Swami: India ready for any challenge
Karnal, January 1 Mr Swami was reacting to General Musharraf’s statement that Pakistan was ready to “nuke” India if it had crossed into Pakistani territory earlier this year during the peak of the tension on the border. Mr Swami, talking to UNI here, said the Pakistan President had the habit of making controversial and inconsequential statements. He said the Pakistan President must keep in mind India’s capability to retaliate if he dared initiate a nuclear war against this country. He declared that if Pakistan ever dared to initiate a nuclear war, it would be completely wiped out from the world map. “Let the Pakistan President know that our jawans are always prepared to meet any eventuality,’’ he added. He said India had positioned its troops along the border only after weighing all pros and cons, including Pakistan’s nuclear capability. He said Pakistan was spending more than 50 per cent of its budget on terrorist training and cross-border terrorism. UNI

officers promoted Chandigarh, January 1 The Haryana Government today promoted Mr Devender Singh, Mr Amit Jha and Mr S.N. Roy, IAS officers of the 1987 batch, to the supertime scale with immediate effect. Mr Devender Singh has been posted as Director, Industries, Mines and Geology, vice Mr H.S. Dhankar, who goes as Director, Consolidation of Holdings, Land Records and Special Collector (HQ) and Special LAO, Haryana, against a vacant post. Mr Roy becomes the Managing Director of the Haryana Financial Corporation relieving Mr Roshan Lal of the additional charge. Mr Amit Jha will be now the Director and Special Secretary, Development and Panchayat. Mr T.C. Gupta and Mr Avtar Singh, who also belong to the 1987 batch, have also been given proforma promotion to the supertime scale with immediate effect since they are on deputation to the Centre Government. Meanwhile, Mr Rajiv Khosla, Deputy Director, Public Relations, has been promoted as a Joint Director. Mr Pale Ram, Public Relations Officer to the Governor, has been promoted as a Deputy Director. |

Ravi Chautala, 5 others granted bail
Sirsa, January 1 He was booked under Sections 147, 149, 323, 353, 384 and 506 of the IPC along with five others for allegedly organising the cultural evening and selling tickets for the function without taking the administration’s permission. According to information, the programme,
Sham-e-Jashan of Punjabi pop singer Balkar Sidhu organised in Ellenabad subdivision on New Year’s Eve, became controversial when the chief guest of the function, Mr Ravi Chautala, was arrested. Tension developed after Mr Ravi Chautala’s arrest and the Ellenabad DSP demanded additional police force. At this, angry people raised slogans against the police. Mr Ravi Chautala alleged that the Ellenabad SDM kept assuring them of granting the requisite permission for the function but it was not granted in writing till the eleventh hour. Sirsa SP

Arrested
man not murderer: villagers Fatehabad, January 1 The sarpanch, died on Saturday and his body was recovered from a well. The police had booked Ashok Kumar, of Chandrawal village and six others in the case as the kin of the deceased had alleged it a murder due to enmity. People from Jandli Khurd had organised a demonstration in front of the local mini secretariat on Monday demanding the arrest of the accused. The police arrested Ashok Kumar and another accused in this connection. Villagers of Chandrawal and surrounding villages today met the SP and demanded a thorough probe into the case as according to them Ashok had not killed the sarpanch. The villagers were led by Zila Parishad vice-president, Mr Maha Singh and included a number of sarpanches of this area. They said that though Ashok Kumar and the victim had drinks together and an altercation there-after. The victim was not murdered by Ashok. They said that Ram Kishan tried to run away in an inebriated condition after the altercation and fell into the well in the process. They said that Ashok and his accomplices were so frightened that they ran away instead of bringing the matter to the notice of the police. The SP assured them of a thorough probe. |

KU Reader held for graft Kurukshetra, January 1 According to the complaint research scholar Pradeep Kumar, of Muwana, village in Jind district had been doing his Ph.D. on the topic ‘Hindi Katha Saahitya Ke Vikas Mein Videshi Hindi Vidwaano Ka Yogdaan, under the guidance of Dr Ramesh Gupt and yesterday was the last date fixed by the University Grants Commission (UGC) for the submission of the thesis. Pradeep Kumar alleged that his guide had demanded bribe for signing the thesis, before its submission. Pradeep Kumar said that when Dr Ramesh Gupt did not agree to his requests to sign his thesis he contacted Village Bureau, S.P., Yogender Nehra, who formed a team under the leadership of Vigilance Bureau, Inspector, Gurdvaya, The team raided the residence of Dr Ramesh Gupt on the University Campus here yesterday and recovered the 20 currency notes each of 500 denomination, (Rs 10,000) from the possession of Dr Gupt. After his arrest, Dr Gupt was got examined medically and sent to police. lock-up. |

Pig-catching earns revenue for Ambala Sadar MC Ambala, January 1 In about a week’s time, the contractor who catches the pigs, has deposited about Rs 35,000 with the MC. The Deputy Commissioner, Mr
D.D. Gautam, said the privatisation was giving good results. “Loitering pigs are a menace. They are not only a public health concern but also a traffic hazard. Keeping these factors in mind, pig-catching was privatised so that the number of loitering pigs comes down and becomes a revenue earner for the MC”, he said. The Executive Officer of the MC, Mr K.K. Jain, said about 129 loitering pigs had been caught. “The contractor has already deposited about Rs 35,000 with the MC, he said. He added that the people could inform MC officials whenever they spot pigs, loitering in an area and necessary action would be taken. “The contractor is undertaking his work systematically. When ever loitering pigs are spotted, his men use nets to trap them. The pigs are then hauled into a waiting vehicle from where they are taken to buyers,” an MC official explained. The contractor has to deposit Rs 125 for a piglet and Rs 375 for an adult pig. After the pigs are caught, the Sanitation Inspector confirms the age and number of pigs and the contractor deposits the necessary amount. Although there have been a few instances of altercation with pig-owners in some places, pig-catchers have managed to carry out their job. Earlier, even levying a charge on the release of the pigs caught by the MC did not deter the owners from leaving the animals to roam in the open. Pigs could be spotted in and near open drains and garbage dumps. In Ambala Sadar, pigs are mainly kept by families living in backward colonies and are reared as an extra source of income. Since they do not require much maintenance, they are allowed to roam around and look for food. The owners simply round them up in the evening. Markings on a pig’s body is the identity of the owner and ensures that there is no confusion or wrong claim. |

One held in kidnapping case Fatehabad, January 1 Some unidentified persons had kidnapped Mr Vivek Kumar, a businessman, last week. The kidnappers took him blindfolded to a village and kept him in their custody. He somehow escaped from the custody of his kidnappers. The SP, Mr K.K. Rao, informed mediapersons that the police on Tuesday arrested Dharam Paul, a resident of Sedha Majra village in Jind district.

seat reservation soon Chandigarh, January 1 He said the state government had taken various steps to improve customer services. It included replacement of 1,500 overage buses during the past one year, and to cut down the service period of buses from eight years to seven. The roadways had decided to rationalise all the routes, and to start shuttle services between various
towns. To improve the staff-passenger dealing, drivers and conductors were being provided special training. Talking to TNS, Mr Rajan Gupta, Transport Commissioner, disclosed that these steps had helped the Transport Department to change its public image over the recent past. Despite increase in input costs worth over Rs 70 crore, he said, the roadways had not revised the passenger fare since May, 2000. The newly introduced Jan Shatabadi between Chandigarh- Delhi had, though, slightly affected the traffic of the roadways, but efforts were being made to attract passengers by providing better services and good quality buses. He said,‘‘ The Roadways has registered Rs 87 crore as profit before tax during April-November 2002 period, against Rs 105.48 crore during last year. The roadways was expecting to register Rs 132 crore profit before tax by the end of the fiscal year. However, due to the payment of 60 per cent of fare as passenger tax to the state exchequer the roadways was showing losses. Even these ‘symbolic losses’ are expected to come down to Rs 32 crore by March 2003, instead of over Rs 100 crore, registered in 1999-00.’’ According to a report of the Ministry of Surface Transport, Haryana Roadways was the second best state transport system during 2001-02, only second to Maharashtra transport. It has appreciated the state for taking road safety measures. It has resulted in 0.10 accidents per one lakh passengers, as compared to the national average of 0.20 . The number of persons killed through Haryana Roadways buses has come down from 391 in 1993-94 to 186 in 2001-02. During the April- October, 2002, period, 112 persons were killed in road accidents through state roadways buses. Officials said the government had also decided to put speed governors, fire extinguishers and other safety measures in all the state
buses. To improve the operational efficiency of the roadways the government had taken a policy decision that number of buses would not be increased from the existing 3,500, and private buses would be allowed to run on new routes. |
