Hooda seeks separate High Court for state
New Delhi, March 11 Speaking at the Chief Ministers and Chief Justices of high courts Conference here, Mr Hooda said, "The state government is fully supporting the proposal of establishing fast track courts at the magisterial level to check the pendency of cases." He also hoped that this scheme would be funded by the Union Government. Prime Minister Manmohan Singh inaugurated the conference and Chief justice of India Mr Justice Y. K. Sabharwal gave the key note address. Mr Hooda said the state government had prepared a 10-year prospective plan amounting to Rs 162.24 crore for strengthening the judicial infrastructure keeping in view the future needs. He said there was a need to simplify laws and procedures to make the process inexpensive. He said structural, technological and legislative initiatives were required to tackle the issues involved. He said the state government had been encouraging the alternative disputes redressal measures reduced the arrears of court cases. Lok Adalats were one of such options in which Haryana had done a commendable job. He informed that since 2001, as many as 2,516 Lok Adalats had been held and over 9,47,464 cases were taken up out of which 5,88,784 had been decided. He informed that the Joint Judicial
Academy was being set up at Chandigarh at a cost of Rs 37 crore for imparting training to judicial officers from the states of Haryana and Punjab. The expenses would be shared by both the states jointly.

HSIDC allots land for projects worth Rs 121 crore
Chandigarh, March 11 Disclosing this here today, Managing Director of HSIDC Rajeev Arora informed that 28,000 square metres of land had been allotted to UCAL Fuel Systems Ltd (UFSL), a company promoted by Carburettors Ltd, Chennai, and Japan-based Mikuni Corporation for setting up a new project for the manufacture of auto components at its growth centre at Bawal in Rewari district. Mr Arora said that the capital cost of the proposed project had been estimated at Rs 47.20 crore. At optimum capacity utilisation, UFSL would achieve a turnover of Rs 202 crore in the fourth year of its operation. The project was likely to go on stream by April 2007. He said that the allotment had been made by a high-level plot allotment committee constituted by the state government under the Chairmanship of Financial Commissioner and Principal Secretary to Industries Department to consider the allotment of industrial plots to prestigious projects having an investment of Rs 30 crore and above. He said that the allotment committee had also approved the allotment of ten acres of land in Growth Centre, Bawal to Pearl Global Ltd for their export-oriented project to manufacture readymade garments with backward integration with a total cost of Rs 35.30 crore. Another four acres of land had also been allotted to Relaxo Footwear Ltd in the Footwear Park being developed by HSIDC at Industrial Estate Bahadurgarh. The company proposed to manufacture lightweight Hawai footwear in this unit involving a capital cost of Rs 39 crore.

Pollution board seals two stone crushers
Yamunanagar, March 11 During the past four months, more than 50 stone crushing units out of 110 located in the zone have closed down and owners of four units have shifted their business to Narnaul and Rajasthan because of the ongoing tussle between government and royalty contractors. Because of the closure of the units, more than 5,000 migrant labourers have lost their jobs. On October 15, the government had cancelled the contract of royalty collection alleging violation of rules on the part of the contractor. The contractor moved a court and obtained stay orders. In the meanwhile, the Forest Department closed four roads leading to the Belgarh belt of the crusher zone. More than 60 per cent of the raw material (boulders) of stone crushers used to come from the Belgarh belt. Dozens of persons, including tractor-trailer owners, have been booked during the past few months for alleged violation of mining and forest rules. Contractors allege that the government was unnecessarily harassing them. On the other hand sources in the Forest Department and district administration have denied the allegations. As per sources in the Pollution Control Board, one unit was sealed as it was located near the Kalesar National Park. The source said that the second unit was sealed as the owner had set up an additional unit without obtaining permission. A former chairman of the Stone Crusher
Association, Mr Sanjeev Chaudhary, claimed that business of stone crushing suffered a setback after the Forest Department closed the roads as the Belgarh belt is lying closed for several months now. The remaining crushers are getting raw material from
Bhundkalan, Begampur, Deodhar, Balewala, Doiwala, Madewala, Darwa and Kohliwala belts. Sources said the price of boulders, which was earlier between Rs 1.50 and Rs 1.75 per square foot, was now Rs 4.50 per square foot. The price of
'bajri' has also risen from Rs 4.50 (per sq foot) to Rs 6.50 per sq foot. Because of the higher transportation charges crusher owners are facing tough competition from their counterparts in
Dadri, Narnaul, Panchkula and Tosham. |

Illegal unit hits villagers’ health
Manana (Panipat), March 11 A visit by this correspondent to the village, about 28 km from Panipat on the GT Road, revealed that the furnaces at the unit were emitting thick smoke. Located a few hundred metres away from the village, the factory stands on agricultural land. District Town Planner Gurmeet Kaur confirmed that the factory was illegal as it was built on cultivable land. She said after an enquiry conducted last year, the department had lodged an FIR against Director of JBIP, Mr Narinder Jain, at the Samalkha police station. She added that Mr Jain did not possess the certificate for change of land use and the unit should not have been functional after a case was registered. She further added that the department had sent another complaint to the police against owners of Jai Bharat for illegally constructing a housing colony opposite the factory. The DTP promised to look into the matter and take necessary action against any violation. Villagers informed TNS that owners of the factory had purchased land about three years ago and constructed a boundary wall. But after the villagers met officials of the Chautala government, the factory was not allowed to start. Mukesh, a farmer said the factory at the existing place started functioning with the change in the state government. He said owing to political pressure, officials kept mum. Interestingly, official records confirmed that the illegal factory came into existence in March last year. Residents of the village complain of breathing problem due to emission of smoke. Dinesh, another villager, said there was no chimney and the smoke was damaging vegetables and crops. He said roads of the village had been damaged as heavy vehicles, carrying metal scrap keep plying regularly. |
Seminar discusses higher education problems
Ambala, March 11 Prof B.S. Dahiya, former Vice-Chancellor, Kurukshetra University, was the chief guest. Prof Dahiya laid emphasis on the need for such seminars where teachers and administrators should sit and ponder over the problems being faced in higher education. He said the main challenge was the rapid expansion of the number of students pursuing higher education. He opined that education had been reduced to a commodity. Moreover, the lack of service security for teaching and non-teaching members, poor working conditions, faulty system of examination and many masters to serve had contributed to falling standards of higher education. Prof Dahiya suggested that the institutes of higher learning needed to be restructured and every state should have an UGC of its own. He felt that a revolution was needed, only then the dismal situation could show some signs of improvement. The Principal of the college, Dr Desh Bandhu, presented a brief history of the National Assessment and Accreditation Council and said organisation emerged on the scene when it was observed that standard of education, imparted in the institutions of higher learning, were falling day by day. He said in the present scenario agencies like NAAC were required to keep a check on these institutions to ensure and enhance the quality of higher education. Dr Neena Malhotra, convener of the seminar, spoke about the aims and objectives of the seminar. She said education meant the complete development of personality. |

Kataria seeks Venod Sharma’s resignation
Ambala, March 11 Mr Kataria said here that Haryana Power Minister Venod Sharma must resign on moral grounds over the case. He said the registration of a fresh FIR was an indicator of the fact that investigation in the case had been adversely influenced. Mr Kataria said in case, Mr Sharma did not put in his papers over the case, then the Haryana Governor should dismiss him. “The BJP will hold a statewide agitation if Mr Sharma does not step down,” he said. He alleged that irregularities had taken place in the investigation of the Jessica Lal murder case in which Manu Sharma, son of Mr Venod Sharma, is the prime suspect. Despite the nation-wide condemnation over the case, Mr Venod Sharma continued to chair the high-powered purchase committee, said Mr Kataria. He demanded that Haryana Education Minister Phool Chand Mullana must resign following the several cases of rape of school girls in the state. “The rape of school girls by school teachers is an extremely unfortunate incident. One of the rape incidents took place in Chudiala village which is in the Mullana Assembly constituency. The constituency is represented by Mr Phool Chand Mullana,” he said. The Congress government has failed on various fronts. The poor law and order situation in the state is causing fear among the common people, he said, adding that there is an urgent need to beef up security so that incidents of gang war do not take place. |
Cops flayed for shielding Principal
Panipat, March 11 The union said Mr Jindal was solely responsible for the leak and threatened to launch an agitation if the police did not arrest him. Mr Rakesh Gera, assistant general secretary of the union, showed papers to The Tribune bearing signatures of Mr Jindal as the centre superintendent, confirming the acceptance of question papers of business studies of Class XII. Referring to news items, union leaders said the police had not been listening to CBSE chairman Ashok Ganguly and was reluctant to arrest Mr Jindal. He said Mr Jindal and three other officials received the
envelopes from the extension counter of the bank at the school at 9.30 a.m. on March 8, but the alleged tampering was noticed at 1.30 p.m. by the CBSE team. He alleged that Mr Jindal complained neither while accepting the
envelopes containing the question papers nor at the time of distributing the question papers. Blaming the police for dragging bank officials into the case, he alleged that certain police officials had been acting under pressure. |
Sorabjee calls for social boycott of the corrupt
Rohtak, March 11 He was delivering a special lecture on ‘Challenges to democracy’ at the Maharshi Dayanand University here. Mr Sorabjee said the need of the hour was to develop a culture of tolerance in the country. He stated that the right to dissent was the essence of democracy and pointed out that corruption was a real threat to democracy. Calling for a social boycott of the corrupt, he said corruption was a serious violation of fundamental rights. Dr R.S. Dhankar, Vice-Chancellor, advocated collective efforts for establishing real democracy in the country. He termed parliamentary democracy as indispensable. The lecture was organised by the Faculty of Law. |

Three suspended for embezzling wheat
Yamunanagar, March 11 The Confed also wrote to the district administration to probe the role of the office of the District Food and Supplies Controller in the case. As per information available, the then district manager K.T. Kokani, assistant manager Babu Ram Malik and store-keeper Manpal Singh were suspended. The scam came in light in the Sadhoura block of the district in June last, when wheat packets being distributed among the beneficiaries were found to be underweight. The Deputy Commissioner had marked an inquiry to the SDM, who in his report found the three guilty. The Deputy Commissioner had forwarded the report to the Confed, which also carried out a departmental inquiry. |

Governor orders reinstatement of employee
Yamunanagar, March 11 The Governor, however, has ordered stoppage of two annual increments with cumulative effect. He will also not be paid for the period. In January 2004, the then secretary of the District Red Cross Society, Jind, Mr SS Saini, after an inquiry was allegedly found guilty of ‘financial improprieties and procedural lapses.’ His service was subsequently terminated after approval from the office of the then Governor. |
Tension after arrival of sepoy’s body
Yamunanagar, March 11 Family members of the deceased were told by the Army authorities that the sepoy had committed suicide. Villagers demanded a post-mortem examination and tried to block traffic on the Jagadhri-Ambala highway. After Jagadhri MLA Subhash Chaudhary and Tehsildar Nandita Kaushik intervened, the villagers were pacified and the body cremated. According to the Army authorities, Vinod fired three shots in his stomach in the afternoon of March 8. |

New Delhi, March 11 This was announced by the Director of AIIMS, Dr. P.Venugopal, while speaking at the inaugural session of the three-day conference on "International Minimal Access Surgery and Live Workshop" organised by the Indian Hernia Society at AIIMS. Expressing his gratitude for the announcement, Haryana Chief Minister Bhupinder Singh Hooda announced a financial assistance of Rs 2.5 lakh from his discretionary fund for the Indian Hernia Society. He said almost every abdominal procedure had been successfully performed using minimal access approaches and today even major operations like the removing of part of liver or liver transplant were being performed
laparoscopically. |
