Kapal Mochan fair begins on November 5

All sarovars have been filled with fresh water and cleanliness drive has been going on for the past few days under the supervision of the mela administration. A fast-track court today sentenced three members of a family to life imprisonment in connection with a dowry death last year. In the judgement, Additional District and Sessions Judge J.D. Chandna held accused Karamvir (husband), Jasbir (father-in-law) and Chhanno Devi (mother-in-law) of Hisar district guilty of eliminating Saroj of Jind on March 30 last year.

Man, daughter killed in road mishap

A father and daughter were killed and two others injured when the steering wheel of their car suddenly got locked and the vehicle collided with a roadside tree on the Pehowa-Kaithal road, 30 km from here yesterday, the police said today.

Women protest against CM’s refusal to accept demands

Women of Garhi Sampla village in this district today waved their black ‘odhnas’ (scarves) when the Haryana Chief Minister, Mr Om Prakash Chautala, was leaving the village school after addressing Indian National Lok Dal (INLD) workers and schoolchildren, to protest against Mr Chautala’s alleged refusal to accept their demands.

The demands of the villagers included handing over the case of the two missing youths of the village to the CBI and stern action against the “guilty” police personnel responsible for the alleged manhandling of some women of the village in the presence of Mr Chautala at Sampla exactly a month ago.

As per the decision of the ‘chougama’ (cluster of four villages) panchayat, residents, including women of Garhi Sampla village, the native village of Chaudhary Sir Chhotu Ram, assembled in chaupal village in the morning instead of going to the school, the venue of the Chief Minister’s programme.

As the Chief Minister, accompanied by some ruling INLD party leaders, MLAs, local MP and senior district civil and police officials, arrived at the venue of the ‘Sarkar Aapke Dwar’, programme in the village school a delegation of ‘chougama’ and Ahlawat Khaap (subcaste), led by its acting president Jagdeep Gochchhi and spokesman Chand Singh Ahlawat, went to the village school and urged the Chief Minister to accept the four point charter of demands of the Khaap.

However, the Chief Minister expressed the state government’s inability to hand-over the case of the two missing youths, truck driver Naresh and cleaner Azad — of the village to the CBI saying that the investigating agency was not under the jurisdiction of the state government and only the Union Government or the courts could direct the CBI to take over the investigation of the case.

Promising that the state government would not object to transfer of the case to the CBI if directed by the centre or the courts, Mr Chautala advised the khaap delegation to approach the Union Government or courts for this purpose.

He, however, expressed the state government’s readiness to handover the case to the state Vigilance Bureau of the Crime Branch (CID).

Even before the delegation could raise the demand for stern action against the police personnel responsible for maltreating the Garhi Sampla village women, the Chief Minister asserted that he had listened to the women at Sampla on October 3 and some parties were trying to derive political mileage by repeatedly highlighting the Sampla incident.

He also refused to give government job on compassionate grounds to a member each of the families of the missing youths.

Mr Chautala claimed that the remaining portion of Sutlej-Yamuna Link (SYL) canal would be completed within a year.

The Chief Minister was redressing the grievances of the people under the fourth phase of his ‘sarkar aapke dwar' in the villages of Hasangarh Assembly constituency in this district, an official press note said.

Martyr’s widow gets pension after 30 years

It took more than 30 years for the widow of a gunner to get full pension, thanks to the sincere efforts of the recently set up Kharga Ex-servicemen Helpline (KEH).

Jawan Sant Singh Nagra, of 39 Medium Regiment, made a supreme sacrifice while fighting the enemy in the Chhamb-Jaurian Sector of Jammu and Kashmir during the 1965 Indo-Pak war.

The KEH, established at the Military Hospital here under the aegis of Headquarters Two Corps.

Ms Sant Kaur though had lost all the hopes, got the arrears, running into lakhs of rupees, through the efforts of KEH.

When her husband took to martyrdom, Sant Kaur was just 18-year-old. She had been living the life of a recluse and did not remarry.

She said after strenuous efforts, she was granted family pension, which was divided between her mother-in-law Vir Kaur and herself. Even her share of the pension was being drawn by her father-in-law. “I was being treated as a domestic maid to clean utensils and other household chores.”

Her tale of woes reached a climax when she was disowned and turned out of the house by her in-laws by denying the share of her late husband in the agricultural land and other property.

It was her elder sister who gave her shelter. She adopted the son of her sister.

The KEH, according to its Director Lieut-Col S.J. Singh, took the case of the widow with highups and succeeded in getting her full pension.

Col S.J. Singh said since its inception in March this year, the KEH had received about 2,700 cases of pension and other problems from the widows of non-commissioned officers and officers. Many cases related to widows of such ex-servicemen, who had served in Burma during the Second World War. “We have sought records of such cases.” UNI

Jaguar crash victim’s kin feel shortchanged

Family members of victims of fighter aircraft Jaguar, which crashed in the Anand Vihar colony in Dilipgarh, near Ambala Cantonment on November 5, last year, feel shortchanged. The family members of the deceased and those who sustained injuries lament that they have been forgotten and left to fend for themselves by the authorities concerned.

Mr Murari Lal, who lost seven members of his family in the crash, told Chandigarh Tribune that he was disillusioned with the Air Force officials. He had lost his wife Bimla, daughter Lajwanti, granddaughter Santosh, daughter Manju, son-in-law Nirmal Kumar and grand-daughters Arti and Shivani in the crash.

“My life was shattered last year when seven members of my family were killed in the air-crash,” he said. “I am disappointed with the Air Force officials who have so far given Rs 1.25 lakh only. They have informed me that they are extending this money as a loan and the same will be deducted at the time of the final settlement,” he added.

A year has elapsed and the final settlement is yet to take place. I have lost my family members. Incidentally, the Haryana Government had promptly paid the compensation amount which they had announced,” he said.

Recalling the sequence of events on that fateful day, Mr Murari Lal said he had left for office a little early that day. “Even before I had reached the main road, there was a deafening noise. I rushed back to find that the Jaguar had crashed into my house,” he said.

“Most of the family members were at home since it was a day after Divali,” he said.

Mr Nannu Ram, who lost his wife and daughter, in the crash, said only till the aircraft wreckage was there, the Air Force officials listened to them. Now, they have simply forgotten us. “We have lost all hope. My daughter, whose wedding was fixed for February 10, died in the crash,” he said.

“After the crash, my son left his studies and I opened up a small shop for him. My life has come to a standstill,” he said.

Mrs Manju Rani, whose husband Uday Raj, sustained serious burn injuries in the crash, said “We have spent nearly Rs 1 lakh on the treatment of his burns. The Air Force authorities have reimbursed only a part of the expenditure. We are distraught at the treatment meted out to my husband,” she said.

She said her husband had been out of work for nearly a year. “Recently, he underwent an operation for giving movement near the armpit. We do not have any money left and we have two school-going children,” she said.

“Whenever we go to the Air Force to claim the money, the officials tell us that the case has been forwarded and they will act only after they get permission. I fail to understand why the Air Force authorities are not acting fast when it comes to the lives of the common people, she lamented.

She said after the air crash, she was given a job at the air base for a month. “After a month, I was told to leave. Now, if we try to meet any official, we are not allowed inside the air base,” she stated.

Mr Brij Lal, who suffered serious head injury in the crash, said the Air Force officials had let them down. “Initially, they came but thereafter we have been forgotten. In fact, while the salvage operations were going on, the officials used our telephone extensively and shoot up the telephone bill for that month,” he alleged.

Despite repeated efforts senior Air Force officials could not be contacted. However, an official said the procedure took time. “If any money is due to the families of the victims, it will be given to them,” he assured.

Congress will win all seats, claims MLA

The Congress would win in all five states where elections were scheduled next month, claimed Mr Chander Mohan, MLA and son of Mr Bhajan Lal, President, Haryana Pradesh Congress, while addressing a rally here today. He said the BJP and its allied groups have lost the confidence of the people.

He said law and order in the state had deteriorated because of release of hard-core criminals. The Congress leader blamed the Haryana Government for an overdose of taxes.

Mr Chander Mohan clarified that there was no infighting in the Congress. He claimed the Congress would win all 10 Parliamentary seats in the state. He assured that if the Congress came to power then all the newly forced taxes would be withdrawn.

Mr Tara Singh, former MP and minister, Mr Sat Pal Kaushik, secretary, Haryana Pradesh Congress, Mr N.K. Sharma, national secretary, Rajiv Gandhi Brigade, Mrs Krishna Pandit, wife of late Dr J.P Sharma, former MLA, and Mr Baldev Malik, former Municipal Councillor also spoke.

Swami lashes out at Pervez

Union Minister of State for Home I.D. Swami today lashed out at Pakistani President Pervez Musharraf for linking Kashmir issue with Palestine, Afghanistan and Iraq.
Mr Swami, who represents Karnal Lok Sabha constituency, talking to mediapersons here, warned Pakistan against any Kargil-type misadventure in future.

He said whenever India put forth peace proposals, the Pakistani General raked up Kashmir issue at international platforms mainly to divert problems confronting his own country.

He castigated Pakistan for showing lukewarm and negative response to India’s peace proposals. Pakistan, he said, was only interested in conferences like SAARC without a meaningful breakthrough in the peace process.

Replying to questions, Mr Swami reiterated that the “Kalpana Chawla Medical College’’, in memory of the late astronaut would be set up in Karnal only.

He said all formalities for the construction of six-way overbridge at Panipat to ease traffic on the Sher Shah Suri Marg (National Highway No.1) through the handloom city of the north were in the final stage. The proposed 6-km overbridge would be the longest in Asia, he said. — UNI

The membership of a local councillor has been terminated for having three children. The orders in this regard have been issued by Mr P.K. Gupta, Commissioner and Secretary, Urban Development, Haryana, following the decision of the Supreme Court in a writ petition 302/2001 titled Javed and others vs the state of Haryana.

The complaint against Mr Pala Ram Saini, councillor, elected from ward No. 27 of the local municipal council was lodged by Mr Babu Ram Saini, a defeated candidate. He alleged that at the time of election Pala Ram had three children but he concealed the fact and thus violated Section 13A (C) of the Municipal Act, 1973.

A factual report was sought from the Deputy Commissioner, Kaithal, by the state Election Commission, which reported that the councillor had violated the provisions of the Act hence he could not contest the election and his membership should be terminated. The matter was brought to the notice of the state Election Commission for action. But the state Election Commission was of the view that where a candidate was not qualified at the time of contesting the elections, the Election Commission had no power to take action in such cases and under the powers vested under the Municipal Act, 1973, the matter was sent to the state government.

The aggrieved councillor lost his case before the lower court but obtained stay from the court of the Additional District Judge, Kaithal. Subsequently the Punjab and Haryana High Court refused to grant stay to Pala Ram following which he filed special leave petition before the Supreme Court and succeeded in obtaining stay in his favour. However, his case was tagged with a similar case which were later dismissed vide order dated 30.7.03 passed by the Supreme Court. The Commissioner has sent copies of the order passed by it terminating the membership of Pala Ram to the Deputy Commissioner, Kaithal, the Election Commission and the Director, Urban Development, Haryana.

Parents protest against school principal

A section of parents of students of GMN Public School, Ambala Cantonment, are up in arms over the “repeated” change of shop providing school uniform.
A group of parents today gathered at the school and demanded action against the principal. They alleged that the principal was not behaving properly. However, the school principal termed the allegations as baseless.

“We received a notice on October 1 regarding the change of shop for buying uniform. After a fortnight, we again received a notice that the school uniform is to be brought from another shop,” the parents said.

They claimed that the students were being charged fee for skating as well as computer but both the facilities were not properly extended to their children.

They pointed out that when they tried to meet with the school principal this morning, she asked them to come in small groups. “We demand that the school principal be shifted,” they said.

However, the school Principal, Ms Damanjyot Virdi, said the charges levelled against her were baseless. “I have no problem with any parent or child,” she said.

She said the change of shop for school uniform took place as she had detected certain irregularities in the quotations of the shop owner. “As a matter of fact, we apologised for the inconvenience caused by our subsequent notice,” she said.

A temporary employee, who retires upon attaining the age of superannuation, shall be entitled to pension, besides death-cum-retirement gratuity, on scale admissible to permanent employees — the Punjab and Haryana High Court has ruled in a significant judgement.

Taking up a petition filed by a temporary employee, Sukhwant Singh, against the state of Haryana and other respondents, Ms Justice Kiran Anand Lal of the High Court said once it was held that the temporary employee had served continuously and was relieved only after he attained the age of superannuation, he was entitled to all the pensionary benefits.

The ruling is significant as temporary employees, in a large number of cases, were not being given the benefits on the ground that they had not put in 10 years of qualifying service.

Disagreeing with the stand taken by the state, Ms Justice Lal ruled that the contention was without any merit because, in the current case, the petitioner had served the Food and Supplies Department continuously for 28 years and was relieved only after he attained the age of superannuation.

Allowing his petition, Ms Lal held that the department had wrongly denied the benefits to the petitioner. In her detailed order, the Judge directed the state and other respondents to release all the pensionary benefits, to the petitioner, under the rules. The Judge added that the arrears, under the circumstances of the case, were being restricted to 38 months prior to the date of filing the writ petition.

The Judge concluded that the payment due to the petitioner would be made within six months of receiving the order’s copy failing which the petitioner would be entitled to an interest of 18 per cent per annum on the amount due.

Kapal Mochan fair begins on November 5

The Deputy Commissioner said 25,000 pilgrims from different parts of the country reached here today. He said most of the pilgrims were from Punjab, Himachal Pradesh, Rajasthan, Delhi, Chandigarh, Haryana and Uttar Pradesh. All three historical sarovars Kapal Mochan, Rin Mochan and Suraj Kund have been cleaned.

Ms Renu Phulia, mela administrator-cum-SDM said the mela had been divided into five sectors and 10 blocks. Each sector will have separate duty magistrate.

She said three motor boats had also been pressed into service. One dispensary had been started where nine doctors had been posted. A separate base hospital had been started at Bilaspur where 20 staff of the Health Department, including a surgeon, a physician, a lady doctor and staff nurses had been posted and five ambulances had also been pressed into service.

Confirming this here today, Mr Likhi said that the samaroh would be celebrated on national-level here from November 30 to December 4. During celebrations, programmes by internationally renowned artistes, including Pandit Birju Maharaj, Pandit Jasraj and cinestar Hema Malini would be organised as well as a state-level exhibition and another exhibition called ‘Cultural Panorama’ would be held at Sri Krishna Museum. A two-day seminar on celebrations related programmes would be organised at Kurukshetra University Auditorium, he added.

The cultural performances by the North, South, South-Central, East, North-Central, North-Eastern and West Zone Cultural Centres would include Kathak, Chhau, Bhagwat Mela, Chakravyuha etc.

Dowry death: 3 of family get life term

Hisar, November 3
A fast-track court today sentenced three members of a family to life imprisonment in connection with a dowry death last year.
In the judgement, Additional District and Sessions Judge J.D. Chandna held accused Karamvir (husband), Jasbir (father-in-law) and Chhanno Devi (mother-in-law) of Hisar district guilty of eliminating Saroj of Jind on March 30 last year.

Besides the life imprisonment, all accused were ordered to pay a fine of Rs 1000 each and in case of default of payment of fine, they would further undergo imprisonment for another six months.

The complainant, Jaswant, resident of Jind and father of deceased Saroj, had lodged a complaint in which he alleged that her daughter was murdered by these people on March 30, last year for not bringing adequate dowry.

He alleged that they demanded dowry from Saroj.

On the basis of complaint the police had registered a case of dowry death against these persons. — PTI

The police today launched a drive and arrested two bail jumpers, one drug trafficker, four illicit liquor traffickers and six other persons involved in the illicit ‘satta’ trade. The operation would continue till November 25.

The district police chief, Mr Des Raj Singh, told mediapersons here today the police arrested Dabar Prasad from Fatehabad and Gurdeep Singh from Chando Kalan village. The two had jumped bails in different cases registered against them. The police also seized 58 kg of poppy husk today near Hinjrawan Kalan village in this district. But the two accused carrying the contraband escaped.

Niranjan was arrested by the police from Hinjrawan with 6 kg of the contraband. The police also seized a working still, 350 kg of lahan and 82 bottles of illicit liquor and arrested four persons under the Excise Act, the SP said.

The police also arrested six persons involved in the illicit ‘satta’ trade, he added.

AMBALA: Ambala district came into being as a distinct administrative body nearly a decade before the first war of Independence.

The contours of Ambala district have changed dramatically over the last couple of decades and the size of the present district is a pale shadow of what it was more than 150 years back.

According to the district gazetteer, Ambala district was constituted in 1847 from territories which had lapsed to the Government or been confiscated for “misbehaviour” during the period of 1809-1846. However, according to another reference, Ambala district came into being in 1849.

“The remainder of the district, as then constituted covering five tehsils, included the large areas held in jagir by the representatives of hitherto independent chiefs, whose sovereign powers had been finally been resumed in 1846-47. Tehsil Pipli was at that time a portion of the district of Thanesar, a district like Ambala formed from lapsed and forfeited territory, and was not added to Ambala till Thanesar district was broken up in 1862,” the gazetteer states.

The district of Thanesar included the estates of Thanesar, which lapsed in 1832 and the remainder in 1850, Kaithal, which lapsed in 1843 and Ladwa confiscated in 1846. “Upto 1849, these estates had been administered by the political agent of Ambala and his assistants. In that year, being incorporated with Punjab, they were formed into one district under a Deputy Commissioner subordinate to the Commissioner of the Cis-Sutlej Division.”

In 1862, the district was abolished as a separate charge and its territory distributed between the districts of Ambala and Karnal. “The parganahs of Shahabad, Ladwa and a part of Thanesar fell to Ambala and the remainder, including Kaithal went to Karnal. In 1866 the Pehowa parganah was transferred from Karnal to Ambala but in 1876, 14 villages and in 1889, 89 villages were again transferred from Pipli to Kaithal tehsil of Karnal,” the gazetteer states.

The gazetteer points out that the most important lapses of jagir estates between the regular settlement and 1887 were due to failure of heirs in Sialba estate in 1886 and Manimajra in 1875. The lapse in the former case covered 63 villages with a revenue of Rs 29,000 and in the latter, 69 villages with a revenue of Rs 39,100.

Pipli tehsil was transferred to Karnal district in 1897 and Kalka-cum-Kurari, Kasauli and Sanawar had been added to Ambala from Shimla district.

Incidentally, the first edition of the Ambala district gazetteer, published in 1885, was prepared mainly from a draft gazetteer compiled between 1870 and 1874 by Mr F. Cunningham, Barrister-at-Law, which again was largely based upon the settlement reports of the district by Messrs Wynyard and Melvill, written about 1855.

A revised settlement of the district was begun in 1882 and 1883 and finished in 1889. The assessment and final reports of the settlement officers, Messrs Kensington and Douie, supplied the chief material from which a revised edition of the gazetteer was prepared in 1892-93.

A father and daughter were killed and two others injured when the steering wheel of their car suddenly got locked and the vehicle collided with a roadside tree on the Pehowa-Kaithal road, 30 km from here yesterday, the police said today.

They were travelling from Panchkula to Kalyat when the mishap occurred, they said.

4 DSPs shifted

Chandigarh, November 3
The Haryana Government today transferred four DSPs. Mr Balbir Singh, DSP, Headquarters, Fatehabad, has been posted as DSP, Gohana, against a vacant post. Mr Ashok Kumar, DSP, Haryana Highway Patrol and Road Safety, Karnal, goes as DSP in the Haryana Vidyut Prasaran Nigam, Panchkula, vice Mr Ravinder Kumar who has been posted as DSP, City, Karnal.

Mr Kirat Pal Singh, DSP, City, Karnal, has been posted as DSP, Haryana Highway Patrol and Road Safety.
