After Mr M. Shankar and Mr S. Y. Quraishi, the next Financial Commissioner-level officer from Haryana to head for Delhi is reportedly Ms Meenaxi Anand Chaudhry, the heavyweight Power Secretary to the state government.

Mill told to pay minimum cane price to farmers

In an attempt to ensure that the farmers in the state of Haryana were not subjected to inconvenience due to delay in the cane crushing season, a Division Bench of the Punjab and Haryana High Court today directed a sugar mill to pay statutory minimum price, fixed by the Central Government, to the cane growers as an interim measure.

Kurukshetra being spruced up for utsav

The city is being spruced up to receive the Vice-President, Mr Bhairon Singh Shekhawat, for the inaugural ceremony of the five-day Mahabharata Utsav Gita Jayanti function.

The Haryana Technical Education Department has asked all engineering institutes in the state to refund the fees deposited by students who had been shifted to other colleges or from payment seats to free seats.

After Mr M. Shankar and Mr S. Y. Quraishi, the next Financial Commissioner-level officer from Haryana to head for Delhi is reportedly Ms Meenaxi Anand Chaudhry, the heavyweight Power Secretary to the state government. Though an official communication in this regard is yet to be received at Chandigarh, a website, which is credited with supplying reliable information in such matters, mentions Ms Chaudhry’s name being empanelled by the Centre for posting as a Secretary to the Union Government.

Ms Chaudhry, when asked regarding going on central deputation, confirmed that the website, www.whispers.com, had mentioned her name as picked up by the central government for posting as a Secretary. Sources said that informally it was learnt from Delhi that Ms Chaudhry would be soon offered a posting in one of the central ministries.

Earlier also Ms Chaudhry was offered posting as an Additional Secretary in the Union Ministry of Power. However, she could not join as the state government was reluctant to relieve her. Ms Chaudhry, who was posted as Financial Commissioner and Secretary of the Power and Non-conventional Energy Sources Departments after the INLD formed the government in Haryana, has been doing a fairly good job as per the estimation of the Chief Minister. On more than one occasions, Mr Chautala had also recorded his appreciation of the good work being done by the Power Department headed by Ms Chaudhry.

It was learnt that the state government will not stop Ms Chaudhry from going to Delhi this time as it will amount to denying her an excellent opportunity. When she is formally offered a posting in Delhi, Ms Chaudhry will be the seventh Haryana-cadre officer to work in the present regime as a Secretary-level officer. Other officers from Haryana working as Secretary or similar posts in Delhi are Mr M Shankar in the Rural Development Ministry, Mr L.M. Mehta in the Sports Ministry, Mr Dhanendra Kumar in the Ministry of Culture, Mr L.M. Goyal in the Ministry of Parliamentary Affairs, Mr S.Y. Quraishi, who is Director of Doordarshan, and Mr Deepak Dasgupta, Chairman of the National Highways Authority of India.

The state government, however, will be compelled to scout hard among its officers to handle the sensitive Power Department once Ms Chaudhry leaves for Delhi. Earlier, when Mr Tarun Bajaj, MD of the Uttar Haryana Bijli Vitran Nigam, went on long leave to do a course in the UK, the state could not offer a replacement immediately and took more than three weeks to name the UHBVN MD.

Mill told to pay minimum cane price to farmers

In an attempt to ensure that the farmers in the state of Haryana were not subjected to inconvenience due to delay in the cane crushing season, a Division Bench of the Punjab and Haryana High Court today directed a sugar mill to pay statutory minimum price, fixed by the Central Government, to the cane growers as an interim measure.

Taking up a petition filed by Saraswati Industrial Syndicate Limited seeking the quashing of the sugarcane state advised price for 2002-03, the Bench, comprising Mr Justice S.S. Nijjar and Mr Justice M.M. Kumar, ruled: “The petitioner is directed to start the crushing of cane within 48 hours from today. The mill shall maintain accounts, which would be payable to the farmers in case ultimately the writ petition is decided against the petitioner”.

Fixing December 17 as the next date of hearing in the case, the Judges also allowed an application moved by “some of the farmers seeking directions to be impleaded as party-respondents in the writ petition”.

In its petition, the mill had earlier stated that the state of Haryana had again fixed price for sugarcane in a meeting held on November 14, in spite of a judgement dated December 23, 1998, declaring illegal the price fixation for 1996-97. Counsel for the petitioner had added that the state had been fixing sugarcane price each crushing season at a rate much higher than the statutory minimum price fixed by the Central Government.

2 youth fest girls faint over ‘unfair judgement’

The ninth Haryana Youth Festival concluded on a sour note today. Atleast two participants from Hisar fell unconscious after protests by their team alleging unfair judgement.

The three-day youth festival was plagued with controversies since the opening day. While on the first day, a verbal altercation took place between a Faridabad participant and officials over food, on the second day, a Panchkula youth and sports official spoke rudely to two Hindi daily photographers.

Trouble was brewing at War Heroes Memorial Stadium since this morning. The participants from Hisar were up in arms over the judgement in the folk dance category. The girls alleged that the judgement was not fair and there was lack of transparency. The Hisar team members demanded that the folk dance category competition should be undertaken again.

A memorandum in this regard was submitted to Mr M.S. Mann, Director, Sports and Youth Welfare Department, Haryana. Later, the girls again performed at the concluding function but the officials stated that this performance was not part of the competition. Then two girls from the Hisar team lost consciousness. The other participants said that they had not had food last night since they were upset over “unfair judgement”.

The girls were taken outside and a doctor was called from the Civil Hospital, Ambala Cantonment. While the two girls were unconscious, the other team members were visibly agitated and upset over the whole issue. They claimed that despite a sterling performance, they had been denied the top slot.

In other categories too, the participants were far from happy by the judgement. They stated that there was a need for greater transparency in the judgement.

In elocution, extempore, Yogesh was first, Nutan was second and Nidhi was third. In Kathak dance, Swati was first, Nilanjana was second and Sakshi was third. In Manipuri dance, Ajay Kumar was first. In Kuchipudi dance, Sruti was first and Pradeep was second. In Odissi dance, Pradeep was first. In Bharatnatyam, Mansavi was first, Shalini was second, Snigdha was third while Parual Singhal got consolation.

On the harmonium, Mohind was first, Belal was second and Anil Sharma was third. In sitar, Sandeep was first, Manisha was second and Richa Gupta was third. On tabla, Madhresh was first, Gautam Dhar was second and Harbhajan Singh was third. On flute, Anil Kumar was first, Rajesh Kumar was second and Suraj Kumar was third. On guitar (western), Amit Bhola was first. On guitar classical, Mahendra Kumar was first and Kishore Kumar was second. On mridangam, Rakesh Babu was first. In vocal classical, Bhupendra Kumar was first, Kamal was second and Vikas was third. In Carnatic vocal, M.R. Ramaswamy was first.

In non-competitive contest, Rohtak was first, Ambala was second and Jind was third. In folk song, Hisar was first, Yamuna Nagar was second and Ambala was third. In folk dance, Narnaul was first, Rohtak was second and Kaithal was third. In drama, one-act play, Hisar was first, Yamuna Nagar was second and Bhiwani was third.

Kurukshetra being spruced up for utsav

Kurukshetra, December 5
The city is being spruced up to receive the Vice-President, Mr Bhairon Singh Shekhawat, for the inaugural ceremony of the five-day Mahabharata Utsav Gita Jayanti function.

The utsav would be a colourful amalgamation of dance, drama, music, theatre, paintings, ballet and crafts in which about 1,500 artistes and artisans from all over India would participate. The function will be held at Purshotampura Bagh, on the bank of the Brahm-sarovar.

The Deputy Commissioner, Mr Abhilaksh Likhi, said the highlight of the samaroh would be folk songs and dances.

The Union Tourism Minister, Mr Jagmohan, was taking keen interest to bring Kurukshetra on the international tourism map and had visited the city several times, he said. A sum of Rs 3.2 crore had been sanctioned for Tapowan park and four-laning of Jhansha road by the Union Ministry of Tourism, he added.

Institutes told to refund fees

The Haryana Technical Education Department has asked all engineering institutes in the state to refund the fees deposited by students who had been shifted to other colleges or from payment seats to free seats.

An official spokesman said following counselling conducted by the National Institute of Technology, Kurukshetra, for admission to various engineering colleges of Haryana, several students were shifted from one college to another.

The students who had deposited the fees as per the original allocation should be refunded the necessary amount within a fortnight, failing which interest at the rate of 15 per cent would have to be paid by the institutions to the students concerned. The private colleges which had charged advance fee for the second semester should refund the money immediately to avoid the payment of interest.

Big response to Samaritans’ appeal

Hisar, December 5
An appeal of some Samaritans of Hisar to come forward to contribute for a funeral van evoked such an overwhelming response from the people of the area that, finally, they were compelled to issue a written request, appealing to all to stop sending funds.

Within a few days of the release of the appeal for money, the people donated about Rs 4,25,000 for the vehicle. Some Samaritans of Hisar had formed Vision Hisar , a social voluntary organisation, after the quake of Latur.

The managing committee of the cremation ground here was in need of a funeral van and Vision Hisar had come forward to help it.

The Income Tax Department has decided to exempt the donors from tax over donations made to it under Section 80-G. UNI

Sharma is NDRI Director

Dr Nagendar Sharma, Director, Central Institute of Research on Goats, Makdoom (Mathura), today took over as the new Director of the National Dairy Research Institute (NDRI). Dr Sharma is the third incumbent during the past over two months to have been appointed as Director.

Dr N. Balaraman, acting Director, handed over the charge to Dr Sharma today.
