Transport Minister challans 100 vehicles

The report of the Central Forensic Science Laboratory, Hyderabad, which retrieved some vital deleted data from the computers of the office of former Chief Minister, Mr P.K. Dhumal, has provided a wealth of information to the state investigating agencies probing various scams of the BJP regime.

The report running into over 200 pages contains the details of thousands of candidates recommended for selection from the former Chief Minister ‘s office for various posts for which recruitment was carried out by the controversial State Subordinate Services Selection Board (SSSSB). If covers almost all appointments made during the BJP rule. There are ample details of the recommendations made regarding the appointments of various categories of staff in such autonomous institutions as the State Public Service Commission, Himachal Pradesh University, Kangra Central Cooperative Bank and State Cooperative Bank.

Appointments made in all these institutions during the Dhumal regime are already under the scanner of investigating agencies. While the Enforcement Department is probing the alleged recruitment scam in the SSSSB, the Vigilance Department is looking into the alleged irregularities in Himachal Pradesh University and the two cooperative banks. The Enforcement Department has already registered two cases against Mr S.M. Katwal, former SSSSB Chairman, and the Vigilance Department has booked Dr S.D. Sharma, Vice-Chancellor of the university, and sought permission of the government for registering a case against a former Managing Director of Kangra Central Cooperative Bank.

The voluminous retrieved data will enable the sleuths to join the loose ends in the investigations and provide new leads. The Enforcement Department had sent the hard disks of five computers of the former Chief Minister’s office for retrieval of deleted data to establish the veracity of the information divulged by Mr Nischal Chaddha, a BJP youth leader from Una who allegedly functioned as a conduit. He had given details of the alleged money transactions and also revealed that information regarding such appointments was duly fed in the computers. He was also brought to Shimla to identify the places where the alleged transactions had taken place.

There is a lurking sense of fear and anxiety among the BJP cadres as further exposures mean more embarrassment for the party. Further, as the investigations progress, some top party leaders and functionaries of the former Chief Minister’s office may find themselves in the Vigilance net. Ironically, the issue of large-scale corruption and nepotism was first raised by some ministers and legislators of the Dhumal Cabinet who raised a banner of revolt. They had even demanded an inquiry into the scandal, which was never ordered. In such a situation, the leadership will find it more difficult to defend the party.

In the retrieved data, the Congress has found a lethal weapon to attack the BJP and its leader, Mr Dhumal, in particular will be at the receiving end.

Notification to make parents responsible for children’s education

Mr Virbhadra Singh, Himachal Chief Minister, said today that the government would take steps to make the parents responsible for ensuring the education of their children.

Presiding over the annual prize distribution function of the government boys senior secondary school, Lalpani, he said that Himachal was the second state in the country after Kerala to make the elementary education compulsory. He said while the government was doing all that was required of to achieve the goal of universal elementary education, the parents would also have to contribute by sending their children to school. He said a notification would be issued soon to make them responsible for it.

He said Rs 1,011 crore were being spent on consolidation of education related infrastructure during the current year. The emphasis was on creating facilities like libraries, laboratories and sports. He urged the teachers to help the government in improving the quality of education in villages by volunteering services for rural areas.

He said the building of the school, which was 141-year-old, would be restored to original shape in view of its historical importance.

Mrs Asha Kumari, Himachal Education Minister, said that a separate directorate of elementary education was being created for proper implementation of the Rs 533-crore elementary education project in the state.

Tibetan acquires land in collusion with officials

In violation of the state Land Reforms and Tenancy Act in Jubbal area, a Tibetan national illegally acquired land in connivance with revenue officials and disposed it.

Mr Chet Ram Chauhan, a retired tehsildar who have been pursuing the case with the Revenue authorities, revealed that no action had been taken in the matter as the revenue officials were hand-in-glove with the violators of law. He said Mr Vijay and Ms Kaku, son and daughter, respectively, of Mr Chhunga, a Tibetan, acquired six biswas of land in Deora in Jubbal in violation of the Tenancy Act which forbids non-agriculturists from purchasing land in the state. They possessed neither agriculture land nor obtained the mandatory permission of the government in August, 1986.

They also encroached on one biswa of adjoining land belonging to one Mr Jia Lal who had to seek redressal from courts. However, in the meantime they raised construction on it.

He had brought the matter to the notice of the Deputy Commissioner, Mr P.C. Katoch who asked the tehsildar concerned to inquire into the case and submit a report through the subdivisional magistrate. The report was submitted on July 22, 2002, but it was never forwarded to the Deputy Commissioner.

Meanwhile, the entire property had been sold for Rs 12 lakh. It could not be registered as it involved one biswa of land owned by Mr Jia Lal. However, revenue officials had been allegedly indulging in irregularities to help influential encroachers.

World Bank team reviews varsity projects

Dharamsala, October 27
A five-member World Bank team led by soil scientist P.S. Sidhu today visited Chaudhary Sarwan Kumar Himachal Pradesh Agriculture University, Palampur, and reviewed the working of various World Bank funded projects being executed by the university.

The other members of the team included Dr O.P. Sharma, a consultant with the National Agriculture Technology Projects which also funds university projects, and three representatives of the Indian Council of Agriculture Research (ICAR).

Vice-Chancellor of the university, Dr Tej Partap said 61 projects worth Rs 25 crore were being executed by various departments of the university and some of them were nearing completion. He said World Bank provided funds to the ICAR which in turn funded various projects in different universities and departments.

The team has visited various institutions to verify the progress of the projects.

Dr P.S. Sidhu refused to comment on his observations about the projects.

Transport Minister challans 100 vehicles

Shimla, October 27
Nearly a 100 private buses, trucks and taxis were challaned for violation of various provisions of the Motor Vehicle Act and other lapses by the State Transport Minister G.S. Bali, who launched a special drive from Shimla barrier here today.

The vehicles were challaned mainly for not possessing the relevant documents, non-payment of taxes, overloading and other violations.

Mr Bali said that the government had given six months’ time to the private operators to mend their ways, give better services to the people and abide by the provision of the Motor Vehicle Act and the government would now deal sternly with the erring operators.

He said that vehicles not conforming to various norms, plying without valid documents and not adhering to various conditions stipulated in route permits could even be impounded.

Many private buses disappeared from the road soon after the drive was launched and the HRTC had to engage more buses to cope up with the situation. Similar drive was launched by the Regional Transport Officers within their jurisdiction. — PTI

Travel agent remanded in police custody

Sundernagar, October 27
A court here has remanded Het Ram (a foreign travel agent) of Dhesnari, Sundernagar in police custody for four days.

Het Ram was arrested on the charge of charged money from many persons for sending them abroad but neither were they sent to abroad nor the money was returned to them. Shayam Lal had complained against the accused. The police has registered a case under Sections 420, 120B and 34 of the Indian Penal Code and arrested the accused from Delhi.

According to police he was acting as local agent for Delhi-based firm Grandlay Construction and had been charging money for sending the skilled persons to the different foreign countries. More arrests are likely. He reportedly had charged Rs six lakh from various persons but present 14 or 15 persons alleged that he had charged Rs four lakh of rupees.

Man kills wife

Chamaru Ram (55) of Maseran village in Padahr tehsil killed his wife Jethi Devi with a dagger yesterday following an altercation. He allegedly attacked her repeatedly with the dagger.

Hearing the cries, Santosh Kumar son of the deceased, who was sleeping on the ground floor rushed to the first floor and was aghast to see the body of his mother soaked in blood. His father and son, who used to sleep with grandparents, were sitting by the body.

On receiving the complaint Ms Shubra Tiwari, DSP reached to the scene of the crime and arrested the accused. A case under Section 302 of the IPC has been registered.

Six held for beating up salesmen

Nurpur, October 27
The police today arrested six persons in a case in which a group of youths armed with hockeys and sticks had attacked salesmen of a shop at Jassur near here on Saturday evening.

A case under Sections 147, 149, 452 and 506 of the IPC had been registered following the complaint of salesmen. The arrested have been identified as Sanjay, Sonu, Bantu, Bhaghu, Laddi alias Rakesh and Bhona alias Rajinder, all residents of Jassur in Kamnala gram panchayat.

Markets in Jassur town opened today after a bandh yesterday.

Infantry Day celebrated

KUMARHATTI: Infantry Day was celebrated with enthusiasm at 14 Gorkha Training Center, Subathu on Monday morning.

Brig Raghuvinder Kapoor, Commandant of the centre said the country had faith in its Army and it was the duty of each Armyman to maintain it. He said the Infantry not only protect the border but also fights battles and guerilla wars, and takes part in counter-insurgency operations and internal security.

Earlier, the Commandant accompanied by Lieut- Gen Ashok Chaaki (PVSM), Colonel of the Regiment of 4 Gorkha Rifles and Maj-Gen Basant Singh (YSM), Colonel of the regiment of 1 Gorkha Rifles laid wreaths on the martyrs’ memorial.
