The district police has arrested four persons — Vijay of Kheri Sherkha village, Asbir, alias Bhiri, of Raman village, Rajesh of Dharodi village and Kuldeep of Azad Nagar Hisar in connection with the murder of Jaipal, a commission agent of Narwana.

2 electrocuted

Two persons were electrocuted to death while one was injured in separate incidents in Assandh subdivision yesterday. As per the details available, Manoj Kumar (22), a son of Bharat Singh of Chechra village, was electrocuted to death while trying to repair an electric motor of his water pump in the field.

Gun shot at marriage revelry injures youth
Jhajjar, June 12
A youth sustained injuries when a shot fired during marriage revelry hit him in Nilothi village in the district today. Ajmer Singh was firing in the air during the “ghurchari” of his brother Jasmer Singh. A shot got misfired and injured Sunil, who was standing in street. He was rushed to the PGIMS at Rohtak. The police has registered a case against Ajmer Singh and Rishiraj, owner of the gun. 

Khosla in judicial custody
Ambala, June 12
Pradeep Khosla, an accused in the Jeevan Lata and Nikita disappearance case, was sent to 14 days judicial custody by a city court today. Pradeep Khosla had been sent to one-day’s police custody.

CM visits families of squall victims

The Haryana Chief Minister, Mr Bhupinder Singh Hooda, today visited the families of those killed during Thursday’s storm. He distributed relief cheques to the families of victims and assured help to those who have suffered injuries or whose crops have been damaged or whose animals had died due to the storm.

Talking to mediapersons after presenting a cheque for Rs 2 lakh to a Dalit, Subhash Chander, at Bighar, village whose infant son had died after he was thrown into a pond by the deadly winds, Mr Hooda said the state government had decided to give a relief of Rs 2 lakh each to the families of those killed by the storm.

In all, 21 persons are reported to have died in Haryana, out of which seven belonged to Fatehabad district.

The death toll due to the storm in the district rose to seven with the death of an injured woman at Rattia today.

The Chief Minister added that the state government would provide a relief of Rs 10,000 each to those whose buffaloes or camels had died, Rs 5,000 each to those whose cows had died and Rs 2,000 each to those whose sheep or goats had died. The government had ordered a survey of the loss caused to the crops.

The Chief Minister justified the closure of the Industrial Security Force, set up by the previous Om Prakash Chautala government and alleged that Mr Chautala had played a bad joke with those recruited to the force. He said the INLD government had recruited jawans in the force even before bringing about a notification for the setting up of the force. No provision, he said, had been made to release the salary of those recruited in the force. Everything had been done in a hurry with an eye on the elections, he added. Mr Hooda added that the former Chief Minister owed an apology from the jawans for having played with their careers. He assured that his government would give weightage to those whose services had been terminated due to the closure of the force.

Mr Hooda said there was no immediate plan to expand the ministry. When asked about his achievement during his 100 days as Chief Minister, Mr Hooda said that the manner in which the people had voted in favour of the Congress in the recently concluded bypoll spoke volumes about the popularity of his government.

Dr K.V. Singh, OSD to the Chief Minister, the Deputy Commissioner, Mr Phateh Singh Dagar, the SP, Mr Bhim Singh, the Congress MP, Mr Atma Singh Gill, MLAs Dura Ram and Paramveer Singh, and Congress leaders Arvind Sharma and Jaipal Singh Lali accompanied the Chief Minister.

The DC informed the Chief Minister that property worth Rs 1.86 crore had been damaged in the district due to the storm. Thirteen head of cattle had perished while 31 houses had been grounded.

Chhatrianwali (Sirsa): The Chief Minister, assured to compensate those villagers who suffered losses to their crops and cattle in Thursday’s squall. He directed the district administration to do a special girdawari to assess the loss to crop in the district.

Mr Hooda visited the families of the three villagers who were killed in the dust storm and also announced an increase in the exgratia amount to Rs 2 lakh from Rs 1 lakh. He assured full support to the villagers.

Speaking at Chhatrianwali village today, he also announced compensation for whose cattle or animals had died in the dust storm ranging from Rs 1,000 to Rs 10,000. Talking to the villagers, the Chief Minister also announced the construction of a Rs 52 lakh waterworks project in the village.

Later talking to the media, Mr Hooda dismissed any move to close down Chaudhary Devi Lal Cooperative Sugar Mills at Panniwala Mota village in Sirsa. Interestingly, the state Industries Minister, Mr L.D. Arora, had announced the closure of mill planned by the previous Chautala government.

On a question on converting National Government PG College into the University College of Ch Devi Lal University, he justified the move by saying that it was the need of the hour. He ruled out any plan to wind up the university.

Hooda for industrial peace in Gurgaon

Chief Minister Bhupinder Singh Hooda has directed the district administration to rope in the villages to help maintain industrial peace.
This measure is part of the promise of the government to provide a climate conducive for investment and industrialisation in the state. By increasing industrialisation the government seeks to lay sharper focus on social regeneration, primarily by enabling the local youths to get jobs and leapfrog the economy.

According to a Cabinet Minister the directive of the Chief Minister is to dispel any doubt in the minds of the dispel industrialialists, including the prospective ones with regard industrial labour problem and industrial peace.

A large number of local poulation, especially from the villages have been employed in the industrial units. The government’s move is possibly against the backdrop of the industrial units’ repeated complaints that the local youths are more prone to creating indiscipline at the workplaces than the outsiders.

The assessment in wider circles of the government is that investments worths several thousand crores of rupees would flow in Gurgaon, both from domestic and foreign companies.

Already Maruti Udyog Ltd(MUL) has begun construction works on its second car plant in Manesar in Gurgaon district. According to the Managing Director of MUL, Mr Jagdish Khattar, the total investment in the new car plant will be Rs 15,242 million. The MUL’s stated position is that based on the initial capacity, the plant will “directly” employ nearly 900 people. The number becomes manifold if the indirect beneficiaries in the auxilliary business of the company are computed.

The Ambassador of Japan to India, Mr Yasukuni Enoki, who was in Manesar along with the Chief Minister for laying the foundation of the MUL plant, observed in his speech that Haryana, especially Gurgaon, was the best place for investment in India. He said that thousands of crores of investment from Japan would flow in the state in about three years.

The directive of the Chief Minister to educate the villagers on the virtues of industrial peace also stems from apprehension in certain quarters that the political foes of the government may try to instigate workers to create trouble so as to breach the industrial peace. Already the allegations are that some big units have winded up their business in Haryana in the past couple of years.

A senior member of the district administration confirmed that the Deputy Commissioner, Gurgaon, Mr Sudhir Rajpal, along with police authorities and various heads of the department relating to industry and labour have, in the past few days, visited big villages like Mansesar, Kho, Kassan, Dhana, Baas Haria, Baas Kusli, Badshahpur, Bhondsi, Narsingpur, Begumpur Khatola, Mohammadpur Jharsa where a good number of industrial units are located.

No coordination in govt, says INLD

The Indian National Lok Dal (INLD) today described the performance of the Hooda Government in its first 100 days as “a regime of non-performance with no direction to the administration, whether in the head office or in the field.”

Talking to newsmen here, a senior party leader and former Finance Minister, Prof Sampat Singh, said there was no coordination between the Chief Minister and his Cabinet colleagues.

Coming down heavily on the deteriorating law and order situation in the state, Prof Sampat Singh said while no one was killed during several elections held under the Chautala Government, nine persons were murdered in Jhajjar district alone during the last panchayat and civic body elections held under the Hooda Government. Elections of Presidents of several Zila Parishads in the state were still pending. Traders and businessmen had become special targets of antisocial elements, who had become so daring that they took away a cash chest weighing about four quintals in Sirsa recently.

The INLD leader alleged that the Hooda Government was claiming credit for having launched several new schemes, which, in fact, were launched during the Chautala regime. He said the scheme to open one model schools in each district was launched during the INLD rule. Already one such school was set up in Panchkula. The cost of each such school was about Rs 3 crore. But the government had earmarked only Rs 2.70 crore in the Budget. He wondered how the government would open such schools in 18 districts this year. Similarly, the Kundli-Manesar-Palwal highway project was an old one.

Referring to the Congress promise to reinstate 50,000 employees allegedly retrenched during the INLD rule, he said what to talk of their reinstatement, the Hooda Government had now retrenched 15,000 more employees.

He said the Hooda Government wanted to waive off Rs 2500 crore of the power arrears. But no provision had been made in the Budget to compensate the power utilities on this account. He said under the Central Electricity Act, 2003, it was mandatory to compensate the power utilities in cash for any concession given by a state government. He said if the government compensated the utilities outside the budgetary provisions, the Budget estimates would haywire.

Prof Sampat Singh alleged that only middlemen had benefited in the procurement of mustard. Describing the floor rates fixed for the acquisition of land in the state as “too low”, he said already the government had given higher compensation of land than the floor rates in several cases.

He demanded higher compensation to the families of those who were killed in the recent storm.

No clue of Pataudi, others

The Jhajjar police today remained clueless on the whereabouts of former India cricket captain Nawab Pataudi and six of his accomplices, accused in the black buck poaching case after two days’ efforts. Three police teams which started raiding the known addresses of all accused persons after the deadline of their surrender expired on June 10 returned empty-handed, police sources said here this evening.

Reacting to the reports of seeking extension for surrender by the accused, the police sources clarified that no such communication had taken place so far. The police said the raids would continue in search of Pataudi and six others.

Meanwhile, Madan Singh, sole accused who was arrested by the police, would be produced in the court of Chief Judicial Magistrate, Mr Sudhir Jiwan, after his judicial remand ends tomorrow.

In a statement issued here today he said that a separate committee for Haryana was need of the hour as the SGPC had failed to work effectively for preaching Sikh religion and watch the interests of Sikhs in Haryana.

Mr Virk said that on the directions of the SAD, a majority of the Sikhs of Haryana had always voted and supported Mr Devi Lal and his family during elections but they were never given their due share in political power. He said that Chief Minister Bhupinder Singh Hooda and Mr Randeep Surjewala had taken a right stand by supporting the demand of a majority of Haryana Sikhs to form a separate SGPC for Haryana . He said that after a separate SGPC , the Sikhs here will be able to take care of Sikh shrines more effectively and open new educational institutions and hospitals which would pave the way for more employment opportunities for Haryana Sikhs.

The unprecedented hike in demand for power, especially in the rural sector, has forced Haryana Power Utilities (HPU) to buy an additional 100 lakh units (LU’s) of power from other power trading corporations and state electricity boards.

Officials in Haryana Vidyut Prasaran Nigam (HVPN) say that bilateral arrangements have been made to get over 60 LU’s from the National Hydro Power Corporation (NHPC), 16 LU’s from the Nathpa Jakhri Power Corporation (NJPC), 15 LU’s from Uttaranchal and 8 LUs from Mallana in Himachal Pradesh. Besides these bilateral arrangements for over 100 LUs of power, Haryana is also getting power through Unscheduled Interchange (UI) from the Northern Grid. The state is getting anything between 50 to 100 LUs through UI ion an average, almost daily, depending on the availability.

Sources say that as the power demand is expected to grow further, the state government has made arrangements for buying additional 70 LUs of power from the NJPC from July 1 onwards.

This year, the power demand has increased by almost 100 LUs as compared to the demand during the corresponding period last year. As compared to a demand for 580 LUs in June last year, the power demand this year is about 700 LUs on an average. The highest demand so far this year ( of 746 LUs) was on June 4. Officials say that the power demand has increased in both the rural and urban sector, but with more and more tubewell connections being released, the demand in the agriculture sector has gone up substantially.

The state has added 500 MW to its capacity with the commissioning of the seventh and eighth unit of the Tau Devi Lal Thermal Power Plant at Panipat. With the commissioning of these two units, the state has an additional 40 LUs availability — from 260 LUs through the six units last year to 300 LUs from all eight units.

Officials say that so far they are able to meet the demand for power. The agriculture sector is getting seven to eight hours of three phase supply to run the tubewells for irrigating the paddy fields, and so far no power cuts have been announced, though peak load restrictions on industrial consumers and light load restrictions on rural consumers have been imposed. However, fluctuations in the frequency of power are causing frequent system shutdowns and thus unscheduled power cuts, sometimes stretching to six to eight hours a day.

CET question paper goes missing

In a major controversy that may affect the fate of over 18,000 students, a question paper of the CET had reportedly gone missing from the Chaudhary Devi Lal University (CDLU) examination centre.

The incident took place yesterday on the campus centre during the state-level CET test conducted by Guru Jambheshwar University (GJU), Hisar, and the CDLU was one of the examination centres made by the GJU.

Inquiries conducted by The Tribune revealed that the staff on duty had complained to the GJU on the episode. Sources on the campus raise a question mark on the functioning of the CDLU and the manner in which the question paper went missing which was in the custody of officials appointed by the GJU.

Yesterday the CET test was conducted in which 18,699 students appeared. But on the CDLU campus the supervising staff found a question paper missing from the bundle of leftover papers.

In a communique, the supervision staff had written that as many as 15 students were found absent at the test on Saturday afternoon. Officials bundled the leftover question papers in their “safe custody”. But within half an hour, the officials found one question paper missing from the spot, said the letter.

When contacted, the Registrar of the CDLU, Mr Pankaj Yadav, showed his ignorance on the issue.

When contacted, the Vice-Chancellor; Mr R.R. Fuliya, confirmed the incident. He did not rule out the possibility of foul play in the process. He furthered added that the matter would be investigated thoroughly though the results of the CET had been declared this evening.

4 arrested for attack on shopkeeper

The Kalayat police has arrested all the four youths who allegedly attacked a cloth dealer in Kapil Muni Market, Kalayat, with sharpedged weapons on June 7 when he refused to talk to them to know about the mode and time of payment of extortion money .

To protest against this incident, shopkeepers had put their shutters down and demanded immediate arrest of the culprits .

The SP, Mr Mohinder Singh Sheoran, said here late last evening that the police, which had launched an intensive campaign to track down and arrest the accused, had raided dozens of possible hideouts of the accused and ultimately arrested Bittu, Sanju, alias Murga, Shamsher and Sanjay. He revealed that all the arrested youths were below 20 years of age.

Two of them had visited the shop of Ashwani, a cloth dealer, and asked him to talk to their leader, Dana, alias Rakesh, for payment of extortion money, but Ashwani had refused . The criminals armed with a sword and knives again came to his shop and asked him to talk to their leader, but on his refusal they attacked and injured him.

The police had registered a case under Sections 323, 324, 452 and 506, IPC .

Haryana to revise compensation norms

The Haryana Government will shortly revise the norms of compensation payable to the next of kin of the deceased and on the death of milch cattle due to natural calamities.

This was stated by the Revenue Minister, Capt Ajay Singh Yadav, here today while reviewing the damage caused by the recent high velocity storm on the night of June 9 and 10 in the State. The Financial Commissioner and Principal Secretary, revenue, Mr G. Madhvan, and other senior officers of the Revenue Department were present at the meeting.

Expressing sympathy with the next of kin of those killed in the storm and with those whose property had been damaged, Capt Yadav said 21 persons were killed and 82 heads of cattle perished in the storm. He said that the Chief Minister had already announced an ex-gratia grant of Rs 2 lakh each to the next of kin of the deceased.

Non-bailable warrants against 25

The Chief Judicial Magistrate, Mr Pradeep Kumar, yesterday issued non-bailable warrants against 25 persons arrested by the special task force during a raid on a guest house near the general bus stand here on the night of May 28 last on the charge of cricket match fixing and satta.

According to a report, all the arrested persons had been released on bail on March 31. They failed to turn up on the next date of hearing in the court. Thereupon, the police filed an application before the Sessions Court for taking all the arrested persons on police remand for further investigations.

The application came up for hearing on June 1, 3 and 8 before Mr Dharamvir Singh, Additional Sessions Judge, Sonepat, but the case was adjourned on account of failure of the accused to turn up in the court. The judge sent the case to the CJM for hearing.

The CJM has ordered the police to produce the accused in the court.

Commission agent’s murder: 4 arrested

The district police has arrested four persons—Vijay of Kheri Sherkha village, Asbir, alias Bhiri, of Raman village, Rajesh of Dharodi village and Kuldeep of Azad Nagar Hisar in connection with the murder of Jaipal, a commission agent of Narwana.

Stating this here today, Mr M.S. Malik, Superintendent of Police, Jind, said the police had recovered two pistols and seven cartridges from Asbir and Kuldeep. The police had recovered a motor cycle from Vijay, which was used in the murder of Jaipal. He said Rajesh had given shelter to the killers of Jaipal. All these persons were accomplices of Jagbir, alias Kunti, who is the main accused in the murder of Jaipal.

Two persons were electrocuted to death while one was injured in separate incidents in Assandh subdivision yesterday.

The police recovered the body and got conducted the post-mortem examination at the Assandh Civil Hospital. In the second incident, Angrej Singh, a resident of Dera Gujrakhian village, was electrocuted while he was trying to repair an electric supply line.

In another incident, Bhupinder Singh, a resident of Aungad village, was seriously injured when he got an electric shock yesterday.
