CLEARANCE TO CONDUCT SLET Hisar, June 4 Talking to The Tribune, Dr R.K. Chauhan, Vice-Chancellor of the university, said here today that the university had sent a detailed proposal to the University Grants Commission (UGC) through the state government in this connection. A team of experts from the UGC under the chairmanship of Professor Sureshwar Sharma, a former vice-chancellor of Jabalpur University and a member of the UGC, will visit the university tomorrow to assess the infrastructural facilities available at the university to conduct SLET. The other members of the UGC team are — Prof R.P. Tiwari from Allahabad, Prof Tapti Basu from Kolkata, Prof K.G.Nair from Kochi, Dr R.C. Kuhar from Delhi and Dr P.S. Rajput from UGC. He hoped that the UGC would authorise the university to hold SLET as the university had sufficient infrastructure for it. He said according to the proposal submitted to the UGC, the university was ready to hold the test on National Eligibility Test (NET) pattern. Dr Chauhan said the World Bank had sanctioned a project for Technical Education Quality Improvement Programme at university. The bank will provide a grant of Rs 10 crore to the university under this project in the next five years. The grant was likely to be finanlised soon. He informed that the World Bank had sanctioned a grant worth Rs 100 crore for the five institutions of the state under this project. These included NIT, Kurukeshtra, Guru Jambheshwar University, Kurukeshtra University, YMCA Institute of Engineering and Technology and C.R. State College of Engineering and Technology, Murthal. Along with Haryana the bank had sanctioned such projects for Maharashtra, Gujarat, Kerala, Madhya Pradesh, Uttar Pradesh and Himachal Pradesh. Under this project, the money will be spent on the improvement of the existing laboratories and development of new laboratories. The university will also appoint some technical staff and purchase books under this project. A part of the grant will be spent on the orientation programmes and the construction of new buildings, he added. Dr Chauhan said the Centre had sanctioned Rs 1.5 crore for three departments of the university under the Special Assistance Programme. The Union Food Processing Ministry had also sanctioned a grant of Rs 1 crore for Food Technology Department of the university. |
Scholarship grant surrendered Chandigarh, June 4 The Haryana Higher Education Department woke up to this realisation only after it managed to use as little as Rs 5 lakh of the total sum sanctioned by the Directorate of Social Welfare to benefit the Scheduled Caste students studying at the college level and residing in hostels. Given under the Residential Scheme for Rural Meritorious Scheduled Caste Students in the academic session 2002-03, the scholarship was designed to benefit the rural poor who are unable to meet the expenses of college education. Instead, all it achieved was a list of 51 beneficiaries. Holding the stringent criterion laid down for eligibility responsible, the department has, now, recommended amendments in the scheme. The greatest stumbling block was the requirement of having passed the plus two class from a rural area. During its search for candidates who fit the bill, the officials found out that most students, though from rural backgrounds, had passed out from urban schools close by which made them unsuitable candidates. However, they fulfilled the other requirement of having scored a 60 per cent in science or a 55 per cent in arts. Also, the officials found out that the urban poor were in as much in need of a scholarship as their counterparts from villages. The original draft left out students residing in slums and shanties of urban areas. Based on its experience in the first year of introduction of the scheme, the department prepared a blueprint of amendments needed to benefit a larger number of students. Taking into account the ground realities, one amendment suggested the inclusion of the urban poor and the setting of an yearly income ceiling of Rs 60,000 for them to be eligible for the scholarship. In addition, the recommendations made by the department include doing away completely with the pre-condition of passing the plus two level from a rural area so that students completing schooling from the urban schools are at no disadvantage. While a beginning has been made with this scheme in terms of recommending amendments, most funds of a number of other schemes meant for girl students studying in medical and non-medical streams, the State Merit Scheme, the Silver Jubilee Scheme among others are going unutilised. To make these more “student-friendly”, the department has worked out and forwarded amendments. Also, a massive publicity drill is being undertaken to create awareness of available scholarships by writing letters, advertising and meetings in educational institutions. |
Hooda-Bhajan debate continues Chandigarh, June 4 Reacting to a demand made soon after the byelection result came out by Mr Hooda, Mr Bhajan Lal had said that he had no objection in convening a meeting of the PCC if the results of all the three byelections, including those of Rori and Yamunanagar, were also to discuss by it. The Rori and Yamunanagar byelections were held when Mr Hooda was the President of the state Congress. Mr Hooda, who was talking to newsmen here today, said the PCC should also discuss the debacle faced by the party in the 1996 Assembly elections, when Mr Bhajan Lal was the Chief Minister. He said it was necessary to know why the party was voted out of power in 1996. Referring to the proposed Kaithal rally to be organised by the anti-Bhajan Lal leaders in the Congress, Mr Hooda said the rally would not be centred around any particular individual. Rather the rally, he said, was part of the “Jal Yudh” launched by all the Congress leaders who wanted to pressurise the Centre and the state to speedily implement the Supreme Court directions for early completion of the SYL canal. Though Mr Hooda did not clarify the context of his remarks about the rally, it was obvious that the reference was to certain slogans painted by the organisers, which eulogised the former President of the Haryana Congress, Mr Birender Singh. |
Pre-1994 quota policy for Dalits sought Chandigarh, June 4 It may be recalled that in 1994 the Haryana Government had divided the Dalits into “A” and “B” categories, keeping the developed sections of the Dalits in “B” category and the less-developed Dalits in “A” cateogory. The reservation quota was equally divided among the two categories. In a memorandum submitted to the Chief Minister, the President of the samiti, Mr Gaje Singh Muwal, alleged that the government was not implementing the 1994 reservation policy “honestly”. He said the policy had a provision that in case of non-availability of suitable candidates in a particular category, candidates from the other category could be adjusted against the posts reserved for the first category. However, he alleged that the government was adjusting general category candidates against unfilled reserved posts. Mr Muwal said several posts of safai karamcharis were lying vacant in the State. He said all these posts should be given to candidates of “B” category. |
Seva Samiti's Nehru Park lease cancelled Sirsa, June 4 According to the information, a high-level meeting of the district administration was held at the camp office of the Deputy Commissioner today. At this meeting, it was also decided that a drive would be launched to remove shops constructed on the land of the park. When contacted, Deputy Commissioner D. Suresh confirmed this adding that this was being done because the samiti had violated the conditions of the lease. Referring to the school being run on the premises of this park he said that the committee has cheated the municipal council by misusing the park. Keeping in view the future of the students, the administration had decided that the school will keep functioning but it will be looked after by the municipal council. It may be mentioned that this school is being run by a son of the officiating state president of the BJP, Prof Ganeshi Lal. The premises were taken on rent seven to eight years back from the samiti and during this period construction was also carried out. The president of the Samiti, when contacted, called the decision of the administration autocratic. He claimed that the samiti had not violated any condition and the shops had been constructed by the municipal council. He said the school was constructed on the land of the Waqf Board and it was added to the land of the Nehru Park following the consent of the board. He held the district administration responsible for the poor condition of the park. He said that administration had compelled the samiti to move the court and since the matter was pending in the court, the administration could not annul the lease contract. |
Councillor up in arms against ASI Ambala, June 4 She had filed a complaint with the National Women Commission on January 15, 2002, in this regard but after 18 months the state unit of the commission simply informed her that the SP, Ambala had taken up her case and action against the ASI had been recommended. Unsatisfied with the action she said the commission should have held an independent inquiry. It should not have referred the case to a senior police official of Ambala against whose department she had the grievances. She said “My fight will continue till I succeed. I have already taken up the case in the court in the hope of justice”, she added. Bhagwati was elected councillor around three years ago from ward No. 25, which was reserved for a woman candidate. Narrating the incident, she said, “Around one and half years ago I had gone to a police station along with a victim to get an FIR registered. The Sadar police had asked me to go to the Parao police station in this regard. When I had approached the Parao police they said the residence of the complainant fell in Sadar area. When I again went to Sadar police station an
ASI, Amar misbehaved with me and refused to lodge the FIR”. According to a letter sent to Bhagwati by the Haryana Women Commission, the SP conducted a departmental inquiry into it through the DSP, Naraingarh, Mr Ashok Kumar. The DSP in his report had held the ASI guilty. Later, a show-cause notice for stopping five increments of the ASI concerned was issued. |
Students seek re-examination Ambala, June 4 The students, in a letter said they were shocked to witness that only a few questions appeared in the paper from the study materials provided to the correspondence students by the university. The students demanded from the Vice-Chancellor that a new paper should be set up from the supplied study material and they should be provide an opportunity to appear in the paper again. They further said that if it was not possible then sufficient grace marks should be offered to the students. They said that a deputation of the students of M.Sc (Computer Science) would soon meet the Vice-Chancellor in the university to apprise him their genuine demand. |
4 killed in road accident Kaithal, June 4 Among the dead was driver of the jeep Naresh (22). Others were identified as Karnal Singh (34), Tek Chand (45) and Harkesh (42). Of the injured Balwant Singh was referred to PGIMS, Rohtak, while Gurdev and Manoj were admitted to a local hospital.Police sources said the victims were travelling from Karora to Kaithal.
