BJP asks Kalam to intervene on Governors’ issue

Stepping up its campaign against the move of the UPA government to replace Governors appointed during the NDA government’s tenure, a high-level BJP delegation led by former Deputy Prime Minister L.K. Advani today met President APJ Abdul Kalam and urged him to ensure that no Governor was removed for “political reasons”.

During their half-an-hour meeting at Rashtrapati Bhavan, the delegation drew the attention of the President to the “pressure” being mounted on the Governors, especially of Haryana, Uttar Pradesh, Gujarat and Goa, to resign and said the Manmohan Singh-led UPA government should follow the “precedent” set by the Vajpayee government in consulting Chief Ministers prior to appointing Governors.

“We drew his (President’s) attention to the fact that some Governors were being removed for political reasons. It seems that those who had relations with the BJP are being informed that they should resign and if they don’t, they will be removed,” Mr Advani told newspersons after the meeting.

He pointed out that as the Governors enjoyed a “fixed tenure”, the President will have to invoke the Constitutional provision of “withdrawing his pleasure” to remove them and “pleasure is not revoked arbitrarily”.

Mr Advani further said that “if charges of corruption and treason are there against the Governors, then the pleasure can be revoked but doing so just because they are related to a political party would set a very wrong precedent,” he said.

The former Deputy Prime Minister said the President gave them a patient hearing and assured that he would thoroughly study the “precedents, the Constitutional and legal aspects” before taking a decision. The other members of the delegation were Deputy Leader of the Opposition Vijay Kumar Malhotra, former Union Ministers Murli Manohar Joshi, Arun Jaitley, Sushma Swaraj, B.C. Khanduri, Mukhtar Abbas Naqvi and S.S. Ahluwalia.

Mr Advani, along with the Leader of the Opposition in the Rajya Sabha, Mr Jaswant Singh, had met Prime Minister Manmohan Singh in this regard on Saturday. During their meeting with Dr Manmohan Singh, the government’s view on the issue was put forward by Union Home Minister Shivraj Patil.

The BJP leaders had carried certain papers with them to substantiate their argument as to why the Governors appointed by the previous NDA government should not be removed due to the “whims and fancies” of the UPA regime.

Meanwhile, the Congress, refuting the BJP’s charge, said incumbent “political appointees” should have themselves offered to quit.

“Political appointees should have themselves offered to quit,” Congress spokesperson Anand Sharma told newspersons here while reacting to the BJP delegation’s meeting with the President on the Governors’ issue.

The present situation of confrontation had arisen after the BJP leadership advised the Governors “having links with the Sangh Parivar” not to follow the “diktats” of the new government because strong “technical and constitutional” reasons favour their continuation in office and that it would not be easy for the UPA government to remove them.

According to a senior BJP leader, there is a laid-out norm for the appointment of a Governor even as the Constitution merely states that the “Governor of a State shall be appointed by the President by warrant under his hand and seal”.

Article 156 of the Constitution clearly spells out that “the Governor shall hold office during the pleasure of the President.”

If the government wants to remove a Governor, it would have to follow the same pattern as established for the appointment of a Governor, the BJP leader said.

The Home Ministry will have to prepare a proposal and papers to this effect, bearing the Home Minister’s signature, which would have to be sent to the Cabinet Secretariat for the Prime Minister’s approval. After it is signed by the Prime Minister, the proposal would then be sent to the President advising him to “discontinue his pleasure” for a certain Governor, he said.

“It could have served the purpose if one Governor was to be removed, but if the number is more than one, the President could return the proposal to the Government with a query, which would definitely embarrass the Government,” he added.

Budget to mitigate farmers’ plight, says Manmohan

Barely 10 days ahead of the presentation of the first Budget of the UPA government, Prime Minister Manmohan Singh today indicated the primary thrust would be to uplift the farming community.

Dr Singh, who met leaders of various farm associations today, said the government was attaching urgency to the problems of the farmers.

“I attach great importance to the interaction with the farmers and people in our villages. There is no monopoly of wisdom in the government,” the Prime Minister told a delegation of farmers today.

He said the government will seek inputs on policy from the grassroots level and there was a need for constant flow of information between the government and the farmers.

The government will bring forward a bill to address the needs of aquaculture sector, an official release said and the Prime Minister added that revitalisation of the cooperative credit system will be given a priority.

Speaking to the newspersons after a two-hour meeting with the Prime Minister, the chairman of the Andhra Pradesh unit of the Federation of Farmers Association P Chengal Reddy said Dr Singh has assured that the government will address the problems of farmers.

“The Prime said there was a need for continuous interaction with the farmers to study their problems and the government proposed to streamline the credit delivery mechanism,” Mr Reddy said.

Manmohan chairs CCS meeting

For the first time after assuming charge, Prime Minister Manmohan Singh today chaired a meeting of the Cabinet Committee on Security (CCS) in the operations room of the Army headquarters where he was extensively briefed about the situation along the country’s borders, especially in Jammu and Kashmir.

At the over 75-minute meeting, which was also attended by Defence Minister Pranab Mukherjee, Home Minister Shivraj Patil, Finance Minister P. Chidambaram and External Affairs Minister K. Natwar Singh, Army Chief Gen. N.C. Vij, with the help of maps and models, briefed the Prime Minister on the ground situation in Jammu and Kashmir and that along the Sino-Indian border.

The meeting comes ahead of tomorrow’s visit of the Defence Minister to Jammu and Kashmir to take stock of the situation in the wake of recent spurt in terrorist activities there. The Prime Minister is also understood to have been briefed about ongoing armed forces’ modernisation drive and defence acquisition plans. — PTI

Mulayam seeks special package for UP

Uttar Pradesh Chief Minister Mulayam Singh Yadav today sought a special economic package in the forthcoming Union Budget during his meeting with Prime Minister Manmohan Singh.

Mr Yadav, who met the Prime Minister at his residence, also asked for other economic relief's to farmers and weaker sections.

After a 45-minute meeting, Mr Yadav said that he had pressed relief to unemployed youths, poor farmers and other weaker sections in the Budget to be presented on July 8.

The demands included cheaper rates for fertilisers, unemployment allowance for the youth and admission of poor and meritorious students to the prestigious management institutes on nominal fees.

Asked whether the issue of removing state Governor Vishukant Shastri figured during discussions, Mr Yadav said it was not on his agenda.

The main purpose was to discuss the financial support to the cash-strapped state and larger benefits to the poor in the Budget, he added.

The meeting is being seen in the political quarters as Mr Yadav’s move to catch the popular imagination in the wake of the tough political battle ahead.

The Supreme Court today issued a notice to the Bihar Government on state Chief Minister Rabri Devi’s petition challenging her and her husband Railway Minister Laloo Prasad Yadav’s trial in the disproportionate assets (DA) case registered by the CBI in the aftermath of the multi-crore fodder scam against them.

They challenged their prosecution by the CBI in the case on the ground that no prior sanction was obtained by the agency for their trial before filing the chargesheet.

A vacation Bench of Mr Justice K G Balakrishnan and Mr Justice P.V. Reddi issued a notice to the Bihar Government through the CBI on Ms Rabri Devi’s petition, seeking a reply. But in the case of Mr Laloo Prasad Yadav, the court found that he had been adequately protected by it in its order of 2001, and adjourned the hearing on his separate plea without any order.

The husband and wife, who were accused by the CBI of acquiring assets disporportionate to their known sources of income in the aftermath of the multi-crore “foddar scam”, had moved separate petitions in the apex court questioning their prosecution by the CBI without obtaining a sanction from the authorities concerned.

Senior advocate Ram Jethmalani, appearing for them contended that the CBI had not obtained a sanction against the Bihar Chief Minister for her prosecution.

He said four years ago Mr Yadav had challenged his prosecution in the disproportionate assets case on the same ground and the Patna High Court had admitted the petition saying that a substantial question of law had to be decided in his case.

Since the trial court had started examining the evidence in the case, while their petition was pending before the high court, this question has to be decided first whether their trial was as per the law or not, Mr Jethmalani argued.

But the apex court said it had, in its 2001 order, directed that if the final order of the trial court was pronounced during the pendency of his petition before the high court, it would remain suspended till his plea was disposed of.

Rajasthan Chief Minister Vasundhara Raje has taken serious view of the resolution passed by the Punjab Vidhan Sabha, saying that if the principle of riparian rights was put into practice, it would pose a great threat to the thirsty lands of the desert state which were hitherto receiving waters from the Ravi, Beas and Sutlej rivers.

She convened a meeting of senior leaders of as many as 10 political parties here today to apprise them of the situation arisen out of the Punjab Government’s decision and discuss its implications. Former Rajasthan Chief Ministers, Mr Shivcharan Mathur and Mr Jagannath Pahadia, also participated in the meeting, besides leaders of the BJP, the Congress, the CPI, the CPM, and other parties functioning in the state.

Mr Mathur, who was a signatory to the agreement executed in 1981, underlined the fact that Rajasthan’s share was determined at 8.6 MAF of water which was not being fully supplied as per the terms and conditions.

Later, Ms Raje told newsmen that, irrespective of their ideological differences, all the leaders unanimously expressed great concern over the issue and an all-party committee constituted for the purpose would approve a draft resolution prepared by the state government to counter the Punjab move. It would be placed before the Assembly on July 1. Before passing the counter resolution, a full-day debate was also contemplated to discuss the legal, constitutional and ethical dimensions of the Punjab decision, Ms Raje disclosed.

The Chief Minister observed that if the situation warranted, the state government would approach the President and the Prime Minister to intervene in the matter and save the state from a likely catastrophe.

While Dr B.D. Kalla, Leader of the Opposition, assured his party’s wholehearted support to this cause, irrespective of the fact that Punjab had the Congress government headed by Capt Amarinder Singh, the state Irrigation Minister, Prof Sanwar Lal Jat, commented that Punjab was under statutory obligations to honour the agreements to which it was a willingly signatory.

President awaits details on Dhananjay

President A. P. J. Abdul Kalam has sought complete details from the Union Home Ministry about rape and murder convict Dhananjay Chatterjee, whose petition for clemency against death sentence for the rape and murder of a teenaged school girl is now pending before him.

The President wrote to the Home Ministry seeking complete details of the case about 10 days ago and is yet to receive those, according to sources in the Rashtrapati Bhavan.

Since the President under the law cannot initiate any action in the mercy petition on his own and has to proceed as per the recommendations placed before him by the government, he has to wait for the response from the Home Ministry, the sources say.

Dr Kalam has also sought details from the ministry about the instances when mercy petitions have been dealt with by the President.

Dhananjay, who was a watchman in a Kolkata Housing Society, was convicted by the Alipur Sessions Court for raping and murdering a schoolgirl on March 5, 1991.

West Bengal Chief Minister Budhadeb Bhattacharya has already sent an official communication to the Union Home Ministry endorsing capital punishment to Dhananjay.

According to the sources, the Chief Minister in his communication to the ministry has made it clear that the condemned prisoner should not be allowed to take advantage of legal “loopholes” in his favour and that he does not deserve any “mercy” for the crime committed by him.

Before submitting the facts to the President to make a “watertight” case for the rejection of his clemency petition, the Home Ministry is understood to have been examining all details of the case, right from the award of the death sentence by the Sessions Court in August 1991, confirmation of the punishment by the Calcutta High Court in August 1992, the Supreme Court rejecting his appeal in January 1992 and also dismissing his review petition subsequently after 10 days.

The Home Ministry is also examining the February 16, 1996, and June 2, 2004, orders of the West Bengal Governor rejecting his mercy petitions. The ministry is taking into account all these aspects to see how the convict could not be executed even when his mercy petition was first rejected by the Governor way back in February 1996, say the sources.

Once the complete details of the case are placed before the President, he could obtain independent opinion from legal experts, including the Attorney-General, on the issue, legal experts say.

The apex court on June 25 had declined to entertain Dhananjay’s fresh petition challenging the Governor’s order rejecting his mercy petition for the second time. The court had said: “Since the President is seized of the matter under Article 72 of the Constitution (which deals with his clemency powers), it closes the case at this stage.”

West Bengal counsel Tarachandra Sharma had told the court that the state government would be sending its reply to the Union Home Ministry’s communication on the issue.

Atal govt betrayed nation on Ayodhya, says VHP

Inaugurating the VHP’s dharma sammelan in the city today, the VHP president, Mr Ashok Singhal, lashed out at the Vajpayee government for betraying the nation on the Ayodhya issue, for which, he felt, the BJP had to pay a price in the recent Lok Sabha poll.

Mr Singhal warned that unless the BJP leadership changed its “pseudo-secular” attitude towards the Muslims and other minority communities at the cost of Hindutva, the VHP would a launch a direct confrontation against the BJP and its allies.

Over 200 VHP sadhus and its followers from Lucknow, Varanasi, Ayodhya, Mathura, Brindaban and other places have been attending the week-long Dharma Sammelan at south Kolkata’s Maharashtra Nivas Hall.

Mr Praveen Togadia, Acharya Giriraj Kishore and Mr Bhupendra Modi and several other office-bearers of the VHP were present on the opening day of the sammelan.

Mr Togadia accused the Prime Minister Atal Bihari Vajpayee of not protecting the interests of the Hindus for political gains. Still, the BJP, under his leadership, had to quit power, he observed.

He said Ram janmabhoomi and Ayodhya were now the two undisputed issues on which the VHP would not make any compromise with the present Manmohan Singh government.

Mr Togadia said they would finalise at the conference the exact date and time for beginning the construction of the Ram temple at Ayodhya without waiting further for the Supreme Court’s judgment.

The Dharma Sammelan began with the chanting of Vedic hymns and offering of puja, where the sadhus also performed rituals.

From early morning, several hundred BJP and VHP followers and supporters came to the venue of the Dharma Sammelan by buses, cars and other vehicles from different places.

So far no untoward incident has been reported.

A large contingent of the CRPF and other paramilitary forces had been deployed around Maharashtra Nivas Hall for maintaining peace.

However, for some time, traffic was disrupted in the south Kolkata area when VHP processions marched towards Maharashtra Nivas Hall from different areas.

VHP seeks Amarnath Yatra extension

Workers of the Vishwa Hindu Parishad today staged a demonstration at the District Magistrate’s office here against the Jammu and Kashmir Government’s refusal to extend the Amarnath Yatra by a month.

VHP national treasurer Ramnath Mahendra said according to the Hindu calender the “Shravan” month had been extended for two months and devotees should be allowed to visit Amarnath according to their convenience during the period.

The VHP workers held a procession shouting anti-government slogans to protest against the Jammu and Kashmir Government’s refusal to extend by two months the duration of the Amarnath yatra. They sought the Centre’s intervention to direct the state government to allow the devotees to visit Amarnath during the extended “Shravan” month.

The workers also submitted a memorandum addressed to President A P J Abdul Kalam, seeking his intervention. — UNI

He would hold discussions on the issue of downsizing with senior Congress leaders Ambika Soni, Ahmed Patel and Mohsina Kidwai over the next two-three days, the source said.

Meanwhile, Capt Amarinder Singh and his deputy Rajinder Kaur Bhattal today continued to lobby separately with senior Congress leaders to push their cases.

Mrs Bhattal met Mrs Kidwai and during the half-an hour meeting, is understood to have discussed the reshuffle with her.

“I am sure downsizing and reshuffle will not be used for political vendetta,” Mrs Bhattal told reporters after the meeting.

“It is not for the Chief Minister alone to decide. Everything has been left to the party President, who would have the last word on it,” Mrs Bhattal said adding that “for the high command every one is equal and no one would be discriminated against. — PTI

The Congress said today that the reshuffle in Pradesh Congress Committees would be carried out in a few other states after the change of guard in Kerala, Orissa and Maharashtra.

While states like Haryana, scheduled to go to Assembly polls, were the main target for reshuffling, the task would be executed wherever necessary, AICC spokesperson Anand Sharma said.

Chief Minister Uma Bharati added to her Council of Ministers six Cabinet ministers, three Ministers of State with independent charge and 10 Ministers of State at a hurriedly convened swearing-in ceremony at Raj Bhavan this evening. One Minister of State was elevated to the Cabinet rank.

The Minister for Cow protection, Mr Ramakant Tiwari, and the Minister of State for Home, Mr Jagdish Muvel, resigned from the ministry, reportedly at the instance of Ms Bharati.

Mr K.M. Seth, Governor of Chhattisgarh, who is also holding the additional charge of Madhya Pradesh, administered the oath of office and secrecy to the new ministers.

According to informed sources, Ms Uma Bharati woke up this morning to find that tomorrow (Tuesday) is the “Devashayani Ekadashi” ushering in the period of “Chaturmas” when no major or new initiatives are taken by the devout Hindus. She immediately put the machinery into motion to organise the swearing in of the new ministers this evening. The Governor, who was in Raipur, was airlifted to Bhopal barely half an hour before the ceremony.

The strength of the Uma Bharati Council of Ministers has now gone up to 35, the maximum permissible under the law.

Those who took the oath today were Mr Anchal Sonkar, Mr Dilip Bhatere, Mr Jayant Malaiya, Ms Archana Chitnis, Mr Kunwar Vijay Shah and Mr Rustam Singh (all Cabinet ministers). Mr Anup Mishra, who was Minister of State, was elevated to the Cabinet rank.

Mr Sunil Nayak, Mr Rajendra Shukla and Mr Lakshmi Kant Sharma were appointed Ministers of State with independent charge, while Mr Jagdish Devra, Mr Karan Singh Verma, Mr Lavkesh Singh, Mr Devi Singh, Mr Tulji Chaudhary, Mr Gangaram Patel, Mr Gopilal Jatav, Mr Moti Kashyap, Mr Narayan Kushwaha and Mr Shiv Narayan Jagirdar were inducted as Ministers of State.

Step up security of rail staff, Laloo asks J&K

Muzarffarnagar, June 28
Railway Minister Laloo Prasad today asked the Jammu and Kashmir Government to step up security of Railway employees and ensure that they resumed construction work at the IRCON site at the earliest.

“The Jammu and Kashmir Government is requested to ensure adequate security to the Railway employees so they resume construction work on the Qazigund-Baramula site without being affected by the recent killing of the IRCON engineer,” he said on his arrival at Dudhli, the native village of the slain engineer Sudhir Pundir.

The Union Government has also asked the state government to strengthen security by deploying additional forces in the sensitive areas, Mr Yadav said.

The Railway Minister handed over a cheque for Rs 5 lakh as relief to the wife of the 28-year-old civil engineer, who was abducted along with his brother and later killed by the terrorists last Friday in Pulwama of south Kashmir.

Mr Yadav said that the victim’s family would also get the insurance amount of Rs 18 lakh apart from other benefits as per the IRCON rules. — PTI

PM greets Rao on his birthday

In a warm gesture, Prime Minister Manmohan Singh today went to former Prime Minister P V Narasimha Rao’s residence to wish him on his birthday.

Mr Rao, who is still undergoing treatment at the AIIMS for a chest infection, went home this morning for a few hours to celebrate his birthday.

Mr Rao was admitted to the AIIMS on June 16 following loss of appetite, developed chest infection two days back and has been advised bed rest for a few more days.

Mr Manmohan Singh and Union Home Minister Shivraj Patil visited him at his Motilal Nehru residence to greet him on his 84th birthday.

According to acting Medical Suprintendent D S Sharma: “Mr Rao has gone home for a few hours today but is still being treated at the hospital for a chest infection he developed two days back and his old cardio-vascular troubles.

“He will return to his bed in the private ward by 1600 hrs this evening,” Mr Sharma observed.

“He suffers from diabetes and hypertension and has a history of cardiac trouble, which is why he is being monitored by a team of doctors,” Mr Sharma said.

Only 18 pc judges’ posts filled

Chief Justice of India (CJI) Ramesh Chandra Lahoti has said that only 18 per cent posts of judge were filled in the country as against the total vacancy.

The judges of various courts were under great work pressure, which, in turn, led to the increase in pending cases, Mr Justice Lahoti told the media here yesterday.

“It is the responsibility of the Centre to fill the vacancies among the judges,” he added. Replying to a query, Mr Justice Lahoti said the slow pace of disposal of cases was a problem, which should be addressed immediately.

He said that of the 26 posts of judge in the apex court, three seats were vacant — UNI

Legal wranglings in “fake killings” case

A military court, recording summary of evidence in Siachen ‘fake killings’ case here today, witnessed legal wranglings over a demand by the accused officer for taking as evidence the order convening court of inquiry against him.

Cross examining Col. K.D. Singh of the Gorkha Rifles, Maj Surinder Singh - against whom a court of inquiry has recommended disciplinary action for making exaggerated claims last year - wanted that the order convening the court of inquiry against him be produced as an evidence.

However, the presiding officer of the court, Brig Phillip Campose refused permission.

The court of inquiry, while recommending disciplinary action against Maj Singh also held Colonel Singh and Maj R. Lamba responsible for administrative lapses. — PTI

Navy, HAL sign MoU for repair of Sea King copters

New Delhi, June 28
The Indian Navy has inked a Memorandum of Understanding (MoU) with Hindustan Aeronautics Limited (HAL). The agreement will enable repair and overhaul of transmission system components of its fleet of Sea King helicopters and increase its operational efficiency significantly.

The Rs 76.18 crore project is expected to be fully operational by the end of this year. The facility is expected to greatly enhance the serviceability of the Sea King fleet of helicopters and reduce down-time significantly.

This will give the Indian Navy better fleet readiness as it will provide uninterrupted repair and full overhaul as well as support of spare parts.

The MoU was signed here by Vice-Admiral SV Gopalachari, Deputy Chief of the Naval Staff, and HAL Chairman N R Mohanty.

Mr Mohanty termed this as “a major milestone” as it would create an indigenous state-of-the-art generic repair and full overhaul facility in the country.

The Sea King is the backbone of the Indian Navy’s helicopter fleet. However, the sanctions imposed by the then US Government in the aftermath of the nuclear tests in May 1998 had resulted in a severe shortage of critical spare parts for the fleet.

The situation was so acute that the then Defence Minister, Mr George Fernandes, had admitted in the Lok Sabha that the shortage of critical components had adversely affected the operational efficiency of the Sea King fleet and as much as 60 per cent of the helicopters had been grounded.

India is one of the main customers of the Sea King Mk42s from its UK-based manufacturer, GKN Westland Helicopter Limited.

Flights of the Sea King were cut down to a bare minimum and the search and rescue role taken over by the smaller, single-engined HAL Chetak helicopters.

Cheetah to be cloned

Hyderabad, June 28
Scientists in the country are hoping to bring back the cheetah, which became extinct in India.

This has become possible following an approval received from the Government of Iran to a proposal by the Centre for Cellular and Molecular Biology (CCMB) to clone a close relative of the species found in the country.

The CCMB has been trying for over four years to get some tissues of this animal from Iran for cloning and introducing in India, CCMB Director Lalji Singh told reporters here today. Iran is the only country where a close relative of the extinct India cheetah is found.

Singh said Iran has now approved the CCMB proposal and has invited an Indian delegation to Iran for discussions. A team comprising members from the Ministry of Environment and Forests, Zoo Authority of India, Wildlife Institute of India and the CCMB will be leaving for Iran shortly, he said. — PTI

Poet Pradeep’s daughter files PIL against Saregama

Mumbai, June 28
Mitul Pradeep, daughter of late Hindi poet Pradeep who penned the famous song “Aye Mere Watan Ke Logon, Zara Ankh Mein Bhar Lo Pani”, today filed a PIL in the Bombay High Court seeking a direction to Saregama India Ltd to pay the Union government royalty derived from this musical score for the welfare of Army jawans and their widows.

The PIL will come up for hearing before acting Chief Justice A P Shah and Justice S U Kamdar on June 30.

The PIL claimed that it had been agreed between Pradeep, music company Saregama India and music composer C Ramachandra that the royalty derived from the sale of cassettes and records of this song would go to the disabled Army personnel, widows and orphans fund of the Union government.

However, the music company had failed to give details about the royalty paid by it to the government, the PIL said. — PTI

Stolen Nobel medal still in Santiniketan?

Kolkata, June 28
Giving a new twist to the Nobel heist mystery, marksheet scam accused former Visva-Bharati Vice-Chancellor Dilip Sinha has reportedly informed the CID officials during interrogations that the burgled Nobel medal of Rabindranath Tagore was still in Santiniketan.

CID’s Additional Director-General R K Mohanty said today that Sinha, now in police custody following his arrest in the marksheet scandal in Central University, had told the sleuths during interrogations that the stolen medallion was still in Visva-Bharati.

The CBI has been probing the medal heist since March and claimed ‘some breakthroughs’, with the state CID extending assistance in the current investigations.

Sinha, who was taken to state-run S S K M Hospital’s Cardiology Department for reported chest pain complaint on Saturday, could not be thoroughly examined by the sleuths.

Mr Mohanty said that Sinha would be further interrogated after he had informed the CID officials that the Nobel medal was still in Santiniketan and had not slipped out of that place. — PTI

Sachin Vaze’s bail confirmed

The Special Court today confirmed the bail of suspended police officer Sachin Vaze who was on interim bail in the Sayed Khwaja Yunus custodial death case, one of prime accused in the December 2000, Ghatkopar blast incident.

Passing an order on the bail application of Vaze, the Special Court Judge Ashok Bhangale said in absence of prima facie evidence against the accused, his bail would continue until filing of the chargesheet against him.

Advocate Shrikant Shivade, representing Vaze, had argued that there is no allegation of tampering with the evidence or hampering the witnesses against the accused. Furthermore, his track record as a police officer had been good. — UNI

Beliya shifted out of RNI

The government today shifted Registrar of Newspapers of India (RNI) G.D. Beliya in the wake of controversy over the publication of “International Herald Tribune from Hyderabad.

Beliya’s place would be taken by Deepak Sandhu, Additional PIO, Press Bureau, and Beliya has been made Director, Research and Reference and Training in the PIB.

The government also shifted Uday Morey, Deputy Press Registrar, NRI, as DPIo, PIB.

Beliya’s transfer comes in the midst of controversy over publication of Herald Tribune, which is said to be a violation of the current laws. Ever since the publication of the paper, questions had been raised over the title clearance by the RNI. — PTI

3 held for assaulting teenagers

Mumbai, June 28
The owner of a video games parlour, who had assaulted four teenagers and later set a dog on them, was arrested along with three other persons, the police said today.

Mukund Raghav Verma, (14) son of an IIT professor, who visited the video parlour on May 22 along with three of his friends, were caught using fake coins and taken to Mark Gandhi, the owner of Hakone Video Game Parlour located in the posh Hiranandani Gardens area of Powai in North East Mumbai, who thrashed them.

Later, he asked one of his employee to bring the canine to the parlour. After the dog was brought, Mr Gandhi allegedly directing the dog towards Mukund ordered it “to catch him’’. The canine immediately attacked the teenager and inflicted several injuries on his leg.

Gandhi secured anticipatory bail soon after the case was registered, while three others identified as Teju Raut, Shaheen Naik, Vishal Khandelwar and Deepak Mungekar were arrested yesterday. — UNI

Boat tragedy toll up

With the recovery of nine more bodies from the Gomti river on Monday, the death toll in the boat accident in the Chandwak area of the district has gone up to 16 even as 37 persons are still reported missing. More than 50 persons were feared drowned after a boat ferrying 75 devotees had capsized in the Gomti on Sunday morning. — UNI
