Highway robbers in police net
Tribune News Service

New Delhi, August 12
With the arrest of four alleged interstate robbers and one alleged receiver yesterday, the Crime Branch has claimed to have busted a gang of interstate highway robbers. The gang was allegedly active in various states and is said to have committed several robberies.

Those arrested have been identified as Gabbar Singh, 32, Sumit Narula, 29, Raj Kumar Sachdeva, 42, Sushil Kumar, 24 and Davesh Digwal, 34.

Two illegal countrymade pistols with four live rounds, two gold chains, and four gold bracelets have been recovered from them.

The gang used to rob luxury cars after intoxicating the drivers.

As per their modus operandi, three-four gang members, posing as commuters, would visit Mukarba Chowk bus stop with their luggage in the night. They would then take lift in luxury cars. After travelling for sometime, the gang would ask the driver to stop at some roadside dhaba to take food. They would then offer food and tea laced with sedative tablets to the driver. After the driver felt unconscious, they used to drive away with the car.

The gang, so far, has robbed four cars (2 Indica and 2 Honda City cars) along with all the belongings of the drivers.

The gang would then use the robbed cars to further rob people by offering lift to them.

Three members of the gang would pick people from Kashmere Gate Interstate Bus Terminals, Dhaula Kuan, IGI Airport or Mukarba Chowk on the pretext of offering them lift. But after covering some distance, they would rob the commuters of their wallet, mobile phone and valuables like jewellery, debit and credits card at gunpoint.

With the commuter as hostage, they would then drive to the nearest ATM and withdraw money and for the next 2-3 hours drive around, shopping with the credit cards.

Thereafter, they would abandon the victim at a lonely stretch and run away.

All the five accused are school drop-outs and were engaged in petty works like driving TSRs, vending vegetables and money landing.

But they were not satisfied with their present economic status and wanted to make quick money and so taking advantage of their well-built physique, good appearance and local knowledge, they began committing highway robberies.

JNUSU threatens to intensify stir
Student-Admn talks fail even as student leaders differ on seat cut
Akhila Singh
Tribune News Service

New Delhi, August 12
The Jawaharlal Nehru University Students’ Union (JNUSU) councillors have entered the fifth day of indefinite hunger strike.

The JNUSU has threatened to intensify agitation, as talks between student representatives and the university administration failed at the Standing Committee’s meeting held last night.

“We are going to hold a demonstration outside the University Grants’ Commission’s (UGC) office. Meetings with the administration have not yielded any substantial result,” said JNUSU president Sandeep Singh.

Students are demanding an extension in the deadline of admission date so that the discrepancies can be rectified.

Meanwhile, differences have crept among student leaders on the issue of alleged seat cut in the university.

“There has been a visible decrease in the number of students admitted to JNU this year. But JNUSU office bearers refuse to acknowledge this serious issue. How are they going to represent our concern in front of the authorities if they themselves are not convinced with it?” questioned JNU Students’ Federation of India (SFI) secretary Roshan.

“A total of 680 students had joined M.Phil-Ph.D programmes last year, the maximum number has been reduced to 663 this year. It is surprising that the JNUSU leadership is not able to see that,” said Amit from the School of Languages.

The JNUSU office bearers from the All India Students’ Association (AISA) maintain that the problem would be solved on the fulfillment of the required quotas and not on the seats offered.

“There are problems with the admission of students from deprived sections. We are fighting for the fulfillment of OBC, physically handicapped (PH) and other quotas,” said Sandeep.

The AISA has said in a pamphlet that the SFI’s stand on the issue could jeopardise the existing reservation policy.

As a move to formulate a consensus on the issue, students have asked that a general body meeting (GBM) be held at the university campus tomorrow.

“We have already launched a campaign to collect signatures from the students asking for a GBM at the earliest,” said Anirban, a councillor.

One tenth of the total students enrolled in JNU must sign the GBM notice for the meeting to be called.

Meanwhile, the administration maintains that it will consult legal experts and put the facts in front of the students’ community soon.

Pandher spent nights with me: Call girl
Our Correspondent

Ghaziabad, August 12
The Nithari fire hardly seems to extinguish. A call girl stated in a CBI special court in Ghaziabad on Monday that the main accused of the Nithari killings Moninder Singh Pandher had spent numerous nights with her at his bungalow. She said that Pandher used to pay her for this.

The call girl, who appeared as a witness in connection with the murder and rape of Payal, made an in-camera statement.

CBI senior public prosecutor Anil Behl and J.P. Sharma had presented her as a witness in the court of special CBI judge Rama Jain on Monday.

The young witness from Darjeeling told the court that she had first met Pandher in 2005 at a discotheque in South Extension, New Delhi.

Moninder Singh Pandher had taken her and her friend to his house D-5, Sector-31 in Noida. He brought her to his house many times after that and spent nights with her. Every time she visited him Pandher paid her.

In July 2006, Pandher had taken her to Surajpur and had told her on the way “Payal and a number of children from the neighbourhood had gone missing. So, I shall no take you to my house this time.” After that he took her to Haryana and Nainital.

In yet another case related to the Nithari killings, the court has summoned Rupa Haldar’s father Anil Haldar in the Rupa Haldar murder case for a fresh statement.

According to defence counsel Khalid Khan, Anil Haldar in his disposition had told the court that the saw used in murder was recovered from the first floor of his bungalow in Pandher’s presence.

Urban development minister Raj Kumar Chauhan, former MLA Mala Ram Gangwal, chief fire officer R.C. Sharma were among those persons were present on this occasion. Dikshit exhorted the people to have fire-safety appliances in their buildings and take appropriate preventive measures.

She was accompanied by special advisor, Commonwealth Games Ramesh Narayanswami, secretary Public Work Department (PWD), senior officers of the DTL and the Delhi Jal Board.

Dikshit was informed that the 4.5 km long and 75-meter wide third runway was almost ready and its final trial would take place on August 21. Its airfield ground lighting system, perimeter road works and DGCA inspection have been completed while the work on sub-station for new runway and turfing was 96 per cent complete.

The new Terminal-III would be able to handle 37 million passengers per year. The terminal would be completed within 37 months from the date of commencement of work. After this, the air traffic decongestion at Delhi would take another three months, the time needed for the stabilisation of simultaneous operation of runway.

It was also mentioned that Changi Airport at Singapore with capacity of 22 million passengers was constructed in 76 months, Heathrow Airport Terminal-V with capacity of 25 million was constructed in 60 months and Beijing Airport Terminal-III for Olympics with capacity of 45 million passengers was completed in 60 months.

The present international airport, which has two runways and four terminals- one international and three domestic, is handling 24 million passengers against its capacity of 12 million per year. It is catering to a total of 70 airlines out of which 11 are domestic and 59 are international airlines. A total of 260 international flights and 390 domestic flights are taking off from this airport.

Dikshit while inspecting the runway, office complex and the renovated international departure/arrival area suggested that there should be ample provision for disaster management and a standby electric sub-station. She further instructed the PWD and the DJB to complete their assigned works. The PWD has assured that part of drainage assigned to it would be completed and integrated with drainage already constructed by the GMR.

Dikshit further exhorted all concerned agencies to expedite connectivity projects, which would open five new routes to IGI Airport. These include Dwarka Circle underpass, Northern Access via Dwarka Circle, Northern underpass, Mahipalpur underpass and Southern Access via Dwarka Express Link.

Phase-IA of airport modernisation would be completed this very year, which include refurbishment of international terminal, expansion of domestic arrival terminal, development of new domestic departure, commissioning of the third runway and the commissioning of new taxiways, fire stations and associated infrastructure. DU to have rehab centre for smokers

New Delhi, August 12
After declaring Delhi University’s (DU) north campus a no-smoking zone earlier this year, its students union has taken the initiative a step further. DU is set to have its own rehabilitation centre for student smokers in 15 days.

Announcing the latest initiative at a function today, Delhi University Students Union (DUSU) president Amrita Bahari said Union health minister Anbumani Ramadoss had approved the proposal to set up the rehabilitation centre in no time.

“Declaring the DU north campus as tobacco-free is one of my biggest achievements. Last month we invited the health minister to our campus and he was very impressed and supported our campaign,” Bahari said.

“Many students, after being fined for smoking on campus, used to come to me and say that this is a habit that they simply cannot give up because they are addicted to smoking. That was a clear signal that a rehabilitation centre was what they needed and not just campaigns,” she said.

According to Bahari, the equipment for the centre was being set up and it would be opened in a fortnight.

At a function last month, Ramadoss had said that the DUSU’s initiative assumes even more significance in context of his announcement of a complete ban on smoking in public places from October 2.

“My tenure comes to an end in a few days as re-elections will be held on September 5. However, whether we stay in power or not, care will be taken that privacy of the students who come to the rehab centre will be given top priority. The centre will be both media and parents’ attention proof!” she said.

Students, at this point, have a mixed reaction to the initiative.

Rahul Garg, a second-year student, said that students who smoke were not so heavily addicted that they would need rehabilitation. “At college many students take to smoking as a style statement. They feel that its cool if they smoke,” he said.

Sanjida Sheikh, another student, hailed the idea. “Although not many students are addicted to smoking, they just might be so in future if not helped. And, since most of them would not like to reveal these things to their parents, the assurance that his or her privacy will be maintained is a good thing. It is a good step,” Sheikh said. — IANS

Opium worth Rs 1 cr seized
Mother, son among 3 held
Tribune News Service

New Delhi, August 12
The Delhi police narcotics branch yesterday arrested three drug traffickers, including two women, and recovered 10.200 kg of opium from their possession. The value of the opium in the international market is about Rs 1 crore.

Those arrested are Santosh Rani (45), Rishi (23) and Gurmeet Kaur (55).

The narcotics branch had received information that Santosh was supplying opium in Delhi and in its adjoining areas like Ghaziabad.

ASI Paramjeet Singh was deployed to develop the information and to strike at the right time. The surveillance brought results and it was learnt that Santosh would be coming at the corner of Bhalswa Dairy, Outer Ring Road, in a Santro car to deliver a consignment of opium. A raiding team under the supervision of ASI Paramjeet Singh was despatched to the spot and a trap was laid there.

After some time, Santosh along with her son Rishi reached there in a Santro car and Gurmeet Kaur also arrived to obtain the delivery and all were apprehended and 10.200 kg of opium was recovered from their possession.

During interrogation it was revealed that Santosh’s family migrated to Delhi from Punjab in 1984. She established her base in Delhi and her husband Pooran Chand started procuring contraband from Rajasthan and he has also established a dhaba on the National Highway near Udaipur so that his activities go on without detection from any agency.

Further investigation are on in the matter.

MPD-2021
Recreational use of forest area opposed
Tribune News Service

New Delhi, August 12
The Board of Inquiry and Hearing in a meeting held yesterday listened to the objections and suggestions received in response to the notification of zonal plan of P1 zone prepared under the Master Plan Delhi (MPD) 2021.

A total of 75 objections and suggestions were received and examined. The persons who had filed the objections and suggestions were also called before the Board.

The P1 zone is located in North West Delhi. The total area of the zone is 9,866 hectares of which 7,365 hectares can be developed. The remaining 2,501 hectares is under the green belt/rural area as per MPD-2021 land use plan. It is proposed for a population of 1.62 million including that of the existing settlements.

Major objections and suggestions received included breaking land use for the entire zone including green belt/rural area. The forest area should be kept exclusively for forest use as per a provision of the Forest Act and not for recreational use as proposed in the plan. The green belt on the peripheral and alongside drain 6 has also been suggested.

Allegedly, the areas shown as green belts have been proposed without ascertaining the ground realities and proper surveys. They have either been converted to institutional areas or have been fully developed and inhabited.

A spokesperson of the Delhi Development Authority said that some people sought clarification about the status of the sanctioned structures already in existence where redevelopment projects were proposed. One of the objections/suggestions is regarding the clarification about notices issued under Section 4 of the Land Acquisition Act, notices issued under Section 10 of the DD Act and also regarding the approved plan to be notified under Section 11 A of the DD Act.
