Dulina lynching case: 6 more surrender
Jhajjar, December 2
Six more persons, allegedly involved in the lynching of five Dalits on October 15, surrendered before the police at the local rest house here today. The total number of arrests has now reached to 23 while 10 more persons declared “wanted” are still at large.

Dulina lynching case: 6 more surrender

Six more persons, allegedly involved in the lynching of five Dalits on October 15, surrendered before the police at the local rest house here today.

The total number of arrests has now reached to 23 while 10 more persons declared “wanted” are still at large. Those arrested today have been identified as Ganga Jivan, Santram, Ram Dhan, Samunder, Leela, alias Pappu, and Rakesh, all residents of Suhra village. According to information six of the total arrested persons belongs to the Dalit community.

Meanwhile, the panchayats of Suhra and Dighal villages adopted separate resolutions demanding the withdrawal of case against Ramesh, who was among the first five persons arrested by the police in the Dulina lynching case.

The panchayats maintained that Ramesh was not present in the mob which allegedly lynched five persons. They said that he was in Dighal village on that day to attend in the cremation of his maternal aunt, who died that day, and did not return to Suhra village on that day.

The panchayats said these resolutions be sent to Deputy Commissioner, Superintendent of Police, Mr Hafe Singh, MLA, Bahadurgarh and Mr Dario Rajora, MLA, Jhajjar.

They urged the administration to release Ramesh and withdraw case against him after conducting its inquiry.

However, the All-India Gurukul Parisad issued a press note saying that the SC/ST Commission had endorsed their theory on the killing of five persons at Dulina on October 16. It said the commission report has also exposed the faces of the people who were trying to extract political mileage out of the incident, which was an unfortunate one.

HIGH COURT
CBI probe sought into lynching of Dalits

In less than two months after five Dalits were lynched in Dulina, an advocate has moved the Punjab and Haryana High Court seeking probe by the Central Bureau of Investigation, or any other investigating agency based out of Haryana, into the incident. The petition will come up for hearing before a Division Bench of the High Court, headed by Chief Justice Mr B.K. Roy, on December 3.

In his petition, the advocate — Mr Hari Singh Nagra — claimed that the writ petition was being filed as the poor Dalits had no means of approaching the High Court. Furthermore, their lives were in danger. Giving details, the advocate added that the Dalits residing in the area were receiving threatening letters asking them not to pursue the case.

Seeking probe by an independent agency, the advocate asserted that the people had lost confidence in the Haryana police and were not expecting fair investigation in the matter. He added that the Haryana police was directly involved in the episode and as such was not expected to conduct the investigations in an impartial manner. Otherwise also, the murders were against the provisions of the Constitution of India.

Pre-arrest bail plea dismissed: The relief of anticipatory bail is discretionary and the power to grant it has to be exercised judiciously — Ms Kiran Anand Lall of the Punjab and Haryana High Court has ruled while dismissing a petition filed by a Hisar resident accused of getting a Gaziabad girl raped.

Pronouncing the orders in the open Court, Ms Justice Lall added that the power to grant pre-arrest bail could not be exercised in “cases of the type in question”. In her detailed order, the Judge added that the allegations against the petitioner were very serious and as such she was not entitled to relief of anticipatory bail”.

A shot in arm for Bhajan

In what is being seen as a shot in the arm for the Bhajan Lal camp, the Congress high command has approved the readmission of a number of former ministers and MLAs, who were either expelled from the party or could not become active members of the party during the tenure of Mr Bhupinder Singh Hooda as the Haryana Congress chief.

Immediately after Mr Bhajan Lal took over as the President of the Haryana Congress in the middle of this year, he readmitted at least three former ministers, Mr Bachan Singh Arya, Mr Subhash Batra and Mr Krishan Murti Hooda, along with a former MLA, Mr Amir Chand Makkar, into the party. However, the AICC took its time to approve their readmission in the wake of protests from the factions opposed to Mr Bhajan Lal.

In fact, the faction headed by Mr Hooda had been advancing the “unauthorised” admission of these leaders into the party by Mr Bhajan Lal as one of the reasons for boycotting the rallies being organised by the state Congress as part of its “Chautala hatao — Haryana bachao” programme. The Hooda faction had been saying that its members could not share the party platform with those leaders who had been expelled from the party for their “anti-party” activities. Some of these leaders had contested the last elections against the official party nominees.

Mr Bhajan Lal, who had been maintaining a studied silence over the issue, has now ultimately persuaded the high command to approve the readmission of these leaders, who have been known supporters of the former Chief Minister. Mr Bhajan Lal had announced their readmission into the party at a rally held in Hisar in August. However, they had to wait for more than three months before the AICC concurred with Mr Bhajan Lal.

Suspects in Chhattarpati case held: DGP

Haryana DGP M.S. Malik said today that 530 of the 652 murder cases registered in the state up to October 31 had already been worked out. The police had succeeded in solving 99 per cent of the crimes against women during this period.

Mr Malik claimed that the police had arrested all persons accused of murdering Sirsa-based journalist Ram Chander Chhattarpati and the weapon of offence had been seized.

The DGP said the CBI was probing the activities of the Dera Sacha Sauda as per the directions of the Punjab and Haryana High Court.

Govt to blame for farmers’ plight’

The Haryana Kisan Sabha today alleged that owing to the anti- farmer policies of the Central and state governments, farmers and land labourers had reached the verge of ruin. Addressing a meeting of the district unit of the sabha, Mr Krishan Swaroop, state general secretary of the sabha, said the BJP-led NDA government at the Centre and the INLD government in Haryana were responsible for the plight of the farmers and labourers.

The sabha leader said it was ironical that even after 55 years of Independence and development of technologies in other fields, no serious effort had been made to find a permanent solution to drought, flood and famine. He said it was shameful that on one hand, godowns of the government were flooded with foodgrain, and on the other, the poor were starving.

He said in a country known for its agricultural potential, many farmers had been driven to suicide by debt traps. He alleged that while the farmers were being ruined, the governments at the Centre and in Haryana were not worried about their plight.

The sabha, through resolutions passed at the meeting, demanded immediate relief to the farmers whose crops had been ruined by drought, provision of free fertilisers, seeds and pesticides to the farmers for their rabi crop, remittance of power bills and debts of drought-hit farmers, immediate ban on forcible recovery of loans from the farmers and check on sale of adulterated petrol and diesel by certain dealers in the district. The sabha also decided to organise its district-level annual convention on January 11 and 12 at Bhuna in the district. Mr Harpal Singh, a former CPM legislator, Mr Ram Swaroop, a zila parishad member, Mr Chhatrapal Singh and Mr Ram Kumar Dhani Issar also addressed the meeting.

Earlier, the sabha passed a resolution condemning the lynching of five Dalits at Dulina in Jhajjar and the murder of Sirsa- based scribe Ram Chander Chhatrapati. It demanded a CBI probe into both incidents.

5 GMN College teachers sacked

The officiating Principal of Gandhi Memorial National College, Prof V.K. Puri, has terminated the services of five teachers.

Talking to mediapersons here today, Prof V.K. Puri said the services of five teachers, Prof D.C. Garg, Mr Ritu Kumar, Ms Shweta Soni, Ms Preet Baweja and Ms Meetu Kaushal, had been terminated as their “behaviour was felt to be unbecoming of a teacher.”

While Prof D.C. Garg’s services were terminated on November 23, the services of four part-time lecturers in the Department of Commerce were terminated on November 27.

Prof V.K. Puri said the step was taken following a series of incidents that would have lowered the dignity of the institution. “The decision was taken by the advisory committee and agreed to in the general meeting. Even the non-teaching employees’ union has supported the move,” he said.

He said that on October 8, Prof R.C. Jindal of the Commerce Department had given him a representation that it was he who was the Head of the Department, according to the rules of Kurukshetra University. Prof Jindal was asked to act as the Head of the Department, but Mr D.C. Garg, now a part-time lecturer in commerce after retiring in 2001, questioned the decision of Prof Puri to say that Prof Jindal was the Head of the Department.

The next day, posters carrying unparliamentary language against Prof R.C. Jindal were found pasted in the college campus. The posters were torn off by the college staff. “On the same day, four women teachers, whose services have been terminated, spoke rudely to Prof Jindal. He came to my office and complained that he was feeling uneasy,” Prof Puri said.

During the second week of November Prof R.C. Jindal and Prof J.P. Kansal requested the Principal of grant permission to the commerce students to visit the International Trade Fair in Delhi. They were granted permission. Prof D.C. Garg also applied for permission for taking a tour to Delhi and he was granted permission. He was asked to submit the list of students going on the trip.

Prof V.K. Puri said that on November 23 at around 12.30 pm, he heard a lot of noise coming from a room. “I asked the students to maintain decorum. The students said they had assembled in the room on the instruction of Prof D.C. Garg. While I was talking to the students, Prof Garg, along with a group of students, went out and started raising slogans against me,” he said.

He immediately called a meeting of the advisory committee to review the situation in the college. “The committee advised to remove Mr D.C. Garg immediately from the college. A general staff meeting was convened on the same day and they, too, requested that Mr D.C. Garg be removed. The non-teaching staff also approved the decision. Services of Mr D.C. Garg were terminated on the same day, November 23,” he said.

“The four women teachers who were working as part-time lecturers in the Department of Commerce had remained absent from duty for three days, so their services were also terminated on November 27,” Prof Puri stated.

Development charges by MC decried

The District Congress Committee here has criticised the Municipal Council’s decision of charging Rs 120 per square foot in the name of development and demanded its withdrawal. At a meeting held in Tilak Bhavan yesterday, Congress leaders criticised the INLD government for anti-farmer’s policies.

District president Dr Vasudev Sharma alleged that real face of the state and central governments which claimed to be farmer friendly had been exposed. He also criticised the imposition of tax on the traders.

General Secretary of the Haryana Pradesh Congress Committee Ranbir Singh Mahendra said that the people were fed up with the state government and looked to the Congress party. Former minister Hira Nand Arya said that the HVP government befooled the people in the name of prohibition and now, the INLD Government intended to ruin them by opening casinos. Mr Ran Singh Maan alleged that neither the Central nor the state government had provided any relief for drought.

The meeting passed seven resolutions decrying anti farmer decisions like the report of the Kelkar Committee, abolition of subsidy to farmers, Income Tax on farmers and doing away with the minimum support price were passed.

In another resolution the meeting opposed the decision of bringing HUDA Sector 13 and Sector 23 under the Municipal Council.

Court bans local ad strips

In a significant judgment, a local court today directed the Siti Cable to stop telecasting advertisement strips during its programmes.

Local adovcate Dalip Jakhar had filed a writ in the court of Judicial Magistrate Jaibir Hooda, seeking directions to the local channel to stop showing local advertisements during programmes of national and international channels.

Mr Hooda directed the Siti Cable to obtain affidavits from all its cable operators and submit the same in the court on December 28 at the next hearing.

The court banned insertion of advertisements during the telecast of a film or a programme by local channels. UNI

Bal Vigyan Congress concludes

The Deputy Commissioner, Mr Anurag Agarwal, while addressing students and teachers on the concluding day of the 10th state-level Bal Vigyan Congress here last evening. Mr Agarwal said such conferences should be organised in all districts.

Dr R.S. Dahiya, Secretary, Haryana Gyan Vigyan Manch, also addressed the participants.

Sixteen Bal Vigyaniks were honoured. As many as 116 teams from 17 districts of the state participated in the congress which began here on Saturday.

Students of local colleges observed strike and took out a procession in support of their demand for one more chance to clear the compartment of the class XII examination.

According to Kurukshetra University rules, the names of students of B. A. first-year would be struck off the college rolls because they could not clear the compartment of class XII in the first chance. The students gave a memorandum to the district administration requesting for one more chance to clear the compartment. UNI

BSNL subscribers await SIM cards

Although Bharat Sanchar Nigam Limited (BSNL) has claimed to have started its mobile service in this area, it has not yet been able to issue SIM cards to its mobile phone subscribers, who had applied for connections under the nigam’s post payment scheme.

The subscribers were earlier told that they would be provided with SIM cards and mobile numbers by the middle of November.

The BSNL had invited applications for connections of its mobile service in October-end this year. But till date dealers have not issued any connection, although consumers at nearby Hisar town have already got their connections.

A large number of employees in the Public Relations Department of the Haryana Government were transferred today. Those transferred included Mr Ram Bhagat, a Deputy Director, who has been posted as DPRO, Kurukshetra, while Mr Om Prakash, another Deputy Director, has been posted as DPRO, Panchkula, according to official sources.
