Jalandhar, October 17 Board officials have disconnected the electricity supply to Narmada Board and Paper Mills, Nalan village, near Basti Danishmandan here, served the owners a notice and reported the matter to the police. The mill owners were said to have been using a remote control to manoeuvre the meter and its outer circuit on the premises that had a sanction of 500 KW load. The officials have said that this is the first ever case of the sort detected in the city, though three to four such cases have already come into light in Ludhiana. Director, mobile meter testing (MMT) squad, and officiating director, enforcement, PSEB, G.S. Khera, said the theft was detected when the meter of the mill did not show a reading on the DDL data download machine during a check. “This happens only when the software of the meter and that on our machine do not match, indicating tempering of the meter. We asked the consumer to pack up the meter and bring it to the ME laboratory. The testing was done with the consent of the consumer and in his presence. Four SEs and three SDOs were also present during the testing. The seals of the meter put up by us and the company were found to have been tempered with in the laboratory,” he said. The board engineers revealed that the functioning of the meter was found to be doubtful going by the reading of the mill using heavy machinery. “The monthly average bill was found to be close to Rs 45,000 whereas it should not have been less than Rs 1.25 lakh per month. It was only after the meter was checked in the laboratory that the manipulation and theft was confirmed,” they disclosed. |

Jalandhar, October 17 A team of veterinary doctors from Chandigarh is likely to visit the site soon for their consent. As per the plan, the dog catchers working on contract with the MC will cage the unsterilised dogs, which will be operated upon by the vets from Chandigarh, said Dr Varinder Kalia of the municipal corporation. Cases of dog bites have been increasing each day with the Jalandhar civil hospital alone getting an average 30 patients daily in its OPD. The problem might assume serious proportions since there has been no supply of anti-rabies vaccines for the past one year and poor patients need to bear the cost on their own. Since the patients have to be administered at least five vaccinations in a few weeks’ time, the total cost comes out to be Rs 1,200, which is close to the amount of total monthly income of many poor families. Meanwhile, the MC house, yesterday, sanctioned to take a loan to the tune of Rs 250 crore from Housing and Urban Development Corporation Limited (HUDCO) for laying storm water sewage and cent per cent drinking water supply scheme in the city. Mayor Rakesh Rathour said since today was the deadline for sending the proposal, a meeting, was held yesterday especially for the purpose. He said there was no hurry to take the loan immediately but he just wanted to get it sanctioned from the house so that he had a resource at the time of need. According to estimates, the municipal corporation requires an amount of Rs 538.81 crore for complete water supply and laying of sewage in the city. The central government has started funding for a Rs 351.81 crore sewage scheme, the mayor said, adding that 20 per cent of the amount, which equals Rs 70.36 crore, is to come from the MC and the Punjab government. “The storm water sewage and drinking water facilities are not covered in it. We need Rs 27.38 crore for 100 per cent drinking water pipe laying. There also is a requirement of additional 159.62 crore for storm water sewage laying. aIn totality, we need Rs 257.36 crore more. The Rs 250 crore from the loan can come in handy. It may even be used for the sewage scheme, just in case the central government imposes any cut on its Rs 281.45 crore share,” he said adding that the Burlton Park land was being mortgaged for the purpose. |

Militant who jumped bail nabbed
Jalandhar, October 17 According to police sources, Santokh Singh, a resident of Randhawa Masanda, had been nabbed by a police party, led by ASI Swaran Singh, that had set up a naka on a dhussi bundh. He was signalled to stop but was overpowered when he tried to run away. Arms and ammunition were recovered from him and he was sent to jail. After securing bail the same year, he shifted from his native place with his family and had reportedly been staying in various gurdwaras in Delhi over Acting on a tip-off that the accused had come to the village, a police party, led by Kotwali SHO P.S. Bajwa, nabbed him from the village early this morning. According to preliminary investigations, Santokh has told the police that he had been ferrying arms and ammunition to various dreaded militants in those days besides providing shelter to them. He has confessed to have helped Jaspal Singh Pala, a dreaded name in those days, the sources added. The record in the case was being updated and it would also be ascertained whether the accused had been indulging in any terrorism-related activity all these years, the sources revealed. |

No traffic around Golden Temple from Dec 1
Amritsar, October 17 The plan was exhaustively discussed at a brainstorming session to implement the plan from December 1 so as to ease the flow of traffic and avoid traffic snarls on the vital roads linking Hall Gate to Jallianwala Bagh till Harmandar Sahib. The administration has sought support of the various trading and commercial organisations for making the plan successful so that the tourists are not put to hardship during their visit to the holy city. Deputy commissioner K.S. Pannu said the stakeholders with whom the administration had discussed the plan had been quite responsive and were sensitised about the traffic problem. He said he would appeal to the people to also come out with some alternative suggestions so that the problem of proper parking and smooth flow of traffic could be solved to avoid any kind of difficulties to the devotees who come to the city to pay obeisance at the Golden Temple. Pannu said they had many issues like the removal of all encroachments providing proper parking places for vehicles and to provide alternate site to hundreds of vendors and shopkeepers in the area. He said the Saragarhi School parking complex, which is nearing completion, was likely to be commissioned by the end of next month, which would help in easing the parking problems around the Jallianwala Bagh, Golden Temple and the highly congested areas of Katra Ahluwalia and Dharam Singh Market. |
