Dehradun, February 17
Adopting a stiff posture against the practice of “under measurement” of fuel at the petrol stations, Food and Civil Supplies Minister Diwakar Bhatt today cautioned fuel-station owners that in case, any irregularity was found, legal action would be initiated against them.

While stating that the Food and Civil Supplies Department had received reports that some petrol pumps tamper with their meters and mix kerosene in petrol and diesel, Bhatt said that instead of imposing a fine, now the department would initiate legal proceedings against them.

Speaking to mediapersons after presiding over the meeting of officials of the Food and Civil Supplies Department, Bhatt said that officials of the weights and measurements branch of the department have been asked to carry out regular and random checks at all petrol stations in the state.

A similar exercise will be carried to check the under-measurement in LPG cylinders as well. “In case, any erring fuel station manages to evade action on account of laxity of the department official, strict action will be taken against the official,” he revealed. Bhatt said that officials have been instructed to submit a compliance report within a week’s time.

The minister also said that their department has decided to issue “smart cards” in place of ration cards.

“It has come to our knowledge that many ration card holders had given wrong information regarding the number of dependents in the family to the department. Hence, in order to make the system more transparent and fool-proof, we will be issuing smart cards”, he told mediapersons.

The minister further said that smart cards would be made after thoroughly inquiring about the information given by the applicant.

“The smart card will also have fingerprints of the card holder and the whole system would be computerised.

“The department will be able to properly tab the number of units of sugar, kerosene oil and wheat being taken by the people who are BPL (below poverty line) and APL (above poverty line),” he added.

Bhatt, however, did not give any exact timeframe, within which, the smart cards would be introduced. “It may take an year to complete the process”, he said, while adding that if required, the proposal would also be tabled in the Cabinet meeting in order to get the approval.

Pharmacists hold protest, demand employment
Tribune News Service

Dehradun, February 17
Demanding employment at the 1,226 health sub-centres in the state, unemployed pharmacists, under the banner of Unemployed Diploma Pharmacist Association, today held a demonstration at the Gandhi Park.

The group warned the BJP government that if their demands were not met they would not vote for the party during the forthcoming Lok Sabha elections.

Rahul Lakhera, president of the Association, said the unemployed pharmacists have been sitting on dharna outside the Vidhan Sabha, since January 23 last year.

“The previous Congress government had passed a order regarding appointment of pharmacists on 1,099 posts, but during that period the model code of conduct was imposed due to elections. Therefore, a final decision could not be taken. But despite our repeated requests the BJP government has not taken up the matter yet,” said Lakhera.

Another member of the group Sanjay Chauhan informed that there are 1,765 health sub-centres and 453 satellite sub-centres, but so far pharmacists have been appointed only at 530 sub-centres.

No appointments have been made at the 1,226 sub-centres. And for the past 15 years, only 539 pharmacists have been appointed.

Srinagar hospital total failure: Dal
Raju William
Tribune News Service

Dehradun, February 17
People of the hill areas are suffering due to the alleged lack of facilities and poor medical services at the only government-run Medical College and Hospital at Srinagar in Garhwal region.

Terming the institution as a total failure, members of the coalition partner of the government, Uttarakhand Kranti Dal (UKD), today alleged that negligence of its doctors was a cause of serious concern but the government was not paying any attention to the hardships being faced by people due to this.

The patients are referred to other hospital even for minor problems. However, doctors termed the allegations as politically motivated.

After a visit to the hospital on Monday, UKD advisor Latafat Hussain and former executive president of its Youth Wing Jai Prakash Upadhaya cited the example of two youths who met with an accident on February 14 in front of the hospital.

He alleged that no doctor was present on duty. Later, both were referred to Dehradun hospitals on the grounds that ECG, Ultrasound and MRI facilities were not available at the hospital.

The Dal leaders alleged that due to lack of timely treatment, one of the victims, Amit Nautiyal, slipped into coma. Both claimed that as per the doctors attending to him at the Himalayan Institute, Jolly Grant, had he been brought to the hospital in time his condition would not have worsened.

The leaders alleged that the doctors indulged in pressure tactics whenever such cases came to light.

In the case of Nautiyal, the doctors lodged a complaint against his family members.

They threatened to observe strike if the police did not arrest them.

In the past also, the doctors went on strike when an advocate Krishan Mani Bangwal allegedly died due to lack of proper treatment at the hospital.

The leaders alleged that since its establishment last year, the hospital has allegedly failed to provide good medical facilities to the people of this hilly region. They demanded that immediate steps should be taken to improve working of the hospital.

Jobless NTT teachers threaten immolation on Feb 19
Umesh Dewan
Tribune News Service

Dehradun, February 17
The NTT Unemployed Teachers Organisation today staged a protest at Gandhi Park and outside the secretariat against the indifferent attitude of the state government towards the plight.

The organisation office-bearers have also announced that if decision regarding their demands was not taken during the Cabinet meeting on Wednesday, the organisation will resort to a mass self immolation outside the BJP headquarters on February 19.

Earlier in December 2008, president and secretary of the organisation Yogita Joshi and Pushpa Rathore, respectively, had attempted to commit suicide outside the state legislative Assembly.

Notably, it has been 458 days since the unemployed NTT teachers are protesting outside the state legislative Assembly. Raising slogans against the Khanduri government, the teachers also blocked traffic at the Clock Tower. The protesting teachers are demanding that the government should issue orders for recruiting the unemployed NTT teachers without any delay.

Speaking to The Tribune, Yogita Joshi said in 2003 the state government started centres for providing NTT. “We were trained to teach pre-primary and class one to three. But when the training completed, the government refused to employ us, while stating that the government schools do not have pre-primary. We were asked to find employment in other states”, she rued.

While disclosing that out of 250 unemployed NTT teachers, 90 per cent are graduates, the protesting teachers further said since they got training for teaching class one to three, why the government was not recruiting them for teaching these particular classes. “What is more shocking is the fact that the Khanduri government had recruited around 10 NTT teachers, who got training from Delhi and Allahabad,” alleged Renu Bisht, a protestor.

Meanwhile, teachers of the government schools have strongly flayed the Khanduri government for not paying them salaries in accordance with the recommendations of the Sixth Pay Commission. While demanding pay parity with that of the Central government teachers, the government schoolteachers have threatened to go on indefinite strike from February 18.

The Joint Employees Teachers Coordination Committee, Uttarakhand, Arun Pandey said the government had accepted the demand of pay parity to the government schoolteachers on the pattern of the Central government but the decision was yet to be implemented.
