Former Union minister joins Congress Srinagar, October 26 Former Union Minister of State for Home Mohammad Maqbool Dar, who was elected from the Anantnag constituency as a JD candidate in 1996, had been out of the Congress for nearly two decades. The decision was formally announced by the Pradesh Congress Committee chief and Rural Development Minister Peerzada Mohammad Sayeed at the PCC headquarters here today. Peerzada also announced the joining of Mr G.M. Mir, who returned to the party from the National Conference (NC) after about a decade. Mir was provincial secretary of the NC before returning to the Congress. He announced his return with the support of dozens of supporters from Budgam district. Mr Farooq Andrabi, who remained with the Janata Dal and the NC for a number of years, had recently joined the Congress. Talking to mediapersons on the occasion, the PCC chief said his party was for talks with the separatist groups to resolve the Kashmir issue and gun was no solution to the problem. The PCC chief reiterated his party’s stand on the Kashmir issue and said there was a positive change in the mindset of people. That is why the percentage of voters who came out in the recent byelection to the Batamaloo constituency here had gone up to 18 per cent from mere 4 per cent in the last Assembly elections. He held that the coalition partners, the Congress and the PDP, would continue the agenda agreed upon under the common minimum programme for the progress and development of the state. |
Cong rejects proposal of Pervez Musharraf
Srinagar, October 26 “The people of Jammu and Kashmir had decided their future in 1947 when they acceded to India and are opposed to any move to divide the state,” State Congress chief and Rural Development Minister Peerzada Mohammad Sayeed said. “The proposal mooted by Pakistan President is his personal view and needs no comment. The decision of the people of the state taken as far back as 1947 is final and irrevocable,” Peerzada told reporters. The Congress chief said Jammu and Kashmir was a united unit and no power on earth could divide it as people of the state had given sacrifices to maintain its unity and integrity. “The people of Jammu and Kashmir have participated in a number of elections since 1947 and decided their future. People’s participation in the elections have increased,” he said adding, “elections are as good as plebiscite.” On the reported statement by Congress president Sonia Gandhi that Kashmir was a complicated issue and needs a solution, Peerzada said the issue could be resolved only through dialogue. He said the Congress favoured the reopening of the Srinagar-Muzaffarabad road and softening of the borders with Pakistan to enable people on both sides to meet. Meanwhile, the two factions of the Hurriyat Conference today cautiously reacted to Pakistan President Pervez Musharraf’s proposal. “The Hurriyat’s stand is very clear on such issues. Either people of Jammu and Kashmir who have given a lot of sacrifices since 1947 should be given right to self determination or a tripartite dialogue should be held to find a solution to the Kashmir issue,” hardline Hurriyat leader Syed Ali Shah told PTI here. He said General Musharraf’s suggestion was just one of the many formulas that had been proposed for the resolution of the long-standing dispute which has to be discussed by all three concerned parties. “All formulas and suggestions other than implementation of the UN resolution on Kashmir have to be discussed during the tripartite talks involving India, Pakistan and the freedom-loving people of the state. There can be other suggestions as well which could be debated,” he said. The moderate faction of the Hurriyat also gave a guarded reaction to General Musharraf’s proposal. “General Musharraf must have put forth this suggestion as one of the possibilities. Prime Minister Manmohan Singh and General Musharraf during a meeting in New York had decided to explore
possible solutions to the dispute. The suggestion would have been a result of that dialogue,” former chairman of the amalgam Abdul Gani Bhat said. He said he saw nothing wrong in General Musharraf’s proposal as demilitarisation of Jammu and Kashmir should happen. “Pakistan has introduced an element of flexibility in its stance on Kashmir. We hope that India will also give a positive response and show similar flexibility,” he added. He, however, reserved his comment on the remarks made by General Musharraf on plebiscite and conversion of the line of control as international border, saying, “we would like to see the full text of the proposal first. We will meet and then react.” The Democratic Freedom Party president Shabir Ahmad Shah welcomed General Musharraf’s proposal, saying it provided a window of
opportunity to India to resolve the issue. “India should grab this opportunity keeping in mind the ground realities, as this (Musharraf’s statement) could pave the way for a lasting solution to the Kashmir issue,” Shah, who is currently on a tour of Jammu, told PTI over phone. Shah said, “I feel General Musharraf’s statement was based on realities. We should also look into it with open mind and support the process. Kashmiris strongly believe in the dialogue process. Tripartite talks among the parties concerned on Kashmir can lead to a lasting solution,” he added. General Musharraf at an Iftar dinner last night suggested that India and Pakistan should consider the option of identifying some “regions” of Kashmir on both sides of the line of control, demilitarise them and grant them the status of independence or joint control or under UN mandate.

Pakistan delegation in Jammu Jammu, October
26 The
delegation, led by Sardar Mohammad Alam, arrived here from Amritsar in a
train. Members of the delegation visited the famous Raghunath Temple in
the heart of the city that was twice attacked by terrorists. They
offered prayers for normalisation of relations between India and
Pakistan and an everlasting friendship between the two countries. Mr
Alam said that their visit was a step towards breaking the ice and
improving relations between the two countries. The Pakistani delegation
was received by Mr Ramakant Dubey, state chief of the Vishwa Hindu
Parishad (VHP), at the Ranbireshwar temple. They also visited the gurdwara
at Nanak Nagar and the Pir Baba shrine before leaving for
Srinagar where they will visit various historical shrines. Their visit
has been organised by the Association of Peoples of Asia. |

Three killed in J&K
Srinagar, October 26 A soldier was killed when militants opened fire on an ambush party at Pattan village Pattan in Poonch district of Jammu region early today. The troops fired back, but the ultras escaped. Security personnel shot dead a militant during search operations at Jarh Broh in Kalakote Sector of Rajouri last night. An assault rifle was recovered from him. The police recovered the bullet-riddled body of Shakeel Ahmad Bhat from Salia village in Anantnag. Bhat was working as a labourer with the Army at Khayar village and was killed by militants after abduction. Militants kidnapped Abdul Qayoom Ganai from his house at Awantipora in Pulwama this morning. Militants exchanged fire with the security forces at Fruit Mandi, Barthana, in Parimpora of Srinagar last night, but none was hurt. Subsequent searches of the area led to the recovery of an assault rifle, a magazine and 15 rounds. The security forces recovered 5.8 kg of explosives, three detonators, a timer, a remote-control device, 30 rounds and two grenades from a hideout at Dangerpora in downtown Srinagar. Another hideout was busted in Anantnag which led to the recovery of four grenades and 80 rounds of ammunition. Three pistols, 20 mines, three rockets, 10 detonators, an IED, six hand grenades and a wireless set were recovered from two hideouts in Poonch district today.

Infiltration bid foiled, 4 shot
Srinagar, October 26 He said troops noticed a group of militants sneaking into this side of the border from Pakistan occupied Kashmir (PoK). The infiltrators were challenged and asked to surrender at Lashdhar Nar. Instead, they opened fire. In the return fire, four militants were killed. He said four assault rifles and other arms and ammunition were recovered from the slain militants.
