Seven killed in canter-van collision near Panipat

Panipat, July 25
Seven persons were killed and 26 others sustained serious injuries when a canter rammed into a van at Maharana village, near here, late last night. The deceased included six members of a family.

The victims, all residents of Dhanni Ladpur village in Bhiwani district, were returning from Hardwar when the van they were travelling in met with an accident.

The driver of the canter was also killed in the mishap while his assistant sustained injuries. The van was carrying 32 persons.

The accident took place around 11 pm on the Panipat-Gohana state highway.

According to eyewitnesses, the canter, which was coming from Maharana village, rammed into the van while overtaking another vehicle. The van was completed destroyed in the mishap.

A large number of villagers immediately reached the spot and initiated rescue measures. They pulled out the victims from the damaged vehicles and rushed them to the Civil Hospital at district headquarters.

A team of officials soon reached the spot to take stock of the situation. Later, officials of the district administration visited the victims at the Civil Hospital to oversee the treatment being administrated to them.

The deceased were identified as Rati Ram, Dharmvir, Surinder, Batasi Devi, Aditya, Mukesh and Nagina.

BHIWANI: Mortal remains of six persons of a family, who were killed in a road mishap near Meharana village in Panipat district on Thursday, were consigned to flames at their native village, Dhana Ladanpur, 6 km from here, on Friday.

The bodies were handed over to family members after conducting the postmortem examinations at the Civil Hospital here.

The deceased included a boy, two women and three men. Residents of the village gathered to pay tribute to the deceased.

Sarpanches’ help sought to maintain peace

Ahead of the Sunday's parallel congregations of Dera followers and Sikh organisations in the district, the authorities have sought the involvement of panchayati raj institutions (PRIs) and prominent persons of the district in the peace-making process.

With this objective in mind, the authorities called a meeting of all sarpanches of the district in the Panchayat Bhawan, where the authorities sought their cooperation in defusing tension in their respective villages.

Earlier, the district authorities addressed a meeting of a peace committee comprising prominent persons of the district yesterday.

The Dera Sacha Sauda is organising its monthly satsang on July 27 at Sirsa, when Sikh organisations will converge at Dabwali town for the bhog ceremony of Harminder Singh, who was killed in a clash between Dera followers and Sikhs on July 18.

Meanwhile, a stand-off between Dera followers and Sikh organisations at Biruwala Gura village in the Odhan block of the district was averted this morning when some Sikhs marched towards the residence of a Dera follower Binder Singh, who had organised “naam charcha”.

The police reached the place and persuaded the Dera follower to cancel the “naam charcha”.

Agitated residents resorted to violence and damaged property at the office of the SDO at Julana in protest against poor power supply in the area.

Traffic was also blocked for several hours at various places in the district.

This was the second consecutive day when public anger was demonstrated through road blockades and violence the issue.

A majority of the shopkeepers also kept their shutters down to register their protest against the long cuts and the power breakdown last night.

Protesters of several villages, including Ramrai, Rajpura Bahn,Gulkani and Okrikheri, which were led by activists of the Bharatiya Kisan Union (BKU) not only blocked the road connecting Jind with Hansi and Bhiwani for over two hours, they also held hostage an official of the power department, who had gone there to persuade them to lift their blockade. The official was allowed to go after about three hours.

The residents, numbering about 50 to 60, of Meharha village in the district, attacked the office of the SDO at Julana town at noon and damaged furniture and other items kept there. They had been protesting against the failure of the department to ensure adequate supply of power to the village.

Earlier, residents of Ikkas village assembled on the Jind-Hansi road this morning and staged a blockade, which ran for about five hours at a stretch.

It was lifted around 2 pm, when residents of Ramrai and neighboring village came on the same road and staged their protest till around 4.30 this evening, disrupting the traffic on this road for a total of over eight hours.

Traffic was also disrupted from 12 noon to 2 pm on the Safidon-Seenkh road by residents of Haat and Karkhana village of the Safidon sub-division on the same issue.

Sirsa: Irate villagers ransacked a power sub-station at Ellenabad town in the district on Friday in protest against the lack of power supply to their villages. The villagers later locked the power sub-station and made the workers hostage.

Executive engineer of the DHBVN I.D. Mehta reached the sub-station and pacified the agitated villagers. Irked at the erratic power supply, villagers from Talwara, Mithi Surera, Kariwala and Beharwal went to the Ellenabad power sub-station at a time when the SDM Subhash Sheoran was holding a khula darbar to solve people's power-related problems in his office.

The villages went berserk and ransacked the office. They also locked the office and sat on a dharna. Earlier, villagers from Daulparia, Neemla and Kashikabas also locked a power sub-station at their village.

DHBVN officials have been asked to apprise villagers of the real situation and difficulties faced by the power department so that they do not get agitated at power cuts.

3 youths kidnap college girl

Yamunanagar, July 25
Sapna (23), a final year MBE student of Maharaja Agarsen College, Jagadhari, has been allegedly kidnapped by three youths for ransom. The kidnappers had allegedly demanded a ransom of Rs 20 lakh for the release of the girl, the police said.

The police today registered a case of kidnapping and extortion against the three youths - Updesh, Parvesh and Parveen from Meerut - on the complaint of the victim’s brother, Tarshem Singh.

Police sources said the three youths had stayed in the girl’s village last month for a few days when they had come there to appear for the railway examination.

Updesh was said to have developed a cordial relationship with villagers. He also visited the village on July 11.

The girl, who belongs to Chhapal village, had left her house on July 16 on the pretext to inquire her final year result from the college, but did not return.

The kidnappers contacted family members of the girl on July 17 and 18. Updesh allegedly called up the victim’s father and brother demanding ransom.

The girl’s parents had made a complaint to the SP in this regard.

The kidnappers had told the girl’s parents to drop the amount at some place in Ghaziabad. The parents went to that place, but the kidnappers did not turn up, police sources said.

The SP, Dr C.S. Rao, said they had constituted different teams to conduct raids and to arrest the kidnappers.

Bhajan fails to appear before house probe panel

Former Haryana Chief Minister Bhajan Lal today once again did not appear before the Vidhan Sabha Committee probing into the circumstances that led to the signing of the 1994 Yamuna Accord.

The committee was formed by the Haryana Vidhan Sabha following allegations by several members, including irrigation minister Ajay Singh Yadav, that the state’s share in the Yamuna waters was reduced under the accord, which was signed when Bhajan Lal was the Chief Minister and state cabinet was misled to approve the accord.

Yadav said Bhajan Lal had not appeared before the House panel even as three notices had been sent to him at his residences in Hisar, Panchkula and Delhi. While the notices from Hisar and Panchkula came back unserved, the third notice was received by Bhajan Lal’s personal assistant in Delhi.

The committee, he said, would now issue public notice in this regard and paste notices outside his residences as well asking Bhajan Lal to appear before it on August 19.

Meanwhile, the then irrigation minister Jagdish Nehra told the committee today that there were some discrepancies between the draft Yamuna Accord approved by the cabinet in 1994 and the agreement that was actually signed later.

He also pointed out that as per the 1994 agreement, the accord would have come into effect only when storage dams had been constructed on the river. Since the dams had not been built yet, the accord was not legally valid so far.

The Haryana Janhit Congress (HJC) that has been working hard to consolidate its standing among the state electorate has now decided to find favour with the Sikh population of the state.

Addressing a public rally, Bishnoi said he and his father would soon visit the Golden Temple to pay their obeisance before the most revered shrine of the Sikhs.

He said during previous regimes, interests of the Sikhs in the state had been overlooked.

Bishnoi claimed that the HJC was fast emerging as an alternative to the Congress and other parties in the state.

He vowed to provide a clear and transparent governance if voted to power.

The HJC president said if his party did not meet the expectations of the voters, he would never come and seek their vote again. He said his party would ensure more jobs for the state populace and curtail the recruitment of people from other states in various government departments.

He would focus on the district-wise development of the state.

Restating that he was not a Congressman anymore, Bishnoi said by voting against the Congress in the Lok Sabha over the N-deal issue, he had made this clear to all and even to those would had been trying to tarnish his image by calling him a Congress supporter.

He asked his partymen to gear up for the forthcoming Lok Sabha elections by reaching out to a larger section of society and to attempt to redress their genuine grievances.

Biker killed in accident

Gurgaon, July 25
A motorcycle-borne youth from Delhi was killed in an accident with a truck loaded with gas cylinders on the Delhi-Jaipur Expressway near Signature Tower building here today.

The deceased identified as Sidharth (17) was on his way to Jaipur from Delhi.

Sidharth had passed class XII examinations from a reputed school here this year. His father works in a private company in Delhi.

Sources said the incident took place when he took the road below the expressway in a bid to be ahead of his two friends, who were also on motorcycles. However, the police report did not mention anything of this sort. The accident took place around 6 am.

The motorcycle, Hayabusa, he was riding on hit the fuel-tank side of the truck, which was coming from Sushant Lok. The police reached the spot after a passer-by informed it.

Investigating officer Bijender Singh said the fuel tank of the bike burst after hitting the side of the truck and caught fire probably due to friction. Sidharth, whose body was half burnt, died on the spot. The rear tyres of the truck were also burnt in the process, but timely action by the fire brigade averted a major tragedy as the truck was loaded with gas cylinders.

LS poll not before Feb: Rao Inderjit

The union minister of state for defence production, Rao Inderjit Singh, has ruled out the possibility of the next general election being held before February, 2009. He was talking to newsmen during his visit to the Central Institute of Fisheries Education in Lahli village, near here, today.

“The Election Commission has clearly stated that it is not in a position to hold the next Lok Sabha (LS) elections in November or December this year along with the assembly elections of some states,” the minister said while replying to a query in this regard.

He said as the UPA regime’s term would be completed on May 22 next, the LS elections could be held in the beginning of May, 2009. “In any case, there is no possibility of the LS elections being held before February,” he asserted.

Referring to the civil nuclear deal with the USA, Rao Inderjit maintained that it would be beneficial for India. “With the availability of nuclear fuel after the finalisation of the deal, the performance of the country’s nuclear plants will improve considerably,” the minister said, adding that the nuclear deal would go a long way in meeting the energy requirements of the country.

Condemning the conduct of the three BJP MPs who had waved wads of currency notes in the Lok Sabha, he demanded their disqualification. “I will file a petition before the LS Speaker to get the trio disqualified,” he added.

Man’s bid to bring back wife puts him behind bars

Rewari, July 25
A desperate husband’s bid to pressurise the Rampura police here to seek immediate release of his wife from the ‘arbitrary confinement’ of his in-laws has now landed Madan Singh in jail.

The victim’s ordeal began on July 15 when Savita, after some conjugal discord with her husband Madan Singh, left her house at Shastri Nagar here and reportedly went to her parental house in Charkhi Dadri area in Bhiwani district.

She also took her three children, Ankit, Rohit and Kunal, with her.

Not knowing where Savita and his children had gone, Madan Singh lodged a complaint with the Rampura police, which registered a report of disappearance of his wife and children.

Subsequently, when Madan came to know about their whereabouts, he went to Charkhi Dadri to bring back his wife and children.

However, when his in-laws reportedly turned down his plea, he returned here along with his two children - Ankit and Rohit.

Consequently, he went to the Rampura police station and threatened to commit suicide by jumping from the roof of the police station if the police did not take a prompt action in getting back his wife from his in-laws, who, he alleged, had kept her in secret confinement.

Subsequently, the police arrested Madan Singh and registered a case of attempt to commit suicide and criminal intimidation under Sections 309 and 506 of the IPC.

He was produced on July 23 in the court of the Chief Judicial Magistrate, who remanded him in judicial custody.

UNPA, BSP to launch nationwide stir

The UNPA, BSP, Left parties and their allies would soon launch a nationwide agitation on various issues related to common man.

This was stated by INLD leader Ajay Singh Chautala here today.

Chautala said that nearly 12 political parties had decided to take up issues like rising prices, “sale of MPs”, opposition to nuclear deal and worsening conditions of farmers.

He said the whole country saw the “open sale-purchase” of MPs and, therefore, the UPA had lost its moral right to continue in the government.

"Nuclear power nations are not using it these days and no new nuclear power plants are being constructed for the past 10 years in USA," Chautala said.

The leadership issue in the UNPA was still open and it was wrong to assume that Mayawati had been projected as prime ministerial candidate.

He did not rule out the possibility of a pre-poll alliance with the BJP and said the party would think over it when the opportunity comes.

Drive to revise photo electoral rolls from today

Gurgaon, July 25
A two-day special campaign will be launched in the district from tomorrow to remove discrepancies in the photo electoral rolls as well for registration of new voters.

Designated officers will be present from 9 am to 5 pm on Saturday and Sunday at the specified polling stations for the convenience of voters.

The campaign is meant to revise photo electoral rolls for their error-free completion with the help of voters and political parties.

Names of those who have died and those who have changed their addresses will be deleted from the list.

New voters, who could not get their names registered earlier, would be given another chance, said spokesman for the district administration.

The draft photo electoral rolls would be published on July 18 and displayed from July 18 to August 1 for inspection by public, he said.

Khushboo Malhotra tops in BA-I exam

The result of the BA-I examination, held in April by Kurukshetra University (KU), was declared here today.

Stating this here today, KU examinations controller Hukam Singh said Khushboo Malhotra of Government College, Karnal, had topped the examination by securing 346 marks out of 400, while Deepa Rani of Guru Nanak Girls College, Santpura, Yamuna Nagar, stood second by securing 339 marks.

Ruchi Rani of the Dev Samaj College for Girls, Ambala City, was third with a score of 335 marks.

As many as 60,814 students appeared in the examination, in which the pass percentage was 39.22. The result is also available on the university website: www.kukinfo.com.

Sirsa MP Atma Singh Gill, who allegedly met BSP leaders before the confidence motion recently, today said that Mayawati's reputation as a national leader had taken a nosedive for the manner in which she tried to grab power by dislodging the Manmohan Singh government.

Talking to mediapersons here today, Gill said both Mayawati and Lal Krishan Advani were in a race to grab the post of Prime Minister, but none would get an opportunity, he added. The MP contradicted news in a section of media that he had planned to cross over to the BSP.

Criticising the Left parties, he said the people had now come to know that Left could go to any extent for its political interests. The nuclear deal was in the interest of all and Fatehabad district was going to be the biggest beneficiary, as the Kumharia nuclear power plant, to be set up in the district, would start getting fuel after the deal.

Haryana scraps test for recruiting teachers

Less than 48 hours before the eligibility test for recruiting teachers in state-run high and higher secondary schools was scheduled to be held, the Haryana government today announced its scrapping.

The announcement follows the filing of several writ petitions by Vijay Kumar and over 300 other candidates. As the petitions came up for hearing before Justice Jasbir Singh and Justice Jitendra Kumar Chauhan of the Punjab and Haryana High Court, Haryana Advocate-General Hawa Singh Hooda made the announcement. With the announcement to scrap the test scheduled to be held on July 27, the writs have become infructuous.

Challenging the validity of the test, G.K. Chathrath, Anu Chathrath and other counsels had contended that the state government had made the eligibility test compulsory. But the test could not be conducted under the relevant rules.

Power cuts imposed

Power cuts have been imposed in the urban and rural areas of the state due to the shortage of 249 lakh units everyday, resulting from the non-functioning of four units of two different thermal plants and also by the rise in power consumption.

Residents of urban areas have been facing more than eight-hour cuts, while more than 14-hour cut is in place in the rural areas, said official sources.

The situation has aggravated during the past one week in the state. The power consumption in the state has increased to 1,085 lakh units every day, while it is getting about 836 lakh units from all sources.

Toll-free phone for Rohtak consumers

The Uttar Haryana Bijli Vitran Nigam (UHBVN) will soon provide the facility of a toll-free telephone to the consumers of Rohtak district for getting their grievances registered.

This was announced by UHBVN managing director Vijayendra Kumar while addressing a meeting of officers of the operation zone, Rohtak, here today.

The MD asserted that consumer interface and customer care had been given top priority by the nigam. The nigam would acknowledge all complaints registered by the consumers in the urban and rural areas, for which a receipt would be given, he added.

The nigam had fixed a time-frame for the redress of the complaints strictly as per Haryana Electricity Regulatory Commission instructions, Kumar said, adding that the nigam would also soon decide which higher authority was to be approached if the complaint was not attended to in the stipulated time.

Thaker was en route on the third day of his 11-day “Yuva Kranti Yatra” in a car, which was made up as a “rath”, party sources said. Besides Thaker, Haryana’s BJP youth wing chief Jawhar Yadav also received serious injuries, the police said. — PTI

CBI takes over Sarita case

The CBI has taken over the case of Sarita, who had committed suicide at the state police headquarters in Panchkula after allegedly being raped by two policemen of the Rohtak CIA staff.

A CBI team, headed by a DSP-level official, arrived in the town today. Balraj and Sheelak Ram, the dismissed policemen accused of raping Sarita, were produced in the court of the Chief Judicial Magistrate.

Following this, the accused were handed over to the CBI team. The case has also been transferred to the Special CBI Court at Ambala.

CCA for Rewari, Palwal govt staff

The Haryana government has decided to grant city compensatory allowance (CCA) to its employees stationed in Rewari and Palwal (Faridabad) at a rate of one and a half per cent of their pay subject to the maximum of Rs 100 per month with effect from October 3, 2006.

Stating this here today, finance minister Birender Singh said the arrears of the CCA would be paid in cash. He said the government had reclassified Rewari and Palwal (Faridabad) class-A city in October 2006. — UNI
