Premature Release of Murder Convict
Karnal, May 23 Despite the fact that the case was referred to the legal remembrancer and discussions were still on at the Chief Minister’s office level, the jailer submitted an undertaking on May 19 to the high court assuring the release of Suneheri Devi within three-four days. Investigations revealed that Suneheri Devi, a resident of Naraingarh in Ambala district, was convicted in a murder case and sentenced to life imprisonment by an Ambala court in February 1998. Later, she was prematurely released by the then Chautala government on April 26, 2003 . At the time of the release, she was lodged in Borstal Jail, Hisar. Before her release, Suneheri Devi had filed an appeal against her conviction in the Punjab and Haryana High Court. However, after her release she did not withdraw her appeal from the high court. The court dismissed her appeal on May 18, 2007, and directed the state to re-arrest her if she was on bail. The convict was arrested and lodged in Ambala Central Jail on July 24, 2007. Later, she filed a writ petition in the high court against her “illegal detention” by the police on the ground that she was earlier released. Sources say the Supreme Court in its judgment of October 26, 2003, in the Anil Sharma vs Haryana case had stated that “no convict serving a life sentence and who has not completed 14 years of imprisonment shall be released without further order of this court”. Incidentally, she had not completed the 14-year term in jail when she was prematurely released. The head office of the jail department had reportedly communicated to the jailer that the case was under the consideration of the state government. Officials say that a high-powered committee comprising the Chief Minister, the DG (prisons), the home secretary and the legal remembrancer was authorised to forward cases of clemency, if any. As per statutory provisions, the Governor can pardon convicts in the state. |

A resident of Sohna Road here, her phone kept ringing with congratulatory calls since the news of her becoming the topper was broken this morning. She was seen tirelessly welcoming the visitors and answering queries of mediapersons who thronged her house. Daughter of Sanjay Jain, a chartered accountant in a private company, she is the younger of two siblings. About her mantra of success, she pointed out that “systematic schedule pursued with single-mindedness of purpose” delivered the result. Though she had been devoting the better part of the day to studies, she became heavily focused during the four months before the final examinations. “I can say it was 24X7 kind of schedule these months,” she said, adding that extra coaching during these months helped a great deal. |

Sonepat, May 23 Murti Devi had been residing in Rohtak for the past many years and had come to the village about a week ago to participate in the marriages of Dilbag’s son Surender and daughter Manisha on May 17 and 18. After the marriages, she stayed back with the family of Dilbag in the village. According to a complaint lodged by the victim’s nephew Nasir of Madina village with the police, Murti Devi was sleeping in a room with Roshni, wife of Dilbag. Around 2.30 am, Praveen knocked at the door and Roshni opened the door. Roshni left the room for sometime and Praveen, accompanied by his brother Ranjit, closed the door and allegedly attacked the aged woman with knives, killing her on the spot. The police reached the spot and brought her body to the CHC, Gohana, for a post-mortem. The police has registered a case of murder. Preliminary investigations point out that as the victim was issueless, she had adopted Praveen, son of her husband’s brother, but this adoption was yet to be legalised. The alleged accused reportedly suspected that she may transfer her property, including five acres of agricultural land, to sons of her brother in Madina village. |
‘8th marriage vow’ for the girl child
Fatehabad, May 23 A large number of couples across the state have taken not seven but eight vows at the time of their marriage. The eighth marriage vow to save the girl child has been introduced by Sham Sunder Sharma, a Bhiwani-based Red Cross official. It has become popular not only in Haryana but also in adjoining states. Such has been the popularity of this novel method of conveying his message against female foeticide that a French television journalist recently filmed a documentary on this. Sharma stumbled upon this idea on December 31, 2007, when he had gone to attend a marriage at Paintawas village in Bhiwani district. When the couple completed their seven marriage vows, he approached them to take an additional vow that they would never indulge in female foeticide. The couple readily agreed, but the conservative priest frowned upon the idea. “I somehow convinced the priest and made the couple take an additional eighth circle around the fire with the vow,” said Sunder. “Since than over a hundred couples from over 10 districts in Haryana have begun their married life after taking an additional vow of saving their girl child,” he added. Sharma said he was shaken by the rampant use of technology for sex determination in the area and as a secretary of the district Red Cross he was usually part of the raiding parties that checked ultrasound clinics. He found that the government action against the ultrasound clinics was yielding little results because unless the demand was cut, the supply was bound to remain. It was then that he started his campaign to save the girl child and has been visiting from village to village and district to district to associate people with his campaign. In the past three years, Sharma has been able to organise rallies, in which over five lakh persons have taken oath to save the girl child. Laetitia Ohnona, a French journalist, is making a documentary on “Save the girl child” for her television channel ARTE. |
BSP to contest all LS seats in state
Panchkula, May 23 BSP general-secretary and coordinator for Haryana and Himachal Pradesh Man Singh Manhera, who was here to meet party workers, said the party had decided to field its candidates on all seats while going alone in the elections. However, the social engineering concept would be adopted during these elections as well, said Manhera, while interacting with mediapersons. The elections in the state would be contested on the pattern of Uttar Pradesh with the concept of social engineering and the party would contest the elections opposing family hegemony, he said. When asked whether there was any move to have alliance with the Janhit Congress during the forthcoming assembly or Lok Sabha elections, Manhera said the party would contest the election on its own. |

Notice issued on judges’ appointment
Chandigarh, May 23 The directions to the respondents were issued by the division bench of Justice Jasbir Singh and Justice K.C. Puri. Impleading the High Court as a party, a Gurgaon-based candidate Keshav Kaushik had earlier sought directions for declaring the selection of Rajesh Malhotra, Deepak Aggarwal, Chandra Shekhar and Desh Raj Chalia as arbitrary, illegal and unwarranted. In his petition against 18 respondents, the petitioner had added three Assistant District Attorneys, one public prosecutor and one Assistant Advocate-General whose names were recommended for appointment though they were full-time salaried employees of the Union of India/state governments. Quoting provisions of Article 233 (2) of the Indian Constitution, he said: “A person not already in the service of the Union or of the state shall only be eligible to be appointed a District judge, if he has been for not less than seven years an advocate or pleader and is recommended by the High court for Appointment”

Probe ordered into attack on postal official
Rohtak, May 23 In a complaint lodged with the police, Rishal Singh Rathee, sub-postmaster at a local post office, alleged that he and his family members were attacked by a group of persons at his house. “After forcibly entering my house, the said group of persons attacked me and my family members,” Rathee said, adding that he, his wife and daughter were injured in the attack. On being contacted, senior superintendent of post offices (Rohtak division) B.L. Sonal maintained that the matter had come to his notice and he had marked an inquiry in this regard to a complaint inspector of the department. |
ADGP: Force to be strengthened
Ambala, May 23 Talking to mediapersons here, he said special security measures had been taken in Gurgaon area as it was adjoined to Delhi. Additional police force had been deployed there to check crime. He said 50 cameras would be fixed on roads to keep a close watch on criminal’s activities. Fifteen new police stations had been set up in Gurgaon and digital trunk system had been introduced there for exchanging inter-police information. He said in comparison to Punjab, Chandigarh and Delhi, Haryana had lesser number of police officials. At present, excluding the GRP force, Haryana’s police strength was 35,000 while as per the norm it should not be less than 60,000. He said the state police had taken steps to trim down road accidents on national and state highways. There was a proposal to set up police first-aid posts on national highways at a distance of every 20 km, where services of pharmacists would be available round-the-clock. A special cell to check activities of Maowadi in the state had already been constituted. |
Act tough against illegal miners: DC
Yamunanagar, May 23 Deputy commissioner Nitin Kumar Yadav while chairing the monthly meeting of the district officials asked the officials concerned to stop illegal or unauthorised mining, if any in the district. They have been asked to issue notices to illegal miners and proceed against them as per the law. The water supply and sanitation department was asked to take samples of drinking water at regular intervals. |

Kaithal, May 23 Two other co-accused, Ashok Kumar and Bagga, who gave shelter to the main accused and helped them in concealing their pistol, were awarded three-year sentence and fined Rs 5,000 each. According to the case, Balwan, Devinder, Prem, Sanju and Paras went to Goyal Nursing Home, Cheeka, and looted Dr Ram Kumar Goyal at gunpoint. They also locked up the doctor’s wife, Dr Renu Goyal, his minor son and his nephew in a room and took jewellery, cash and mobile phone. A case had been registered on the complaint of Goyal. After investigations, the police arrested the accused and recovered the looted property from them. |
82 trees felled
Fatehabad, May 23 According to sources, as many as 82 trees have been felled and their timber stolen by unscrupulous elements during the past few days. A.K. Goyal, district forest officer, said some trees were uprooted by strong winds, adding that he would get the matter investigated. |

Bail plea dismissed
Ambala, May 23 Dr Sarj and Jagdish had filed an interim bail application in the court of Abdul Majid on some domestic grounds. This court had dismissed the bail applications of the prime accused, Dr Amit, and nurse Linda a few days ago. The court has fixed June 3 for the next hearing. |
