A drive, “Say no to crackers” was launched in the district with a view to mobilising the children to celebrate a safe and pollution-free Divali. The campaign, brainchild of deputy commissioner Nilkanth Avhad’s wife Prajakta, was aimed at making the children as well as their parents aware of the environment pollution.

‘Mazaar’ a major snag in Khalsa College ROB project

There seems to be a major stumbling block in the construction of the railway overbridge (ROB) across the Lyallpur Khalsa College level crossing. A fresh row has ensued over the stretch of land currently occupied by the mazaar custodians, which was to be handed over by the Punjab Roadways to the PWD for the construction of a leg down of the bridge towards the bus stand side.

Since this is one of the most important portions of the ROB, any delay or denial over the use of land can have an adverse effect on the entire project.

The custodians of the mazaar, which falls immediately on the left side of the exit route of the buses, are said to have currently managed to get a temporary stay from the Supreme Court over the evacuation orders, giving jitters to the construction engineers.

But the general manager of Punjab Roadways hopes, “Things will get sorted out quickly in our favour. We have filed an application in the court for a quick hearing on the matter.”

PWD officials said they had earlier been told by the roadways authorities that the mazaar custodians had given an affidavit and would soon vacate the site.

The map was designed accordingly but their new move is badly affecting our plan, the officials lamented.

Construction for all other legs of the bridge, including the one on the tapering side of the War Memorial and Defence Colony side, has been going on for the past more than two months.

There is another factor that may delay the construction of the span as has happened in other ROBs across the city. The railway authorities have not yet issued tenders for the 30-metre stretch over the crossing area, further delay in which may lead to the extension of the deadline of October 2009, the officials apprehended.

The sainik welfare office has agreed to give a front portion of their land for the widening of the road from the bus stand side to around the memorial and up the bridge from Hotel International side. PWD executive engineer B.S. Tuli said, “We have already paid Rs 38.72 lakh for the space. We believe that they should be in the process of moving their boundary walls a bit inwards.”

The PWD officials have also proposed that a temporary exit route for the buses from the bus stand, from near the mazaar side, be shifted to the GT Road side for easy movement of heavy traffic across the construction area, which too is being looked into.

Dengue Drive
147 specialist doctors to be recruited, says Talwar

To check the dengue fever, patients in various civil hospitals in the state and to monitor the remedial measures being taken by the district health authorities to control the disease, the additional secretary, health and family welfare, Punjab, C.S. Talwar today visited the local civil hospital and reviewed the ongoing treatment being provided to the patients there.

Talwar met suspected dengue fever patients and interacted with them to know about their treatment and recovery.

Later, talking to mediapersons, Talwar said as per information, more than 1,100 suspected dengue fever cases in Ludhiana, 117 in Hoshiarpur and 22 in Bathinda had been reported in the state. Five deaths had occurred in Ludhiana, while no death had been reported in Hoshiarpur and Bathinda so far.

Out of the 117 cases reported in the civil hospital, Hoshiarpur, 15 were from the adjoining state of Himachal Pradesh. The complete blood count of 1,100 patients had been done in Hoshiarpur.

Besides, immunoglobulin in 24 cases had also been made.

Five hundred platelet-rich plasma had been given and dengue card tests of 125 cases had been done.

To make the people aware of dengue and its preventive measures, 10 teams of the health staff had been constituted in Hoshiarpur.

Talwar had discussed the matter with the deputy commissioner and the executive officer, municipal council, Hoshiarpur, who had agreed to launch a joint campaign with the health department in and around the town.

Fogging was being done in all the localities to eradicate dengue mosquitoes.

Referring to the shortage of doctors in government health institutions, Talwar said recruitment of 147 specialist doctors and 100 medical officers was being done. Pending promotion cases of 65 doctors had also been cleared.

Earlier, the additional secretary addressed a meeting of medical officers in the civil hospital and advised them not to indulge in private practice and serve the patients with devotion. Talwar warned them that if any of the doctors was found doing private practice, strict action would be taken against him.

Children told to shun crackers

A drive, “Say no to crackers” was launched in the district with a view to mobilising the children to celebrate a safe and pollution-free Divali. The campaign, brainchild of deputy commissioner Nilkanth Avhad’s wife Prajakta, was aimed at making the children as well as their parents aware of the environment pollution.

Students from different schools held an awareness rally in the town. The rally was flagged off by SDM Prem Chand from the local Baradari Garden.

Prajakta, accompanied by representatives of various NGOs and teachers, led the rally. A seminar was organised. School students, representatives of NGOs, teachers and intellectuals delivered lectures to mobilise children to celebrate Divali sans crackers as crackers sometimes not only proved harmful but also caused noise and air pollution.

Earlier, under the “Say no to crackers” drive, Prajakta visited a number of schools during the past couple of weeks. She explained the importance of keeping water, air and earth free from pollution. She exhorted them to develop the habits of preserving environment. Prajakta also addressed gatherings of housewives and teachers and urged them to act as role models for the children by inculcating among them the habit of judicious use of natural resources. Declamation and poster-making contests on the topic were held in different schools.

The deputy commissioner, while presided over a seminar, called upon the students. He honoured 92 students belonging to different schools who had participated in the declamation and poster-making competitions during the campaign. District education officer P.C. Gupta, deputy DEO Swaran Singh, municipal councillor Kulwant Kaur, environment society president Girdhari Lal and social workers also spoke.

Usually, even on festivals days, the obligations of the job keep them away from their families, thus depriving them of the joy of festivals with their families,” said the SSP, adding that with a view to making up for this emotional deficiency in the lives of the cops, the initiative to celebrate Divali jointly had been executed. — OC

Abandoning of tubewells: Farmers change avocation

Marginal farmers of Nangal Ghorewaha, Nangal Thathal and Pandori Atwal villages in Bhunga block of the Garhdiwala segment of Hoshiarpur district have been facing a great hardship for irrigating their crops.

Due to the abandoning of tubewell Nos 1 and 2 installed at Nangal Ghorewaha for supplying water to the small holders for irrigating their crops by the Punjab State Tubewell Corporation (PSTC), almost all of them have left agriculture and are searching some suitable jobs to feed their families in the skyrocketing prices of essential commodities.

Nangal Thathal village farmer Ashok Kumar Deva told The Tribune that the PSTC had installed two deep tubewells at Nangal Ghorewaha village to supply water to the marginal farmers of the villages located in the remote Kandi area for irrigating their crops.

More than 70 farmers had deposited Rs 5.22 lakh with the PSTC for laying pipelines in 192 acres of their land to get water for irrigation.

Both tubewells went out of order about five years ago.

Instead of getting these tubewells repaired, the employees of the PSTC allegedly took away their parts.

Despite various representations to the authorities concerned and Punjab chief parliamentary secretary Des Raj Dhugga, who has been representing the constituency consecutively for the second term, nothing has been done so far.

Narrating the plight of the marginal farmers of the area, Deva said a majority of the marginal farmers had left farming and were doing private jobs to earn livelihood. Some of the farmers were getting water from private tubewell owners at the rate of Rs 250 to Rs 300 per hour.

Subedar Manohar Lal of Ghorewaha village and Tilak Raj and Mukhtiar Singh of Nangal Thathal also narrated the same story of the farmers of the area. They urged the state government either to get these abandoned tubewells repaired or install new ones.

The superintendent engineer of the PSTC, Hoshiarpur circle, Paramjit Rai, said both tubewells had completed their life. A case for installing new tubewells had already been sent to the headquarters of the corporation since long.

A copy of the case had also been given to Dhugga to get the work expedited, but nothing had been materialised so far, the SE said.

Panchayat honoured

After the Fagli panchayat of Dhar Kalan in Gurdaspur district was conferred with the Nimal Gram Puruskar by President of India Pritbha Patil at a function held at Hissar on October 17 for achieving the target of total sanitation scheme of the Union government, the Punjab government has also honoured the Fagli panchayat.

Transport minister Master Mohan Lal at a function held here announced a grant of Rs 2 lakh to the panchayat for development works of the village. He also promised another grant of Rs 5 lakh to the panchayat by the district administration. — OC

Murdered bank manager’s family seeks transfer of case

The family of Naresh Mahajan, manager of the Oriental Bank of Commerce who was allegedly murdered about a decade ago, has demanded the transfer of the case to another unit of the CBI from its Chandigarh unit.

In a letter to Narayanan, joint director, CBI, Puneet Mahajan alleged that the sensational murder case was investigated by different officers of the Chandigarh unit of the premier investigating agency giving them a lot of hope.

However, he said the investigations were done with casual approach and within 10 months, the Chandigarh unit filed closing report twice in the CBI court stating that the agency was overburdened and was unable to go for narco analysis test. Further the investigations were done by an inspector-rank officer instead of a SP-rank officer as directed by the Punjab and Haryana High Court clearly showing the intentions of hushing up the case, he added.

Pained by the casual attitude of the CBI, Mahajan said the Chandigarh unit of the CBI had virtually raised their hands in the case.

Naresh Mahajan was found killed under mysterious circumstances in his car which was found abandoned in the Ranjit Avenue area on October 22, 1998. During preliminary investigations, involvement of certain influential persons were figured and a case of parallel banking was suspected behind his murder. Puneet Mahajan and family members of the deceased, who also personally met senior authorities of the CBI, said in the interest of justice and fair play, the case be transferred to some other unit.

2 arrested in murder, dacoity case

Hoshiarpur, October 27
With the arrest of two persons, the district police today claimed to have solved a dacoity and murder case of Gandhrav Singh of Gajjar village who was found murdered in his house on October 8.

SSP Dr Sukhchain Singh Gill stated here this evening that Gandhrav Singh, who had been living alone, was found murdered with sharp-edged weapons in his house on October 8.

After murdering Gandhrav, the killers decamped with a TV set, four gold rings, a camera, two watches, a mobile phone set, a blanket and a scooter. An FIR under section 460 of the IPC had been registered at Garhshankar police station on October 9.

A team, headed by DSP Rajinder Singh, was constituted to solve the crime.

During investigation, Kuldip Singh, alias Deepa, son of Surinder Pal of the same village, and his brother-in-law Gian Chand of Chankoya (Balachaur) emerged as the main suspects and the police arrested the duo last night.

During interrogation, both confessed to their crime and revealed that their accomplice Makhan Lal, who used to visit Gandhrav Singh’s house, hatched a plan to commit a robbery at the deceased’s house. Following their plan, they went to Gandhrav Singh’s house on the motorcycle of Makhan Lal and after scaling the boundary wall, entered his house at about 11 pm on October 7. First of all they killed Gandhrav Singh (who was sleeping in the verandah at that time) with a dagger and iron rods. Later, they stole the aforesaid valuables and reached Makhan Lal’s rented house at local Purhiran.

They had been taken in police remand after the recovery of the stolen goods and for further interrogation, said Dr Sukhchain Singh Gill, adding that raids were being conducted to arrest Makhan Singh, who had a criminal background, and seven cases of stealing and snatching had been registered against him.

Constable ‘shoots at’ cobbler, suspended

Amritsar, October 27
Nandi Deen (55), a cobbler, was allegedly shot at near Saragarhi Gurdwara by police constable Atul Kumar posted at Kotwali police station here.

However, SP (D) Surjit Singh Mattu denied this and said Nandi was injured in an accidental fire when the pistol slipped from his hands of the cop. A press note issued by the police stated that Atul had been suspended and an enquiry ordered in this regard to ascertain whether it was an accidental fire or intentional.

The people in the area said that Atul Sharma was getting his boot polished from him. But later a dispute occurred between them which resulted in the incident. The people of the area alleged that the constable used to extort money from rehriwalas and other small shopkeepers.

The SP said an enquiry was being ordered in this regard. Meanwhile, Nandi was rushed to hospital with a bullet injury in his leg where he was stated to be out of danger.

The press statement of the police claimed that constable Atul Kumar (3249/ASR) along with other police officials was on a routine duty at Chowk Butt Malka when his (carbine) service weapon slipped from his hands and a bullet from his weapon got fired, injuring cobbler Nandi Deen (55) of Rae Bareli district who was sitting on the footpath. It stated that it was Atul himself who took the victim to hospital. The police authorities said further action would be taken after receiving the enquiry report. — TNS

Mystery shrouds woman’s death

In a complaint lodged with the police, Sandeep Kumar, brother of Priya, alias Suman, alleged that his sister who had been married to Vipan Kumar of Old Grain Market, Batala, 12 years ago had been harassed by her in-laws for more dowry since her marriage. 

Sandeep received a message from the family of Vipan Gupta that Priya had died because of some disease but when the family members of Priya reached here, they found marks around her neck at which they reported the matter to the police. Although the allegations of unnatural death and demand of dowry coupled with harassment of Priya were raised but the police conducted proceedings under section 174, CrPC, only after the post-mortem report was handed over to her relatives. — OC

Naresh Kumar, father of the deceased, said the incident took place when Sheetu tried to connect the wires. In another incident, Neeraj Kumar was admitted in a hospital near Ranjit Sagar Dam here today with burn injuries. A cracker trader, he was sitting in his shop when due to short circuit the crackers caught fire due to which he sustained burn injuries.

3 dead in freak accident

Nawanshahr, October 27
Three persons, including a mother-son duo, were killed on the spot in a road accident on the Nawanshahr-Chandigarh road, near Beerowal village, late in the evening on Monday.

According to information, a Haryana Roadways bus going towards Chandigarh, hit a car coming from the opposite direction in a bid to overtake it.

The bus driver lost control on the vehicle and hit a motorcycle coming from the opposite direction and then it rammed into the boundary of a house near the main road. In the accident, the car driver and motorcycle riders were killed on the spot.

The car driver was identified as Avikal Passy, a resident of Chandigarh, and the motorcycle riders were identified as Jaswinder Singh (20) and his mother Paramjit Kaur (45), residents of the local Garhshankar Road.

A police party led by SHO (Sadar) Sulakhan Singh and in charge Jadla Chowki Sukhpal Singh reached the spot. The driver and the conductor of the bus have absconded. The bodies of the accident victims were brought to the local civil hospital.
