Tight security cover despite rains

The heavy downpour throughout the day on the eve of the Independence Day in the national Capital could not dampen the spirit of security personnel, as policemen and other security personnel were seen carrying out inspections in various areas of the city.

With the intelligence agencies warning that terror groups may target leaders, things of national importance and busy areas of the city, the Delhi police and other security agencies have mounted vigil across the city.

The Army, NSG and special security staff of the VIPs have joined the Delhi police in strengthening the security in and around the Capital for the Independence Day.

Anti-sabotage checks and search operations are being conducted at important installations, Metro stations and sensitive areas of the Capital. Close-circuit cameras and sharp shooters have been deployed on the rooftops of high-rise buildings.

The security establishment has already zeroed in on ‘safe houses’ where the Prime Minister and other leaders could be taken in case of a militant strike at the historic Red Fort, where Prime Minister Manmohan Singh will unfurl the Tricolour and address the nation tomorrow.

Meanwhile, the Red Fort appeared like a cantonment with security officials present at every nook and corner of the Fort premises.

All entry points to the Capital are also being scrutinised. Vehicles are being checked.

Police of the neighbouring states is working in tandem with the Delhi police to avert any untoward incident.

“We are cautious and confident about the smooth and safe culmination of the I-Day function tomorrow. However, security means not taking even one per cent chance. So we are not resting after making the arrangements. We will keep sniffing around till the last minute,” said an intelligence official.

Traffic arrangements for Independence Day

The Delhi Traffic Police has made elaborate traffic arrangements around the Red Fort on the occasion of Independence Day celebrations tomorrow to ensure smooth flow of traffic.

Traffic curbs around Red Fort: The following roads will be closed for general traffic from 5 am to 9 am and only labelled vehicles will be permitted:

  • Netaji Subhash Marg from Delhi Gate to Chatta Rail.
  • Lothian Road from GPO Delhi to Chatta Rail.
  • S.P. Mukherjee Marg from H.C. Sen Marg to Yamuna Bazar Chowk.
  • Chandni Chowk from Fountain to Red Fort Chowk.
  • New Darya Ganj Road from Ring Road to Netaji Subhash Marg.
  • Link Road from Esplanade Road to Netaji Subhash Marg.

Those vehicles which do not have parking labels for Independence Day may avoid Tilak Marg, Mathura Road, BSZ Marg, Subhash Marg, J.L. Nehru Marg and Ring Road between Nizammuddin Bridge and ISBT Bridge and take the route as advised.

North South access: Option 1: Aurobindo Marg – Safdarjung Road – Mother Teresa Crescent – Park Street – Mandir Marg – Panchkuian Road – Rani Jhansi Road and reach their destinations in North Delhi and vice versa.

Option 2: Reach Connaught Place – Minto Road – Bhavbhuti Marg – Ajmere Gate – Shradanand Marg – Lahori Gate Chowk – Naya Bazar – Pili Kothi – S.P. Mukherjee Marg and reach their destination in North Delhi and vice versa.

Option 3: Reach Nizamuddin Bridge to cross Yamuna – Marginal Band Road – G.T. Road and cross over to ISBT and reach their destination in North Delhi and vice versa.

Labelled vehicles: All invitees having “Triangular Parking Labels” should take Ring Road to reach Ring Road/Shantivan crossing and turn left/right on New Darya Ganj Road to reach Red Fort.

Invitees having “Square Parking Label Nos. 4, 4A & 5” must reach Delhi Gate and proceed via Subhash Marg to their designated parking lots. Those coming from North must reach Subhash Marg via Ring Road and Rajghat crossing - J.L.Nehru Marg - Delhi Gate.

Invitees having “Square Parking Label No. 6” should reach Chatta Rail and proceed to parking behind Recruitment Centre, Red Fort.

Movement of city buses: Local city buses including DTC are advised to avoid Ring Road from 0500 hours to 0900 hours between Hanuman Setu and Bhairon Road ‘T’ point and take alternative route available. While buses ordinarily terminating at Red Fort, Jama Masjid and Delhi Main Railway Station will be diverted.

Normal bus service will be restored after 10 am.

Prez award for BSF men

The President of India Pratibha Patil has announced various medals to acknowledge the gallantry of the Border Security Force (BSF) officials. The BSF officials will be awarded on the Independence Day.

The President has announced one President police medal for gallantry, 14 police medals for gallantry, four President police medals for distinguished services and 42 police medals for meritorious services to BSF personnel.

Amar Pratap Singh, IPS ADG; Raghuveer Singh Rathore, IG (med); Des Raj DIG and K Srinivasan, DIG have been selected for the President police medal for distinguished services.

S.K. Singh, commandant 25 Bn; Surjeet Singh Guleria and RPS Jaiswal, both commandants are among the 42 recipients of the meritorious service medals.

Gt Noida Firing

The district administration, Gautam Budh Nagar, did not permit the leaders of BJP and Congress to proceed to Greater Noida to get the first-hand account of the yesterday’s clashes.

BJP delegation under president, Rajnath Singh, including MP Ashok Pradhan, ex-minister Hukum Singh and others were detained at Noida Gate by police today and stopped from proceeding to Greater Noida.

Similarly a delegation of Congress, including state party president, Rita Bahaguna, MPs Dig Vijay Singh, Sachin Pilot, Prevez Hashmi, Samsher Singh Surjawala were turned back from Kalindi Kunj entrance.

The divisional commissioner, Meerut, Devender Chaudhary told the media in Noida that top priority for the state administration was restoration of peace in the area and maintenance of law and order. Politicians cannot be allowed in these circumstances.

He said anti-social elements could exploit the situation to their advantage.

He said according to official records nobody was missing after yesterday’s violence in Greater Noida.

The commissioner said that the state government has announced that next of kin of those killed have been given Rs 5 lakh each while 15 injured persons will be given help ranging from Rs 25,000 to Rs 1 lakh each for medical help and treatment.

Meanwhile, Chief Minister Mayawati has announced that the incidents of August 13 in Greater Noida will be probed by a retired High Court judge.

We are open for talks with farmers: Chairman

Chairman, Greater Noida Authority, Lalit Srivastava said it is not correct to say that we had not tried to talk to the farmers. We are still open for negotiations with the farmers on the issue. Every year in April, land compensation rates are revised on the basis of cost / inflation. Last year the revision of rates of land compensation for 2007 was done in May. Against a previous rate of Rs 400, a revised rate of compensation of Rs 850 per sq mt was approved.

But soon there was a flood of pleas from farmers who had already accepted and received land compensation in 2006, 2005 and 2004 that they should also be given compensation at the higher rates of Rs 850 per sq mt.

A committee under the district magistrate was formed which said there was no case for giving the farmers land compensation at new rates who had already accepted the compensation for their land in 2006, 2005 and 2004 and recommended that we could give them an ex gratia payment of Rs 175 to Rs 200 per sq mt as there was no legal basis to give higher compensation to them as they had already accepted the payment for their land.

The farmers alleged that they had been assured of higher rates in writing.

There are eight villages with a total of 1100 hectares of land out of which highest chunk of land, 500 hectares is contributed by Ghori Vachhera, which is the biggest village. Some 582 hectare land has been given by 1900 farmers of 7 other villages.

Srivastava said on August 11, GNIDA Board had approved ex gratia grant of Rs 175 to Rs 200 per sq mt to the farmers who had received the compensation in previous years. But on August 12, farmers sent us a notice that if they don’t get compensation by August 13, they will launch an agitation.

The DM and the SSP had taken some precautions like fixing of barricades ad deploying police and PAC force in the area. But farmers had been violent yesterday. They did not want to talk but started throwing stones right from the beginning.

“If we pay all the farmers, about 3000 in number, at Rs 850 per sq mt rate, we shall need Rs 1000 crore,” Srivastava said. “But our doors are open we are ready for negotiation with farmers. But they should realize that violence cannot solve any problem,” he added.

Chairman Noida and Greater Noida Authorities, Lalit Srivastava, inspector general police, Meerut Zone, Gyan Singh and commissioner Meerut Zone, Devender Chaudhary jointly met the media in Noida to “clarify things and remove confusion in public mind about yesterday’s rioting in Greater Noida.”

IG police said 19 persons had been arrested under various sections for rioting, violence and attacking government servants including policemen on duty. They have all been sent to jail, he said.

While farmers have alleged that 65 villagers are missing, IG police maintained that according to his list, prepared by the DIG Meerut, nobody is missing.

Even BJP president said that villagers have alleged that police has cremated and sent bodies of those killed in firing for postmortem without the consent of their relations. Gyan Singh refuted all such allegations.

He said cremation of bodies was done with the consent of the families of the deceased. Six MPs were arrested as the whole area has been put under Section 144.

In reply to questions as to why people, leaders and the media were not being allowed to go to Ghori Vachhera village, IG police Gyan Singh said it is the perception of the district administration but normally there is no objection to relatives meeting or looking out their missing relatives.

IG said police and PAC had first lathi-charged the mob, used water cannons to disperse them and finally fired on the mob. It is wrong to say the cops had straightaway fired on the mob. Quite a few villagers were also carrying pistols etc and they had fired on police and government officials.

1 held with 36 cartons of liquor

The Outer Delhi police has arrested Ravinder, a resident of D-151 in Madhu Vihar and has recovered 36 cartons of countrymade liquor meant to be sold in Haryana only.

In view of the Independence Day and security threats looming large, additional police fore was deployed in the Outer district areas.

While head constable Rishi Ram was conducting vehicle checks at Jalebi Chowk in Sultanpuri yesterday, it was learnt that illicit countrymade liquor was being carried in a black Ceilo car. The car would pass through Jalebi Chowk.

The car (DL-3C-G 9527) was noticed around 11.40 a.m. It was coming from the Sultanpuri bus stand side. Rishi Ram signalled it to stop but the driver instead of halting the car drove it in the back gear. However, the policemen chased it and forced the driver, Ravinder, to stop the car. Thirty-six cartons of desi masaledar liquor were recovered.

Trader robbed of Rs 2 cr

Four unidentified persons robbed a businessman of Rs 2 crore at his office in the Madhu Vihar area near Mandavali.

Deepak Kansal was robbed around 3 p.m. in his office. Kansal is into the business of private security, shares and developers of real estate.

According to the police, the businessman was unable to identify the persons who had barged into his office and had taken away the cash on gunpoint.

Though a case against unidentified persons has been registered, the police is yet to find a clue in the case. “We will be able to nab the culprits soon,” said a police official from Mandavali police station.

However, the police believes that it can be the handiwork of someone who was known to the businessman and was aware of the cash lying in the office at that time.

“We are especially checking the whereabouts of the former employees of Deepak Kansal,” said a police official.

Hundreds of party activists of various assembly constituencies thronged the Delhi Pradesh Congress Committee (DPCC) office today after a call was given by the election observers appointed by the All India Congress Committee (AICC). They are asked about credibility of ticket seekers among the voters.

The interview of party workers will continue till August 18, thereafter the list of candidates will be submitted to the AICC. Each observer has been given different constituencies. They call party workers at

DPCC on different days.

The observers–Harikesh Bahadur, Dr Ram Prakash, Chandresh Kumari and Harish Rawat–interviewed the activists from 2 pm to 6 pm.

Today Harikesh dealt with the activists of assembly constituencies of Jangpura, Okhla, Trilokpuri, Kondli and Patparganj.

Dr Ram Prakash has spoken to the people of Narela, Badli, Ritala, Bawana and Mundka. Chandresh Kumari has interviewed the party workers of Karol Bagh, Patel Nagar and Moti Nagar and Harish Rawat was given the responsibility for Madipur, Rajouri Garden, Hari Nagar, Tilak Nagar and Janakpuri.

The DPCC has submitted a list of expected candidates to the party high command a few days earlier. Three names were given from each constituency. One of them will be given party ticket to contest the assembly election.

The observers will finalise the list after taking opinion from the party activists of each assembly.

Sources said that in the assembly elections, the Congress had decided to do everything to win the elections. The party has learnt a lesson from the last MCD election when it was defeated by the BJP. Observers were appointed during MCD election also but the scrutiny of list was done so minutely. At that time Ram Babu Sharma was president of the Delhi unit of the Congress and he was not on good terms with the Chief Minister.

But now DPCC president Jai Prakash Aggarwal and Sheila Dikshit have better relations.

Sources said that having seen the party’s strictness for ticket distribution, the expected candidates are constantly in touch with the party activist of their segments. Those who have connection with senior leaders of the AICC are also not sure of ticket allotment, said one of the ticket seekers from Greater Kailash.

Rakhi rush: Metro to run three extra trains

The Delhi Metro Rail Corporation (DMRC) will run three extra trains on Rakhi to meet the expected rush. The festival will be celebrated on Saturday.

One train will be kept as a standby on each of the three lines to handle the passenger rush. Besides, the DMRC will deploy extra persons to handle the extra load on ticketing system. The Metro ticketing staff will do additional 80 shifts of four hours each on the day.

The Delhi Metro will also deploy more customer facilitation agents to help and guide commuters on Rakhi. As many as 53 more shifts of 4 hours each have been arranged for this purpose.

Extra manpower will be deployed at Dilshad Garden, Shahdara, Welcome, Seelampur, Pitampura, Rohini (East), Rohini (West), Rithala, Nawada, Uttam Nagar (East), Janakpuri (West) and Indraprastha Metro stations.

The Delhi Metro normally witnesses an extra rush on the Raksha Bandhan day, as over 1 lakh extra people have been traveling on the day every year. On Rakhi in 2007, 7.25 lakh passengers travelled by the Metro as against an average of 6 lakh.

DTC’s Rakhi gift to women

CM Sheila Dikshit today said that women would be able to travel free in DTC and green low-floor buses till 5 p.m. on Rakhi, so that they could reach easily to their brothers’ places.

Dikshit announced this on the occasion of Independence Day and Rakhi.

Low-cost houses
Govt extends date to sell forms

The Delhi government has extended the date for selling forms of low-cost houses by two days. Today was the last date to sell the forms. The decision was taken in view of the desire of economically deprived people to possess a house, a Delhi urban development ministry official said.

The forms will be sold at all 56 centres. They will be submitted at those centres only. He said that the date for submitting the filled forms had also been extended. Now, people can submit their filled forms from August 20 to September 5. He said that so far about 2.5 forms have been sold.

Delhi urban development minister Raj Kumar Chauhan appealed to people to avail the benefit of the scheme. About 10,000 flats are ready to be sold in Narela, Bawana, Ghoga, Bhogarh and Baprola. Planning for the construction of low-cost flats in Jonapur, Neb Sarai, Poothkhurd, Kanjhawala and Samaspur is at the final stage, he said.

Notice to UGC, DU for denying job to physically handicapped

New Delhi, August 14
The Delhi High Court today issued notice to the University Grants Commission (UGC) and Delhi University (DU) for not providing reservation for the physically handicapped in the appointment of non-teaching staff in educational institutions.

“It is strange that handicapped persons are getting reservation in teaching jobs but they are not given such preferential treatment in non-teaching jobs,” said a High Court bench headed by Chief Justice Ajit Prakash Shah.

The court’s observation came on a petition filed by Pratap Singh, seeking its direction to DU for granting quota to the physically handicapped. The petitioner, a physically handicapped person, contended that the university had advertised for various non-teaching posts but seats had not been reserved for the physically challenged despite the law prescribing 3% reservation for them.

The court also directed the university to allow the petitioner to appear in a selection examination for a non-teaching post.

DU had rejected his application, saying he did not fulfill the eligibility criteria. — IANS

3-year-old falls into sewer, dies

New Delhi, August 14
A three-year-old girl died after she and her sister fell into a sewer while playing outside their home in North West Delhi.

“The incident took place at around about 11 a.m. when Jitni, 3, was playing outside her house in Bawana with her elder sister and five other children of the locality,” a police official said.

“According to the initial investigations, it seems both the girls lost their balance and fell into the sewer,” he added.

“Both were rushed to the Maharishi Balmiki Hospital where doctors declared Jitni brought dead. The condition of her five-year-old sister is still critical,” the officer said. — IANS
