The Director-cum-Joint Registrar-General, Government of India, Mr Sunil Gulati, has asked all officials of the state government to pay personal attention to the preparation and distribution of birth certificates to achieve the target of 100 per cent registration of births and deaths as early as possible in the whole state.

DC ‘harassing’ journalists

Mr Ashok Yadav, Deputy Commissioner of Rohtak, is harassing journalists who had intimated Chief Minister Om Prakash Chautala and Governor Babu Parmanand about Mr Yadav’s act of registering false cases against journalists and intimidating press representatives, alleged Mr V.S. Chauhan, President of the Haryana Union of Journalists, and Mr Gyan Singh, convener of the Patrakar Sangharsh Samiti, in a press statement here today.

Mild tremors in Jind
Jind, December 23
Several mild tremors were felt in the city and its surrounding villages during the past about 24 hours. According to Mr B.S. Rana, Assistant Meteorologist of the Indian Meteorological Department, New Delhi, 18 tremors were felt from 5 pm last evening to 11 am today.

Cop’s son among 5 held for looting
Rohtak, December 23
The police has busted a gang of criminals involved in several cases of looting and chain snatching in the area. Five members of the gang, including its head, Deepak, alias Jeli, were arrested last night. The suspects have admitted to their involvement in at least six cases.

Mr Jakir Husain, a suspended Assistant Engineer of the Punjab Wakf Board, was questioned for the second day today at the detective staff police station in Ambala City in the Avedna Sharma case. The Supreme Court, while granting stay on his arrest, had directed him to provide information in the Ambala police station.

Nirmal invites Bhajan to rally

Mr Nirmal Singh, a former president of the Haryana Youth Congress and organiser of the “hisab chukao rally” of the Congress to be organised on January 7 at Kurukshetra, said here today that he had invited the HPCC chief, Mr Bhajan Lal, along with other senior leaders of the party to this rally. It was up to him to attend or not, Mr Nirmal Singh added.







 

BJP divided over ties with INLD

Even though the BJP and the INLD had contested the Lok Sabha and Vidhan Sabha elections in Haryana unitedly, the relationship between the two is far from cordial.

INLD functionaries of Haryana are still confident that at the time of the next Lok Sabha elections, the BJP will again sound the INLD for fighting the elections jointly in Haryana. “The BJP will find it difficult to win any seat in the state unless it enters into an electoral alliance with the INLD,” claims Mr Sampat Singh, Haryana Finance Minister.

The state BJP, it is alleged, is divided on the issue of ties with the INLD with a majority of the Lok Sabha members from Haryana favouring an electoral alliance with the INLD.

Those who want to snap relationship with the INLD include Haryana BJP President, Ganeshi Lal and leader of the party’s legislative wing, Krishan Pal Gurjar.

Importantly, Mr Ganeshi Lal’s name had figured in the probe carried out by the Chahal Commission, instituted by the Om Prakash Chautala Government, to look into illegal liquor trade when prohibition was imposed on the state by the Bansi Lal regime. While the commission was later dissolved and a new commission constituted to look into liquor smuggling, the state BJP chief claims that his name had cropped up during the probe to ruin his image.

Mr Gurjar, on the other hand, is facing an inquiry by the State Vigilance Bureau and the sleuths allegedly continue to “harass” him periodically.

An INLD insider said Mr Chautala was having good rapport with top leaders of the BJP including the Prime Minister, and could clinch an alliance between the two parties despite opposition by local leaders.

Bank declares 25,000 farmers as defaulters

In a bid to speed-up the process of loan recovery, the Karnal Central Cooperative Bank has declared more than 25,000 farmers as defaulters for non-payment of loans and got issued over 800 arrest through the Cooperative Department.

Revealing this to TNS, Mr Rao Baljit Singh, Managing Director of the Karnal Central Cooperative Bank, said the bank had fixed a target to recover Rs 208 crore advanced to the farmers by the end of February, 2004. Till last week, Rs 72 crore had already been recovered out of this target, he added.

In order to streamline the recovery process Cooperative Bank has categorised it into three categories, the current demand, defaulters for the past two years of period and defaulters for more than three years of period.

Mr Rao Baljit Singh said notices under Section 104 of the Revenue Act had already been served to all defaulters. It might be mentioned that more than Rs 90 crore was to be recovered for over a period of three years.

He said the Karnal Central Cooperative Bank had issued 79,700 credit cards to the farmers, out of which, 24,866 had been declared defaulters. A sum of Rs 32,77,21,000 was pending against them as on June 30, 2003. He further said more than 2,000 farmers not having credit cards had also been issued notices to clear their debts.

He said the maximum defaulters were from Asandh subdivision of the district. “Most of the debtors in this subdivision have become habitual defaulters since past many years”, he added.

A sum of Rs 60 crore had been advanced as loan in this subdivision, out of which, just Rs 10 crore could be recovered due to the non cooperation and dilly dallying attitude of the debtors.

In Karnal subdivision, a sum of Rs 79.27 crore had been advanced as loan to the farmers, out of which, Rs 32 crore were recovered.

In Gharaunda subdivision, out of the total of Rs 68.66 advanced as loan to the farmers, Rs 21 crore had been recovered.

The Managing Director said the list of all defaulters was handed over to the office of the Assistant Registrar of Cooperative Department, early this month.

The department had issued arrest warrants of more than 800 farmers as on date, said the sources in the Cooperative Department.

The sources further said 76 farmers in the district had been arrested during the current month. At least 30 farmers were still languishing in various jails while the others had been released on bail.

Only 55 pc births get registered

The Director-cum-Joint Registrar-General, Government of India, Mr Sunil Gulati, has asked all officials of the state government to pay personal attention to the preparation and distribution of birth certificates to achieve the target of 100 per cent registration of births and deaths as early as possible in the whole state.

While presiding over a district-level meeting on the national campaign on birth certificates, held here today, Mr Gulati said only 55 per cent births got registered in the country at the time of birth.

He said not only the level of birth registration was low, there was also a considerable disparity in performance of different states. While Kerala, Goa, Pondicherry and New Delhi had achieved almost 100 per cent birth registration, many other states were below the overall registration mark of 55 per cent in the country.

The registration level in the northern region, though better than that in the country, was much below the target with Jammu and Kashmir (49.3 per cent), Himachal Pradesh (98.7 per cent), Punjab (92.2 per cent), Haryana (73.5 per cent) and Chandigarh (85 per cent).

What was surprising was that, even though the first certificate was given free of cost, of all those who got births registered, 85 per cent failed to collect or obtain copies of birth certificates. The Joint Registrar-General mentioned that out of an estimated 26 crore births, which took place during the last decade in the country, only about 14.3 crore births were registered. Even out of these births, birth certificates could not reach about 10 crore children under 10 years of age.

In Haryana, during the last decade, approximately 49.5 lakh children were born out of which 36.4 lakh births were registered. To generate public awareness, he said a national campaign on birth certificates was being undertaken up to March 2004. The campaign envisaged providing one copy of the birth certificate free of cost to each child less than 10 years of age, who was residing at the place of birth.

DC ‘harassing’ journalists

Mr Ashok Yadav, Deputy Commissioner of Rohtak, is harassing journalists who had intimated Chief Minister Om Prakash Chautala and Governor Babu Parmanand about Mr Yadav’s act of registering false cases against journalists and intimidating press representatives, alleged Mr V.S. Chauhan, President of the Haryana Union of Journalists, and Mr Gyan Singh, convener of the Patrakar Sangharsh Samiti, in a press statement here today.

The statement was accompanied by copies of memoranda submitted by them to the Governor and the Chief Minister about Mr Yadav’s highhandedness. It was stated that the memoranda mysteriously reached Mr Yadav before those could reach the two degnitaries. Following this Mr Yadav started calling up the signatories to the letters and tried to coerce them into dissociating themselves from the complaints. The complaints against Mr Yadav and the SP, Rohtak, were sent to the Governor and the Chief Minister through Mr R.R. Banswal, Commissioner of Rohtak Division. Since Mr Banswal was not in his office, the agitating journalists left these letters with Mr Krishna Kumar, who was looking after the office in the absence of Mr Banswal.

Mild tremors in Jind

Jind, December 23
Several mild tremors were felt in the city and its surrounding villages during the past about 24 hours. According to Mr B.S. Rana, Assistant Meteorologist of the Indian Meteorological Department, New Delhi, 18 tremors were felt from 5 pm last evening to 11 am today. Out of these, a tremor at 1.50 am today was of 3.3 magnitude on the Richter scale and another tremor 5.54 am today was of 2.6 magnitude on the Richter scale.

Mr Rana said the epicentre of these tremors was in the south-east of the city, about 12 km from here. He said there was no cause for panic due to these mild tremors.

The Meteorological Department had installed instruments at four places around the city to record the magnitude of the these tremors and study their cause.

Panic gripped residents of the city. In several localities, they came out of their houses during the tremors and most of them had a sleepless night.

KARNAL (TNS): The district administration of Jind has declared high alert in the city following regular tremors of low to medium intensity during the past one month. All district officials of various departments and representatives of social organisations have been asked to keep themselves ready to tackle any kind of disastrous situation. According to an official report of the district administration, Jind has so far witnessed 19 low-intensity earthquakes in the past one month.

The Deputy Commissioner of Jind, Mr Rajiv Sharma, has appealed to the residents of the town not to panic. He has assured them that the district administration is alert and he is regularly in contact with the Geological Department Office in New Delhi.

It has not been confirmed whether the low-intensity shaking of earth at Jind can be treated as an earthquake or not. All arrangements to tackle the aftermath of an earthquake have been made.

Air Force school holds sports day

The annual sports day of Air Force Public School was held here today. Air Officer Commanding, Air Force Station, Ambala, Air Cmdr L.K. Malhotra, was the chief guest.

A parade was held by students from different Houses. Students presented ring PT, drill, aerobics and yoga. They also showed their skills in karate. Tiny tots of the school participated in couple and rabbit races, papa going for jogging and balloon bursting.

Air Commodore Malhotra gave away the prizes. The best House in sports award went to Katre, while best House in parade award was given to Subroto. Sandeep Dalal was chosen best athlete in senior boys category, while Vijeta was declared best athlete in senior girls category. Ajay Pawar was declared best athlete in junior boys and Himani Likha was chosen best athlete in junior girls sections.

In race course branch of the school, Daniel was declared best athlete in boys section, while Shweta Pandey was declared best athlete in girls section.

Ashwani fastest

The sports meet organised by Gandhi Memorial National College, Ambala Cantonment, concluded here today.

IG Ambala Range Alok Joshi was the chief guest. Speaking on the occasion, Mr Joshi advised students to stay away from drugs. He also asked students to follow the traffic rules.

Besides others, Mr B.S. Jauhar, Mr Laxmi Sagar, Mr Kamaljeet Bhalaya, Ms Trehan and Mr R.R. Malik were present. Mr Alok Joshi gave away prizes to the winners. NCC cadets held a march-past.

In 100 m (men), Ashwani came first, Chander second, while Nirmal and Ashish were tied at third spot. In 200 m (men), Ajay Rathi came first, Vishal second and Aashish third. In 800 m (men), Paramjeet came first, Gurdhyan second and Vishal third. In discus throw (women), Harjeet came first, Gurpreet second and Sandhya third.

In 1500 m (men), Ajit Pal Singh finished first, Prem Raj second, while Gurdhyan and Vikas were tied at third spot. In 50 m slow cycling (men), Nirmal came first, Paramjeet second and Ashish third. In 400 m (women), Amandeep came first, Sandhya second and Sarika third.

In long jump (men), Ashish came first, Sandeep second and Ashwani third. In three-legged race (women), Dilraj and Afsareen came first, Sarika and Gurdeep second while Anjana and Sandhya third. In 50 m race (women), Gurdeep came first and Anjana second.

In 100 m teaching staff race, Pankaj came first, Satish Moudgil second and Kanwaljeet third.

In relay race (men), the team comprising Ashok, Manit, Ashish and Paramjeet came first, team comprising Nirmal Yadav, Sandeep, Pawan and Narender second and team comprising Chander Bhushan, Vishal, Ajay Rathee and Ashwani third.

In relay race (women), the team comprising Sandhya, Anjana, Arti and Gurpreet came first, team comprising Gurdeep, Shilpa, Sarika and Amandeep second, and team comprising Dilraj, Manpreet, Afsareen and Harjeet third.

Students who completed the 3000 m race were Gurmeet Baghay, Vinod Kumar, Chander Bhushan, Sunil Kumar, Ashish, Paramjeet, Amit Kumar, Sumit, Sumendra, Anil, Hari Govind, Ghanshyam Yadav, Dinesh, Amit, Ashish, Nirmal Yadav, Pushpdeep, Bhupinder, Prem Raj and Vikas.

KU to start youth hostels at Morni Hills, Manali

Dr A.K. Chawla, Vice-Chancellor of Kurukshetra University, while addressing the annual prize distribution function of Guru Nanak Girls College and Sant Nischal Singh College of Education for Women, Santpura, here today said Kurukshetra University would start an institution of engineering and technology on the university campus. He said Rs 4 crore had been allocated for various courses such as software engineering, biotechnology, informatics hotel management and catering.

Mr Chawla stated that the university was financially sound and shortly two youth hostels at Manali and Morni Hills would be started. He gave away prizes to 300 students of the college.

Ranbir Prashar is president of Dist Bar Association

Mr Ranbir Prashar, advocate, was elected president of the District Bar Association here today. He got 159 votes while his rearest rival, Mr Romesh Gupta, got 84 votes and the third candidate, Mr Subhash Sharma, got 62 votes, Mr Hardeep Singh was elected vice-president of the association. He secured 128 votes against 102 secured by Mr Jai Parkash, his immediate rival. The third candidate for the post of vice-presidentship, Mr Bhagat Ram Saini, got 76 votes.

For the post of secretary, Mr Surinder Ranjha got elected by securing 184 votes whereas his rival Mr Joginder Singh Dhull, got 122 votes, Mr Sultan Singh had already been elected as joint secretary unanimously. Mr B.B.L. Bhardwaj, advocate, was the returning officer for the elections.

Cop’s son among 5 held for looting

The police has busted a gang of criminals involved in several cases of looting and chain snatching in the area.

Five members of the gang, including its head, Deepak, alias Jeli, were arrested last night. The suspects have admitted to their involvement in at least six cases. The gang was responsible for a murderous assault on a person near Gohana Adda. Besides, two members of this gang had looted Rs 1.10 lakh from the secretary of a milk cooperative after firing at him last week.

Deepak is the son of an ASI of the Delhi police. His brother, too, is in jail at present.

BKU leader Nain gets bail

Bharatiya Kisan Union (BKU) leader Ghasi Ram Nain, facing charges of sedition and treason, has been granted conditional bail by Mr D.S. Sheoran, Additional District and Session Judge, here today.

The BKU leader shall have to furnish two bonds worth Rs 1 lakh each. Nain has been restrained from taking any political advantage by holding rallies or public meetings on this issue. — PTI

Ex-engineer quizzed again

The Supreme Court, while granting stay on his arrest, had directed him to provide information in the Ambala police station.

Avedna of Ambala Cantonment had gone missing from the Ludhiana railway station while she was on the way to Vaishno Devi along with her husband on the second day of her marriage. Avedna’s father had alleged in his complaint to the police that Jakir and a few others had abducted his daughter.

However, after a few weeks, Avedna told the Punjab and Haryana High Court that she had married Jakir by changing her religion and wanted to live with him.

Avedna’s father and her younger brother were present during the questioning.

Nirmal invites Bhajan to rally

Mr Nirmal Singh, a former president of the Haryana Youth Congress and organiser of the “hisab chukao rally” of the Congress to be organised on January 7 at Kurukshetra, said here today that he had invited the HPCC chief, Mr Bhajan Lal, along with other senior leaders of the party to this rally. It was up to him to attend or not, Mr Nirmal Singh added.

Talking to mediapersons, he refuted the charges of some of the leaders that it would be an anti-Bhajan rally. He said it was not being organised to oppose any party leader. Rather, it was to strengthen the party.

Mr Nirmal Singh has not attended any rally of Mr Bhajan Lal, even the ones organised in Ambala during the past three months. He has been a Cabinet Minister in the Bhajan Lal government.

The leader claimed that besides the All-India General Secretary of Congress, Mr Naval Kishore Sharma, former HPCC chiefs Bhupinder Singh Hooda and Virender Singh, former Union Minister Shailja, former minister Chatarpal, former Union Minister Jai Prakash and several party MLAs would attend the rally.

He said a white paper would also be released at this rally with facts and figures highlighting the discrimination against northern Haryana.Top

 

 

Youths join BJP

The local MP, Mr Ratan Lal Kataria, today presided over a function in Mullana in which a number of youths joined the BJP.

Speaking on the occasion, Mr Kataria said preparations were on for the Hansi rally slated for December 28. He said the Deputy Prime Minister, Mr L.K. Advani, the party President, Mr Venkaiah Naidu, Mr Rajnath Singh, and other senior ministers would be present.

The BJP state youth vice-president, Mr Satish Mehta said the victory of the BJP in three states in the Assembly elections has shown that the party was going from strength to strength. Top

 

 

Women held

Sirsa, December 23
The Chopta police of the district has arrested a woman for allegedly killing her daughter-in-law. The woman was presented in the court that remanded her in judicial custody. Police sources said today that Dharma Devi of Keharwala village had lodged a complaint with the police that her daughter, Sajjna Devi, was tortured and killed by her in-laws. According to the complaint, the daughters of Dharma Devi and Hajari Ram, Sajjna Devi and Lachchho Devi, were married to Sahib Ram and Rameshwar of Nejiakhera in the district.

It was alleged that both of them were tortured by their in-laws in spite of the intervention of the panchayat. On November 23, Sajjna Devi received serious burns and was admitted to the local Civil Hospital, where she died. OCTop


Kids examined

As many as 784 children in the age group of 6-14 were medically examined at a medical camp organised for physically challenged persons under the Sarv Shiksha Abhiyan. The camp was organised with the help of the Health Department, the Indian Medical Association and the Red Cross Society on the premises of R.K.J. Deaf and Dump handicapped Welfare Centre.

The doctors who provided medical services included Dr Y.K. Chaudhary, Dr Jagdish Agarwal, Dr Gaurav Bishnoi, Dr C.P. Dhadheech, Dr J.K. Bioshnoi, Dr L.C. Agarwal, Dr Satish Junthra and the president of the local unit of the IMA, Dr Vinod Gupta.
