Shimla, September 14 He was interacting with the office-bearers of Karnataka- Bangalore Himachal Pradesh Association who called on him under the leadership of its chairman-cum-president Prabhat Chaudhary at Bangalore
today. Dhumal said the Himachal Bhawan complexes constructed in New Delhi and Chandigarh were serving well a large number of Himachalis and people from adjoining states who visited the cities for getting treatment in hospitals and other purposes. A similar complex at Bangalore would enable Himachalis residing in the city a suitable place to celebrate festivals and give boost to social
activities. He said all-out efforts would be made to see that Himachalis got best cooperation from the local government and advised the Himachalis to act as goodwill ambassadors of the state to help in the preservation and promotion of their
culture. Prabhat Chaudhary urged the Chief Minister to accord top priority to construction of a Himachal Bhawan in Bangalore for the convenience of a large number of Himachali people, working in south India. The bhawan would also be a good facility for a large number of students from the northern states who were undertaking their studies in various professional colleges.
The association contributed Rs 50,000 towards the Chief Minister's Relief Fund. |

Education dept notifies 16 new posts
Nurpur, September 14 The sanctioning of these much-awaited posts have paved the way to introduce science and commerce faculty in the forthcoming session. It is pertinent to mention that the previous government had also issued notification in August last year for 27 teaching and 22 non-teaching staff of this college but not even a single post was filled. In fact, these posts were de-notified by the present government after coming into power. Local MLA Rakesh Pathania thanked Chief Minister Prem Kumar Dhumal for sanctioning the posts for the college. Meanwhile, the state Congress general secretary Ajay Mahajan, who had contested the assembly election from this constituency, had termed the new notification a mockery and said the previous government had given a nod to 49 posts which was reduced to mere 16 by the present government. |

State sounds security alert
Shimla, September 14 Directions have been issued to the superintendents of police, DIGs and all others directly connected with the maintenance of law and order to keep a strict vigil on all the crowded areas like market places, religious shrines, tourist spots, railway stations, bus stands which could be targeted by the terrorist outfit. They have been also asked to sensitise the people with all the means at their command regarding the use of dustbins, two-wheelers and other things for planting bombs. The people should be advised to keep away from abandoned, unclaimed and suspicious looking things and inform the police about such items without delay. The security forces have also been asked to keep a watch on strangers and suspicious persons. Security checking has been intensified at the entry points to the state. Sniffer dog squads and bomb disposal teams have also been activated for any exigency. Himachal has largely remained free from terrorist acts particularly bomb blasts but the government is not taking any chances. |

Integrated irrigation scheme for Balh valley
Shimla, September 14 The Rs 62-crore Balh valley (left bank) Medium Irrigation Project, to be implemented in Mandi district, will also give a fillip to the private sector participation in the field of irrigation. It will be for the first time in the state that the entire project right from survey, investigation, planning, designing, preparation of a detailed project report, execution and operation will be carried out by private company. Global bids for expression of interest have already been invited and five shortlisted companies have been asked to submit their proposals by October 15. The firms have been given freedom to propose the latest technology being adopted elsewhere in the country and abroad to design an irrigation system which is most suitable for the culturable land in the valley. Unlike past, the company awarded the contract will provide water right down to the ‘chuks’ and tie up with the agriculture department and beneficiary farmers to install sprinkler irrigation system for optimum utilisation of water. The company will be required to operate the system for a period of five years to ensure that the project actually achieves the designed potential. In the past, the designed potential has not been attained and the scheme had not bee made fully operational. The scheme envisages providing irrigation facilities to 67 villages in the Balh valley mainly on the left bank of Suketi Khud to bring 2,175 hectare under command by surface water and 605 hectare by ground water. The maximum water requirement for the area to be irrigated through surface water is 30 cusecs out of which 29 cusecs will be drawn from the BBMB Hydel Channel. The average drawl will be 14.75 cusecs as per the agreement between the BBMB and the state and one cusec water will be tapped from other sources. For the area proposed through underground water, 18 number tube wells at different locations are to be drilled. Intake works have been proposed to withdraw surface water from the BBMB Hydel Channel from Sundernagar close to the balancing reservoir. Out of the total commence area, 1,867 hectare will be on the left bank and 913 hectare on the right bank of Suketi Khad. The shortlisted companies are Unity Infra Projects, Unipro Techno Infrastructure, Subhash Projects and Marketing, M/S Jain Irrigation Systems and Ramky Infrastructure. |

BJP leader blames UPA for blasts
Shimla, September
14 He said at a time when stringent action was required to check such subversive activities, the UPA government chose to repeat the POTA which only encouraged the terrorists. If that was not enough, the constituent parties of the UPA were opposing ban on militant outfits like SIMI against which enough evidence was available.
The BJP leader alleged that the country was made to pay a heavy price for the vote-bank policies being pursued by the UPA to secure the support of minorities. The Centre failed to take any effective preventive steps even though Gujarat Chief Minister Narinder Modi had informed the top leaders at Delhi regarding the plans of the Indian Mujahideen to target the national capital. |

Shimla, September 14 Maximum temperature fell in Shimla, Sundernagar, Dharamsala and Shimla as mild rainfall lashed the region. Shimla received 0.5 mm rain, while Dharamsala recorded 7.6 mm rain. Preserve cultural heritage, says Speaker
Chamba, September 14 The Speaker said the museum was one of the oldest museums of the country which was set up by Raja Bhuri Singh (1904-1919), the ruler of Chamba state. The speaker also emphasised the need to promote Hindi not only as the national language, but also as official language, so that people could feel comfortable while speaking, writing and also interacting with each other across the country. Chamba, a repository of cultural heritage, has plenty to offer to the art history of the country. Dr. J.Ph. Vogel, superintendent, archaeological survey, northern circle, had made extensive exploration of the area from AD 1902 to 1905 and collected large number of inscriptions engraved on both metal and stone. These inscriptions had great significance in the history of the region. Vogel enlightened Raja Bhuri Singh, the ruler of erstwhile Chamba state, about the importance of this cultural and art heritage, which was endangered and becoming extinct without shelter and preservation. Raja Bhuri Singh took keen interest in this epigraphic collection and other relics of the past and transferred them in one of the public buildings suitably located by the side of Chaugan. Raja Bhuri Singh also gifted his inherited art collection to this museum and J. Ph. Vogel imparted his invaluable services for setting up this museum. The objects displayed in the museum are related to art, craft and culture of the Chamba state. These relics stand as an eloquent testimony to the life of past. At present, the museum possesses more than 5,350 objects related to art, archaeology, craft and cultural anthropology, especially those related to Chamba. However, the art objects of the other parts are also displayed. The museum-complex also has a reference library, a seminar hall and an exhibition hall. |

Non-gazetted staff to hold rally
Shimla, September 14 The chairman of the body headed by Surinder Thakur claimed that his organisation had conducted elections right from the grassroots-level units to the apex body and it enjoyed the confidence of the majority of employees. He said various bodies, which had no standing, were falsely claiming to be the genuine representative of the employees. To settle the matter once and for all his organisation had decided to have a “show of strength” by organising a rally in which all the elected officer-bearers would participate. The objective was to unite the employees under the banner of the federation headed by him. He said so far the government had not accorded recognition to any of the bodies but he would approach Chief Minister P.K. Dhumal with a charter of demands to be finalised after the rally. The main issue concerned the Sixth Pay Commission report which would certainly influence the Punjab Pay Commission which the hill state was bound to follow. The federation was demanding raising the age of superannuation from 58 to 60 years on the pattern of the Centre. |

Youth found with injuries
Nahan, September 14 The 35-year-old unidentified youth was rushed to the Rajgarh subdivisional hospital by the villagers who informed the police about the incident. The condition of the youth is stated to be
critical. Eyewitnesses said the youth had deep and grievous injuries of sharp-edged weapon on the throat, behind the head and on the eyes. It seemed that somebody had thrown him in the bushes after slitting his throat and presuming him dead, added the eyewitnesses who brought him to the hospital. Some of the wounds had dried up which indicated that he must have been assaulted hours before he was noticed by the villagers.
Doctors attending to him said the youth uttered words such as ‘Auch Ghat’ (a place near Solan) once or twice. |

Chamba, September 14 President of the union Arjun Singh Charak said here today the state government had already directed the hydropower enterprises to pay the salaries and wages to its employees and workers on the basis of the increased
rates. But the enterprises executing the Budhil hydroelectric project were not complying with the directives of the government and their payments were still pending, the union president
alleged. He urged the project management to include the arrears and wages of its employees in their ensuing month’s salaries. |

Drive to check misuse of LPG cylinders
Nurpur, September
14 Similarly, a team led by the SDM Jawali conducted raids in Jawali subdivision and seized 16 LPG domestic refills from dhabas and tea vendors. The team also fined a number of shopkeepers for using banned polythene bags and recovered a penalty for Rs 3,500. Meanwhile, the regional manager (sales) Sunil Thakur also conducted raids to check misuse of domestic refills in private vehicles and confiscated four refills from taxis at Nurpur. |

Rs 44 crore for roads in Sirmour district
Nahan, September 14 He said the state government was trying its level best to spend maximum funds for the development of rural areas.
He said drinking water facilities would be provided to each revenue village and hand pumps would be installed. Besides irrigation facilities would also be provided at a cost of Rs 28.35
crore. He urged the residents of villages to plant medicinal plants and under a scheme 92,468 saplings had been planted in Sirmour

Experts for regional influences in languages
Shimla, September 14 Director of the workshop Prof Manjit Inder Singh Talib from the Punjabi University, underlined the fact that the Punjabi language had three different regional influences. The languages in Doaba, Manjh and Malwa had discernible differences and as such it was not always easy to convey the exact sense of a word. Experts had to deliberate to arrive at the correct word. Coordinator of the workshop Deepak Manmohan Singh, who also heads the Punjabi wing of the National Sahitya Academy, said 20 selected short stories were being translated in the workshop. The translated stories would be published in the form of a book. Dr Sukrit Pal from Delhi University was the resource person and Jaswinder Singh from Punjabi University was the Punjabi expert at the workshop sponsored by the National Sahitya Academy. |
