Villages in 3 UP dists demand inclusion in Uttarakhand
Dehradun, December 15 Uttarakhand Chief Minister Ramesh Pokhriyal Nishank has also stated that his government has been seriously considering the demands of these areas and a resolution in this regard would be brought in the winter session of the state assembly. There had been demand from the people of these areas, who have been facing a lot of practical difficulties since the formation of the new state of Uttarakhand from Uttar Pradesh on November 9, 2000, to get into Uttarakhand, but without any success. However, their struggle has got an impetus with the clamour of formation of smaller states and demand by the Uttar Pradesh Chief Minister Mayawati to divide the state into smaller states of Harit Pradesh, Bundelkhand and Poorvanchal. Interestingly, at the time of the formation of the new state of Uttarakhand, a committee of the Uttar Pradesh government headed by senior ruling Bharatiya Janata Party (BJP) leader Kalraj Mishra had come to Dehradun to assess such demands from the neighbouring areas of Uttar Pradesh. A representative delegation of the people of Saharanpur district had also called upon him and forcefully demanded that Saharanpur district should be made part of the new state. However their demand was rejected outrightly. The political class of the forthcoming state, particularly of the ruling BJP and RSS, were wary of the idea of inclusion of Saharanpur district as they felt that it would disturb the demographic equation of the new state with the inclusion of the plain district having a large Muslim population. But people of some of the areas adjoining Uttarakhand had been agitating for the
past nearly nine years to get their areas merged in Uttarakhand. Residents of more than 200 villages of Bijnore district of Uttar Pradesh adjoining Kotdwar town of Pauri Garhwal had been agitating for the past many years. These villages are supplied electricity from feeders of Uttarakhand Power Corporation and the authorities in Uttar Pradesh have refused to look into their genuine developmental demands. “We had demanded that our area be included in Uttarakhand at the time of the formation of the new state, but we were ignored. But now, we will not rest till our genuine demand is accepted,” said Manmohan Dudpudi, convenor of the Sangharsh Samiti of the area demanding merger
with Uttarakhand. A public meeting held two days ago at Kotdwar drew a large crowd from the area and was addressed by Harak Singh Rawat, Leader of
the Congress legislative Party in the Uttarakhand assembly. “We support their demand and will try to persuade the Union government on the issue,”
he said. Similar is the fate of Klanpur village of Purkazi block of Muzzafarnagar district. The village, having a population of more than 10,000, had resorted to several agitations to demand its inclusion in Uttarakhand since it is surrounded on three sides by Uttarakhand. Another agitation has been going on in the Dhad area of Behat in Saharanpur district. A mahapanchayat has been convened by the people of the area to chalk out an agitational strategy to get the area merged with neighbouring Uttarakhand. Following the formation of Uttarakhand in
2000, the business activities of Saharanpur district were severely affected. Earlier, Saharanpur was
the main business centre for the entire Garhwal region. Moreover, the severe shortage of power in Uttar Pradesh and abundance of electricity in Uttarakhand has also attracted industrialists and even the common man to demand inclusion of the district and the adjoining villages in Uttarakhand. Uttarakhand Parliamentary Affairs Minister Parkash Pant said that state assemblies of both Uttarakhand as well as Uttar Pradesh have to pass a resolution to this effect and then the central government and Parliament would take a decision in the shape of an amendment in the Uttar Pradesh Reorganisation Act, 2000. However, there is no consensus on the issue among political forces in Uttarakhand. While, the ruling BJP and main opposition Congress seems to be in favour of such a move, the Uttarakhand Kranti Dal (UKD), a regional political outfit that is a partner in the BJP government having three legislators, is dead set against the move. “The boundaries of the state had been carved out and the basic purpose of Uttarakhand was to form a hill state. It is not necessary to alter the boundaries of the state,” said Narian Singh Jantwal, President of UKD. It seems that the Telangana issue will fuel the politics of redrawing of state boundaries in the coming days. |

Dehradun, December 15 With a prayer in her heart and a vision for the future, Kamla Devi of Silohipati village in Nainital has reconciled herself to the separation from her daughter, her only possession. She has stoically accepted that from today, both of them would be treading different paths. “The jail manual does not allow co-habitation of children who are above the age of six years and the child had to be shifted out. Kamla Devi is happy with the arrangement as more than anything, she wants her child to study,” said BP Pandey, Jail Superintendent, Dehradun. Kamla Devi is serving a life term for murdering her husband Girish Ram in 1997. Since the age of
one, Monu has been a constant companion to her mother living with her in a small cell in the women’s jail in Lucknow as she had no relatives to tend to her small child. Both of them were shifted, some months back, nearer home to Suddhowala jail. Earlier, Monu was allowed extended stay with her mother in Lucknow women’s jail on compassionate grounds. “In Lucknow jail, Monu attended a school located nearby. She managed to get through class V. As no arrangement exists for rehabilitating children whose parents are serving life imprisonment in Dehradun, the only option was to send her to Nari Niketan,” said Pandey. The jail authorities along with the district administration are keen to get her admitted to Jawaharlal Navodya Vidyalaya. “We are keen that the child resumes her studies as soon as possible. For this, different options are being explored,” said Senthil Pandian. Taking note of Kamla Devi’s conduct and the Supreme Court’s ruling, the district administration may even move an application for her premature release once she completes 14 years of imprisonment. |
Kumbh too close for Rajaji’s comfort
Dehradun, December 15 While Rajaji Park is locked in a standoff with the Power Corporation officials over a parking on forest land, the park authorities are also feeling the pressure in case of the opening up of Chila road that could bring a big volume of traffic into direct conflict with wildlife. On the parking front, the Uttarakhand Power Corporation officials are seeking control of 26 hectares of forest land, presently in possession of Rajaji Park authorities, in Gumaniwala near Shyampur. The Park authorities have expressed their inability to provide the land. They argue that a plotting exercise has been undertaken on the land in question. This land, park authorities said, is to be allotted to Khand III village oustees. Park authorities have spent a staggering amount on plotting. The construction of a parking lot will spoil the plotting. “We have paid a handsome amount for the plotting and if the corporation is ready to pay the amount, we can explore the possibility of providing our land for the parking,” Rajaji Park authorities observed. Another challenge that awaits the park is in the form of the opening of the Chila road. The 18-km-long Chila road that connects Chandi Bridge to Pasulok Rishikesh criss-crosses the park and could be used as an alternative route to ease traffic pressure on Har-ki-Pauri. This will render wildlife vulnerable as the road could be witness to heavy movement of traffic. The Wildlife Trust of India’s Uttarakhand Coordinator Dr AK Singh admitted that the large volume of traffic on Chila road could have an adverse impact on wildlife. “If traffic is diverted, then the Chila road should be devoid of traffic during evenings,” AK Singh said. He pointed out that this period was also witness to large-scale movement of wildlife, particularly elephants. To meet Kumbh challenges, the Park has been enforcing routine patrolling. Daily wagers have also been deployed as shady elements in garb of pilgrims can resort to misadventure in the park during Kumbh. “It is difficult to differentiate between a pilgrim and a poacher amid such large number of visitors to Haridwar during the Maha
Kumbh,” Pradeep Kumar, Warden, Rajaji Park, said. The Park authorities also look worried on the ecological front. With pilgrims trooping in at Haridwar, there is a big possibility of garbage finding its way into the forest area. “Ensuring the park premises are free of litter is a challenging task. We have already put our guards in place for the purpose,” Kumar said. |
IMA takes health care to villagers’ doorstep
Haldwani, December 15 Talking to The Tribune, the president of the Kumaon Chapter of IMA, Dr JS Khurana said, “Our plan in the beginning is to adopt a village nearby with no medical facility. We will identify the patients with diseases and no resources to approach the nearby urban health centre for cure. Our ambulance will go and pick up these patients from the village. They will be brought to the hospital in urban areas that are well equipped and the patient would be operated upon or provided other medical help free of cost. The aim is to take healthcare to the neglected areas.” Dr Khurana said the programme had been tried in 2006 with very good results but could not be taken forward. Another area of immediate focus of the IMA is youth and road safety. Having taken over the office of the president a fortnight ago, Dr Khurana has underlined the need to tackle the issue on a war footing in the region, which like the other parts of the developing world is plagued by the problem of a large number of road accidents involving youth. “I have already started making presentations at different forums trying to generate awareness on the issue. At the global level at least 1.2 million youngsters fall prey to the motor accidents ever year and almost four per cent of the Gross National Product (GNP) of the countries in the developing and the underdeveloped world goes on their treatment and rehabilitation. This is an issue that has assumed an enormous proportion right before our eyes and it requires timely intervention,” he said. He disclosed that the IMA has started focusing on this issue in its Continuing Medical Education (CME) programmes held on monthly basis. It is also going to provide all the possible help to the administration and the police in tackling the menace. He said awareness about minor things like wearing helmets etc can make a lot of difference. “I believe in the dictum that if you save one life, you save a family,” he underlined. |
Doon Tiger claim 28-run victory over Bharat Cricket Academy
Dehradun, December 15 Batting first, Doon Tiger team piled a total of 214 runs. Abhay was the height scorer for the team with 55 runs in 53 balls. Shakti supported him well on the other end to score 27 runs. Middle order batsman Prabhat scored 24 runs. For Bharat Cricket Academy, Nazesh took four wickets in his seven-over spell, whereas Shakir took three wickets in six overs. Chasing the victory target of 215 runs, Bharat Cricket Academy was all out for 172 runs. Kapil was the highest scorer for the team with 52 runs, whereas Monu made 14 runs. Winter cricket festival begins today
Dehradun, December 15 The inaugural match of the festival will be played at Rangers College ground between the teams of Tehari and Rudraprayag. Addressing the media persons, Divya Nautiyal said presently the state has abundance of cricketing talent, which needs a proper platform and UCA has taken up the task of providing them the much needed recognition. He revealed that in all 12 districts teams that include Dehradun, Haridwar, Vikasnagar, Udhamsingh Nagar, Pauri, Nainital, Haldwani, Tehri, Chamoli, Gopeshwar, Uttarkashi, Rudraprayag, Almora, Haldwani and Dehradun Sports College will participate at the competition. The matches will be played at Rangers College Ground, Sports College and Survey Ground. The tournament will begin from tomorrow and will last till

Dehradun, December 15 Meanwhile, the second match was played between Sanatan Daram Inter-College and Sports Stadium-A team. The match went up to three sets before Sanatan Darman college went down fighting. It lost to Sport Stadium-A team by 22-25, 25-18 and 25-11. Meanwhile in the third match, Himalayan team defeated Khari team in a three set encounter. Himalayan team won the match by 25-17, 18-25 and 25-11. While in the fourth match, the Golden Club got a walkover against JC team. And the days fifth match was played between Sports Stadium-B and Himalayan team. Maha Kumbh: Work pace picks up
Haridwar, December 15 With this, the screw has been tightened on the nodal agencies and departments concerned with the mega fair. Nishank has assured of timely completion of these works and has said that by March, visitors to Haridwar would speak of the record number of works both in terms of numbers and the amount done by the state government through the mela administration. Till date, of the 294 Kumbh projects, Rs 448.82 crore have been sanctioned by the state government with Rs 352.72 crore having been released. Various departments concerned with Kumbh works have spent Rs 245.33 crore on the allotted projects. Urban Development Minister in Uttarakhand government and Haridwar legislator Madan Kaushik has assured that all preparations will be completed before the first holy bath on January 14. On the directions of CM Nishank, Kaushik will be in Haridwar for the next four months till the completion of Kumbh works. Chief Secretary Subash Kumar has also been reviewing progress on a daily basis. On New Year, Kumbh district will also come into existence. With this, mela officer Anand Vardhan will assume the powers of a District Magistrate and the mela administration will have to look after the district administration using eight magisterial powers. A notification in this regard will be issued any time in coming weeks. Along with the police department, all departments coming under the mela area will come under the mela administration. Mela police officer will have powers equivalent to a police superintendent and the mela district has been divided into 32 sectors and will have an equal number of police stations. These police stations will have the entire basic and hi-tech infrastructure. According to the importance of the police station, the number of police personnel will be decided. The mela administration has also got a boost from the Planning Commission team led by its secretary Sudha Pillai who inspected the Kumbh works this week. The team, which included PMO director Amit Kalra, joint secretary, home affairs, DK Kotiya and other central officers, expressed their satisfaction on the works. This time, the stress is on permanent works and these will be beneficial to the local people and tourists after the completion of the Maha Kumbh. Margaret Alva in her first visit to the city as Governor had inspected various Kumbh projects and had raised questions on the slow and haphazard manner in which these are being carried out. The Sri Ram Institute of Research, New Delhi, has also remarked in its quality check report that certain works were of inferior quality and thus had raised questions over the quality control being maintained in Kumbh works. Local parliamentarian and Union Minister of State for Employment Harish Rawat too seemed unhappy over the working of the state government and the mela administration. Rawat said that Kumbh works were lagging on deadline and quality. Former legislator Ambrish Kumar lamented that this was the first time when there was no buzz among residents about the Kumbh works as the magnitude of works was more on paper and less in reality. The real tale of the Kumbh works will appear once the mega fair starts. |

Dehradun, December 15 The artist in Bhushan Singh Chauhan, a resident of Mussoorie, started budding in the company of Florence, a connoisseur of west painting and his mentor from France. However, being a mechanical engineer by profession his drawing ability helped him to easily get acquainted with the nuisances of west painting. “Initially, it was my wife who learnt painting from Florence who belongs to France, but has been staying in Dehradun since decades. I joined them as I also got lured by this art, which is so unique, and till date has been solely followed by us” said Bhushan. The style of west painting also known as batik painting originally began in Indonesia and then got popularised in other countries like South Africa, France and India. On a colourful piece of batik cloth, an imaginative creation is made in forms of dance postures, deities or Mughal sculptures. However, once the designing part is done, then with wax and colours the final touch is given. “There are two kinds of wax one is American and the other is paraffin wax, which are filled inside the design along with attractive colours making it look exclusive and water resistant,” said Bhushan. “I loved the west paintings and even purchased two of them as they are so beautiful and not available in the local market,” said Rohit, a visitor. Once framed the antique designs on a mere piece of cloth can last for a lifetime at a cost of Rs 75, Rs 125 and Rs 350 depending on the size of a painting. From Delhi, Chandigarh, Bangalore, Mumbai to many other cities he has displayed varieties of his creations and received due acknowledgment. Forty long years dedicated to preserve this art has also made Bhushan Singh Chauhan design for famous theater artist Tom Alter and teach painting at prestigious schools such as the Welhams, Woodstock and other known institutions. “Though I haven’t received any prestigious award, but I am glad that Mussorie people recognise me and respect my art. My work is one of its kind and along with west paintings one of the favourites of Indians and foreigners, I am also creating oil, glass, sparkle and embossed paintings,” added. |
DIG discusses security plans
Dehradun, December 15 The DGP gave instructions to the police officials for a better conduct of the mela. Inspector-Generals (IGs) of Garhwal and Kumaon regions and SSPs from all districts of the state, along with other gazetted officers, attended the videoconferencing. The DIG reviewed the law and order situation and directed the SSPs to take strong measures. He asked the officers about the progress in the ongoing “fearless drive”, which is being carried out in Haridwar, Dehradun, Nainital and Udham Singh Nagar from December 1. He instructed the officers to make this drive successful. Taking the note of fleeing of undertrials from police custody, he instructed the police officers to take strict action against the policemen involved in the case. |

Dehradun, December 15 He also praised the dance play on Ganga pollution by tiny tots and announced to give them Rs 1 lakh to the school. The dance play enacted by pre-nursery and Class I students was directed by Sharmila Ganguly Bhartari, a renowned Oddissi dancer. He said it was the endeavour of his government to keep the river Ganga clean and imparting values of a clean Ganga amongst children was praiseworthy effort. He congratulated the school staff and the Principal Karen Mayor who is also a nominated BJP legislator in the state assembly. |

Dehradun, December 15 He said that the formation of the parishad would go a long way in providing clean shelter to the shelterless. Reiterating his Vision 2020 programme, he said that all sections of society should come forward to make Uttarakhand an ideal state. He administered the oath of office to the Chairman of the parishad Naresh Bansal. Former Chief Minister Maj Gen BC Khanduri (retd) and Nityanand Swami, Speaker Harbans Kapoor and Dehradun Mayor Vinod Chamoli were present on the occasion. |
