Himachal Assembly adjourned sine die

Mr Gangu Ram Musafir, Speaker, today adjourned the state Assembly sine die after the nine-day winter session. In his concluding remarks he took a strong exception to the conduct of BJP members who tried to disrupt the proceedings.

BJP group continues protest

The BJP legislative group along with a Him Lok Tantrik Morcha MLA, Mr Mohinder Singh, continued their protest on the final day of the winter session. Unlike yesterday when they raised slogans and entered the well during question hour, they came to the House but left as soon as the Speaker, Mr Gangu Ram Musafir, made his entry.

DC receives copy of no trust motion

Leadership of the local municipal body is in crisis. Nine out of 11 members of the body have moved a no confidence motion against its president, Ms Roshni Devi, and vice-president, Mr Deep Kumar. Both were elected to these posts during the BJP regime in 2000.

The chairman of  Himachal Pradesh Board of School Education, Mr B. R. Rahi today held separate meetings with representatives of  the Himachal Pradesh Government Teachers Association and the Himachal Pradesh School Lecturers Association and  discussed their demands vis a vis board duties performed by them.

Foreign woman sent to destitute home
Shimla, December 23
A western woman, living in a cave near Kulu in a “disturbed state of mind”, was sent to a destitute home after eight months of efforts to establish her nationality proved futile, a senior police official said today.

2 die in mishap, road blocked
Hamirpur, December 23
Two persons were killed in a road accident outside the newly constructed hospital of the Radha Swami Satsang Bhavan, about 4 km from here, this evening when their scooter was hit by a speeding tempo coming from the opposite direction.

Gang of thieves busted
Una, December 23
The local police has arrested Charanjit, alias Billa, of Amritsar district, Rani of Ludhiana district, Manohar Lal and Prem Massiha, said Mr Ashok Sharma, Superintendent of Police, Una, while addressing mediapersons here today.

Contests mark bird festival

The Himachal Pradesh unit of the World Wide Fund for Nature organised a bird festival for children at Pong Wildlife Sanctuary in Nagrota Surian yesterday.

Himachal Assembly adjourned sine die

Mr Gangu Ram Musafir, Speaker, today adjourned the state Assembly sine die after the nine-day winter session.

In his concluding remarks he took a strong exception to the conduct of BJP members who tried to disrupt the proceedings. He said he was “very sorry” to mention that the protesting members defied his ruling inside the House and cast aspersions on the impartiality of the chair outside in utter disregard of rules, regulations and conventions. The conduct of some members was indeed a matter of concern and deserved to be condemned in strongest terms.

He said it was foremost duty to ensure that the business was conducted uninterrupted and did his best to shoulder the responsibility.

Earlier, Mr Virbhadra Singh, Chief Minister, said by its deplorable conduct the BJP members left no one in doubt that they were least interested in discussing the Katwal tapes. All these actions were pre-planned and aimed at avoiding any discussion on the issue. Their blatant defiance of the ruling of the Speaker and casting aspersions on the chair amounted to contempt of the House.

Their demand was to discuss the Katwal tapes and the House debated the issue for more than five hours but they kept away, when the Speaker as per the past practice allowed a discussion under rule 130 there was no ground for insisting on taking up the mater under rule 67. However, the BJP members showed child like adamancy and went to the extent of defying the chair. Their undignified conduct, particularly the language of the slogans, deserved to be condemned.

He said the reason for such behaviour were not far to seek. The party knew full well that it could not face the government on the issue. The BJP used the democratic process only to grab the power. It had no respect for democratic values and traditions.

There were seven sittings during the sessions and as many as five bills, including the all important Himachal Pradesh University Amendment Bill and the Land Revenue Amendment Bill which would have far reaching implications. Besides discussing Katwal tapes and overall functioning of the State Subordinate Services Selection Board the House also underlined the need for expanding the rail network during debate on a resolution on Kalka-Shimla rail centenary celebrations.

BJP group continues protest

The BJP legislative group along with a Him Lok Tantrik Morcha MLA, Mr Mohinder Singh, continued their protest on the final day of the winter session.

Unlike yesterday when they raised slogans and entered the well during question hour, they came to the House but left as soon as the Speaker, Mr Gangu Ram Musafir, made his entry. They left without saying a word. The Speaker proceeded with question hour in their absence.

The 16 BJP members in a letter addressed to the Speaker said they were forced to boycott the sitting on the final day as they were not provided opportunity to raise burning issues like Katwal tape, irregularities in selection of JBT trainees and allotment of works by the PWD in Rampur division and discrimination in removal of encroachment.

DC receives copy of no trust motion

The Deputy Commissioner here received a copy of the letter written by all nine members of the body irrespective of their political affiliations this morning. He also received another copy of the same motion from the Executive Officer of the civic body demanding an immediate meeting to discuss the motion of no confidence in the president and the vice-president.

Although there were reports that six out of eight BJP councillors had shown their lack of faith in the leadership yet the situation took an interesting turn when three Congress members joined them.

Ms Roshni Devi, President of the body, sat in the office today for hours and signed papers. She was unfazed over the latest political developments. She refused to say anything regarding the no confidence motion moved against her.

Meanwhile, hectic political activities continued in the town today over the latest developments going on in the civic body. Leaders of the Congress and the BJP met their respective members.

Mr Vinod Thakur, general secretary of the district unit of the BJP said here today that the civic body issues were an internal matter of the party and would be sorted out soon. He claimed that all BJP councillors were united and would abide by the dictate of the former Chief Minister, Mr Prem Kumar Dhumal, who would visit Hamirpur soon.

Meanwhile, the Deputy Commissioner, Mr Devesh Kumar, has sent the no confidence letter to the SDM, Hamirpur, for fixing a meeting to discuss the no confidence motion moved by nine members against their president and the vice-president.

However, the SDM, Hamirpur, has not fixed any date for this purpose. He was likely to take a final decision this evening or tomorrow.

Board accepts teachers’ demands

The chairman of  Himachal Pradesh Board of School Education, Mr B. R. Rahi today held separate meetings with representatives of  the Himachal Pradesh Government Teachers Association and the Himachal Pradesh School Lecturers Association and  discussed their demands vis a vis board duties performed by them.

Later talking to media persons, Mr Rahi said one of the major demand of both associations about immediate payment of honorarium for duties performed during the conduct of examinations, had been accepted and from the coming session all teachers would be paid 80 per cent of the dues on the spot. He said another major demand for renovation of teachers’ home at Dharamsala and construction of a home at Shimla had been accepted and board would provide 50 per cent of the cost of home at Shimla while the state government would be appealed for the balance amount.  He said adequate security would be provided at examination centers so that teachers could conduct the examination without any fear. The chairman said the workload of teachers checking papers would also be reduced so that students do not suffer.

The Himachal Pradesh Government Teachers Association has welcomed the decision.

Foreign woman sent to destitute home

Shimla, December 23
A western woman, living in a cave near Kulu in a “disturbed state of mind”, was sent to a destitute home after eight months of efforts to establish her nationality proved futile, a senior police official said today. “There was no alternative other than sending her to destitute home. She had no document, no money and no friends. All efforts to establish her identity failed,” Kulu district police chief A.P. Singh said.

He said the woman, who appears to be in her 50s, was spotted in a cave at Manikaran, 40 km from Kulu, in April last. She appeared to be in a “disturbed state of mind”. She was living at the mercy of others who offered food and clothes to her.

Mr A.P. Singh said he tried to talk to her but she suddenly turned aggressive and even tried to hit him. “Her behaviour is unpredictable and it is difficult to converse with her,” he said.

She was sent to a destitute home in Sundernagar, 160 km from Shimla, he added. — PTI

2 die in mishap, road blocked

Hamirpur, December 23
Two persons were killed in a road accident outside the newly constructed hospital of the Radha Swami Satsang Bhavan, about 4 km from here, this evening when their scooter was hit by a speeding tempo coming from the opposite direction.

The deceased are Papu Soni, 35, and Joginder Singh, 45, of Bhota and Sidhpur villages, respectively.

Irate local residents blocked the main road to register their protest against the failure of the Bhota hospital authorities to provide timely medical help. Hundreds of passengers were stranded and vehicles could be seen on the Shimla-Dharamsala highway due to the blockade.

Eyewitnesses told the Tribune that the bodies remained on the main road for more than one hour and no one bothered to provide any help to one who was seriously injured and later succumbed to his injuries on the road.

The Deputy Commissioner, Mr Devesh Kumar, and the ASP, Mr Sunder Lal, reached the spot to defuse the situation and regulate traffic.

The police has registered a case against the tempo driver, who fled after the incident.

Meanwhile, tension prevails in the area over the accident and the lack of interest shown by the Radha Swami Satsang Bhavan authorities in the incident.

Gang of thieves busted

Una, December 23
The local police has arrested Charanjit, alias Billa, of Amritsar district, Rani of Ludhiana district, Manohar Lal and Prem Massiha, said Mr Ashok Sharma, Superintendent of Police, Una, while addressing mediapersons here today. He said the arrested suspects were members of an inter-state gang of vehicle thieves and stolen trucks from Una, Kapurthala, etc. were recovered from them.

Suspects Charanjit and Rani were stopped by the Una police while they were travelling in a Maruti Esteem car. During interrogation by the police, the two admitted to their involvement in the theft of three trucks. Murari Lal and Prem Massih, who escaped in a truck, were also arrested. They were produced before the Judicial Magistrate here today. Charanjit and Rani have been remanded in police custody till December 27.

All the four suspects are wanted by the Punjab police in various vehicle theft cases.

Meanwhile, the SP informed mediapersons today that the Amb police had solved the murder case of Ram Kishan Munshi of Katha Bhatti of Karluhi village. Munshi was murdered on the night of December 17 and the murderer took away Rs 3.65 lakh kept in a box in a room. Jagdish from Sikandrabad (UP) was arrested for the murder of Munshi and Rs 3.65 lakh was recovered 300-400 yards away from the Katha Bhatti from a gunny bag. Jagdish was arrested today.

Contests mark bird festival

The Himachal Pradesh unit of the World Wide Fund for Nature organised a bird festival for children at Pong Wildlife Sanctuary in Nagrota Surian yesterday. Slogan-writing, painting and quiz competitions were held, in which students of various schools took part. Presiding over the prize-distribution function of the festival, Mr Chander Kumar, Forest Minister, laid emphasis on the protection of environment.

Underlining the need to preserve the Pong wetland, Mr Chander Kumar said it had been playing an important role in attracting local as well as migratory birds. The number of migratory birds had crossed the last year’s mark of 1.15 lakh, he added.

He said last year’s census had recorded 230 species of migratory and resident birds.

2 Nepalis die of asphyxiation

Two Nepalis died of asphyxiation at Talgi village in Kinnaur, last night. The victims had left a coal fire burning in their room while they were asleep. They died of suffocation caused by poisonous gas emitted by the coal.
