Karnal, October 10 Sources in the district administration said he had applied for a two-day leave on September 27 and it was granted. He again sent a fax for extending the leave but his application was reportedly rejected. He has reportedly been absent from his official duty since September 29, the sources added. While Kaithal Deputy Commissioner Balbir Malik could not be contacted as he had gone to Ambala to attend a meeting, the sources said the Mr Malik had written to Chief Secretary G. Madhavan about Mr Mehra’s absence from his duty. The Deputy Commissioner also reportedly wrote to the Chief Secretary that the Panipat police was trying to arrest him in a case of alleged rape. Meanwhile, Panipat DSP (HQ) Sahib Ram Nehra told The Tribune that the district police was making every possible effort to nab the SDM. He said he himself had raided Mr Mehra’s office and residence at Guhla Cheeka a few days ago, but he was not found there. Mr Nehra said a police team had raided Mr Mehra’s ancestral house at Ajrana Kalan village in Kurukshetra district yesterday after an tip-off that he had been hiding there, but when they raided the house, he had already fled the house. The police arrested his brother Mahender on the charge of giving shelter to the accused under Section 216 of the IPC, a bailable offence. However, Mahender was sent to judicial custody by a city court as no one came forward to give his surety for bail, he added. The DSP said the police was carrying out more raids at the possible hideouts of the SDM. The Punjab and Haryana High Court had dismissed Mr Mehra’s anticipatory bail plea in August, he added. The rape victim had levelled alleations of rape against Mr Mehra after a fraudulent marriage with Mr Mehra when he was posted as City Magistrate in Panipat. The FIR was registered in November last year on the orders of the Panipat Additional Chief Judicial Magistrate (ACJM), Ms Manisha Batra, under Sections 376 (rape), 420 (fraud and cheating), 467, 468, 471 (fake documents) and 506 (criminal intimidation) of the IPC. The victim has alleged in her complaint that Mr Mehra raped her for eight months after marrying her fraudulently. He was already married to a teacher in a government school at Devidasspur, Kurukshetra, she has alleged, adding that he also has a 14-year-old daughter from her first wife. |
Dalits begin campaign to get promises fulfilled
Chandigarh, October 10 Addressing a Press conference here, Mr Ashok Bharti, national coordinator of NACDOR, said this was decided after a two-day convention of Dalit organisations of northern India that concluded here yesterday. Mr Bharti said activists of NACDOR and its affiliated organisations would work for the success of the campaign in all northern states.He said the Dalit Jana Kalyan Samiti, an organisation affiliated to NACDOR, would spearhead the campaign in Haryana.Activists of the samiti would go to all 90 Assembly constituencies as well as the 10 Lok Sabha constituencies of the state and document the promises made by the legislators from time to time. ‘‘We will give them one year’s time to fulfil these promises. If they show reluctance, we will mobilise public opinion against them and jeopardise their political careers’’, the NACDOR coordinator said. He alleged that the Central and state governments were not showing any inclination to take steps toward the empowerment of Dalits. While the Centre had not fulfilled its promise of reserving jobs for Dalits in the private sector, the Punjab Government was showing reluctance to keep its promise of implementing the 85th Amendment to the Constitution to pave the way for accelerated promotion of Dalit employees, Mr Bharti said. He added that despite the Dalits supporting the Congress at the time of the Assembly elections in Haryana, houses belonging to members of the community were burnt down at Gohana after the Congress came to power in the state. Mr Bharti said a demonstration would be held in Chandigarh shortly to highlight the state and Central Governments' unwillingness to empower the Dalits. |
IIPA Award for Sirsa lecturer
Chandigarh, October 10 Academicians, research scholars and administrators from all states and Union Territories participated in this prestigious competition which was organised by the Indian Institute of Public Administration (IIPA), New Delhi. The award, which carries a cash prize of Rs 2,000 and a citation, will be presented to Dr Siwach by Vice President of India, Mr Bhairon Singh Shekhawat, at the IIPA’s annual general body meeting at New Delhi on October 21. Dr Siwach will later make a presentation of this essay before the IAS probationers presently undergoing training at the Lal Bahadur Shastri National Academy of Administration, Mussoorie. In his 5000-word essay, Dr Siwach made a forceful plea for the speedy interlinking of inter-state river waters. Having examined the financial viability, political acceptability and technical feasibility of the project, Dr Siwach maintains that the project, if implemented, will give a big boost to the economy. |

Deepender lays stress on education
Jhajjar, October 10 Mr Hooda, who is son of the state Chief Minister, Mr Bhupinder Singh Hooda, was addressing his maiden Press conference after being elected to the Lok Sabha in the byelection here today. Making his priorities clear, he said he would spend highest percentage of his MPLAD funds for strengthening and improvement of the education sector. Elaborating further, he said basic education at the grass-root level particularly in the countryside needed immediate attention. Efforts would also be made to provide Maharshi Dayanand University at Rohtak the status of central university to enable it to emerge as a centre excellence in higher education in north India. He stated that he would also strive to revive the project of opening a defence university in Matanhail village of Jhajjar. |
Residents suffer due to power cuts
Panipat, October 10 Talking to The Tribune, Ram Mohan Khatri, resident of Model Town, complained of unscheduled power cuts. He said on an average power remained off for 10-12 hours. Despite repeated complaints nothing had been done by the authorities. Though officials admit of poor power situation in the town but said it was done following directions by the northern grid. Executive Engineer of DHBVN, Rajpal Singh said for the past one week there had been sudden increase in power consumption. To avoid the transmission from total collapse, he said unscheduled and frequent power cuts were imposed. A shopkeeper selling dairy products, Mr Nathu Ram, blamed the electricity authorities for loss in the business. He said they had to buy expensive alternative power generation gadgets to run his business smoothly. Owing to frequent power cuts, the residents have switched over to invertors and generators, which has further led to pollution in the area. Terming the situation alarming, residents complained that since most of the residents were switching over to generator sets, it had led to both noise and air pollution. Ms Smirit Ahooja, a resident of Sector 12, criticised the authorities for failing to normalise power situation. She said due to erratic power supply, water supply in the area had also got severely affected. Students are among those worst affected in the township. Students complained that their studies suffered due to frequent tripping. A college student said she had to go to a cyber café despite having Internet connection at home because of as frequent power cuts. |

Sonepat, October 10 Rajinder Singh, Superintendent of Police told mediapersons here today that the police had also launched a massive hunt to arrest all other persons allegedly involved in the murder. The arrest of Sat Narain followed the lodging of a FIR by Jatinder, a resident of Barewa village, and the younger brother of Ms Rani. He allleged Rani was shot dead by her husband and the body was cremated by him with the help of his other family members. |
Man electrocuted
Fatehabad, October 10 Youth Mukesh (20), a resident of Swami Nagar in Fatehabad, was working with the local Bajaj Scooters agency situated on the Sirsa road. He had climbed up a tree in front of the showroom, where he was working, as his employer had asked him to install a banner on the tree. As he was climbing on the tree, he accidentally touched an 11KV electricity wire passing near the tree. His employer, who was watching this all, allegedly ran away after closing his showroom instead of doing any efforts to save the youth. When no help came from any side, onlookers blocked the road traffic on the Fatehabad-Sirsa road. It was only after the road was blocked that SDM Yogesh Mehta, SHO Chandgi Ram and DHBVN SDO D.R. Narang reached the site and the body of the victim was brought down with the help of fire brigade personnel. The body had badly burnt. |
Couple sustains burns during tiff over liquor
Sonepat, October 10 According to a report, Naresh and his wife Anita were taken to the local Civil Hospital where they were referred to the PGIMS, Rohtak. It is stated that Naresh was in the habit of consuming liquor every day. This had led to strained relations between the two. When he reached home after consuming liquor late in the evening, he was snubbed by his wife. This led to a quarrel between them. Anita then sprinkled kerosene on her body and set herself afire. Naresh tried to douse the fire but failed in his attempts. He received 60 per cent burns. Other members of the family took them to the hospital. Their condition is stated to be serious. |
Haryana directions on arrests
Chandigarh, October 10 Where children or juveniles are sought to be arrested, no force or beatings should be administered under any circumstance. Police officers may, for this purpose, associate respectable citizens so that the children or juveniles are not terrorised and minimal coercion is used, a spokesman of the Home Department said. Meanwhile, the spokesman refuted the allegation levelled by a TV channel that the Juvenile Justice(Care and Protection of Children) Act 2000, had not been implementated by the government. The Act was adopted by the Haryana Government with effect from April 1, 2001, he added. While reiterating these instructions, it was made clear to the DGP that any violation of these instructions would be viewed seriously. The power to arrest without a warrant should be exercised only after a reasonable satisfaction was reached at, after some investigation, as to the genuineness and bona fides of a complaint. Arrest could not be justified merely on the existence of power, as a matter of law, to arrest without a warrant in a cognisable case. As a rule, the use of force should be avoided while effecting arrest. However, in the case of forcible resistance to arrest, minimum force to overcome such resistance may be used. However, care must be taken to ensure that injuries to the person being arrested, visible or otherwise, are avoided. The dignity of the person being arrested should be protected. The arrested person can, on a request made by him or her, demand that a friend, relative or other person known to him be informed of the fact of his arrest and the place of his detention. Apart from informing the person arrested of the above rights, the police should also inform him of his right to consult and be defended by a lawyer of his choice. He should also be informed that he is entitled to free legal aid at state expense (D.K. Basu case).When the person arrested is brought to the police station, he should, if he makes a request in this regard, be given prompt medical assistance. |
