A gang dealing in fake currency was unearthed by the district police with the arrest of three persons confirming this here today, the district police chief, Mr Desraj Singh, said the arrested persons had been identified as Satish, Jagbeer and Rajneesh alias Soni, all residents of ban village in this district.

Zinc dealer gets 3-year jail term

The Additional District and Sessions Judge, Dr B.B. Prasoon, on Saturday sentenced a zinc sulphate dealer to three year’s imprisonment and imposed a fine of Rs 5,000 on him.

Bill to Check copying mooted

A Bill would be introduced in the Haryana Assembly session beginning on September 9 to enact legislation to check the menace of copying during examinations.

This was stated by Chief Minister, Om Prakash Chautala while presiding over a meeting of Deputy Commissioners and Superintendents of Police here today.

Mr Chautala also asked the Deputy Commissioners and Superintendents of Police to take effective steps to check copying during the supplementary examinations starting on September 16.

It was revealed during the meeting that the process for appointment of “gram vikas sahayaks” at the village level would be completed by September 15. Mr B.D. Dhalia, Financial Commissioner, Rural Development, asked the DCs to adhere to the schedule of appointment. He said the candidates would be interviewed by a committee consisting of the SDO (Civil), Chairman of the Panchayati Raj Samiti and the Sarpanch concerned by September 14 the appointment letters would be issued on September 15.

It was announced by the Chief Minister that the government was formulating a new policy to appoint “van rakshak” for planting and maintaining saplings. Plantation would be done on panchayat lands.

The Chief Minister also reviewed the law and order situation in the state and asked the police to maintain vigil on the activities of anti-social elements.

A scheme for developing residential sectors in one village in every block of the state would be launched on October 2. This would provide facilities similar to urban areas in such villages. Mr Bhaskar Chatterjee, Financial Commissioner, Town and Country Planning, said 35 villages had already submitted their resolutions opting for introduction of the scheme in their areas.

Mr Chautala directed that all kinds of recoveries should be made positively by December 31. Officials of the power utilities said Rs 4.35 crore had been recovered as penalty for power theft during the current financial year.

The Chief Minister also reviewed the arrangements for purchase of paddy and its milling. Mr H.C. Disodia, Financial Commissioner, Food and Supplies, said 43 lakh metric tonnes of paddy was likely to be produced this year, out of which 35 lakh metric tonnes was expected to come to the mandis.

Mr Chautala directed the Deputy Commissioners to make plans for setting up supermarkets in their districts.

The seizure of arms and ammunition in Delhi and Uttar Pradesh during the past one week has increased the morale of the police forces but has exposed the chinks in network of the central and state intelligence agencies in the northern states.

Sources in the Union Ministry of Home Affairs have revealed that the ministry is perturbed over the entry of arms and ammunition, including explosives, into the national capital. Warning bells have been sounded to officials of the central intelligence agencies posted in Haryana following indications that the consignment of arms and ammunition had passed through Haryana, particularly, Karnal before reaching Delhi.

It has come to the notice that trucks bearing number JK-03-0153, seized in Delhi with a consignment of arms and ammunition hidden in fruit boxes had passed through Karnal.

Investigations made by this correspondent revealed that one or more trucks bearing registration number 03-0153 had passed through the national highway toll tax barrier, Karnal, for Delhi numerous times during the past one week.

The Tribune has managed to secure two slips of toll tax barrier clearly showing that the authorities do not bother to fill the registration number of vehicles, despite the fact that proper columns have been mentioned on the slips to note the registration number of the vehicle passing through the barrier.

According to the details available from the toll tax office, a truck bearing registration number 03-0153 had passed through the barrier for Delhi on August 28 at 8.42 a.m. The state code has been found missing in the record of the toll tax barrier. Again a truck bearing the same registration number (without any mention of the state code in the record of toll tax barrier) passed towards Delhi on the same day at 12.17 p.m.

The computerised record has further shown that a truck bearing registration number 03-0153 again went towards Delhi at 9.09 a.m. on August 29. Another truck bearing the same registration number passed towards Delhi just five minutes later at 9.14am. The very same day, another truck bearing the same registration number passed towards Delhi at 6.53 p.m.

Similarly, two trucks bearing the registration number had passed through the toll tax barrier on August 30 at 2 pm and 4.04 pm, respectively, towards Delhi. Eight vehicles bearing the same registration number had passed through Karnal towards Delhi but they never returned back.

Intelligence agencies are said to be worried that the authorities of the national highway had failed to properly register the number of vehicles passing through the barrier. No proper record has been maintained in the office of the toll tax barrier.

Confirming this, Mr Sailendra Singh Bhadoria, manager of the toll tax barrier, told TNS, “Our computer has displayed the list of vehicles bearing registration number 03-0153 that passed during the past one week but has failed to determine whether these vehicles were registered in Jammu and Kashmir or any other state”.

When asked, Mr Bhadoria said, “We cannot maintain the record of complete registration numbers of vehicles. Otherwise, it will take lot of time to note down full numbers leading to traffic jams on the national highway”.

A detailed report has been sought from the central intelligence agencies and the intelligence wing of the Border Security Force (BSF) deployed in Jammu and Kashmir to explain how the consignment of arms and ammunition managed to reach Delhi.

Tackle pollution, poverty, Governor urges scientists

Haryana Governor Babu Parmanand today called upon environmentalists and scientists to develop techniques which would be useful in solving problems like pollution, unemployment and poverty.

Delivering the inaugural speech at a two-day national seminar on “Emerging environmental issues and technological challenges” at Guru Jambheshwar University here, he said environmental experts and technologists should also ensure that such techniques brought positive results. He also stressed the need to control environmental pollution in the country. He said forests in the country were being cut in huge quantities posing a danger to the environment. There was a need for taking remedial steps in this direction at the earliest, he added.

In his keynote address, Mr Dilip Biswas, former Chairman of the Central Pollution Control Board, highlighted the factors which were responsible for polluting the environment. He said rivers were being polluted in the country by waste industries and distilleries.

Mr R.K.Chauhan, Vice-Chancellor of Guru Jambeshwar University, in his presidential address placed issues, including air pollution, water pollution, biodiversity, waste pollution, diseases and food and supply problems, before the delegates to deliberate upon during the technical session of the seminar.

The Governor also presided over a meeting of the GJU court. The annual report for 2003-2003 was approved at the meeting.

Earlier, Babu Parmanand laid the foundation stone of a multi-purpose hall and cafeteria buildings. He also inaugurated the building of Teaching Block-4 which had been constructed at a cost of Rs 3.06 crore.

Reaffiliate colleges to KU, say Jind students

Students of various local colleges today observed a strike to protest against the affiliation of the Jind colleges to Chaudhary Devi Lal University, Sirsa. Students took out a procession and later held a demonstration.

The agitating students condemned the August 29 lathi charge on students going to submit a memorandum to the Governor at Jind regarding the affiliation. Students have been demanding that the Jind colleges be reaffiliated to Kurukshetra University.

Students assembled at Mini Secretariat and submitted a memorandum to Mr M.K. Ahuja, Subdivisional Magistrate, Jind. They alleged that false cases had been registered against students leaders in connection with their agitation and demanded withdrawal of these cases.

The police had registered cases against 10 student leaders, including seven girls, in connection with their recent agitation. The police says that the students clashed with the police and injured several officials. However, the police has not arrested any student leader.

Meanwhile, various political parties and organisations have supported the agitation. The Rajkiya Adhiyapak Sangh, Haryana, district unit of Sarv Karamchari Sangh, Kisan Sabha and Mr Mange Ram Gupta, Congress MLA, Jind, have said there is no justification in affiliating the Jind colleges to Chaudhary Devi Lal University and political parties should form a joint front to press the government for reaffiliating these colleges to Kurukshetra University. However, the Indian National Lok Dal leaders have justified the action of the Haryana Government.

School demolition to be raised in Assembly

The matter of demolition of a school in Yamunanagar will be raised in the Haryana Assembly session on September 9. Sardar Tara Singh, former Member Parliament and vice-president of the Haryana Pradesh Congress, today visited Holy Mother Public School at Kansapur village near here. The school was partially demolished by the District Town and Country Planning Department yesterday.

Sardar Tara Singh said he had been sent here by Mr Bhajan Lal, president, Haryana Pradesh Committee. He said being a non-working day had intentionally been chosen for the demolition.

Mr Raj Kumar Tyagi, president, District Congress (Urban), and Mr Sat Pal Kaushik, Secretary, Haryana Pradesh Congress, also condemned the demolition.

BSNL is all set to woo students by launching a special scheme tomorrow the scheme had been attractively designed and it will suit students pocket, according to a BSNL official.

BSNL is going to offer post-paid cell one connection at a nominal rental of Rs 99. “SMS charge for each will cost 60 paisa,” he said.

“If the student wants STD, then a security deposit of Rs 2000 will have to be made. Otherwise for the local call facility, there is no security,” he said.

Tibetan market future uncertain

Tibetan Market near Vijay Ratan Chowk is facing closure prospect following a steep hike in occupancy charge by the Municipal Council, Ambala Sadar.

Even though Tibetan refugees have been peddling their wares in Ambala for the past 35 years, the Tibetan market came into being in 1985. Tibetan refugees come from places like Mandi, Shimla, Sundernagar and other towns in Himachal Pradesh to do business.

However, now the market is facing an uncertain future. The Municipal Council has decided to charge a sum of Rs 1.70 lakh per month for the area occupied by them. The decision was conveyed to the Tibetan refugees last week. The hike in rates has been considerable. Earlier they used to pay about Rs 20,000 per month. Now the charges have shot up by Rs 1.5 lakh per month.

Mr Sonam Kumar, president, Tibetan Refugee Association, said that they carry out business from November to February. “During those few months, we earn our livelihood for the rest of the year. So far we have been regularly paying Rs 20,000 to the Municipal Council,” he said.

He said: “When we started off, it was Rs 2 per sq feet. Later it was increased to Rs 5 per sq feet and again to Rs 10 per square feet in 2001”.

“Now, we have been told that we will have to pay Rs 1.70 lakh as the calculation has been done on the basis of all the covered area. Even the area in which the buyers walk in, has also been included,” he said. “How can we pay so much? If we had that kind of money, we would have bought our own land?,” he queried.

He pointed out that the land on which the Tibetan market is set up annually is being used as a urinal during the rest of the year. “Except for our payment, the area is not a revenue-earner”, he said.

Mr Sonam Kumar said: “This is for the first time that we are here in summer months. We have bought summer goods on credit from Delhi and Ludhiana.”

He said that a few weeks back, they had faced a problem of not being allowed to continue with the market. “We requested for the continuation so that we could make the repayment to those persons from whom we have bought goods on credit,” he said.

“If no solution to our grievance is found soon, then we plan to go to Dharamsala to put across our woes to His Holiness Dalai Lama,” Mr Kumar stated.

A Municipal Council, Ambala Sadar, official stated that rates have not been hiked. “The occupancy charge may seem to be more as our calculations are based on the complete covered area of the market,” he said.

He stated that this year, the Tibetan refugees have not vacated the Municipal Council land. “They are continuously occupying this land since last winter and the next winter is round the corner. We are apprehensive that they may occupy the land.”

In a petition filed before the Punjab and Haryana High Court, the son of Haryana Chief Minister’s “political rival” on Monday expressed apprehension regarding his father’s elimination.

Sanjay Sihag — in his petition seeking medical examination of his father and brother — claimed that the Chief Minister was taking “personal interest” in cases registered against them. As such his father Om Parkash, also of Chautala village, could be eliminated to end the rivalry. Going into the background of the case, the petitioner asserted that his father was implicated in a number of false cases registered under the provisions of the Indian Penal Code because of political reasons.

He added that the Haryana Police was deliberately trying to cause maximum harassment to his father and family and was not conducting the investigation in a fair manner. The family was as such fearing elimination of his father and brother.

Taking up the case, Ms Justice Kiran Anand Lall of the High Court directed the respondents to strictly abide by the directives issued by the Supreme Court of India in the D.K. Basu versus the state of West Bengal case.

New judicial complex has everything but lawyers’ chambers

The new judicial complex here is ready for the past three months, but the courts have not been shifted following resentment among lawyers, who want separate chambers in the new building.

A Bar room has been constructed in the new complex, but lawyers are still disheartened. “The government should construct separate chambers for senior lawyers before shifting the courts,” said Mr Shakti Singh, a lawyer of Karnal.

With a covered area of 1.14 lakh sq m in five acres with provision for at least 25 courts, the new building in Sector 12 has cost Rs 5 crore.

The four-storey building has good infrastructure and each floor has two blocks to house courts. The first floor will house five courts, second and third floors will house nine courts each and the fourth floor will have two courts.

The Deputy Commissioner of Karnal, Mr R.S. Doon, when contacted, said: “Effort has been made to have a good infrastructure here. We have 24 toilets in the whole building with separate ones for women and the disabled,” he said.

There is a conference hall on the ground floor and a huge space for a library.

There are separate lock-ups for women undertrials. Four lifts and a ramp have been constructed for the comfort of the disabled.

Clients in lurch as lawyers’ strike continues

Lawyers in the district courts here continued their boycott of courts for the third consecutive day here today. No advocate appeared in any judicial court here and even the clerical staff of advocates were barred from appearance.

Hundreds of clients who had come from far-off places to the courts went back disappointed. Many of them were seen seeking adjournment of cases.

The advocates are protesting against a decision of the Punjab and Haryana High Court Construction Committee comprising two judges not allowing them to resume construction work of the incomplete chambers due to faulty construction and the alleged violation of certain rules.

The advocates said they were ready to make minor adjustments in the existing plans and incorporate the suggestions of government engineers to make the constructions safe. They also said that if they had to demolish the existing structures according to the directions issued by the committee, they would suffer huge financial losses, as they had already spent about Rs 25 lakh on the construction of chambers.

Staff to protest ban on strikes

Employees of Haryana would demonstrate at Hisar on September 26 in protest against the decision of the Supreme Court to ban strikes by the government employees.

Mr Jarnail Singh Sangwan, senior vice-president, Haryana Rajkiya Adhyapak Sangh and vice-president of the Sarv Karamchari Sangh Haryana, in a press note informed here today that at a meeting held at Jind yesterday, it was decided that the teachers would participate in the rally in large number.

He also lashed out at the state government for adopting a dual policy against the employees. He alleged that the heavy fee structure in schools, colleges was an additional burden on the parents.

3 held with fake currency

A gang dealing in fake currency was unearthed by the district police with the arrest of three persons confirming this here today, the district police chief, Mr Desraj Singh, said the arrested persons had been identified as Satish, Jagbeer and Rajneesh alias Soni, all residents of ban village in this district.

Mr Singh said 81 fake currency notes of Rs 100 denomination, bearing the number 2T-087810 were seized from their possession.

Mr Singh said Satish, accompanied by Jagbeer and Rajneesh, went to his brother-in-law, Tejpal, at Paatli village in Yamunanagar district on August 29 and purchased fake currency worth Rs 9000, paying Rs 2,500. They then divided the fake currency amongst themselves.

Meanwhile, the police got the information that the trio, riding on a motor cycle had left Paatli village for Indri, where they would use the fake currency. The three were arrested near Ban village on their way to Indri.

They had been arrested under Sections 489 A, 489 B and 489 C of the Indian Penal Code. The search for their fourth accomplice had been intensified. The accused were produced before Mr D.N. Bhardwaj, Judicial Magistrate, Kurukshetra, here today and remanded in judicial custody for 14 days.

Zinc dealer gets 3-year jail term

The Additional District and Sessions Judge, Dr B.B. Prasoon, on Saturday sentenced a zinc sulphate dealer to three year’s imprisonment and imposed a fine of Rs 5,000 on him.

Some samples of zinc sulphate taken by the Quality Control Bureau in 1997 failed tests and a case had been registered against Karnail Singh.

In another case, insecticide samples were taken by the Quality Control Bureau from another unit and following their failure P.C. Bhaati and G.B. Mahant, owners of the factory had been sentenced to one year’s imprisonment by a lower court. Both of them were, however, acquitted following an appeal. The charges against them could not be proved.

HVP intensifies campaign

Public contact campaign in villages has been intensified by the HVP in wake of the visit of the party supremo to the district. District party president Prahlad Singh, former MP Het Ram, state general secretary of HVP (youth) Suresh Mehta along with other leaders toured several villages today.

They accused the Chautala government of not keeping pre-election promises of free water and power supply. Party supremo Bansi Lal will address a rally in Sirsa on September 24 to highlight the issues. — OC
