'Ambala doctor ‘treats’ untreatable eye disease
Chandigarh, November 5 The eyes of a person suffering from TED protrude out of the bony socket, leading to vision complications, besides disfiguring the face of the patient. No known treatment for TED exists in allopathy or any other system of medicine. The available treatment is only symptomatic and supportive. Those who have benefited from Dr Gupta's cure, first highlighted by The Tribune in October, 2002, range from a renowned Spanish singer to housewives, spouses of doctors, judicial officers, university research scholars and doctors themselves. Dr Gupta, himself a sufferer of TED, found the cure in naturopathy after a 14-year-long research. He tested the treatment on himself, with encouraging results. He says his method is "non-medicinal, in which the effect of two forces of nature is absorbed in any liquid, which may be fruit juice or even aqua pura. The liquid only acts as a carrier and has no effect of its own." He understandably refuses to elaborate his line of treatment. Ms Patricia Cahill, renowned professional singer of Spain, who read about Dr Gupta's cure in The Tribune on the Net, had been suffering from TED for more than a year. Her doctor first contacted Dr Gupta and requested him to help Patricia. After taking treatment from Dr Gupta for five months, Patricia reported "total relaxation of face and eyes". Her ophthalmic surgeon, Dr James Lavin of Dublin, wrote to Dr Gupta that she had improved in respect of almost all parameters like diplopia (double vision), intra-ocular pressure, proptosis (eyeball bulge) and hyper metropia (long sightedness). Ms Alice C. Walsh of New York, USA, who had been suffering from TED for the past 10 years, wrote to Ms Nancy Patterson, Ph.D, Executive Director of the US National Graves (Hyper-thyroidism) Disease Foundation, which is engaged in research on thyroid disorders, about the efficacy of Dr Gupta's treatment, after taking it for nine months. She urged Ms Patterson to "take a look" at the Haryanvi doctor's medicine. Though Ms Patterson is yet to contact Dr Gupta, he has been told by another patient in the USA, herself a homoeopath doctor, that the Foundation Director had informed her of "having heard good reports about Dr Gupta's cure". The homoeopath doctor is now taking treatment from Dr Gupta. Dr Prem Verma, Assistant Professor, Department of Pharmacology, Patiala Medical College, certified that his wife found Dr Gupta's treatment to be effective. Similarly, Dr Rekha Goel, MBBS, reported "feeling almost near normal" after taking Dr Gupta's cure for three months. A research scholar of Panjab University found the results of Dr Gupta's treatment "very satisfactory". An Additional District and Sessions Judge posted in Haryana also found the treatment safe and effective. Dr Gupta, however, has one grudge. Plea for cancelling bail of doctor couple filed Ambala, November 5 The police had registered a case on the complaint of the mother-in-law of Amarjit Kaur against the couple under Sections 304, 304-A and 201, IPC, and Sections 3, 4 and 6 of the PNDT Act on October 24. Amarjit Kaur had died at the ultrasound centre while she was undergoing abortion by the couple. Hers was a case of malformed pregnancy of four months. The Sessions Judge forwarded the petition to the court of the Additional Sessions Judge, Mr Sanjit Kumar, today who has sent notices to the couple for November 11 in this regard. The state stated in the petition that the order of the Judicial Magistrate (Class I) to grant bail to the doctor couple was not tenable in the eyes of the law and was liable to be cancelled. It said the Magistrate had exceeded his jurisdiction by granting bail in the case in which the respondents had been charged for an offence under Section 304, IPC, which was exclusively to be tried by the Sessions Court and was punishable with imprisonment for life. The state further stated in the petition that the Magistrate had absolutely ignored the circumstances and evidence on record which clearly established that the respondents had committed a crime under Section 304 and the court had ignored the provisions of Section 437(1) Cr PC while releasing the respondents on bail. The state said in the petition that the order passed by the Magistrate was based on surmises and conjectures. The Magistrate had given the findings in his order that Amarjit Kaur was in a serious condition and the pregnancy was to be terminated immediately failing which she could die due to spread of poison but there was no material before the Magistrate to substantiate that the deceased was in a serious condition. The Judicial Magistrate while granting the bail to the doctor couple had observed in his order, “Justice must be done not only at the conclusive stage but from its very inception to the end of trial. Anyhow, if it is presumed that the accused persons had knowledge about the act likely to cause death, even then this act of doctors is not covered under Section 304,
IPC.” The Magistrate had further observed in his order, “I am of the opinion that an offence under Section 304 of IPC does not apply in this case. However, it was incumbent upon the accused persons to maintain the record of a patient in a genuine manner. There are also some other ingredients which show that the accused persons acted in a rash and negligent manner...meaning thereby, prima facie, that a case under Section 304-A was made out against the accused persons.” Meanwhile, the local health authorities sealed the ultrasound machine of Madan Ultrasound Centre in Ambala city this evening. A few days ago, a team of the Health Department had come to seal the machine of the centre but it could not do so because it did not have court orders in this regard. This evening, a team of doctors, Dr S.K. Sikka and Dr P.S. Ahuja along with a court order, reached the ultrasound centre and sealed the machine. Meanwhile, the Civil Surgeon, Amabala, Dr Avinash Sharma, said the Health Department had also filed a case against the doctor couple in the court of the CJM for violating the PNDT Act. She said the department had received a number of complaints that the doctor couple had conducted the ultrasound of some patients while the department had put a temporary ban on the centre to conduct ultrasound tests. |
Dhaka sworn in HERC member Chandigarh, November 5 Mr Dhaka is currently Director, Project, Haryana Vidyut Prasaran Nigam. The function, which started half an hour behind schedule, was attended by Chief Minister, Om Prakash Chautala, Finance Minister, Sampat Singh, Chief Secretary, A.N. Mathur and top officers. Mr Dhaka, an electrical engineer from Punjab Engineering College, Chandigarh, started his career in the earstwhile Haryana State Electricity Board as an apprentice engineer in 1967. He underwent one-year training in the UK on the high-voltage electric power system in 1974-75. A fellow of the Institute of Engineers (India), Mr Dhaka’s area of specialisation is transmission of electrical energy on the high-voltage power system and its protection. With the induction of Mr Dhaka into the HERC slot for an electrical engineer, the regulatory body has assumed an all Haryanavi character. Four suspended for misappropriation Kaithal, November 5 The department has ordered a special audit of the accounts a true picture would emerge after the audit parties completed their job. As the auditing of accounts of this department was not done in the recent past it provided a good opportunity to the employees to misappropriate the government money. But it also put a question mark on the functioning of this department. The District Social Welfare Officer (DSWO), Mr Satyavan, detected this scam and informed the higher officials of the department following which an audit team reached here and the action was then taken against the guilty employees. The suspended employees include accountant Raj Kumar, Vikram Pal, Balwan and Bharat Bhushan (all three clerks). According to information, the money, withdrawn for disbursement among the beneficiaries, was not distributed due to various reasons. These employees used to deposit a part of such money in the treasury and misappropriate the rest of the money. Acting swiftly the DSWO prevailed upon these employees to deposit the misappropriated money in the treasury. As many of the beneficiaries failed to update their address and status and their pension remained undistributed, it became easy for the erring employees to misappropriate the money. The Deputy Commis-sioner, Mr Anurag Agarwal, said that the exact amount of the misappropriated funds by these or other employees would be ascertained after the completion of this special audit which was in progress in the office of the local DSWO. He said that as yet no case had been registered as the department concerned was seized of the matter and the guilty had already been suspended. However, if after the completion of audit the situation warranted a criminal case against all those found involved in the bungling would be registered, he added. Inquiries revealed that the audit of this department had not taken place during the past few years due to which the misappropriation of the government money took place. The regular audit could have pointed out the bungling at an earlier stage. |
HPCC demands
high court for Haryana Ambala, November 5 Mrs Chaudhry, while addressing lawyers at the meeting, said the lawyers of Haryana and almost all the political parties had been demanding a separate high court for Haryana. It was also resolved at the meeting that for the time being the present high court building be earmarked on a 60-40 basis, as had been done in the case of the Punjab Secretariat building, and in this way no financial burden would be imposed on the public exchequer. The meeting unanimously condemned the registration of false and fabricated cases against political leaders who had been opposing the state government. Such arrests, made by the police, were against the democratic norms. The legal cell offered free legal services to defend innocent political leaders. The legal cell disapproved of the unlimited powers given to the state police, which, in a number of cases, arrested innocent persons giving a bad name to the police. Besides a number of senior lawyers, the local president of the legal cell, Mr Jagir Singh, and Mr Om Prakash Malik were also present. |
Conference of principals tomorrow Karnal, November 5 Stating this here today, Mr J.S. Gulati, president, and Mr N.S. Waraich, secretary of the school, said the theme of the conference was “Discovering India through school education”. The Chairman of the CBSE, Mr Ashok Ganguly, and the Director (Academics), CBSE, Mr G. Balasubramanian, along with renowned educationists of the region would participate. Mr Waraich said there were around 970 schools affiliated with the CBSE in the states of Jammu and Kashmir, Punjab, Haryana, Himachal Pradesh and Chandigarh. Mr Gulati claimed that the CBSE was committed to improving the standards of education. He said a documentary film prepared by the CBSE on its achievements would be shown. |

5 killed in road mishap Jind, November 5 The victims have been identified, as Mr Lalit Batra, Mr Yogesh Batra, Mr Ramesh Kumar, all from New Delhi, Mr Shambhu Ram of Azamgarh (UP) and Mr Raja Ram of Gaunda (UP). They were on the way to Jind from New Delhi to attend a marriage ceremony. According to reports, the car in which they were travelling collided with a truck. All five died on the spot. After post-mortem the bodies were handed over to their families. The police has registered a case. In another accident, eight persons were injured in a collision between a car and a jeep on the Jind-Gohana road, near Lalit Khera village, last evening. The injured have been identified as Nanda, Parveen, Rajesh, Parmod, Kewal, Sunil Kumar, Rajesh and Abhishek. The injured were admitted to the local General Hospital. The condition of Parmod and Nanda is stated to be serious and were referred to medical college hospital at Rohtak. |
Gold chain snatched Ambala, November 5 The woman, Saroj, in a complaint lodged at the local police station said this morning when she was going to the market of the Sector 9, a youth came on a vehicle and snatched her chain worth Rs 5,000. It was the second incident in this sector during the past one month when someone snatched a chain from the neck of a woman. Meanwhile, it is learnt that the police has arrested five youths of Ambala city who were found involved in some theft incidents which had occurred in this sector recently. |
