meet Kalam, wait for govt action Chandigarh, November 29 The cops were no doubt doing their duty but they did it with tenderness showing sensitivity to a blind person’s difficulties. At the site of the demonstration at Chandigarh it is the UP cops who are at hand to help the agitators, including arranging loudspeakers for raising slogans. In Haryana also, during the 10-day march by 11 members of the Haryana Netrahin Jagriti Sangh, it was the policemen who took care of the marchers. One gentleman, a 53-year-old head constable, overwhelmed the marchers by walking with them from Barwal to Ambala, a distance of over 25 km. In Delhi too , the cops came to their rescue. When Delhi’s formidable army of politically correct people were cosying up in the warm interior of their houses, it was the cops of the Parliament Road police station who used to take the blind agitators to Bangla Sahib gurdwara. In this traditional resting place, the eleven brave men passed the cold wintry nights in an open space wrapping themselves in thin blankets provided by the gurdwara. After reaching Delhi on November 19, the protesters had to wait for eight days before they could finally meet the President of India, Mr A.P.J. Abdul Kalam who received them at the Rastrapati Bhawan on November 27. The President charmed them by his simplicity. Five members of the sangh went to meet the President. Surinder Lamba and Surinder Singh were from among the marchers while Jagjit Singh Saini, S.H. Shukla and Ram Bhagat went to Delhi by bus. The protesters were given plenty of food at the Rashtrapati Bhawan when they waited in a room at the appointed hour. “We could not eat so much food”, Jagjit Singh, who was part of the group which met the President, said. They were then ushered in the room where Mr Kalam received them. “As soon as we sat down the President himself walked up to us and sat on one of the chairs near us. He said we need not move”, Jagjit Singh said to underscore Mr Kalam’s great attitude. The President received them at 1-40 p.m. and the meeting reportedly continued till 2-35 p.m. “Never before had a President of India spent so much time with a delegation of blind people”, Mr S H Shukla, a middle-aged blind man, who is an employee in the Haryana Legal Remembrancer’s office and associated with the sangh as “Legal Adviser”, claimed. The President patiently listened to the demands of the delegation, including the legitimate demand of filling of vacancies reserved for handicapped candidates. He promised to bring the issue to the notice of the Prime Minister as well as the Chief Minister of Haryana. “We told him that there were about 350 blind persons registered in the employment exchanges of Haryana and they could be easily accommodated in government departments and boards and corporations”, Jagjit Singh said. While assuring the five members of taking up issue within 15 days, Mr Kalam, however, asked them not to hang around in Delhi any more and go back to their respective homes. Next day (Nov 28) the agitators returned to their agitation site at Chandigarh by taking a bus from Delhi. Shambhu Dayal, a 23-year-old higher secondary qualified youth from Kirtan village in Hisar district, said that during the 250 km walk from Panchkula to Delhi, two persons fell ill. Subhash Chander’s feet started bleeding while Pawan Kumar suffered because of not having any winter cloth. The agitators said that they would wait till December 3 for some action from the state government in this regard. If nothing happens till then, they will burn their marksheets and certificates in protest. |
76 per cent births registered
in Haryana Ambala, November 29 The Director Census, Haryana, Mr Sunil Gulati, said in
Haryana, the level of birth registration could be improved with public
perception. “There is a need to generate public awareness in this regard,”
he added. Mr Gulati said a national campaign on birth certificates had begun
throughout the country with the objective of achieving 100 per cent registration
of births and deaths as early as possible in the country. The campaign will
continue till December. It envisages providing one copy of the birth certificate
free of cost to each child under 10 years of age, who is residing in the place
of birth. “Only every second birth, which occurs in India gets registered.
Not only the level of birth registration is low, but there is considerable
disparity in the performance within the country. States like Kerala, Goa,
Pondicherry and Delhi have achieved almost 100 per cent registration, while many
others are below the overall registration average of 55 per cent,” he
added. Mr Gulati said the level of registration in the northern region was far
from the target of 100 per cent. The registration of births in Jammu and Kashmir
was 49.3 per cent, Himachal Pradesh it was 98.7 per cent, Punjab 92.2 per cent,
Haryana 73.5 per cent and Chandigarh 95 per cent. |

Gita Utsav to trace history of Kurukshetra Chandigarh, November 29 The five-day cultural, religious and historic event will open with a musical event on the message of the Bhagvad Gita for the modern man. To be held at the historic Purushottam
Bagh, the event has been choreographed by the celebrated Odissi dancer Sonal
Mansingh. The festival will be inaugurated by the Deputy Prime Minister, Mr L.K. Advani. He will be accompanied by the Minister for Tourism and Culture, Mr Jagmohan, who has long been expressing his intention of uplifting Kurukshetra to the level of significance it deserves. The idea is to build up the city as a befitting symbol of “incredible India”. Also present for the customary opening will be the Governor and the Chief Minister of Haryana. Being organised jointly by the Department of Culture, Government of India, Haryana Tourism and Kurukshetra Development Board, the festival has been designed to reflect the vivacious backdrop against which the city of Kurukshetra grew. The most engaging presentations will be made on the first and the last day of the festival. While Sonal Mansingh will throw open the show, danseuse Pratibha Prahlad with conclude the festival with “Panchjanya” — a narration of the philosophy behind the Gita. This presentation will be made at Brahmsarovar on December 4. For those who wish to trace the historical progression of the city, the one-day conclave on “Heritage Tourism — disclosure on Bhagvad Gita and Marketing a New Destination” will be mandatory to attend. To be organised jointly by Kurukshetra University, the ITDC and Department of Tourism, Government of India and Haryana, the conclave will be held at the Senate Hall of the university. The conclave will be a prestigious forum for tourism experts, travel agents and tour operators from all over the country to prepare a blueprint for a credible destination development and marketing communication plan for the city. Even as hectic preparations for tomorrow’s programme are on, the zonal cultural centres of the country along with the District Rural Development Association of Haryana are structuring an exhibition on famous heritage and archaeological sites of Kurukshetra. The show will be open at Brahmsarovar Bays between December 2 and 4. The main attractions will be well-researched ballets, like the Krishna Ballet to be presented on December 1 by members of Kathak Kendra, Lucknow. Vocalist Peenaz Masani and flutist Rajendra Prasanna will also add a mystic punch to the show during their presentations on December 2 and 3 at the Purushottam
Bagh. The North Zone Cultural Centre has also been actively roped in for the grand national festival, which targets Kurukshetra’s untapped tourism potential. The centre will organise presentations of dance dramas from six villages of Haryana —
Amin, Dayalpur, Kirmach, Sarsa, Jyotisar and Pehowa. These villages are inseparably linked to Kurukshetra’s turbulent history. |

Treatment norms for diseases formulated Panchkula, November 29 From congestive cardiac failure to rheumatic fever, angina (heart attack) to various chronic obstructive airway diseases and migraine, the doctors posted at various PHCs in the state will have to follow these set procedures in dealing with their patients. The idea is not just to ensure a regular supply of these medicines (prescribed for various diseases in the guidelines and not other medicines that are rarely used) from medical store depots , but also to avoid over or misuse of antibiotics. These guidelines, maintain senior department officials, will also help in avoiding legal and ethical issues. With a number of government doctors being dragged to the consumer courts for alleged negligence, the department feels that with the doctors being given set practices to be adopted for treating common diseases, it would also avoid legal hassles, besides having more control on the quality of treatment. It is learnt that the treatment guidelines include the features of each of these common diseases; their type- bacterial, viral or diphtherial, treatment, medicine ( name of salt and not the brand name) and the form in which these medicines are available (syrup, capsule or tablet). So far, these guidelines have been prepared for 169 diseases and work for preparing the guidelines for another 20 diseases is under way. Senior health authorities say since 70 per cent of the patients availing OPD facilities in the state seek medical help in the government health set-up, having common treatment guidelines was long called for. “In fact, the World Health Organisation ( WHO) had earlier recommended that certain essential medicines be available at all times even in the smallest of government health set ups and that such standard treatment guidelines be prepared. In India, other than Himachal Pradesh, Maharashtra and Orissa, none of the other states have issued such guidelines,” informed a senior health official. The state health authorities hired a Delhi-based consultancy, Epos Health Consultants, and draft guidelines have been prepared after the Sector Investment Programme of the Health and Family Welfare Department, had submitted a report on the basic health structure and the common diseases prevalent in the state. |
Restructured honours degree courses in Haryana colleges Rohtak, November 29 Stating this to mediapersons, Haryana Higher Education Commissioner Dhanpat Singh, who was the chief guest at the annual prize distribution function of the local Vaish College today, said both KU and MDU had been asked to formulate-common syllabi for various honours degree courses. Honours degree courses in English, political science, history, economics and some science streams would be introduced in colleges at all district headquarters in the state, the commissioner said adding that environmental sciences would also be introduced as a compulsory subject in all degree courses from next year.

Dubai consultant firm, KU to collaborate for higher learning Kurukshetra, November 29 Kurukshetra University, Vice-Chancellor, Dr A.K. Chawla told reporters here today that a meeting to various proposals between Pacific
Management Consultancy’s Director, on Arun Bhasin and senior officials of Kurukshetra University, was held here last evening. Mr Bhasin spoke on education system of Dubai and gave an account of education policies there. Mr Bhasin is an alumnius of the Management Department of Kurukshetra University in 1989. He said that the University was a reputed centre of higher learning. Dr A.K. Chawla advised Mr Bhasin to send a hardware copy of all such options to enhance the reputation of Kurukshetra University and of the new education policy of Haryana Chief Minister, Om Prakash Chautala. Dr Chawla assured Mr Bhasin that steps would be taken to posterities with Dubai only after receiving the relevant documents. Concern over poor educational facilities
in district Fatehabad, November 29 Talking to mediapersons here today Mr Bharat Bhushan Midha, district president of the BJP said the three political parties had remained in power in the state during the past 37 years but none had cared to provide educational facilities to this district. He said as a result of this the district was devoid of facilities of higher and technical education. There was neither a medical or engineering institute nor a law college, college of education or an institute for teachers training in the district. He said poor and middle class families of the district were faced with the dual problem of paying hefty fees for these courses and of spending extra amount as transportation fare. He demanded that the government should at least provide free bus passes to the students till it opened educational institutions in the district. |

snowball Ambala, November 29 The Deputy Commissioner, Ambala Mr D.D. Gautam, has ordered
an inquiry after the Ambala Cantonment Traders Federation pointed out
certain inconsistencies in the setting up of dividers. The officer
will “inquire into the entire episode regarding fixing of dividers
in the Sadar area, the Nicholson road and Ambala Sadar”. Dr N.C.
Jain, chairman of the federation, had strongly protested against the
re-installation of dividers near Nigar cinema. Dr Jain said municipal
council officials should have consulted the traffic police authorities
after seeing the factual traffic position at the spot. |

2 cops killed, 10 hurt in mishap Kurukshetra, November 29 The driver of a police vehicle and a constable were killed after their vehicle collided with a private bus, the police said, adding that a truck later banged into the two vehicles. The bus was carrying a marriage party, which was returning from Saharanpur in Uttar Pradesh, and the truck was coming from Ambala.

Man killed as tractor overturns Ambala, November 29 Darshan Lal (18) of Machonda village
was killed when his tractor overturned. He was taken to the local Civil Hospital
where doctors declared him dead. The police handed over the body to his
