demoralised as it had been rushing to the Election Commission with

Guru Nanak Dev University, Varinder Pal yesterday alleged that the
facts given by Registrar Dr R.S. Bawa and Dr P.S. Raikhy, a senior
professor of the school of Economics, relating to the waiving of
Special Term Loan granted to Punjab between 1984-1994 for combating
militancy, are ‘misleading’ were they were not based on facts
given in the 11th Finance Commission Report.
