Teacher rapes 2 students

Faridabad, September 17
A teacher of Adarsh Vidyamandir High School located in Ballabhgarh has allegedly raped two students of the school after taking them to Govardhan in Uttar Pradesh.

Irked over the incident, parents of other students of the school and relatives of the victims gheraoed the school and indulged in violence on the school premises in protest against the school management. They alleged that the school management was trying to shield the culprit teacher identified as Gajendra. They later blocked the Mohana-Ballabhgarh road asking the management to produce the accused teacher.

The police has registered a case in this matter and a hunt to arrest the teacher, who is absconding, has been launched.

The management of the school, a private institute, said the accused had gone on leave from September 11 to 16. However, he had not yet reported for duty. He had sought leave saying that he has to appear for a job interview.

The victims had gone to appear for their ongoing semester Haryana board exams in Jain Vidya Mandir in Ballabhgarh on September 13. However, the duo did not return home, following which the matter was brought to the notice of the police.

The girls reportedly called up their relatives yesterday and said they had been held in detention in Govardhan. A police team was dispatched and they were brought here.

The girls alleged that the accused teacher, who teaches them Hindi, misled them and took them away to Govardhan, where he allegedly raped them. According to them, the teacher had fled the place. The girls further alleged that the teacher had been sexually exploiting them for the past more than a year. The teacher and the girls reside in Adarsh Nagar.

Havildar cremated with honours

Ambala, September 17
The mortal remains of Swarnjeet Singh (36), a havildar with 10 J&K Rifles, who died near the Deechnar post in Jammu and Kashmir on September 14 while fighting Pakistani intruders, were consigned to the flames in his native Panjokhra village near Ambala City today with full state honours.

A pall of gloom had descended on this village when the news about the havildar’s death was received two days ago.

Swarnjeet’s body was brought to the village this morning and was accompanied by jawans and officers.

Swarnjeet’s son Hasanpreet lit the pyre. Army and district police jawans fired several rounds into the air and reversed their arms as a mark of respect to the departed soul.

Hundreds of villagers, some of them from the adjoining villages, also attended the funeral. Besides Army officers, local politicians also paid tributes by placing wreaths on the body. Swarnjeet had joined the Army in 1992. His mother Jarnail Kaur said that she was proud of her son who laid down his life for the country.

Undeterred by the “aggressive posture” adopted by the SAD on the separate SGPC issue, Haryana Sikh Gurdwara Parbandhak Committee (ad hoc) president Jagdish Singh Jinda today claimed that a number of Sikhs were volunteering for “shaheedi” (making any sacrifice) for the cause and their names would be revealed at an appropriate time.

The HSGPC has adopted a two-pronged strategy to reach out to the Sikh community in the state and enlist volunteers ready to make any sacrifice for the cause.

The 30-day ultimatum served by the HSGPC on the state government and the SGPC for constituting a separate SGPC will expire on October 6 and it is in the process of finalising the names of leaders from all districts of the state for constituting a 45-member committee on the issue.

He said block-level activists of the HSGPC were going from village to village in each district to express gratitude for their overwhelming response to the September 7 “virodh rally” and also creating awareness among the community about the “genuineness of their demand”.

The response of Sikhs was very encouraging and a number of people were coming forward for “shaheedi”, he said, adding that these persons would be presented before the media at an appropriate time. Refusing to divulge more about their plans, he said everything would be known in the first week of October, “but we are firm on our demand”.

The Haryana SAD had dared the HSGPC to go ahead with its threat to forcibly take control of the management of the gurdwaras in the state.

30,000 take dip during Phalgu mela

As many as 30,000 pilgrims had a dip in the holy tank on the third day of the Phalgu mela, 25 km from here, today. A large number of pilgrims offered pind dan to their ancestors.

Deputy commissioner Vikas Gupta reviewed the mela arrangements and informed mediapersons that the administration had got insured 10 lakh pilgrims and the oriental insurance company would pay a compensation of Rs 1 lakh to the kin of accident victims within a radius of 2 km of the mela area .

Two temporary bus stands and five other spacious parkings had been set up for the convenience of passengers. A temporary hospital had been set up in which as many as 40 doctors would perform duty in rotation.

Besides, eight health posts and one ayurvedic hospital had been set up.

Nine ambulances, 21 pharmacists and 77 other health workers would remain deployed in the area to provide health services to the pilgrims. Gupta said five fire tenders would be available to meet any eventuality and six big generators had been kept ready for power backup.

Legislative Bodies’ Conference
400 delegates likely to take part

Raghuvir Singh Kadian, Speaker of the Haryana Vidhan Sabha, today said it was for the first time that Haryana had got the privilege of hosting a conference of presiding officers and secretaries of legislative bodies in the country from September 20 to 24.

Kadian, who was addressing a press conference here, said such conferences provided a forum to presiding officers of the legislature all over the country to discuss matters relating to parliamentary practices and procedures, thereby strengthening democracy in the country.

Kadian said Haryana Chief Minister Bhupinder Singh Hooda had agreed to host the conference and he had received help from his counterpart in Punjab. Teams from the Lok Sabha Secretariat had also visited Chandigarh to review the arrangements. On September 24, post-conference, a tour to Kurukshetra would also be organised.

He said about 400 delegates would participate in this conference. Exhibitions by the Lok Sabha Secretariat and the director, information and public relations, Haryana, would be organised on the Vidhan Sabha premises.

Kadian said the secretaries’ conference would be held in the conference room, Haryana Niwas, while the presiding officers’ conference and symposium would be held in the chamber of the Vidhan Sabha.

The secretaries’ conference would begin on September 20 with discussion on the anti-defection law and right to information among others.

He said at the two-day presiding officers’ conference on September 21 and 22, the topics: “Time management in House and code of conduct for members - Need to strengthen public faith in democratic institutions; and Terrorism — A threat to national unity and the role of legislatures in this regard, would be discussed. On September 23, the Haryana Chief Minister would inaugurate the symposium on “Anti defection law - Need to review”. In this symposium, presiding officers, MPs and MLAs from Haryana would also participate, he added.

Mealy bug: HAU experts find answer

Entomologists at Haryana Agricultural University claim that they have found a natural way of controlling the mealy bug, a serious pest which played havoc with the cotton crop this year.

They claim to have identified two insects which kill the mealy bug. Significantly, these insects can be reared and multiplied in the laboratory to be set free in cotton fields to check the population of the deadly insect.

HAU director of research B.S. Chillar said here yesterday that entomologists Pala Ram and R.K. Saini had found two parasites during surveys of the cotton crop in the state during August and early September which were treating the mealy bug in turn as a parasite. They had reported that the parasites were widespread in the cotton belt of the state.

Field monitoring and laboratory rearing of the pest further indicated that the parasites killed on an average 47 per cent mealy bugs, which was quite significant. He claimed that this was the first report of a pest treating the mealy bug as a parasite. He added that during the next few weeks, the killing of mealy bugs by these insects was likely to increase and thus the mealy bug might not be able to multiply fast and invade new plants.

These parasites attacked the mealy bug present not only on cotton crop but on other host plants also, notably congress grass. The attacked mealy bugs transformed into mummies and turned dark brown. Such mummies could be easily recognised on the plant, he said.

Chillar said the surveys further showed that unlike the previous year, the damage by the mealy bug in fields was not so high this year. No patches of dried cotton plants were found by the survey team.

Power supply to the whole district was shutdown about 8 pm by the electricity department, following the beating up of the SDO and other employees of the local substation by residents of several villages in Bilaspur town, 17 km from here, today.

Besides urban and rural areas, the electricity department has stopped supply to many important places, including the Civil Hospital and senior police and administrative officials’ residences.

The tension surfaced in the morning when residents of several villages, including Dariapur, Bastiya Wala and Dharmkot, which get supply from Basatiyawala feeder, aggrieved at unscheduled power cuts, which have been extended to over 14 hours, blocked traffic on the Bilaspur-Jagadhari state highway for nearly seven hours by parking their vehicles on the highway.

Later, they gheraoed the substation in the town in protest against power cuts in their area and indifferent attitude of the officers towards their demands.

However, the situation aggravated when the villagers asked SDO R.J. Verma to come out of the substation and hear to their problems. As the SDO came out, he was allegedly beaten by villagers and his clothes were also torn off. He was later admitted to the Civil Hospital, Jagadhari.

In retaliation, employees of the electricity department first stopped power supply to 28 villages, following which the villagers allegedly pelted employees with stones in which an employee, Pritam, sustained injuries. Later, they stopped the power supply to the entire district.

The Haryana State Electricity Board (HSEB) union has demanded that all villagers, whose names were submitted to the police, should be arrested otherwise they would not restore the power supply to the district.

XEN T.K. Mahajan while confirming the development said the power supply to the district had been disconnected by the employees as their demand to arrest the accused villagers was not met yet. They had been holding meetings with the employees to sort out the issue and restore the power, he added. A large number of police personnel had been deployed in the town to maintain law and order.

SSP C.S. Rao said they had registered a case against the protesters and the issue was likely to be sorted out soon.

Roll back LPG price hike: Bishnoi

Supremo of the Haryana Janhit Congress Kuldeep Bishnoi today demanded a rollback in the hike of oil and LPG prices in the country, stating that the prices had come down in the international market.

Addressing a public rally organised in Wazirpur in Badshahpur Assembly segment as part of his party’s preparations for the next Lok Sabha elections, Bishnoi said prices of oil witnessed a 40 per cent decline in the international market, so the UPA government should also lower rates of petrol, diesel, LPG and kerosene hiked by it accordingly.

He lashed out at the UPA government for not acting in the public interest as it always maintained that rise in international prices necessitated hike in the prices of these items.

Bishnoi decried the reported statement of union minister Murli Deora that rollback was not feasible in view of devaluation of rupee.

Terming the statement as misleading, he argued that the government had huge foreign exchange reserves and any loss due to rollback could be balanced by using these reserves in the larger public interest.

He also took the state government to task for not restoring supply of kerosene to ration cardholders through public distribution system. He termed the government step as anti-poor as most of the cardholders were poor and could not afford other fuels for cooking and other household purposes.

He asked the union government to cancel all SEZs, which had been evading taxes in spite of enjoying various tax exemptions and other incentives. He based his demand on the report of a government-sponsored survey of 27 SEZs operative in the country.

The report, as per Bishnoi, showed that 90 per cent of them were not fulfilling the government norms, including tax evasion.

CBI inspects Chautala’s property records

A CBI team reached here today in connection with the investigations into the disproportionate assets case against former Chief Minister Om Parkash Chautala.

The team led by additional superintendent of police Jagroop Singh reportedly inspected revenue records pertaining to some properties in the e-Disha centre near the local mini-secretariat. The CBI team refused to talk to mediapersons.

Sources, however, said the CBI team would stay in Sirsa for the next few days. The team would record statements of some officials attached to the revenue department besides inspecting the revenue records of property deals made by the Chautala family, they added.

Earlier, the CBI had raided several places in May 2006 after it had registered a disproportionate assets case against Chautala and some others during the period from July 1999 to March 2005.

The CBI sleuths had also obtained documents pertaining to sale deeds of properties purchased by the Chautalas and others during this period on their visit in April 2007.

Malik and Yadav submitted their replies to Anu Shukla, professor and chairperson of the English department, who is heading the inquiry panel that comprises Sultan Singh, a professor, and Vikram Singh, a reader.

Confirming the receipt of replies, Shukla said she had not gone into the details, as the replies were received by her at the end of the working hours.

A meeting of the panel was held in the afternoon today but no headway could be made, as the replies of the two teachers had not reached by then.

According to sources, the two teachers had reiterated their earlier stand in their respective replies.

Denying the allegations of Bajwa, they had raised several other questions, which, if true, pointed towards the morbid state of affairs on the university campus.

Meanwhile, Bajwa today alleged that his name was being unnecessarily dragged by the security staff with Sanjay Bhadu, who was arrested by the police from the campus some days ago for eve teasing.

He said Bhadu never visited him and might have been misusing his name at the entry point for gaining entry into the campus.

A Mumbai police team today conducted investigations into the case relating to the death of a Sikh youth allegedly in firing by a security guard of Dera Sacha Sauda chief Gurmeet Ram Rahim Singh in a Mumbai mall on June 30.

The Mulund police station team, led by Inspector Anil Pople, gathered information about the weapons of the security guards of the dera chief. The Mumbai police team had earlier come to Sirsa on July 17 when it went into the records related to licences and weapons issued to dera followers. — UNI

Environmental clearance for Jhajjar plant

The expert committee of the ministry of environment and forests (MOEF) has accorded environmental clearance for the proposed 1320 MW mega thermal power project in Jhajjar on the basis of supercritical technology. This has paved the way for the establishment of such projects in the state with supercritical technology.

The supercritical technology projects involve generation of steam at high temperature and pressure leading to higher efficiency levels in generation of electricity. Higher efficiency will decrease the cost of generation in the long run.

A spokesman for the Haryana Power Generation Corporation Limited here today said senior officers of the MOEF, in a meeting with the HPGCL, discussed the issue in detail and agreed with the proposal. He said the proposed project to be set up by CLP Power would be the first project of its kind in the northern region.

Recently, union power secretary Anil Razdan had also emphasised the need for setting up of projects with supercritical technology in the country. Supercritical design boilers were environment friendly and used less coal to generate the same amount of electricity.

The 1320 MW Jhajjar project would have two units of 660 MW each. The first unit of the project was expected to be commissioned by December 2011 and the second unit by April 2012. The state would get more than 300 lakh units of electricity daily after commissioning of these units, he added.

BPL families to get Rs 35,000 for house construction

Below the poverty line (BPL) houseless families in Haryana will get Rs 35,000 per family under the Indira Awas Yojna for constructing a house provided they owned a minimum 50 square yard plot.

Disclosing this here today, an official spokesman said the beneficiaries would be identified by the Gram Sabha to ensure that only deserving persons were selected and the process was transparent.

He said under the scheme 227 houses had been constructed in Karnal district at a cost of Rs 79.45 lakh this year against a target of 828.

Two labourers die in sewer hole

Bahadurgarh (Jhajjar), September 17
Two labourers lost their lives when they went down a sewer hole to lift a pipe in the Modern Industrial Estate (MIE) area here yesterday .

The deceased have been identified as Sonu and Raghubir of Bulandshahar in UP. According to information, the incident took place when Sonu and Raghubir were cleaning a septic tank by draining out its water to the sewer hole through a pipe.

Suddenly, the pipe fell down in the hole and when they entered to lift it, they inhaled toxic gas and fell unconscious.

Sensing trouble, workers of the nearby factories raised an alarm but no one dared to pull them out. Both died in the hole. Later, the police rushed to the spot and pulled out the bodies with the help of a JCB.

Meanwhile, in another incident a woman was killed and her husband sustained serious injuries in a road accident on the Jhajjar-Bahadurgarh road near Dulhera village here today.

The deceased has been identified as Sonu, resident of Sonepat district.

The incident took place when Girish and his wife Sonu were on their way to Sonepat from Jhajjar in their car. When they reached near Dulhera village, the car reportedly collided with a truck parked on the road. The car overturned and Sonu reportedly died on the spot.

The district police claims to have cracked four robbery cases, in which miscreants had looted around Rs 60 lakh, including Rs 36.86 lakh robbery that took place outside Panipat refinery. Three persons have been arrested in this regard.

SP M.S. Sheoran said one of the robbery victims had provided the police with vital clues on the basis of which the three persons were nabbed.

The three arrested have been identified as Satbir, son of Sewa Ram and a resident of Kedhi village, Ved Prakash, son of Keshav Ram and a resident of Dhandhedra village, and Dilbagh, son of Ramesh and a resident of Sikandrapur village in the district. The police also recovered two pistols, four live cartridges and two empty shells from their possession.

The SP said the three were nabbed by the CIA staff during a special operation that was carried out near Ajijulapur drain. The trio revealed that they along with two of their accomplices had robbed two persons of Rs 5 lakh on March 20 in Sector 11 of the city.

On May 10, they killed an accountant working with one of the companies associated with the Panipat Indian Oil Corporation and had looted Rs 36.86 lakh from his possession.

They were produced before a local court here yesterday, which send them in police remand for seven days.

District and Sessions Judge R.C. Bansal here today sentenced three persons to life imprisonment for allegedly burning Suman (22), wife of Gurdeep Singh, to death on May 18, 2007.

The convicted accused comprised Suman’s husband Gurdeep Singh, brother-in-law Gurmeet Singh and Gurmeet’s wife Bala Devi, all residents of Dhurala village. A fine of Rs 5,000 each has also been imposed on them and in case of default of payment of fine, they will have to further undergo a three-month rigorous imprisonment.

It was stated in the judgment that the period already spent in jail by the convicts during investigation and trial should be set off. However, the convicts have not paid the fine.

Suman in a statement given before her death had alleged that on May 18, 2007, a dispute took place between her and her husband, following which the trio set her ablaze after sprinkling kerosene on her.

1 more held with fake currency

The police yesterday arrested another person in connection with the fake currency racket. Dinesh, a resident of Jind, was held with five fake currency notes of Rs 500 denomination each. He told the police that some more such currency notes were lying at his Jind residence.

Earlier, the police had arrested four youths - Bharat Bhushan, Mahipal, Vishal and Parmod - all residents of Jind, who had confessed to have circulated fake currency over Rs 10 lakh in the market.

The youths had informed the police that they brought these currency notes from Surender, son of Mahaveer, who runs a hardware shop in Kathmandu in Nepal.

In another incident, the police nabbed a farmer, Om Parkash, while he was trying to circulate a fake note of Rs 500 denomination in the local Bhadra Bazar.

The farmer, who was found innocent by the police, said he sold his bajra crop for Rs 2,500 in a Rajasthan village and received the money from there.
