PM must tell Amarinder to expedite work on SYL: Chautala

There will be no scarcity of water for the people of Haryana after January 15, 2003, as the distribution of water share of the Sutlej-Yamuna Link Canal is ensured in the state thereafter on the directions of the Supreme Court. For this, Prime Minister Atal Behari Vajpayee has been urged to direct the Punjab Chief Minister to implement the Supreme Court order and to complete the construction of the canal in time.

Union Minister of State for Home I.D. Swami today said India has “halted’’ the withdrawal of forces from the border because of continued abetment of terrorism by Pakistan.

Govt accepts report on Dulina lynching

The Haryana Government has accepted in toto the report submitted by Mr R.R. Banswal, Commissioner, Rohtak division, who was appointed to inquire into the circumstances leading to the incident in Dulina village on October 15, in which five Dalits were lynched by a mob.

One dead, 1 hurt as truck hits motor cycle
Hisar, December 8
A person was killed and another injured seriously in an accident at Uklana crossing, 50 km from here, on the Hisar-Chandigarh road last night. The injured was admitted to Barwala Civil Hospital.

Charge sheet in Chhatterpati case soon
Chandigarh, December 8
The police is ready to file the charge sheet into the case of murder of Sirsa-based journalist Ram Chander Chhaterpati, Mr A.S. Ahlawat, SP, Sirsa, told TNS today on the telephone. Mr Ahlawat said three followers of the Dera Sacha Sauda arrested in connection with the murder were in jail.

2 held for attacking businessman
Karnal, December 8
The police has arrested the persons responsible for shooting at businessman Jeetender Gaaba here on November 23.

There will be no scarcity of water for the people of Haryana after January 15, 2003, as the distribution of water share of the Sutlej-Yamuna Link Canal is ensured in the state thereafter on the directions of the Supreme Court. For this, Prime Minister Atal Behari Vajpayee has been urged to direct the Punjab Chief Minister to implement the Supreme Court order and to complete the construction of the canal in time.

This was stated by Haryana Chief Minister Om Prakash Chautala while addressing a sammelan of panches, sarpanches and gram samitis of this district held here today.

He alleged that his Punjab counterpart was creating hurdles deliberately in the completion of the canal, but assured that if no agency came forward for its completion, the Haryana Government would arrange to construct the canal. He said that when the Congress was in power, it did not take interest to get the canal completed, thus causing an annual loss of Rs500 crore to the state exchequer.

Also, precious water had been flowing to Pakistan, instead of irrigating the fields in Haryana.

After the completion of the SYL canal, 7.5 lakh acres of land would be irrigated in the state.

Mr Chautala said the Panchayati Raj system was the first step of any development. The government had increased the panchayat’s disbursable amount from Rs 25,000 to Rs 1.25lakh whereas a zila parishad which could disburse Rs 2 lakh now had right to expedite Rs 5 lakh, he said. 3 per cent income would be given to the panchayat samitis from the income obtained from stamp duty and registries.

He said the concept of constituting gram vikas samitis was introduced to check corruption as there were complaints that funds meant for the developmental works were not being fully utilised.

The Bhiwani MP, Mr Ajay Singh, said that more than 33,000 works had been undertaken under the Sarkar Aapke Dwar programme which aimed at enabling the people get their local needs fulfilled. These works included construction of rooms in schools, roads, boundary walls of institutions, sheds for cremation grounds and health and veterinary institutions.

He said the government had disbursed more than Rs 487 crore on development works in Bhiwani and nearly 402 announcements made during the first phase of the “Sarkar Aapke Dwar” programmes had been completed.

The Chief Minister release a book on the development works of Bhiwani on the occasion.

Earlier, the Chief Minister while presiding over the monthly meeting of the District Grievances Redress Committee directed the Irrigation Department to take stern action against the cases of theft of water and urged the villagers to cooperate with the officials.

The Chief Minister also addressed a workers’ meeting at the local PWD Rest House.

REWARI: Mr Chautala asserted that no power on earth could now impede the completion of the SYL canal after the January 1, 2002 verdict of the Apex Court which directed Punjab to continue digging the SYL canal and to make it functional within one year.

He made this announcement while addressing a huge gathering of panches, sarpanches of Pancho village functionaries of Block Samitis and the Zila Parishad as well as INLD activists of the district here yesterday. He categorically stated that they were not in favour of taking the law into their own hands but if and when need arose they would stoutly oppose those who dared defy the Apex Court verdict. Mr Chautala had a piece of advice for his arch political adversary and HVP supremo Mr Bansi Lal when he remarked that instead of wasting his resources in publicising his “designs of dismantling the now-installed statues of Ch Devi Lal, he should devote his energies to the colossal task of demolition (alleviation) of poverty.

Simultaneously he also made a jibe at HPCC chief Bhajan Lal saying it was easy enough for him (Bhajan Lal) to wrest the Presidency of the Haryana Congress by “misleading” the Congress President, Mrs Sonia Gandhi, with the assurance that he would oust his government within three months. But now he must have realised that what to speak of bringing about the downfall of his govt , enticement of even a single INLD legislator was something beyond his manipulative skills.

Troop withdrawal halted: Swami

Karnal, December 8
Union Minister of State for Home I.D. Swami today said India has “halted’’ the withdrawal of forces from the border because of continued abetment of terrorism by Pakistan.

Talking to mediapersons after inaugurating a Lion’s Club function here, Mr Swami said India had taken the statement emanating from Pakistan President Pervez Musharraf with seriousness. He had declared open support to the terrorists working for the cause which is detrimental to the interests of India.

He said Pakistan had “tasted’’ defeat at the hands of India in the wars in the past. In proxy war, too, Pakistan would face a similar fate, he added.

Mr Swami warned Pakistan that “tolerance’’ did not mean “cowardice’’. He said “crooked policies’’ would not work. “On one hand, they declare support to terrorists, on other hand they propose that India send its cricket team to Pakistan,’’ he noted.

Unless Pakistan stopped cross-border terrorism, no talks would be held and India would not participate in the SAARC summit to be held in Islamabad, he added. UNI

Govt accepts report on Dulina lynching

The Haryana Government has accepted in toto the report submitted by Mr R.R. Banswal, Commissioner, Rohtak division, who was appointed to inquire into the circumstances leading to the incident in Dulina village on October 15, in which five Dalits were lynched by a mob.

As per the report, the police personnel at the Dulina outpost did not take adequate steps to save the victims who were in police custody.

The Executive Magistrate and other administrative officials also did not perform their duty properly.

In view of the findings of the inquiry officer, the state government decided to chargesheet the erring officials who were deputed for controlling the situation, an official spokesman said.

The report gave a clean chit to the Deputy Commissioner of Jhajjar while it observed that the Duty Magistrates did not act properly in the discharge of their duties. According to the report, the Duty Magistrates did not bring the sensitivity and the nature of the situation to the nature of the Deputy Commissioner, Mr Mohender Kumar.

It was learnt that the City Magistrate of Jhajjar, Mr Rajpal Singh, the DSP, Mr Narender Singh, and the Tehsildar, Mr Shyam Lal, were among the erring personnel who were being chargesheeted by the state government in connection with the incident.

One dead, 1 hurt as truck hits motor cycle

Hisar, December 8
A person was killed and another injured seriously in an accident at Uklana crossing, 50 km from here, on the Hisar-Chandigarh road last night. The injured was admitted to Barwala Civil Hospital.

According to the police, Pardeep Kumar (34), a resident of Chamar Khera village, and his friend Gulab Singh of Mochi Chobara village were going to Uklana on a motor cycle when a truck, from the opposite side hit their vehicle. Pardeep died on the spot while Gulab received serious injuries. After the accident, the truck driver fled the spot. The Uklana police has registered a case of negligent driving against the truck driver.

Meanwhile, an autoricksha driver was injured seriously in an accident at Gangwa village, near here, last evening. He was admitted to the Civil Hospital here.

According to the police, Prem Bahadur, a resident of local Navdeep Colony, was returning here. As soon as he reached near the village his vehicle overturned when he tried to save a motor cyclist.

About the situation in Sirsa following a section of the devotees of the dera launching a dharna demanding the release of two dera followers arrested in connection with the murder of Ranjeet Singh, Mr Ahlawat said the police was trying to persuade them to withdraw the dharna. However, the situation at the site of the dharna was peaceful, he added.

2 held for attacking businessman

Karnal, December 8
The police has arrested the persons responsible for shooting at businessman Jeetender Gaaba here on November 23.

They have been identified as Sham Singh and Rakesh, residents of Rasina and Bijna villages respectively. Chief Judicial Magistrate A.K. Bishnoi, yesterday remanded them in police custody for four days.

Police sources said parties had been sent to recover the pistol and the car used in the crime. UNI

Chiranji Lal’s resignation accepted

HPCC chief Bhajan Lal has accepted Mr Chiranji Lal Sharma’s resignation from the state unit. Mr Sharma had sent his resignation following a scuffle between his supporters and followers of Mr Bhajan Lal at Karnal some time ago.

Mr Vivek Chand Sharma, a former Vice-Chancellor of Maharshi Dayanand University, has been inducted in to the HPCC by Mr Bhajan Lal following Mr Chiranji Lal Sharma’s resignation, it is learnt.
