Pro-Tibet campaign from January 22
Kurukshetra, December 30
A public awareness campaign will be launched next month in support of autonomy for Tibet. Stating this, the Himalaya Parivaar National Executive Committee convener and RSS “rashtriya seh praacharak”, Mr Inder Kumar, said a programme in this regard would be inaugurated by the Dalai Lama in Delhi on January 22.

Term of ayurvedic board extended
Chandigarh, December 30
The Haryana Cabinet, which met here today under the chairmanship of the Chief Minister, Mr Om Prakash Chautala, extended the term of the Board of Ayurvedic and Unani Systems of Medicine for five years. Now its term would expire on November 2, 2006.

RPI, NCP split in Haryana

The Haryana units of the Republican Party of India and the Nationalist Congress Party have split. Both parties have one MLA each. Announcing this here today, RPI MLA Karan Singh Dalal and NCP MLA Jagjit Singh Sangwan said they had informed the Speaker about the splits in their parties.

Faulty meters sent for testing
Panipat, December 30
The Vigilance team of the Uttar Haryana Bijli Vitran Nigam (UHBVN), while conducting raids, has noticed that a number of electricity meters were found closed or running slow. Some meters have been sent for testing in the laboratory. If the meters were found faulty, consumers would be penalised.

Home to care for pregnant mentally challenged woman

Concerned shopkeepers of Dosarka, a town located at about 25 km from the cantonment on the Ambala-Jagadhri road today decided to help a pregnant mentally challenged woman of about 35 years, wandering there for last several months. It appeared that her time for delivery was very near.

Revision of electoral rolls from Jan 1
Panchkula, December 30
The State Election Commission had issued a notification for the revision of electoral rolls of all wards of the Municipal Committee, Pinjore, from January 1. The revision would be on the basis of Assembly Electoral Rolls published on January 6, 2003.

BJP demands White Paper on Central aid

The Haryana BJP today demanded that the Chautala government should issue a White Paper giving details of financial assistance received by the state from the Centre and how much the state could use that assistance.

The demand was made by the party chief, Prof Ganeshi Lal, here while referring to the claims of the Chief Minister, Mr Om Prakash Chautala, that Haryana had not received its full share in the Central funds.

Talking to newsmen, Prof Ganeshi Lal said the Centre had given financial assistance to the state in a big way. But the Chautala government could not utilise the Central grant properly. He said the INLD government was using the Central assistance in the “Sarkaar Aapke Dwar” programme on such a massive scale that it should be renamed as “Atal aapke dwar”.

In support of his contention that the Haryana Government was not able to spent the Central grant, Prof Ganeshi Lal said in 2001-02 the Centre had given Rs 25 crore to the state under a particular head. But the state government could spend only Rs 6 crore and the remaining amount was surrendered. He alleged even now the state was not properly using the Central assistance.

It may be recalled that recently the Finance Minister, Prof Sampat Singh, had alleged that Haryana was not getting its due share in the Central funds.

Answering questions about the INLD-BJP ties, Prof Ganeshi Lal said the Chautala government had been treating the BJP like an opposition party. Though the BJP was supporting the INLD government, it was not a part of the decision-making machinery.

He evaded a direct reply when asked whether the INLD-BJP coalition would continue in the next elections. He said the seat of Goddess Lakshmi was the lotus flower (BJP’s election symbol) and she “does not need any spectacles (INLD’s election symbol) or a hand (Congress’ election symbol)”.

In view of the impending Lok Sabha elections, the Haryana BJP has decided to organise a “Samast Haryana” rally in Jind towards the end of February, which was likely to be addressed by the Prime Minister, Mr Atal Bihari Vajpayee.

Chautala has not kept promises, says Chauhan

Anti-incumbency is going to be a major factor in Haryana, Dr Pradeep Chauhan, HPCC deputy spokesperson said here today.

Talking to mediapersons, Dr Chauhan said the Chautala government had failed on different issues. “Haryana Chief Minister Om Prakash Chautala has only made announcements and nothing else. The promises have not been kept by him,” he said.

Dr Chauhan said Mr Chautala had promised free power and water to the farmers but the farmers got bullets when they demanded the implementation of the election promise and Kandela incident took place. “Dalits have fled to safe places and minorities are receiving unfair treatment. Safidon incident highlights their plight,” he said.

He said unemployment was a major problem faced by educated youths. “As many as 70,000 employees have already been retrenched and 10,000 more have been declared surplus. Joblessness leads to an increase in crime,” he said.

“Government statistics show the decline of industrial units and no major industry has been set up in the past seven years. Also, the human development index has declined sharply besides the sex ratio being the lowest in the state,” Dr Chauhan added.

He said there had been a significant increase in prices and the cost of basic requirements like kerosene, electricity, telephone bills, fertilisers, VAT and house tax has shot up.

Pro-Tibet campaign from January 22

A public awareness campaign will be launched next month in support of autonomy for Tibet. Stating this, the Himalaya Parivaar National Executive Committee convener and RSS “rashtriya seh praacharak”, Mr Inder Kumar, said a programme in this regard would be inaugurated by the Dalai Lama in Delhi on January 22.

Mr Inder Kumar said after holding intensive deliberations over security and the preservation of the Himalayan ecosystem, it was decided that 2004 would be celebrated as Tibet year by launching a countrywide programme from January 23. Various competitions and exhibitions would be organised.

He said getting the sacred Sharda Peeth (now in Pak- occupied Kashmir) and the Kailash Mansarover Lake freed were also on the agenda. Inclusion of Bhoti language in the 8th List of the Constitution, among other issues, were also on the agenda.

To involve the youth, a Himalayan youth samsad would also be organised in Himachal Pradesh and Jammu and Kashmir in May, he said.

Silence for two minutes was observed in memory of former BJP President Kushabhau Thakre and for those who lost their lives in the Iran earthquake.

Term of ayurvedic board extended

The Haryana Cabinet, which met here today under the chairmanship of the Chief Minister, Mr Om Prakash Chautala, extended the term of the Board of Ayurvedic and Unani Systems of Medicine for five years. Now its term would expire on November 2, 2006.

The Cabinet also amended the Haryana Food and Supplies Department (Group-B) Service Rules, 1998, to provide for 50 per cent direct recruitment in the department. An official spokesman said after the Cabinet meeting that this had been done to induct young blood into the department.

The annual administrative report of the department for 2002-03 was also approved with the Cabinet expressing satisfaction over the procurement of wheat and paddy that year.

A proposal mooted by the Urban Development Department to give a licence to Haryana Technology Park to set up an IT park in Faridabad was also approved. The proposed 8.25-acre park would have facilities for IT professionals like banks, ATMs, restaurants, logistics and courier services, health clubs, departmental stores, chemist shops, 24-hour sick-bay as well as computer hardware and software store.

The Cabinet also decided to amend the Haryana Development and Regulation of Urban Areas Act, 1975, through an ordinance. The amendment would give greater administrative control over the Town and Country Planning Department to the government.

RPI, NCP split in Haryana

The Haryana units of the Republican Party of India (RPI) and the Nationalist Congress Party (NCP) have split. Both parties have one MLA each.

Announcing this here today, RPI MLA Karan Singh Dalal and NCP MLA Jagjit Singh Sangwan said they had informed the Speaker about the splits in their parties. While Mr Dalal has formed the Haryana Republican Party, Mr Sangwan has formed the Democratic Congress Party of Haryana.

The split in these parties have paved the way for Mr Dalal and Mr Sangwan to merge their new parties with any party they want. Both said their motive was to fight against the injustice being perpetrated by the Chief Minister, Mr Om Prakash Chautala. Unfortunately, they said, the national leaderships of their parties were not interested to confront Mr Chautala. Hence, the need to split the two parties in the state.

Mr Sangwan said the NCP President, Mr Sharad Pawar, could not find time to address a public rally in the state. But Mr Pawar specially came to Chandigarh to dine with Mr Chautala.

Faulty meters sent for testing

The Vigilance team of the Uttar Haryana Bijli Vitran Nigam (UHBVN), while conducting raids, has noticed that a number of electricity meters were found closed or running slow. Some meters have been sent for testing in the laboratory. If the meters were found faulty, consumers would be penalised.

Following complaints of large-scale power thefts here, the Managing Director of the nigam has deputed special teams to conduct raids.

The nigam has also decided to confiscate the meters of those who had not been paid their bills.

According to information, nearly 50 connections have already been disconnected in different subdivisions. The nigam authorities have also asked the Vigilance teams to initiate action against those who had made cuts in the main supply line from poles to the meters.

Home to care for pregnant mentally
challenged woman

Concerned shopkeepers of Dosarka, a town located at about 25 km from the cantonment on the Ambala-Jagadhri road today decided to help a pregnant mentally challenged woman of about 35 years, wandering there for last several months. It appeared that her time for delivery was very near.

They guessed that the delivery could take place any moment and contacted doctors of government hospital. The major problem in the delivery of this woman was that she was neither capable of taking care of herself nor of the newborn.

Mr Sushil Jain and Mr Tajinder Sandhu, shopkeepers of Dosarka, today took initiative to solve this and contacted the secretary, the Red Cross Society, Ms Alka Ghai, apprised her of the problem of looking after the newborn after the delivery. Mrs Ghai contacted the management of Mother Teresa Home at cantonment and they agreed to keep her in their centre. Mrs Ghai said the Red Cross would also provide the medical and financial assistance to the woman.

According to reports, the woman came there a few months ago and started living there. She used to beg and sleep at the local bus stand. It is being guessed that she could be from a rural area of Uttar Pradesh.

Revision of electoral rolls from Jan 1

The State Election Commission had issued a notification for the revision of electoral rolls of all wards of the Municipal Committee, Pinjore, from January 1. The revision would be on the basis of Assembly Electoral Rolls published on January 6, 2003.

Giving the detail of the programme, the Deputy Commissioner-cum-District Election Officer, Ms Satwanti Ahlawat said the lists be prepared by conducting a house-to-house survey. The draft electoral rolls will be published on January 5, 2004.

She said claimed and objections can be filed to the Revising Authority Sub-Divisional Officer (Civil) Kalka as well as to other officers in their offices. The forms for inclusion and deletion of names are available with the officers concerned and with the office of the Municipal Committee, Pinjore.

The claims and objection shall be disposed off by January 17 while the last date for filing appeals against the order of the Revising Authority is January 22. She further said the last date for the disposal of appeals is January 24 and the final publication and printing of electoral rolls would be completed by January 31.

School session from April 1

The new academic session in the Haryana Government schools will start on April 1 instead of May 1 as at present. This was decided at a meeting of senior officers of the Education Department here today. The meeting was presided over by the Chief Minister, Mr Om Prakash Chautala.

Mr Chautala asked the department to establish at least one middle school in every village so that a higher literacy rate could be achieved. This would also ensure reduction in the dropout rate of students after they pass out of the primary school because many students, particularly girls, hesitated to travel long distances to attend schools.
