Rapist of 4-year-old lands in police net
Victim struggles for survival

Shimla Puri-based parents of a rape victim today got some consolation when the police caught the alleged rapist about a month after the incident. But the real battle for the family — the treatment of the minor child — is still on.

The four-year-old victim is in terrible shape as the alleged act of the drunkard rapist on February 6 had caused her grievous injuries. She requires a major surgery, but her poor parents have not been able to arrange funds for the same. Doctors at Guru Tegh Bahadur Hospital here have agreed to forfeit their fees and some other expenses, but still the family requires at least Rs 15,000 for other expenses.

The Shimla Puri police put up an example of the human face of the ‘men in khaki’ as it made rounds of different hospitals in the city to arrange for the child’s treatment. The SHO of the police station, Mr Navreet Singh, spent a lot from his own pocket for the treatment of the child.

He said he was moved by the condition of the girl whose private parts had been badly damaged. He said the police took the girl to various hospitals, but few were willing to help. “Doctors at Guru Tegh Bahadur Hospital agreed to waive off major expenses, but even then about Rs 15,000 are required for the child’s treatment,” he said.

Dr Waheguru Pal Singh, Medical Superintendent of the hospital, said the child would be operated for free and no admission fee would be charged. Still a considerable amount of money was required for medicines and other expenses, he added. “She requires a major surgery which will be followed by plastic surgery. Her condition is bad,” he added.

Youngest of the four children of a labourer, the girl was allegedly raped by an auto-rickshaw driver, Dimpy (30), on February 6. The accused was a family friend and used to frequent their house. The man had a bad past and his parents had severed ties with him. His relationship with his wife was also strained.

According to the FIR, the victim’s family came to know about the incident later in the day. The accused would have been caught instantly, but area residents kept doing their own investigation before approaching the police. Initially, the family was also reluctant to let anyone know about the incident fearing social stigma. This gave the accused time to flee.

According to Mr Navreet Singh, SHO, Shimla Puri police station, the family shared the matter with some other residents of the colony, who confronted the accused. The accused said the child had suffered injuries in an accident.

The police conducted raids at several places, but the accused kept on eluding it. He was caught unawares by the police in Shimla Puri today. He had come here to meet a person for sorting out the case, but was caught.

Punishment sought for guilty in paper-leak case

The Shiv Sena (Bal Thackeray) has lambasted the state government and senior functionaries of the Punjab School Education Board for leak of question papers for Classes X and XII and has called for fixing the responsibility. It has also demanded that the guilty should get exemplary punishment.

Speaking at a meeting of party workers in Ward No 66, the district observer of the party, Mr Amar Takkar, said the leak of question papers was a handiwork of some employees of the education board. The involvement of high-ups in the scam could not be ruled out, he added. He said the students were made to suffer for no fault of theirs.

In a veiled threat to the government, Shiv Sena functionaries said if the government failed to bring the culprits to book, the party would resort to a mass agitation.

Mr Prem Kakkar was nominated president of the ward-level unit on the occasion. The party leaders presented a saffron robe and a sword to the new incumbent.

Mr Takkar and district chief, Mr Parminder Singh Pappu, said the main aim of the party was to undertake social work and to put an end to social disparities.

Among others, Mr Parkash Khatri, Mr Kahmira Singh, Mr Manjit Singh, Dr Naveen Khullar, Dr Rajinder Chaudhry, Mr Suresh Mutneja, Mr Tejinder Singh Khurana, Mr Rajinder Bansal, Mr Amar Aggarwal, Mr Balwinder Kumar Handa, Mr Satish Parashar, Ms Sharda Rani, Ms Neelam Rani, Mr Kasturi Lal and Mr Jatin Chawla were also present on the occasion.

Speedy completion of flyovers demanded

The Citizens for Public Cause (CFPC) has called upon the administration to ensure the speedy completion of the elevated road project on the Old GT Road and the motorable flyover in place of the Lakkar Pul (footbridge).

Addressing a news conference here last evening, Mr Jiwan Mohan Dhawan, president, and Mr Virinder Bhakoo, general secretary of the body, said the elevated-road project was slated for completion in June, 2003. But the quantum of work done so far was very little and the project was unlikely to take final shape in near future, they said. As a result of prolonged construction work, the traffic problem on the busy Old GT Road, from the Jagraon bridge to Sabzi Mandi, had assumed alarming proportions, they added.

They also expressed concern over the delay in construction of a flyover in place of Lakkar Pul.

They said due to slack enforcement and poor traffic planning, traffic situation was going from bad to worse in the city. Unregulated movement of three-wheelers, with most of them running on cheap fuel with modified engines, was compounding the menace of air pollution.

Functionaries of the organisation wanted immediate steps to ensure safe traffic movement at Samrala Chowk, which, they said, had become a virtual death trap. They also sought improvement in the quality of water supplied in the city.

Mr P.K. Gupta, finance secretary of the CFPC, and Mr Mohinder Aggarwal, general secretary of the Punjab Pradesh Beopar Mandal, were also present on the occasion.

Uttaranchalis’ role in development lauded

The Uttranchal Kumaon Vikas Parishad celebrated its annual cultural function at the Arya College for Boys here today. Mr Kishore Upadhaya, Industries Minister, Uttranchal, was specially invited on the occasion.

Addressing the Uttaranchalis living in Ludhiana, he congratulated them for perpetuating their customs and culture by organising such functions. He complimented them for their rich contribution towards the prosperity of the city. He distributed prizes to students. Mr Gurcharan Singh Ghalib, MP, was the chief guest at the function.

Dr S. M. Sharma, Principal, Arya College, lighted the lamp at the function. Artistes had come from Delhi from the Parvitya Sanskritik Manch, Noida, to perform dances. Bishen Singh Hariyala and Kalpana Chauhan and party sang Garhwali and songs from the Kumaon region.

Local artiste Bhawan Singh Rawat also entertained the audience. The function was conducted under the supervision of Balam Singh Aswal, Mohan Singh Rawat, Bhupender, and Basant Bhallab Bhatt.

Ex-servicemen to wait for manifestoes

The executive body of the Indian Ex-Services League, Punjab and Chandigarh, met here today to take stock of political situation in Punjab in view of forthcoming parliamentary elections. Lt. Col Daljit Singh, senior vice-president of the body, presided over the meeting which comprised of district presidents and general secretaries.

The league unanimously resolved to wait and watch for the manifestoes of various political parties before deciding to put their weight behind some party or the person during the forthcoming election in Punjab on May 10.

The members of the organisation lamented that the Congress had not even agreed to their major demands of one rank, one pension and waving of condition of 33 years of service for full pension for ex-soldiers during the few decades of their regime at the Centre whereas the NDA had gone a step further and did not implement its own decision to grant one rank, one pension after announcing it thrice during the last five years.

Ramoowalia claims panthic support

Former Union minister and national president of the Lok Bhalai Party (LBP) Balwant Singh Ramoowalia has claimed of making deep inroads in panthic circles in the course of his ongoing election campaign for Lok Sabha elections from Ludhiana constituency.

Addressing a series of election meetings in several villages on the outskirts of the city, he charged the traditional Akali leadership with giving mere slogans and raising bogus issues before the masses whereas his party believed in producing results. He said as a result of the big gap in preaching and practice of the Akali leaders, many of the purely religious bodies of the Sikh community had started believing in the policies of the LBP.

Mr Ramoowalia maintained that with the open support from Mr Paramjit Singh Sarna, former chief of Delhi Gurdwara Management Committee, he was getting more and more acceptance of religious bodies and many of prominent gurdwaras in the constituency had already felicitated him and had assured their full support to his candidature.

NCM Chairman’s call to minorities

The National Commission for Minorities (NCM) Chairman, Mr Tarlochan Singh, here today said that minorities in the country should learn to behave as a mature electorate and should refuse to be exploited by any particular political party or group.

Mr Tarlochan Singh said the political parties should not discriminate against various minorities and should open their doors to all without considering their religious affiliations. He exhorted the leaders of minorities not to align themselves with any particular political party lest they be exploited as a vote bank.

While the NCM chairman asked the political parties not to exploit the minorities before elections, he advised the leaders of the minorities not to create hostilities among various groups. The minorities in the country a completely independent in the matters of their voting rights and joining the election fray like any other citizen in the country. They must assert themselves and make proper use of their right during the elections, he added.

He hailed Prime Minister Atal Bihari Vajpayee’s peace initiatives and his attempts to bring together the peoples of India and Pakistan, adding that this step would go a long way in bringing the majority and minority communities closer to each other.

Call to promote Punjabi culture

The inaugural function of the Shiromani Punjabi Lekhak Sabha was held today at Punjabi Bhavan, here today. Dr Kharak Singh of the International Institute of Sikhism presided over the function. Novelist Jaswant Singh Kanwal was the chief guest at the function.

The sabha decided to uplift the Punjabi culture and to popularise the Punjabi language. Awards were presented to Gurdit Singh for his contribution to the Punjabi literature. Mr Harbhajan Singh of the USA , Mr Mehar Singh of the UK and Kuldip Singh Haura were also awarded.

Problems faced by the Punjabi language were highlighted by Dr Pannu. The SGPC had deputed its media advisor Harbir Singh Bhanwar to attend the function and he assured the writers full support of the SGPC. It was decided that the sabha would set up a trust to publish Punjabi books and sell these at affordable rates. It would also take up the matter with the Punjab Government about the negligence of Punjabi in government offices.

Dr D.S. Gill of the Human Rights Organisation spoke on the subject of language genocide. Mr Charanjit Singh elaborated on the steps to be taken to fulfil goals of the sabha. Mr Chamkaur Singh, Dr Satinder Singh Noor, Inderjit Gogoani and J.S. Kohli also spoke on the occasion.

USA flayed for attacking Iraq

A meeting of the Indian Doctors for Peace and Development (IDPD) was held under the chairmanship of its president, Dr L.S. Chawla.
Addressing the gathering, Dr L.S. Chawla said the USA attacked Iraq, even though Chief UN Inspector Hans Blix had categorically denied that Iraq possessed any weapons of mass destruction. The USA attacked despite the worldwide protests against such an aggression. Dewan Jagdish Chander, Congress leader, said Indians knew what slavery meant. Therefore, the Iraqi people’s aspiration for a free independent national must be fulfilled.

Mr Kartar Singh Bowani, CPI leader, criticised the recent statement by Mr Collin Powell whereby he offered major Non Nato ally status to Pakistan. This would lead to an increase in the arms race in the region, he said.

Others who participated in the debate included Major Sher Singh Aulakh, Major Sidhu, Dr Sanjeev Uppal , Mr Kartar Singh, Krishan Lal Malik, Dr R.S. Balshi. Dr Tejinder Singh, Mr D.P. Maur, Mr Tejinder Mohi and Ms Jit Kumari attended the meeting.

Baba Balak Nath devotees take out shobha yatra

Devotees of Baba Balak Nath today took out a shobha yatra from Baba Balaknath and Durga Mata Mandir, Ghumar Mandi, here this morning. Thousands of devotees carrying flags and singing Baba's praises started the sobha yatra from the temple and walked through Upkar Nagar, Rose garden, Clock Tower, Chaura Bazar, Bajwa Nagar and Civil Lines.

`Sanjeev, who led the sobha yatra said every year ,devotees take part in this yatra for two days and a group of devotees walk up to Baba Balak Nath Temple on March 31 in Himachal Pradesh.

Committee to observe martyrs’ day

The District Congress Committee (Urban) will observe martyrs’ day on March 23 at Congress Bhavan here to pay homage to Bhagat Singh, Rajguru and Sukhdev.

According to the DCC chief, Mr Jagmohan Sharma, party workers would pay tributes to the great sons of the motherland and would later march to Jagraon Bridge to garland the statues of the three martyrs.
