Patient to be paid Rs 1 lakh as compensation

The District Consumer Disputes Redressal Forum has directed a local eye specialist to pay a compensation of Rs one lakh to a patient from Lohian Khas, who lost his vision in the left eye after a cataract operation conducted by him.

RCF agitation picks up pace
Kapurthala, March 18
Demanding the transfer of the General Manager of the Rail Coach Factory (RCF), Mr Yash Pal Gupta, MLA from Sultanpur Lodhi, Bibi Upinderjit Kaur, today said that all 11 MPs of the Akali Dal and the BJP from Punjab would oppose the proposal of declaring RCF a Public Sector Undertaking.

3 arrested in two cases

The local police today arrested two persons, accused of being involved in many theft cases of mobile phones and purses in and around the city.

College teachers stage dharna
Jalandhar, March 18
Teachers from various non-governmental colleges in the state sat on a dharna in their respective colleges here today. The call for the dharna was given by Punjab and Chandigarh College Teachers’ Union (PCCTU).

Forum finds eye specialist guilty of negligence

The District Consumer Disputes Redressal Forum has directed a local eye specialist to pay a compensation of Rs one lakh to a patient from Lohian Khas, who lost his vision in the left eye after a cataract operation conducted by him.

Besides the compensation, the doctor has also been ordered to refund Rs 44,000 spent by the complainant on his treatment and Rs 3,000 as the cost of litigation.

The forum directed Dr S.S. Sangha of Sangha Eyes Hospital in Gujral Nagar to compensate for the mental harassment and agony suffered by Mr Hardev Singh, the patient.

In his complaint, Mr Hardev Singh had said that he was operated upon by the doctor on September 28, 2002, for the treatment of cataract in his left eye. He claimed that he had some vision before the operation and the doctor had assured him that his vision would improve after the operation. The complainant said he was discharged the next day with a prescription and was told to report back in seven days. Mr Hardev Singh said he reported back to the doctor after a week, and told him that there was no improvement in the condition of his eye. Subsequently, he added, two more surgeries were conducted on October 11 and 15, 2002, but without any improvement in his condition.

The complainant said he was referred to an eye specialist in Amritsar, who operated on his left eye on October 24, 2002. The doctor told him that his vision had been permanently lost, Mr Hardev Singh said. The doctors from the Medical Research Foundation, Chennai, also told him that his eye was totally damaged.

The complainant alleged that he became visually-challenged due to the negligence of the doctor and demanded recovery of the amount spent by him, damages of Rs 2 lakh due to mental harassment and agony, and a claim of Rs 10 lakh for the loss of job in Dubai, where, he claimed, he was working as a driver.

The doctor had replied that there had been some unforeseen complications in the case. He claimed that the patient had a poor vision before the operation. He also said the patient had reported to him late.

The double bench of Mr M.M. Bhalla, President of the forum, and Mr Surinder Mittal, Member, observed that “infection due to unhygienic condition and post-operative negligence on the part of the doctor could not be ruled out”.

They added that the doctor responded late. The forum, however, ruled that since there was no evidence of loss of his job, the complainant could not be compensated on that ground.

RCF agitation picks up pace

She added that the Member of Parliament, Mr Sukhbir Badal, would address a rally of the workers on Monday.

Addressing a rally of the RCF employees, their family members and villagers from the adjoining area in front of the Deputy Commissioner’s office here, she claimed that the Chief Minister, Captain Amarinder Singh, had also assured her of taking up the RCF issue with the Central government.

Earlier, thousands of protesters, raising slogans against the Union Railway Minister, Mr Laloo Prasad Yadav, and the RCF General Manager, reached the Deputy Commissioner’s office to submit a memorandum.

3 arrested in two cases

Jalandhar, March 18
The local police today arrested two persons, accused of being involved in many theft cases of mobile phones and purses in and around the city. The SSP, Mr Ishwar Singh, said two motorcycle-borne youths, identified as Pawan Kumar, a resident of Rasoolpur Brahmana village, and Ram Tirath, a resident of Bal village near Kartarpur, were stopped at a naka.

He claimed that subsequent questioning of the duo revealed that they were involved in various cases of theft of mobile phones and purses. The accused also allegedly identified one Jagtar Singh Rinku as their third accomplice. A mobile phone was also recovered from their possession.

In another case, one Ravi Kumar, hailing from Bihar, was arrested near Surya Enclave locality for allegedly smuggling charas. The police said two kg of charas was recovered from his possession.

The protesters also put forth their demands before the state government over the adjustment of surplus staff due to the shifting of Plus Two classes from colleges to schools. — TNS
