Jind, September 26 The deceased youth, a financier, had been named in the FIR registered after a young couple had committed suicide on September 18. The police today registered a case after the kin of the youth alleged that Rajesh had committed suicide due to undue police pressure and harassment by the couple’s family in the past few days. The policemen have also been booked for illegal detention of the victim’s father. Rajesh had consumed celphos last night. He died on his way to a hospital. His body was kept in the Civil Hospital here for postmortem. However, the kin refused to accept the body till the registration of a case against those who had allegedly forced the victim to commit suicide. Rajesh was among four persons, who had been booked under Section 306 of the IPC after a couple - Sanjay and his wife Sharmili - had committed suicide in their house in Buddha Baba Basti here on September 18. Sources said Sanjay had been asked to return several lakh rupees by the local panchayat after his brother Joginder, who had reportedly taken a loan from the finance company run by Rajesh, Subhash, Virender and Karnail Singh. Karnail works as a constable with the CIA branch here. It is claimed that Joginder had been missing and burden came upon Sanjay, who had agreed to pay back the amount by September 21. However, Sanjay and his wife ended their lives on September 18, leading the police to book the financiers after public pressure. As Rajesh absconded after the registration of the case, the police rounded up his father, Rameshwar, employed in the Haryana Roadways department, and kept him in police custody for more than 24 hours. According to the family, when Rajesh came to know about this development, he consumed poison. Rameshwar has alleged that the police harassment and fear led his son to commit suicide. |
BJP undecided on poll pact
Sonepat, September 26 The party blamed the Congress government in Haryana for failing to exert pressure on the Centre as well as Punjab on the construction of the SYL canal in the Punjab territory. Punjab had used this canal for releasing the rainwater, which had destroyed standing crops spread over 2.50 lakh acres in 10 districts of the state. The party demanded a compensation of Rs 20,000 per acre for affected farmers. Criticising power and water situation, the party demanded concrete steps to meet the requirements of people. The party said according to the survey of 13 international agencies, the country had slipped to 85th place from 72 in matter of corruption. A former union minister and in charge of the party affairs in Haryana, Vijay Goyal, said two non-Congress parties in Haryana were looking towards the BJP for alliance and the final decision on this issue would be taken by the party high command. He asked the party leaders to honour and support the party’s decision on the alliance. He said senior BJP leader Vijay Kumar Malhotra had been projected as party’s CM candidate in the coming elections for Delhi. Earlier, state BJP president Atam Prakash Manchanda chided the Congress-led central government for harming the interests of farmers by its day-to-day decisions about export and import of agriculture produce and demanded that the government should frame a 10-year agriculture policy to protect the interests of farmers as well as traders. To a question about political alliance in Haryana , he said the state unit had already sent its opinion to the central leadership and the decision of the central leadership would be acceptable to the state unit. He disclosed that the party would organise big rallies in every parliamentary constituency of the state and it had already been decided to hold such rallies in Ambala on October 8 and in Sonepat on October 31. These rallies would be addressed by L.K. Advani, he added. |

Selja favours quota for poor

Sirsa, September 26 Talking to mediapersons at the local Panchayat Bhawan, Selja said there was a shortfall of 24.7 million houses in towns and cities of the country today. The problem was severe with the poor as 99 per cent of this shortage pertained to poor families. She said a multi-pronged approach was needed to overcome the problem of housing. The minister said with fast increasing urbanisation, the problem needed to be addressed with priority and it was with this objective in mind that the UPA government created a separate ministry for this purpose. The states should come forward and take measures for social housing. Andhra Pradesh and Maharashtra had already taken steps in this direction, she said. The minister said her ministry had taken steps to help states in the construction of 1.5 million houses this year. Selja said a move was afoot to set up an urban poor fund (UPF) at the national level and added all necessary formalities had been completed in this direction. She said pro-poor budgeting was another step that was necessary to mitigate the housing problem for the poor. The UPF would be utilised for providing basic infrastructure, water supplies and sewerage to the colonies of the poor. Besides housing schemes for the poor, there is an urgent need to start rental housing schemes too for the working class, who had to keep on changing their residences due to compulsions of the job. Emphasising the need for setting up slum-free cities in view of the rapid urbanisation, Selja said a scheme for slum-free cities was launched by her ministry in Tirupati last year and it had shown good results. Later, addressing a seminar on “Environment and man”, Selja emphasised the need for protecting environment in order to protect the human race. Jagdish Nehra, a former Haryana minister, Vishnu Bhagwan, reader (public administration), Deepti Dharmani, a reader in the English department of Chaudhary Devi Lal University, and several other intellectuals addressed the seminar. |

Rohtak, September 26 While the MDU authorities wish to get their move on the re-employment of superannuated staff members validated at the university executive council meeting to be held here tomorrow, the MDU Non-Teaching Employees Association is opposing it. A general body meeting of the employees’ association was held in front of the university administrative block this morning. The employees raised slogans against the university authorities and decided to strike work for the day. The association also decided to stage a dharna tomorrow to oppose the presentation of the aforesaid agenda item at the EC meeting. As the protest demonstration is being held at the same time as the EC meeting, the situation appears to be volatile. Addressing the employees, association leaders categorically accused the MDU vice-chancellor, Prof Ram Phal Hooda, of pursuing his personal interests at the cost of the university system. The leaders alleged that in the garb of the move, the vice-chancellor wanted to grant re-employment to certain “chosen” officials. They also charged the vice-chancellor with favouring his son and opposed his decision to allot university works worth crores to the NBCC. Later, MDUNTEA president Ishwar Sharma and general secretary Subhash Chawla said the association would also approach Chief Minister Bhupinder Singh Hooda and apprise him of the “anti-employee” attitude of the vice-chancellor. The MDU authorities appeared to be on the back-foot over the issue as the employees’ protest gathered momentum. Registrar S.P.Vats said that the move had been necessitated due to an acute shortage of employees and increased workload. He claimed that there was a provision for re-employment of superannuated officials in the university calendar. The vice-chancellor was, however, not available for comments. |

Teacher couple threatens to commit suicide
Sirsa, September 26 The teachers - Ritika and her husband Baljit Singh Yadav - lecturers in the food science and technology department of the university, had gone to Bhardwaj’s office to hand over a copy of orders from the Punjab and Haryana High Court staying Ritika’s removal from the job. Bhardwaj said the matter had been sorted out and the teacher couple had no grievances now. Later, Bhardwaj listened to the couple in his office in the presence of the
police. Ritika, a contractual lecturer in the university, had filed a writ petition in the Punjab and Haryana High Court in May when she failed to get regular appointment during the interviews held at that time. The petition is pending before the court and the next date of hearing is October 21. After the petition, the university issued orders converting her appointment from contractual to guest
faculty. Ritika was removed from her contractual post on September 18. However, the Punjab and Haryana High Court stayed her termination on September 23, as per Ritika’s version. She alleged that she was being victimised ever since she had filed the writ petition challenging the appointments. “My application for leave was rejected by the chairperson of the department at the behest of the university administration and to cap it all, when the news of the stay order came to the notice of the university authorities, they issued another order on September 24 converting my contractual appointment to guest faculty,” she
alleged. Ritika went inside the office of the vice-chancellor to hand over a copy of the orders from the Punjab and Haryana High Court and register her complaint against the conversion of her status of service in the evening today, but came back weeping profusely after some time. Yadav, who was sitting in the office of the personal assistant, sought a meeting with the vice chancellor, but was denied. The infuriated couple created a ruckus in the administrative block and threatened to commit suicide in front of the Bhardwaj’s office in case their grievances were not listened to. Bhardwaj said Ritika had certain grievances and added that those would be sorted out soon. He said Ritika’s termination had been stayed by the high court so there was no question of her removal now. |

Youths lathicharged on varsity campus
Hisar, September 26 A group of youths had announced a few days ago that it would install the bust inside the campus without taking permission from the authorities. In view of the threat, the security personnel manning the entry gates were checking every vehicle. These youths managed to bring the bust in the market after a scuffle with securitymen. They tried to install the bust and wanted to affix a stone also. At this point, a police team led by a DSP and the City Magistrate reached there. When the youths refused to budge, the police resorted to a mild canecharge. Later, these youths went to teaching Block No. 5 where an examination was in progress. They snatched the answersheets from the examinees and then went to the vice-chancellor’s office and staged a dharna there. A large group of students also reached there and opposed the youths. The youths fled from the scene after the DSP asked them to show their identity cards. The vice-chancellor said legal action would be taken against the miscreants. The bust has been impounded by the authorities. |
Demand for separate SGPC justified: Mullana
Karnal, September 26 Haryana Pradesh Congress Committee president Phool Chand Mullana, who was here yesterday to muster support of the party cadre for the Panipat rally of AICC president Sonia Gandhi slated for October 2, minced no words in claiming that the Congress would win the Lok Sabha polls comfortably as the opposition was divided and the parties were mulling alliances. “Even if the opposition parties forge alliances to defeat the Congress, they will not succeed,” he claimed. Mullana said Gandhi Jayanti would be a red-letter day in the history of Haryana when Sonia Gandhi would give allotment letters to BPL families for ownership of 100 sq yards plots in Garh Sarnai village in Panipat district. All 241 eligible beneficiaries of the village would get the bonanza to start with and the scheme would be implemented in all other districts, he disclosed. Referring to the demand of state Sikhs for a separate SGPC, Mullana said the demand was justified. When his attention was drawn towards the recent outbursts of Karnal Congress MP Arvind Sharma, the HPCC chief said his case had already been referred to the disciplinary committee. |
Record generation at Yamunanagar plant
Yamunanagar, September 26 A spokesman for the HPGCL today said the highest plant load factor had also been achieved with no oil consumption, which indicated that the plant was totally stable and performed at optimum parameters, reducing the cost of power generation. He said the first 300 MW unit of the plant generated 68.4 lakh units of power at the plant load factor of 95.08 per cent and the second 300 MW unit of the plant produced 68 lakh units at the plant load factor of 94.53 per cent. The overall plant load factor achieved by the plant was 94.79 per cent, which was the highest since commissioning of the two units. The first unit of the plant was commissioned on April 14 and the second unit on June 24, he added. The two units of the thermal plant were built by the Reliance Energy Limited (REL). However, both the units would be handed over to the HPGCL after the completion of the performance guarantee test of the second unit. The performance guarantee test of the first unit had already been completed. As per the agreement, the Reliance Energy Limited had to hand over the first unit to the HPGCL on November 19, 2007, and the second unit on February 19, 2008, sources said. “The HPGCL management has decided to appreciate the efforts of the team concerned for which a special letter of appreciation will be given to the chief engineer of the thermal plant, Sushil Bansal,” the HPGCL official said. |
Repair roads on war footing, says minister
Gurgaon, September 26 At a press conference here, the minister said these roads needed immediate maintenance and widening along with the storm water and side drain facility. He added that Rs 92 crore would be spent by these departments during the next four months. He said he had taken a first-hand idea of the condition of roads today along with the officials concerned and the repairs required on the Pataudi and Basai roads for which Rs 5 crore had been sanctioned. He was critical of the fact that a few roads like Sohna Road, Madanpuri Road, Pratap Nagar Road and Sectors 4 and 7 roads, which had been laid last year, were in poor shape. He said the officials responsible for the substandard work would be held accountable. The minister said he had issued stringent instructions to complete all above road works without delay to minimise inconvenience to the public. |
Biologists seek revised pay scales
Sonepat, September 26 In a press note issued here yesterday, the secretary of the association, Dr Parmanand, said only 17 biologists/ biomedical scientists had been deployed for 2.35 crore population to control and vector surveillance of dengue, malaria, Japanese encephlitis, chikungunia, kala azar and other vector-borne diseases prevalent in the state. These biomedical scientists and biologists had been suffering since 1978, he said, adding that: “In the entire tenure of the service, we join and retire on the same pay scale.” He pointed out that biologists of the NVBDCP with same qualification and nature of job had better pay perks starting from Rs 8,000 promotional or time scale up to Rs 16,400, but Haryana biologists and biomedical scientists were put on one stagnant pay scale of Rs 6,500 to 10,500. |

Sonepat, September 26 A seven-member team of the administration, led by additional deputy commissioner Anita Yadav, has returned after surveying the Bihar village. It submitted its report regarding the damage caused by the floods to deputy commissioner Ajit Joshi here on Wednesday. Talking to mediapersons on the occasion, the deputy commissioner said a majority of the residents of this village, having 223 houses, belonged to the Scheduled Castes and the Backward Classes, and their population was 984. Of these houses, 123 were constructed between 10 and 20 years ago under the Indira Awas Yojna and a majority of these either did not have a roof or windows and doors, he said, adding that the remaining were katcha houses. “The administration plans to construct 100 new houses and reconstruct the 123 damaged houses,” he said. |

The exercise was in commemoration of World Heart Day. Responding to queries, Dr Vikas Chopra and other heart experts said heart-related ailments were more pronounced in urban belts than in rural areas. Dr Vikas Chopra said the number of people with heart-related ailments was alarming. He said saying no to smoking, regular heart check-ups from the age of 20, a low fat diet, regular physical exercise and limiting salt and alcohol intake were among the steps one should take to avoid such ailments. |
Girl crushed to death under school bus
Panipat, September 26 The girl, Monika Jain, was a student of class VII at Dr M.K.K. School and was just a few metres away from her house when the accident took place. After the girl met with the accident, a number of her neighbours and some passersby gathered there. Hearing a commotion outside his house, the girl’s father, Satish Jain, also came out of his house and immediately rushed his daughter to a nearby hospital. However, the girl was declared brought dead. According to the police, the school bus involved in the accident had been identified. |
