Private buses to run on inter-state routes
Chandigarh, November 20
Despite stiff opposition by the employees of the Haryana Roadways, the state government has decided to allow private buses to operate on inter-state routes. Official sources said that a proposal for allowing privately owned buses to ply on inter-state routes had been approved by the Chief Minister, Mr Om Prakash Chautala. The proposal will be formally put up for approval by the Haryana Cabinet in its meeting here on Saturday (November 22).

Bail order of doctor couple set aside

The Additional Sessions Judge, Mr Sanjiv Kumar today set aside the order of the Judicial Magistrate Mr Sanjiv Arya, in which he had granted bail to a doctor couple of Madan Ultrasound Centre of Ambala City against whom the police had registered a case under Sections 304, 304-A and 201, IPC, and the PNDT Act on October 24 when a four-month pregnant woman died during abortion.

Dalits plan rally against privatisation
Chandigarh, November 20
The fallout of the new economic policy is worrying Dalit organisations. While the Dalit Jan Kalyan Samiti, Haryana, in cooperation with the National Conference of Dalit Organisations, is organising a rally at Faral village in Kaithal on December 6, another Dalit outfit of Haryana is trying to mobilise people for another rally in Delhi to protest against privatisation.

The Pundri police had registered a case against Mr Jai Parkash under various Sections of the IPC and the Arms Act a fortnight ago.

An inter-DAV schools science exhibition was organised at DAV Public School, Ambala City, yesterday. The school Principal, Ms Reena Nagrath, said the exhibition was inaugurated by Dr Anima Jain of SA Jain Model School. About 150 working and non-working models were exhibited by 300 students from 12 schools.

Private buses to run on inter-state routes

Despite stiff opposition by the employees of the Haryana Roadways, the state government has decided to allow private buses to operate on inter-state routes. Official sources said that a proposal for allowing privately owned buses to ply on inter-state routes had been approved by the Chief Minister, Mr Om Prakash Chautala. The proposal will be formally put up for approval by the Haryana Cabinet in its meeting here on Saturday (November 22).

The sources said that the proposal was drawn up as per the recommendations made by a committee of ministers headed by the Transport Minister, Mr Ashok Arora. The Cooperation Minister, Mr Kartar Singh Bhadana, the Minister of State for Health, Mr M L Ranga, the Minister of State for Animal Husbandry, Mr Mohammad Illyas and the Minister of State for Social Welfare, Mr Risal Singh were members of the committee, the sources said.

They said that following approval of the proposal by the Cabinet, the state government would issue licences to private operators to ply air-conditioned luxury buses in all the interstate routes now covered by Haryana Roadways. While playing down the resistence of the employees organisations to the move, officials here claimed that since Haryana Roadways did not operate air-conditioned buses, the service by the roadways buses would not be affected by the introduction of the private buses. Moreover, though the private buses would be allowed to ply on all the inter-state routes of the Haryana Roadways, only a limited number of permits would be issued for such operations.

The proposal of the committee of ministers, which was submitted to the Chief Minister in April this year, also recommended introduction of private bus service in the inter-district routes. In view of the mood of the employees regarding privatisation, various inter-district routes were redrawn for the private operators so that competition between the private sector and Haryana Roadways could be avoided. However, the recommendations on inter-district routes were not likely to come up before the Cabinet on Saturday.

Haryana Roadways has a fleet of 3500 buses and it has been decided by the Transport Department not to expand the size of the fleet since any addition would entail extra expenditure on recruitment of manpower for operation and maintenance. As 3500 buses are not adequate for the rising number of commuters, it has been decided to encourage private operators to ply more buses, official sources said.

Toll evasion spoils link road

Raising clouds of dust many vehicles take Indri Road to avoid toll barrier on the National Highway No.1 near here.

As a result the toll bag is deprived of lakhs daily. The link road has got worn out within two years of its laying.

The National Highway Authority of India (NHAI) had put up this toll tax barrier about one and half years back. Since then, it has mired into controversy for two reasons, the amount charged as tax from vehicle owners was exorbitant and many areas of Karnal district, including Nilokheri and Taraori, were left beyond the barrier. Residents of these areas have been cut off from the district headquarters and the main market. According to the details available, Rs 50 were being charged from private cars, Rs 75 from taxis and Rs 375 from trucks and buses.

The traders of Karnal allege that their business has come down due to the ‘unjustified divide’ of the areas. Rice millers of Nilokheri and Taraori allege that their sale had declined in Karnal and other nearby areas following imposition of heavy toll tax. There are at least 200 rice mills in Nilokheri and Taraori basmati of this area is famous for its flavour.

Bail order of doctor couple set aside

The Additional Sessions Judge, Mr Sanjiv Kumar today set aside the order of the Judicial Magistrate Mr Sanjiv Arya, in which he had granted bail to a doctor couple of Madan Ultrasound Centre of Ambala City against whom the police had registered a case under Sections 304, 304-A and 201, IPC, and the PNDT Act on October 24 when a four-month pregnant woman died during abortion.

The Judge observed in his order. “The bail granted to the respondents is cancelled. Since the bail was granted under the perception that the offence under Section 304, IPC, was not made out, so the bail application should be reconsidered by the Magistrate afresh. The remand paper etc. should be put up before the Chief Judicial Magistrate for reconsideration of the bail application on November 22. On that day, the respondents shall surrender in the court of the CJM who shall proceed to decide the bail application in accordance with law without getting influenced by any observation made in this order but considering that offence under Section 304, IPC, was there”.

The Judge said in the order that the main contention of the public prosecutor for the cancellation of bail was that the Judicial Magistrate exceeded his jurisdiction by observing in his order granting bail that the offence under Section 304, IPC, was not made out and granted bail in an offence exclusively trialable by the court of sessions and punishable with imprisonment for life.

Their counsel contended that the Magistrate was within his jurisdiction to observe whether on the facts of the case offence under Section 304 was made out or not and as such there was no illegality or infirmity in the same.

Referring the order of the Judicial Magistrate, the Judge observed in his order that this court was of the considered opinion that the observation of the Magistrate that offence under Section 304 was not made out at the stage when the investigation was still on was not correct and the Magistrate could not have commented at that stage of investigation that the offence under Section 304 or Section 304-A was made out or not.

The Judge further observed in the order. “The remand papers should not have been transferred by the Chief Judicial Magistrate to the court of another Magistrate. It is said that justice should not only be done, but it must appear to have been done.”Top

 

Dalits plan rally against privatisation

Mr Karamveer Singh, President of the Haryana unit of the All-India Confederation of SC/ST Organisations, told TNS here today they would protest against privatisation of government-sector companies and demand reservation of jobs for members of the Scheduled Castes and the Scheduled Tribes in the private sector.

The party would also demand the implementation of the 85th Amendment to the Constitution enabling Dalit employees to get faster promotions according to the policy of reservation in Haryana. At least 16 states and four union territorries had already implemented the policy, he claimed.Top

The new SP, Mr Mohammad Akil, knows the lanes and bylanes of Ambala better than several of his men. He has gone around the city on a bicycle when he was at Ambala during his first posting. A civil engineer from Aligarh, he joined the Haryana cadre as an IPS officer.

Ambala was his first posting and he was the SHO of Sadar thana in the late 80s. Mr Akil recalled that he used to cycle around the city and had extensive knowledge of the area. “A person on a bicycle knows an area the best,” he says.

Thereafter, he served in various districts of Haryana, besides being on the Chief Minister’s security. He came back to Ambala as SP after nearly 14 years. He took over as SP from Mr Hardeep Singh Doon.

After taking charge, he said he would not hesitate to use the baton if the law was violated. The drive against encroachments picked up momentum under him. Undeterred by pressure, he is willing to bring about improvements if he gets the support of residents.

Best postman award

A postman has a difficult task of handing over mail on time. If a person is unable to find an address, which is common in Ambala as the colonies are haphazard, a postman can correctly point out the house.

To encourage postmen, a best postman award scheme was introduced by the Department of Posts. The best postman is selected by a committee at each postal division taking into account various factors, including punctuality, maintenance of discipline, effective percentage of unregistered mails, number and nature of complaints.

This time, the award winners are Hem Chander (Sonepat), Rohtas Singh Gurgaon, Ram Kumar Sharma (Karnal), Krishan Lal Chopra (Hisar), Madan Lal (Kurukshetra), Isht Pal (Bhiwani), Umar Chand (Rohtak) and Singh Ram Saini (Ambala).

Science congress

A district-level children’s science congress was held at the Panchayat Bhavan. The exhibition was organised by the Haryana State Council of Science and Technology and the Ambala Rural Development Organisation. Sixteen teams participated.

The chief guest was Additional Deputy Commissioner M.L. Kaushik. Who said students must develop a scientific temperament.

In the senior group, Dewan Harikshan Das of SD Public School was first, SA Jain Senior Secondary School second and Government Senior Secondary School (Boh) third. In the junior group, PKR Jain Senior Secondary School came first while PKR Jain Girls School was second.

The judges were Mr Vijay Kumar Gupta, Mr Kamal Saini and Mrs Savitri Devi.

Sanskrit seminar

Ever since Dr R.R. Malik took over as Principal of GMN College, Sanskrit has received a shot in the arm. He is a Sanskrit scholar and used to teach Sanskrit at RKSD College, Kaithal.

A seminar was organised by the Sanskrit Department of GMN College, Ambala Cantonment, recently. The seminar was presided over by Dr Ved Prakash Vedalankar who encouraged the students to study Sanskrit.

Dr Naresh Batra of Sanskrit Bharti said efforts must be made to make Sanskrit popular.

Loan cheques given

The Panjokhra Sahib branch of Canara Bank organised a loan distribution programme in which loan cheques were disbursed among 24 unemployed villagers. Branch manager S.C. Chadha spoke about various schemes that were sponsored by the government.Top

 

Jai Parkash denied bail

A court here rejected bail application of Congress MLA Jai Parkash Barwala today. The court also rejected the prosecution demand of police remand of Mr Barwala.

The Pundri police had registered a case against Mr Jai Parkash under various Sections of the IPC and the Arms Act a fortnight ago.

The bail application of Mr Barwala was rejected by the court as it has no jurisdiction to try the case and only the Sessions Court was competent to try such cases.

Meanwhile the dharna, to protest against the arrest of Mr Jai Parkash, by Congress party workers continued at the Mini secretariat here today, it was presided over by the former MP and the sitting Congress MLA, Mr O.P. Jindal. The DCC president Ishwar Singh and large number of party workers and office-bearers joined the dharna.

Mr Jindal alleged that Mr Chautala had let loose a reign of terror against Congress men and the arrest of Mr Jai Parkash will cost him very dearly.Top

As many as 362 students donated blood in the presence of a team of doctors from the PGI, Chandigarh.

Mr Vishnu Bhagwan said the infrastructure available in this institute matched that of some of the best institutes in the country.

Earlier, Dr. J.K. Sharma, Principal of the institute, highlighted the achievements of the institute in the fields of academics, extra-curricular activities, sports and other social welfare programmes.

The overall trophy was won by Hansraj DAV Public School, Panchkula, while the maximum prizes were won by DAV Public Senior Secondary School, Ambala City. The judges were Dr Ashok Thakur, Dr Rajinder Rana and Dr Manju Malhotra.

The theme was science and technology in the changing world. The sub-themes were food and health, information technology, transport and communication and environment. Mr R.R. Suri and Mr Sanjay Mishra were the coordinators of the event.

The models included automation of the public health department, electronification of highways, automatic handwash, automatic streetlight , production of electricity from industrial and household waste.Top
