Baramulla, May 23 Accompanied by Army Chief Gen Deepak Kapoor, Governor Lt-Gen SK Sinha (retd) and chief minister Ghulam Nabi Azad, Patil told soldiers at a divisional headquarters that she was not addressing them only as the supreme commander of the armed forces but also as a mother and a sister. "I got to see your work on the line of control and I am leaving you secure in my belief that out borders are safe in your hands," she said in Hindi in her address to the soldiers. On a four-day visit to the state, she arrived this morning and immediately left for visits to forward army posts on Line of Control. One of the posts she visited was Shararat post situated at a height of 9600 feet. General Deepak Kapoor said he apprised her of the anti-infiltration mechanisms deployed by them and showed the weapons seized from militants. Kapoor in his brief speech before the President's address said the Army had a lot of expectations from sixth Pay Commission. The government is expected to revise the commission's recommendation for the armed forces after they expressed their reservation over its original recommendations. Patil said the soldiers were working in tough terrains separated by thousands of kilometres from their homes, and the government was "aware" of it. "The government is trying to give you maximum facilities," she said. The army officials later informed her of the developmental works undertaken by them in the valley, mostly in villages situated close to line of control. They told the President that they had unveiled mini-hydel power projects in villages where power had not reached yet. Governor Sinha spoke about developments in a border village, Tithwal, and said this was probably the most modern village in the country. |

Jammu, May 23 As per a report published on an Israeli
news portal, “Ynetnews”, the Israeli government has raised the terror
threat level following recent calls of a local terror group to target tourists from Israel. It has further said the Counter-Terrorism Bureau in the Israeli Prime Minister Office issued an urgent warning on Wednesday against travel to northern India. The report went on to add that the bureau has elevated the existing threat alert pertaining to the state of Jammu and Kashmir to the highest level. The bureau has recommended that Israeli citizens avoid travelling to the area and urges those already there to depart immediately. The bureau reiterated that those travelling to India in general should take extra precautions and remain alert to all possible threats. Syed Salahuddin, chief commander of Hizbul Mujahideen, last week issued an open threat to the Israeli secret service agents and their Indian counterparts against visiting the valley in the guise of tourists. He told a news agency, KNS, “We're not against promoting tourism or
genuine holidaymakers from India and abroad heading for Kashmir we’ll not tolerate agents of their secret agencies who come to Kashmir masquerading as tourists. We must play good hosts to tourists but do
reserve our right to act if Indian and Israeli secret agents touch down
to harm our movement.” When contacted, Ajay Khajuria, director Tourism, said he was not aware of any such travel advisory being issued to Israeli tourists. He, however, said the number of Israeli tourists visiting the state was equal to those from any other foreign country. |

Minimising casualties: Army-docs talks begin today
Udhampur, May 23 Senior consultants from all over the country would jointly sit in a two-day-long medical conference on the topic of “Emergencies In Counter Insurgency Operations” and would deliberate on the issue. This first-ever medical conference of Jammu province, which would start tomorrow, will also discuss the various means to provide the best possible medical/surgical treatment to the security forces during encounters with the terrorists in the militancy plagued areas. The GoC in C Northern Command, Lt-Gen P.C. Bhardwaj and Director General Armed Forces Medical Services, Lt-Gen Yogendera Singh would be participating in the conference. Interacting with mediapersons, Major General Dipankar Ganguly, Commandant, Command Hospital, Northern Command said the main aim of organising such a workshop was to evolve new ideas for the management of causalities in counter insurgency scenario. He further said, “The basic idea behind such an important medical conference is to update on current thought process pertaining to causalities and fatal causalities during the counter insurgency
operations. Even specialised doctors and senior consultants from the Northeast and other militancy-prone areas would share their experiences while dealing operations so that each one could gain from each other's experiences.” Replying to a question, Major General Ganguly said earlier these types of seminar and workshops were organised in
the house. “First time the Army is going to organise this type of event in the Northern Command,”
he said. The Major General further said soldiers in Jammu and Kashmir have been fighting militancy, which was entirely
different from the conventional war. “Our stress is to minimise fatal causalities during the encounter,” he said and informed prominent experts in medical sciences would deliberate in this workshop. Lt-Gen Rajinder Singh would deliver key note address on “Medical Care in Counter Insurgency Operations, Present
Problems and Futuristic Planning.” “Besides this, even the recent cases pertaining to fratricide and suicide which has been emerged as biggest problem before officers would also be discussed to devise certain innovative methods to control such incidents,” said Major General Ganguly, adding, “The thrust of the said medical conference would also be on how we can treat causalities in a minimum

Azad announces addl varsity campus for Kupwara
Srinagar, May 23 Azad was addressing a public meeting here after formally launching a degree college and laying foundation stone of a sub-district hospital at Sogam in the Lolab valley of Kupwara district in North Kashmir yesterday. The Chief Minister said that Kupwara was one of the two most backward districts of the state, including Doda, and that his government was striving to develop this remote area in terms of connectivity, education and healthcare. Affirming that education and healthcare were the priority sectors for him, the Chief Minister said his government had revolutionised these two areas in Jammu
and Kashmir. He said after the massive expansion and infrastructure development, efforts were now directed towards consolidation to ensure full benefits to the society. He said that expansion in the higher education sector in the state had been unprecedented and extended to the remote areas of the state for the first time during the past four years. He said during the coalition rule several universities and university campuses and 40 new degree colleges were opened in the State. This, he said, was more than the total number of 35 degree colleges opened in J&K during the preceding 55 years. He said he had earlier this month persuaded the union ministry for human resource development to grant a central university, an IIM and ITIs for the districts where this facility was not available. The opening of a college and the construction of a sub-district hospital had fulfilled a long demand of the local people in this remote area of Kupwara district. The sub-district hospital was being constructed at a cost of Rs 15 crore and would have 100-bedded in-patient department, two operation theatres and out-patient and emergency blocks. The first phase of the hospital would be functional by March next while the entire project would be completed by the end of 2009. The laying of a foundation stone of the sub-district hospital comes a day after the Chief Minister inaugurated the state’s first district hospital with latest life-saving and anesthesia equipment at Kulgam and was seen as another step towards fulfilling his commitment to extend modern healthcare facilities to the remote areas of the state. |
Adopt realistic plan to combat accidents: PDP
Srinagar, May 23 A PDP spokesman here stressed on the need for formulation of a realistic plan to combat accidents. He added that once approved, the plan should be implemented in letter and spirit. The spokesman also stressed the need for coordination between various organisations to curb the frequency of road accidents in the state. He added awareness programmes including seminars and interactions between different sections of society should be facilitated for the safety of people. “First-aid centres equipped with ambulances and wireless communication network right from Pathankot to Uri for responding to the needs of accident should be
made available,” the spokesman added. He further called for a multidimensional approach by various agencies like the public works, the transport, the traffic, the health and the police to reduce the number of road accidents. The government on Tuesday announced the grant of Rs one lakh in favour of the kin of those killed and Rs 50,000 in favour of those injured in road accidents. |

Annual plan
Srinagar, May 23 The General Council of LAHDC, Kargil at its meeting yesterday gave approval to it unanimously. The meeting was chaired by Haji Asgar Ali Karbalaie, chief executive councilor, LAHDC, Kargil. As per the annual plan, major thrust would be laid on agriculture, horticulture, education, road connectivity, health and allied sectors. Out of total earmarked allocation Rs 61 crore, Rs 53.13 crore is proposed to be spent for on-going works and over Rs 7.86 crore for new works. Giving details, the deputy commissioner-cum CEO, LAHDC, Kargil, Sateesh Nehru informed that 65 per cent of the last year plan had been utilised for implementation of various development and welfare schemes in the district. He said that under R&B sector 1,160 km roads were black topped, 940 km soled/metalled and 2,535 km fair weather roads constructed, under PHE 29 hand pumps installed, under education, 12,001 students covered under girls attendance scholarship, 1,900 students covered under hostel facilities and merit cum poverty scholarships to 1,004 students. |

Karra’s statement condemned
Jammu, May 23 Karra, in a statement last week, had accused the SVO of targeting employees of a "particular religion and region", sabotaging the development works in the valley and acting as an extra-constitutional authority. Addressing a press conference, JSM president Varinder Gupta flayed the PDP leadership for coming out with what he termed impractical suggestions like cross-LoC trade and free movement of people across the LoC at a time when India is fighting Pak-sponsored terrorism. He alluded to Samba and Jaipur incidents to substantiate his point. Gupta demanded that ITIs and vocational training centres be set up at tehsil level so as to facilitate job-oriented courses for youth. He also sought setting up of a women's college in
Jammu West. The JSM chief also wanted places like RS Pura, Nowshera, Akhnoor and Basoli be upgraded
to districts. |

Fire in residential building
Jammu, May 23 However, no loss of life was reported in the incident which occurred at
around 2.30 am. Police sources said the three-storeyed house was owned by one Sant Kumar Sharma. The house caught fire due to a short circuit in the electricity wires and within no time it engulfed the entire building. R.S. Sodhi, director, fire and emergency services said at least six fire-tenders were pressed into service. “We launched the fire-fighting operation at around 3 am and could control the fire around 4.15 am, he added. However, two fire-fighters sustained minor injuries in the
operation. |

Cop hoists Tricolour on Mt Everest
Srinagar, May 23 DGP Kuldeep Khoda has congratulated constable Ram Singh and the team members of Indian Mount Everest expedition. Khoda said it was like a dream come true for the Jammu and Kashmir Police that one of our mountaineer constables Ram Singh conquered the highest peak of the world. He said it was a moment of honour and pride not only for the police but for the whole state. The DGP said after conquering the Nun Peak in 2007, the Jammu and Kashmir Police created history by conquering the world’s highest peak Mount Everest. He said constables Ram Singh and Sajjad Haider of the Jammu and Kashmir Police were put on intensive trainings, along with a group of police personnel under the aegis of ministry of home affairs. He said in the morning on May 22 at 6 am, constable Ram Singh was successful in climbing up to the Mount Everest peak and constable Sajjad Haider made it to the advanced camp with the group. Khoda said the police besides combating insurgency had proved its worth in all other activities especially sports. “Previously the JKP successfully climbed Nun Peak in the year 2007 and now the valours of the JKP have become a part of this prestigious expedition,” he maintained. The success of the mountaineers of the JKP has opened the doors for a full-fledged police team for conquering the Everest on its own. The expedition team was flagged off by the DGP on March 19. |

KAS officers hail govt decision
Srinagar, May 23 In its meeting held here yesterday, the association hoped that all commitments made by the government to the cadre officers would be fulfilled. Chief Minister Ghulam Nabi Azad had earlier announced that non-cadre officers would not posted at cadre posts at any level. The association believes that the process of posting of non-cadre officers to their present departments will start soon, so that there is no scope of inducting non-cadre officers from different departments. A statement of the association said in view of the premier character of KAS and KPS officers in the state, the direct elevation of the officers from super-time-scale of the principal secretaries and financial commissioners would be encouraged. |

Seminar on economics from May 28
Srinagar, May 23 A university spokesman said more than 100 delegates from different countries would attend the conference. The conference would be held at the convocation complex. The seminar would deliberate on “Regional Economic Integration among South-east Asian countries” with a special session on “Trans-border Indo-Pak Trading”. Prof G.M. Bhat, head, Department of Economics would co-coordinate the conference. Vice-chancellor Prof Riyaz Punjabi said in the backdrop of globalisation which had unleashed a powerful competition of market forces, the theme of the seminar had significant importance. “In fact, South-east Asian countries considerably dithered in responding to new challenges and consequently cause a delay in forging the much needed integration,” he said. |

Srinagar, May 23 The complaint was made by the general manager, Jammu and Kashmir State Road Transport Corporation (JKSRTC). Police sources said the accused, who worked as a depot cashier, faked pay-in slips and pocketed the money instead of depositing the amount in the SRTC’s bank account. “He has embezzled Rs 25 lakh and purchased 3 vehicles in the name of his son, Naseem Ahmad Malik.
