit liquor suppliers held

With the arrest of two persons, the Delhi police has busted an interstate gang involved in the supply of illicit liquor, vehicle thefts, burglaries and other criminal activities in Delhi, Gujarat and Haryana, police said today.

The persons have been identified as Sunil Kumar (34) and Daya Nand, alias Bunty (29).

The police has recovered three vehicles - one Innova, one Honda City and one Scorpio— two ACs, two colour TV sets, a refrigerator and house-breaking implements from their possession.  

Sunil has previously been arrested twice in 2000.
