Raid on slain militant’s hideout in Ballabgarh

Faridabad, May 9
The Pakistani militant, Abu Hamza, who was killed by the special cell of the Delhi police in an encounter near Jawahar Lal Nehru stadium last night, had taken an accommodation in a private colony in Ballabgarh town here.

The police has recovered a cache of arms and ammunition, including two AK-56 assault rifles, a bullet-proof jacket, six magazines and as many as 180 cartridges, from the two-room accommodation.

Following the incident, the police has decided to intensify its campaign to check the antecedents of the persons living on rent in this industrial city.

According to SSP Mahender Singh Sheoran, the accused had taken the accommodation at the house of Uttam Chand Bareja at Jagdish Colony of Ballabgarh town on March 22 against a monthly rent of Rs 1,600. While Hamza, who identified himself as Rajesh of Bullandshahar of UP, told the landlord that he was a bachelor and had been preparing for a bank exam and would be joined by some of his friends very soon. Hamza stayed there for not more than three or four occasions in the past about one and half month. It is also learnt that the accused used to visit mainly during night and used rickshaws and had no vehicle.

The police has found that the registration number (HR-29-L-4457) of the Santro car used by the accused belonged to a motor cycle owned by a local timber company. The police has also decided to serve a notice under Section 188 of the IPC to the landlord of the house for not disclosing the identity of his tenant.

Besides the assault rifles, the police seized as many as 5 kg of RDX powder, 10 hand grenades, 3 kg of urea, a satellite phone and a computer with internet facility. The district police grilled several persons, including the landlord in this regard, but it is reported that nothing concrete could be found.

Killer’ jeeps pose threat to life

The parallel transport system operating in Haryana for over two decades has emerged as the biggest “killer” prowling highways in the state.

According to official sources, these illegally plying jeeps accounted for about half of the 4,000-odd lives lost in mishaps in the last year. Half of the 12,000 persons hurt in road mishaps last year were victims of the “killer” jeeps.

Transport Department sources said the cab mafia was robbing the exchequer of about Rs 300 crore annually.

Traffic police officials say most of the accidents are caused by overloading, over-speeding and poor maintenance of vehicles. The hapless victims of mishaps these vehicles are involved in hardly ever get any monetary compensation as vehicles do not carry even the third party insurance cover.

The racket dates back to the early eighties when a leading ruling party leader began plying four Matadors illegally on the Hisar-Hansi route. Because of his proximity to the then Chief Minister, the racket flourished for several years. Taking a cue from him, second-rung leaders of the ruling party began plying these vehicles on a regular basis.

The trend caught on and in the nineties when finance for buying vehicles became easily available jobless youths entered the then lucrative business and sought the patronage of politicians who in turn were assured of their families’ votes. By the late nineties the business passed in to the hands of small-time gangsters who did not hesitate to rough up traffic policemen and transport department officials.

The government made a feeble attempt to legalise the business by floating the maxi-cab scheme but only a handful of operators opted for it. It is estimated that there are more than 40,000 vehicles operating all over the state.

Replace teaching staff of village schools: panchayat

The panchayat of Badchhappar village in the district has urged the state Education Department as well as the district administration to change the entire teaching staff of all three government schools in the village.

The decision was taken at a meeting of the panchayat held under the chairmanship of sarpanch Rajesh at a village Chaupal yesterday. The panchayat members today sent a copy of the decision to Mr K.K. Khandelwal, Director, Education, Haryana.

A delegation of the Badchhappar panchayat members and other village residents told The Tribune that the teachers of these government schools were not doing their duties properly.

“The teachers neither take interest in the studies of children, nor do they organise any sports events or extra-curricular activities,” said the sarpanch. The villagers alleged that the entire teaching staff continued to neglect their duties despite repeated interventions by the panchayat.

The board results of these schools have been dismal and the parents of students have started sending them to private schools, they added.

The panchayat had earlier requested the officials concerned to get the vacant posts of teacher filled. Following this, the teachers working in the village schools allegedly got their acquaintances appointed as guest teachers.

In the memorandum submitted to the Divisional Commissioner, Deputy Commissioner and the District Education Officer, the panchayat members have further alleged that since majority of teachers were from the village and nearby areas, they remain engaged in their personal domestic works instead of teaching students.

In view of these allegations, the panchayat has urged the authorities concerned to replace all teachers of the government schools located in the village.

Governor lauds role of Red Cross

“Physical disability is a curse for society and cooperation of everyone was required to eradicate it and to build a healthy nation.” This was stated by the Haryana Governor, Dr A.R Kidwai, at a state level function organised to mark the World Red Cross Day at the local Bal Bhavan yesterday.

Dr Kidwai said the Red Cross Society had taken a laudable decision of making the state a “physical disability free” state. Faridabad and Kurukshetra districts had already been freed from physical disability as a part of this move, he added. Chairman of the District Red Cross Society and Deputy Commissioner, Mr Sri Kant Walgad, said the society had provided financial help for medical aid to over one lakh persons he said adding that as many as 5,108 unit blood had been collected and 2500 persons had been provided primary health training.

The Secretary of the Haryana Red Cross, Mr Subhash Chander Bhardwaj, told that youths were being trained by organising medical training camps in each district in the state.

The Governor distributed ‘dai-kits’ to five trained nurses of Buwani Khera block and also distributed 10 sewing machines to the families of martyrs, tri-cycles and wheelchairs to 50 physically challenged persons. He also honoured six sportsmen — Vijender Kumar, Intender Kumar, Awhile Kumar, Summit Sony, Ms Sunnite and Ms Anita — who had won medals for the country in Commonwealth Games and other international competitions.

The Governor honoured Pare Lal Sang wan of Lobar and Ramesh Chand, headmaster, Sai, for donated blood 54 and 29 times, respectively.

Funds not recovered from village committees

The controversial Village Development Committees (VDCs) set up by the previous Om Prakash Chautala-led government in Haryana may still have funds lying in their accounts.

The Congress had strongly protested against the constitution of the VDCs, alleging that these were an assault on the panchayati raj system pioneered by late Rajiv Gandhi.

The Congress dissolved the VDCs after coming to power in Haryana. The dissolution came into effect from June 15 last year. However, the funds lying with VDCs apparently have not been fully recovered yet. Sources said more than Rs 14 lakh was still lying with VDCs in five blocks of Kaithal district.

The blocks are Kaithal, Pundri, Guhla, Rajound and Kalayat. The VDC in Kaithal block alone has more than Rs 6 lakh lying with it, followed by Rajound with over Rs 4 lakh and Kalayat with close to Rs 3 lakh.

It was also learnt that an additional amount of about Rs 2 lakh is pending with the VDCs in Kaithal, Rajound and Kalayat blocks.

The Chautala government had constituted the VDCs in December 2000 to execute schemes and works to be undertaken from funds received under the Decentralised Planning Schemes. However, there was no provision for constituting such bodies (VDCs) in the scheme.

Importantly, adherence to the laid down procedure for the purchase of materials and maintenance of measurement books were not required by VDCs while executing works.

In two years the VDCs had spent close to Rs 1.5 crore in the five blocks mentioned above. The whole expenditure could be called irregular because of the VDCs' existence outside the ambit of the scheme and for not adhering to purchase procedure and non-maintenance of measurement books.

Fluorescent lamps can save power

A study conducted by the Dakshin Haryana Bijli Vitran Nigam (DHBVN) has revealed that the replacement of one 100 watt bulb with Candy fluorescent lamp by each consumer can save up to 8.5 lakh units of power per day in the area under its jurisdiction.

A spokesman for DHBVN said here yesterday that in the area of DHBVN, there were 18 lakh consumers and bulbs being the most commonly used lighting appliance were used by all of them. On an average, a domestic or non-domestic consumer uses four bulbs and an agriculture consumer uses one bulb for lighting purposes.

Power utilities are compelled to impose power cuts largely during peak load hours i.e. 6 p.m. to 10 p.m. and 4 a.m. to 7a.m. and during these period, the bulbs are switched on. Replacement of one bulb per consumer will give a relief to the tune of 153MW of load to the power distribution system avoiding power cuts due to overloading.

If it is implemented in all the nine states getting power from the northern grid, there will be no problem of low frequency during these hours.

The major reasons of the power cuts these days are overloading of the system and low frequency which are cyclic in nature i.e. one leading to another. If one problem is tackled, the other problem is automatically solved.

The spokesman said there was scope for saving 25 per cent of the total available power in Haryana by using efficient appliances and adopting all measures of energy conservation. The power, thus saved, worked out to be equal to the generation of a power generating plant of more than 1000MW. The cost of construction of a plant of that capacity would be Rs 3500 crores.

He said the daily demand of power in Haryana had increased by 60 lakh units over last year. The present shortage of power in the state is to the tune of 70 lakh units which is a little more than 10 per cent of the total power supplied daily to the consumers in the state. In this way, the key to the uninterrupted power supply is in the hands of consumers.

The spokesman said the frequency in the northern grid was around 49hz against the normal 50hz compelling the managing authority to impose the power cuts. Technically, it is not possible to announce frequency-based power cuts and cuts due to overloading of system in advance.

Meanwhile, the Haryana Power Utilities on Sunday supplied 135 lakh units more power in the state than the power supplied on the corresponding day of last year, an official spokesman said here yesterday. He said power utilities supplied 755 lakh units of power on May 8 compared to 620 lakh units supplied on the corresponding day of last year.

Bhuna sugar mill to be sold

The Haryana Government has decided to sell the Bhuna Cooperative Sugar Mills in this district. The mill has been proving a white elephant for the government as its cumulative losses have been increasing every year and the mill has not been getting enough sugarcane.

According to informed sources, the Haryana State Federation of Cooperative Sugar Mills (Sugarfed) had recommended the disposal of the Bhuna Cooperative Sugar Mills. Sugarfed at its meeting held on March 21, 2006, made this recommendation to the state government. The government, according to sources, had accepted the recommendations and decided to go ahead with the disposal of the mill.

The mill, which had been running in losses since its inception in 1991, has now become a white elephant for the government. The cumulative losses, according to sources, were Rs 175.95 crore on March 31, 2005. Besides this, the mill has to pay an interest of Rs 20 crore per annum on its borrowings. The sources said the mill required 40 lakh quintals of sugarcane per year for optimal running of the mill, which was no available in the area.

Recruitment of women cops from today

Applications have been invited from the eligible women for recruitment as constables (general duty) in the district between May 10 and 24.

District police chief Subhash Yadav said that selection would be made for the 75 posts of women constable (general duty). The process of submitting the applications would start at 10 am on May 10 and it would continue till May 24, he said.

He said eligible women candidates from Hisar, Jind, Fatehabad, Sirsa and Bhiwani districts would be allowed to submit their application forms to the selection board.

Seeking check on illegal mining at stone quarries of Asawari and Badal villages, the panchayats of both villages, led by sarpanch Randhir, have met the Deputy Commissioner and District Mine Officer and submitted a memorandum.

The villagers said a case was under consideration with the Charkhi Dadri court to seek ban on mining work at the quarry of Asawari village. They alleged that the illegal mining work was still on in connivance with the government. It said the explosives were being used at the Khasra number 143 quarry of Asawari village in the absence of any mine manager. — OC

Order to continue mustard procurement

The Haryana Chief Minister, Mr Bhupinder Singh Hooda, has asked the Haryana State Cooperative Supply and Marketing Federation (Hafed), to continue procurement of mustard from farmers. This was stated in an official press note issued here today.

Media reports from Bhiwani had said the stoppage of mustard procurement by Hafed yesterday had triggered protests from farmers.

The state government has decided to continue purchasing mustard upto May 20. Since farmers at many places are yet to bring their crop to the mandis for the sale under price support scheme (PSS), it has been decided to extend the date till May 20.

Exam postponed

The Haryana Staff Selection Commission has postponed the written tests for the posts of Auditor, Local Audit Department and Excise Inspector, Excise and Taxation Department, to May 21, 2006.

While stating this here today, the Secretary of the commission said these tests were to be conducted on May 14 but had been postponed due to the examination of the Union Public Service Commission falling on the same day. — TNS

Anti-quota students lathi-charged

Police today lathi charged students of Maharishi Dayanand University (MDU) and Pandit Bhagwat Dayal Sharma Post Graduate Institute of Medical Sciences (PGIMS) here this evening when they were marching in protest against the Centre’s move for reservation for Other Backward classes in elite educational institutes.

Nearly a hundred students from PGIMS and various department of MDU, including Post Graduate students and research scholars shouted slogans against Union Human Resources Development Minister Arjun Singh and the UPA government.

They left the MDU campus in a procession to go to the Deputy Commissioner to submit a memorandum demanding abolition of all reservations. The lathi charge took place near the Model town Power House.

The police action also took in its sweep photo journalists, some of whom not only sustained injuries but also saw their cameras damaged in the lathi charge.

Despite lathi charge by the police, the protesters continued their march and blocked traffic at local Ashoka Plaza.

DC R.S. Doon accompanied by SSP C.S. Rao rushed to the spot and received a memorandum from the protesters. — PTI
