Rohtak, September 14 The Chief Minister disclosed this while addressing a gathering at an incentive-distribution function to top-quality Murrah buffalo owners at Chhotu Ram Stadium here today. Hooda asserted that the state government would soon implement a policy to export top-quality Murrah buffaloes. “Livestock may be one of the best sources of income for the farmers of the state due to decreasing landholdings,” he said, adding that there was a great demand for Murrah breed buffaloes throughout the world. The Chief Minister said with a view to improving the Murrah breed, the government had already sent a project to the Centre for approval. On this occasion, Hooda also announced to increase the incentive price money being given to the best Murrah breed buffalo owners. He said an amount of Rs 5,000, Rs 10,000 and Rs 15,000 would be given to the owners of Murrah buffaloes yielding milk between 11 to 15 kg, 15 to 20 kg and above 20 kg, respectively. He said the government had decided to give a cash reward of Rs 51,000 to the owner of best Murrah buffalo of the state, whereas an amount of Rs 1,00,000 would be given to the owner of the best buffalo-bull. Hooda also announced a cash reward of Rs 51,000 for the best “desi” cow in the state. The Chief Minister said it was a matter of pride that Haryana was at the number one position in milk production in the country. He announced that a veterinary dispensary would be set up at gaushalas having more than 2,000 cows. Similarly, a veterinary hospital would be set up at gaushalas having more than 3,000 cows. For this, the gaushalas would be given a rebate in the electricity bill, he added. The Chief Minister gave away cheques (incentive money) for Rs 4.72 crore to Murrah buffalo owners from various parts of the state. Earlier, the CM also inspected an exhibition of Murrah breed buffaloes. |
No plan to quit Cong: Karnal MP

Karnal, September 14 When asked about his future strategy if denied the party ticket, Sharma said it was a hypothetical question. He also parried questions about his joining the BSP or any other party. He said it was too early to make any comment on this issue. Still hopeful of getting the party ticket, he said his ticket would not be decided by the state leaders, but directly by AICC president Sonia Gandhi. However, he cautioned that denial of the Congress ticket to him would seal the fate of his party in the region. When pointed out that power supply situation was much better in Rohtak area as compared to Karnal and Panipat, he said it was another example of discrimination against his area. He demanded that recruitment in various departments should be evenly distributed in all districts, adding that five per cent jobs should go to each district. However, this was not happening, he said. “If the present government also encourages nepotism, how is it different from governments run by Chautala and Bhajan Lal,” he questioned. Making a strong plea for providing yellow and pink ration cards to all below poverty line (BPL) families, Sharma said these families should get all facilities they were entitled to. Party seeks action against him
Chandigarh, September 14 Sources said the HPCC had made out a case against the Karnal MP complete with all his statements against the government and its working which appeared in the media in the recent past. Clippings of various newspaper reports had been sent as evidence to Haryana in charge and Congress general secretary Margret Alva for perusal. Alva confirmed that she had been seized of the matter and that she had received a formal report of the same from the HPCC. “Since the HPCC or I as in charge cannot take any action against Sharma, I have forwarded the report to the Disciplinary Committee, which will take up the issue at its meeting,” she said. Sharma has been harbouring a grudge ever since Phool Chand Mullana was made the party president and the former’s arch rival, Kuldeep Sharma, was made the working president of the state unit. Sore with this development, he had been hobnobbing with the Bahujan Samaj Party (BSP) while formally still being in the Congress. Ever since the trust vote at the Centre in the last week of July when his disillusionment became more pronounced and public, Sharma, after showering praise on the BSP supremo had weaselled back to the Congress on the D-day. |

Erring cable operators to face the music
Jhajjar, September 14 A circular in this regard has recently been sent to all district magistrates in the state by the office of the financial commissioner and principal secretary, Haryana home department. A significant number of cable operators, especially in rural and suburban areas, has persistently been operating the cable network system in violation of the Indian Telegraph Act - 1885. Interestingly, these cable operators are also broadcasting their own programmes, including news, current affairs and advertisement, without a licence. According to the Indian Telegraph Act, a cable operator is entitled to broadcast his/her programmes only when he/she gets a licence from the telegraph office under Section 4 of the said Act after fulfilling the formalities and submitting the prescribed fee. However, in Haryana, a large section of the cable operators has been flouting the rules by not obtaining a licence to save the fee required for the purpose. According to the rules, cable operators have to get their licences renewed annually. However, it has been seen that some of them do not get their licences renewed. These erring cable operators not only cause a financial loss to the department concerned but also pose a threat to licensed cable operators by cutting their monthly rent due to stiff competition in this field. It was for this reason that the Satellite TV Channel Association urged the state government to initiate action against the erring cable operators. Sources said the state government had directed the district magistrates to ensure that cable operators violating the Act were dealt with as per the provisions of the law. “A drive has been launched following directions from the authorities concerned and cable operators found violating the rules will be punished,” said Nitin Yadav, Jhajjar deputy commissioner. |
Lax security in Panipat

Panipat, September 14 No special measures have been taken so far to prevent any untoward incident in the city, which is considered to be a sensitive area after the Samjauta Express blasts two years ago. Several vulnerable points in the district today remained without any security cover. Neither any security guards nor any surveillance equipment could be seen at the local railway station, bus stand and crowded markets of the city. According to sources, no additional forces have been deputed in the city and the law and order situation is being taken care by the routine staffers. Religious places are also without any security. The sources said due to its proximity to the national capital, Panipat had always been on the radar of anti-national activists. There had been reports of foreign intelligence agencies being active in the city, the sources added. However, the police department, railway police and the CISF maintained that appropriate measures had been taken and security personnel had been put on vigil at various places. Senior officials of the armed forces said as of now there were no threat perceptions. They said the security personnel were doing their job and the law and order would be maintained at any cost. |
Fake currency racket unearthed
Sirsa, September 14 The police has so far arrested four persons, all residents of Jind, and recovered fake currency worth Rs 30,000 from their possession. It is interrogating the youths and planning to go to Nepal to raid the hideouts of the kingpin there. The police had arrested a youth, Bharat Bhushan, from the bus stand in Sirsa two days ago with two fake notes. Later, the police raided his residence in Jind and recovered five more notes from there. On the basis of information received from him, the police yesterday arrested another youth, Mahipal from Jind, and recovered 24 currency notes of Rs 500 denomination from his possession. Mahipal’s interrogation led the police to two other youths, Vishal and Pramod, residents of Jind, and recovered six and 20 notes of Rs 500 denomination, respectively, from their possession. SHO Ajay Sharma said the youths had confessed to have circulated over Rs 3 lakh in the market so far. |
Screening Test for HIV

Rohtak, September 14 “Estimation of the ADA has been validated as a sensitive test to diagnose TB in HIV-positive patients,” said Dr Veena Singh Ghalaut, head, department of biochemistry at the PGIMS, while talking to The Tribune here today. The biochemistry specialist asserted that the ADA estimation was a simple and economical test, adding that it was quite significant for our country, which had the second-highest number of HIV-positive cases after South Africa. “The HIV-positive patients are immune deficient; and hence TB has high prevalence rate in them,” she explained. At a recent national conference at Indore, Dr Veena Singh delivered a special lecture on the ADA and its clinical implication(s), besides chairing the award paper session. She has also been selected for the Best Citizen of India Award-2008 by International Publishing House for her significant contribution to the field of biochemistry. “In a way, the AIDS epidemic has reminded us of the importance of identifying and treating TB among the HIV-positive cases,” observed the medical expert, adding that the ADA estimation was advisable as a screening test for early diagnosis of TB in HIV-positive patients. “We have got more than 3,000 HIV-positive patients at the PGIMS; we will start the ADA estimation in such patients to diagnose TB soon,” she disclosed. Dr Veena Singh revealed that a drug-monitoring lab and a polymerase chain reaction (PCR) lab had recently been set up at the department. |
Cong tries to derive political mileage

Faridabad, September 14 Hard-pressed for satisfactory answers to issues like inflation, Congress leaders in Haryana have now laced the issue of their party showing concern for states ruled by opposing political parties with that of successful nuclear deal in their ongoing political campaign. Spokesperson for the Haryana Congress Khazan Singh said the only Congress government in northern India headed by Hooda was the first state government to come forward to announce moral and material help to Bihar. He said Hooda once again reaffirmed that the Congress was a national party in the true sense. The president of the district unit of the party, Dr Harinderpal Singh, lauded the Chief Minister on similar grounds. He asserted that the Congress government in Haryana had extended a helping hand to people of Bihar as a gesture of solidarity rising above regionalism and linguistic factors. However, there was no doubt that it would also help the Congress, as the Haryana Chief Minister was the first to announce financial help. In fact, Congress leaders had already made it a talking point in their political campaign. |

Continues tirade against govt
Karnal, September 14 Addressing party workers here, he reiterated that he was being constantly ignored and humiliated by the Chief Minister and had no say in his own party’s government. Expressing helplessness in getting works of his constituency done at the government level, he said: “I can only take up the demands and grievances of the people with the government but have no authority to accept the demands.” There were rumours that he might be denied the Congress ticket but any such misadventure would cost heavily to the party. Cautious of the fact that his image took a beating during the vote of confidence by the UPA government due to his wavering stand, the MP swore by his parents that he did not make any bargain on the issue. “I was in dilemma regarding the exercise of my vote but my mother’s last minute advice to vote for the party on whose ticket I was elected cleared the mist and I stood with the party in the hour of need,” he revealed. |

Legislative bodies’ conference from Sept 20
Chandigarh, September 14 Speaker of the Haryana Vidhan Sabha Raghubir Singh Kadian said the secretaries’ conference would be held on September 20 and the presiding officers’ conference on September 21 and 22. A symposium on “Anti-defection law - Need for review” would be held on September 23. This would be inaugurated by Haryana Chief Minister Bhupinder Singh Hooda. On September 24, a post-conference tour would be organised. He said an exhibition would be set up at the conference venue during the conference period by the Lok Sabha secretariat in collaboration with the DAVP (exhibition division). A sale counter each would also be set up by the Lok Sabha and Rajya Sabha secretariats at the conference venue for sale of publications and souvenir articles to delegates. Lok Sabha speaker Somnath Chatterjee would address a press conference on September 23. |
Surjewala for cut in farm loan interest
Kaithal, September 14 This was stated by minister for power, water supply and sanitation Randeep Singh Surjewala people after laying foundation stone of Rs 75 lakh canal-based water supply scheme in Kutabpur village here today. Surjewala said after the completion of this water supply project, 80,000 litres of water would be available to residents of this village. Conceding to the demands of the villagers, the minister announced to start a number of development works at a cost of Rs 33. 57 lakh. He said concrete roads would be constructed in the village and Harijan Chaupal would be repaired at a cost of Rs 3 lakh. The minister accompanied by local MLA and veteran Congress leader S.S. Surjewala. |
HPSC member faces ire of Dabwali fire-hit
Sirsa, September 14 Sooraj Jindal, a local industrialist, had invited Bidlan to felicitate him on his appointment as a member of the HPSC. Bidlan, a former IAS officer, was the deputy commissioner of Sirsa, when a fire devoured 442 people during the annual function of a Dabwali school on December 23, 1995. The families of the fire victims held him responsible for pending case of compensation before the court. Over twenty-four family members of the fire victims assembled at the Bathinda Chowk of the town, holding black flags in their hands. They uprooted a hoarding installed at the chowk to welcome Bidlan and then showed black flags to him in the rest house, where he was staying. |
HJC rules out poll pact
Chaaysa (Faridabad), September 14 He said he had not spoken to any party regarding a poll pact and if any party or person was making a statement to the contrary, it was not his fault. Bishnoi said he had already held meetings in 57 Assembly segments of the state and would cover the remaining by November. Addressing a public meeting organised by the president of the district unit of the HJC, Tekchand Sharma, he said the Congress leadership had betrayed his father and former Chief Minister Bhajan Lal by not making him the Chief Minister after the Congress won the last Assembly elections under his leadership. He said the Hooda-led government had failed miserably and the public was facing hardship on account of inflation. |
2 killed over land dispute
Jind, September 14 Some other family members, including two women, were injured in the assault. The incident took place when Nanu Ram and his family members were harvesting the bajra crop. Suddenly a group of persons, armed with sticks and a revolver, allegedly attacked them after an altercation over the ownership of the land. The attack resulted in the death of Nanu Ram and his nephew Pawan while other family members were injured. According to Satpal, son of Nanu Ram, his father had leased one acre of farmland to Sardara family some years ago and was asking him to vacate the land, but the latter refused to oblige. He said the court had given the verdict in their favour after they had filed a case. The police has booked nearly 25 persons in this regard. No arrest has been made so far. |
6 booked for abetting suicide
Sirsa, September 14 Sukhwinder Singh, who ran a shop of readymade clothes in the local Palika Bazar, consumed poison at his B-Block residence last night. Family members came to know of the action late in the night and shifted him to a private hospital, where he was declared brought dead. Sukhwinder Singh, who was reportedly under a heavy debt, has left a suicide note, accusing his five creditors of forcing him to take this step. His brother Gurender told the police that Sukhwinder owed money to some people and was not in a position to repay his debts. His creditors had been allegedly threatening him for the past few days and he was under tremendous tension as they had been threatening and humiliating him. On the basis of the suicide note left by the deceased, the police has registered a case under Sections 306 and 34 against Baldev, Kishan, Mama, Teetu, Bhup and Banta Singh. No arrest has been made so far. |
Husband booked for dowry death
Rewari, September 14 Urmila, who got married to Sunil in May 2003, is survived by two sons - Rinku (4) and Tinku (2). The complainant alleged that his daughter used to be subjected to brutal harassment for dowry and was set on fire after sprinkling kerosene on her by her husband on September 5. In a critical condition, she was admitted to the local Civil Hospital where doctors referred her to the Safdarjung Hospital, Delhi, where she succumbed to her burn injuries on September 6. |
